RECOMMENDATION: Approval of the reimbursement resolution for the Virginia PublicSchool Authority Educational Technology Notes (For the SOL Web-based Technology Initiative)

RATIONALE: Chapter 899, 2002 Acts of the General Assembly, provides for theVirginia Public School Authority (VPSA) to conduct a sale of theequipment notes, Series IX to be issued in the spring of2010 tocontinue funding to school divisions to develop and implement theSOL Web-based Technology Initiative. Once school divisions havespent all of their spring 2009 note proceeds and have adopted aresolution for the spring 2010 notes issue, purchases may be made insupport of the Web-based SOL Technology Initiative after July 1,2009.

SUBJECT: Approval of the Internet Safety-iSAFE Certification Proposal

RECOMMENDATION: Approval

RATIONALE: With the approval of the General Assembly in 2006 and legislation signed by GovernorTim Kaine, Internet Safety became a required component to the Acceptable Internet UsePolicies developed by division superintendents. According to the Virginia Department ofEducation (VDOE), an Internet safety component was required to be integrated withineach division's instructional program. To address this need, the Caroline County PublicSchools Internet Safety Committee began writing a K -12 curriculum under the directionof Dr. Rebecca Broaddus and former Director of Instruction, Mrs. Maureen Hijar.

The Acceptable Use Policy was updated and aligned to the state's

requirements.Caroline County submitted its Internet Safety Curriculum that had beendeveloped for K-8, aligned with the state guidelines, and incorporated intoCaroline County Public Schools Acceptable Use Policy.The state reviewed these policies for compliance.Caroline received a letter of recognition from the VDOE for the K-8 curriculumon Internet Safety that had been submitted.The remaining curriculum for grades 9-12 has been completed and submitted tothe Virginia Department of Education for approval.

The Internet Safety Committee would like to propose for the school board's approval thatthe iSAFE Online Program Certification become mandatory for every classroom teacherbased on the following:

Internet safety is a VDOE requirement.Teachers need training to teach new curriculum.iSAFE provides the training for free and covers all aspects of Internet safety.Once teachers are trained, they will have access to the free materials thatiSAFE provides (such as videos on Internet safety to use in their classrooms).The program can be done in different sessions to accommodate the teacher'stime frame of use.A need's survey indicated that further training is needed.

SUBJECT: Approval of Revised 2005-2010 Gifted Education Plan

RECOMMENDATION: Approval

RATIONALE:

The 2005-2010 Gifted Education Plan has been reviewed and revised toreflect program changes. The plan was reviewed by gifted specialists, thegifted advisory committee, and central office administration.

In order to assure consistent implementation of the Caroline CountyPublic Schools Gifted Plan, the Gifted Advisory Committee isestablished each year to meet quarterly with the Gifted Specialists andthe Director of Instruction. This committee has made changes to theLocal Gifted Plan this year in an effort to better serve our gifted studentsin Caroline County Public Schools for the 2009-2010 school year.

The most substantial change to the plan will be the transition from aprogram of student pull-out (from their regular classroom) for smallgroup services to a program that is primarily working with clusters ofstudents along with the regular classroom teacher within the regularclassroom setting. This will create a more collaborative approachbetween the gifted specialists and classroom teachers in meeting allstudents' needs. In addition, a monthly training session will be held on"Differentiating Instruction" at each school by the gifted specialists tofurther work with all teachers in our division. This will serve to improveour teachers' ability to meet the differing needs of students within theirclassrooms.

RATIONALE: The 2009-2010 School Budget is based on an ADM of 4090 and the2009 Appropriation Act adopted by the General Assembly. Staterevenues are projected to increase by $240,506; Federal revenues areprojected to increase by $52,801; County Appropriation is projectedto decrease by $1,000,000. The total budgeted revenues andexpenditures are $35,774,135, $706,693 less that the approved 2008-2009 School Budget.

RATIONALE: The Local Consolidated Application for 2009-10 represents thesubmission of an entitlement grant continuation application forTitle I, Part A (Improving Basic Programs) funds; Title II, Part A(Teacher and Principal Training) funds; Title II, Part D (Technology);and Title IV, Part A (Safe and Drug Free Schools). The ConsolidatedApplication is submitted on an annual basis for these entitlementgrants. These funds are available for the provision of instructionactivities and services to meet the special, educational needs ofdisadvantaged children. The application funding amounts are based onthe 2008-2009 allocations and may be decreased or increased by theVirginia Department of Education. 2009-2010 Title III, Part A Consortium ApplicationSUBJECT:

RECOMMENDATION: Approval of the submission of the Title III, Part A -LEP 2009-10Consortium Grant Application for funds in the amount of $20,346.79

RATIONALE: The Title III, Part A, Language Instruction for Limited English Proficientand Immigrant Students Consortium Application represents thesubmission of an entitlement grant application for Title III, Part A(Limited English Proficiency) funds through a consortium of localschool divisions. Submission through a consortium is required forall school divisions receiving less than $10,000.00 in grant funds.Caroline County Public Schools will act as lead school division andfiscal agent for the 2009-10 school year. The lead school divisionon behalf of the consortium members will submit goals and objectives.These funds are available for the provision of instructional activitiesand services to meet the educational needs of Limited English Proficient(LEP) children. The application funding amount is based on the 2008-09allocation and may be increased or decreased by the VirginiaDepartment of Education. It is anticipated that the consortiummembers will include Caroline ($8,701.77), King George ($6,526.33),King and Queen ($1,407.64), and King William ($895.77) counties.(Please see attached cover page and assurances).

RATIONALE: Caroline Middle School has been awarded a Virginia Tobacco Settlement(VTSF) Grant in the amount of $53,460 to support efforts to encouragetobacco use prevention programs in the middle school in grades six,seven and eight. The middle school will continue using Life Skills

Training (an approved compendium program).

The grant period is July 1, 2009 through June 30, 2010.

SUBJECT: Approval of "I Can Learn Math" Grant and a Request to Board ofSupervisors to Appropriate $1,986.27

RECOMMENDATION: Approval of the "I Can Learn Math" Grant and a request to theBoard of Supervisors to appropriate funds in the amount of$1,986.27

RATIONALE: Caroline Middle School has been awarded a second "I Can LearnMath" Grant for a summer remedial program for 40 students ingrades 6, 7 and 8 in the area of number and number sense. This grantis provided as further support from the Virginia Department ofEducation in assisting the middle school to gain and maintain fullaccreditation. Instruction is delivered via computer and the AlgebraReadiness Diagnostic Test (ARDT) will be used as a pre and posttest. Participating teachers and administrators will participate in aone day training which is also funded by the grant. Please seeattached grant award.
