Purpose

Provide information regarding local employment training and support resources available to youth and young adults with disabilities with intent to promote the attainment of long term, sustainable employment.

Identify candidates interested in obtaining work preparation / job placement support and provide linkages with appropriate resources (CV or otherwise).

Educate Career Visions consumers as to the mission of the CV program. CV consumers include students and their families, the education team, community resource partners, and employers.

Career Visions’ Mission: Consistently offer the highest standard of workforce preparation and job placement assistance to youth with disabilities living in the Santa Clarita Valley. CV Staff introductions.

The Programs – Career Visions

WorkAbility 1 All Special Education students qualify.

CA CDE funded - currently supports the District to provide workforce prep and placement services to both HS and JHS students with documented disabilities.

$70K in direct OJT support allocated for FY1718.

Target population – 16-22 years. Results for FY1617 – 1,400 + served, 250+ placed.

Limited Vocational Training Support (Equipment, Bus Passes, Tuition).

Emphasis on transition to unsupported employment.

Transition Partnership Program (CA DOR)

Currently, 70 intake slots available to District students. $1.2 million in total resources dedicated annually. Tremendous demand again this year!

Program = Intensive Workforce Preparation Training in the classroom, job placement assistance, and post secondary training support (Equipment, Transportation Passes, Tuition) from CA DOR where appropriate. Students can receive up to 100 hours of subsidized placement support (usually placed in the spring semester) while enrolled with the WSHUHSD.

Target population – 16 + years

Client can re-apply for services even if case is closed successfully after HS (service eligibility to be determined). Success = 90 days of continuous, unsubsidized employment in the students career interest area.

Accessing Career Visions Services

The Ideal Referral

Close to 3,000 special needs students in the WSHUHSD.

Given the overwhelming service demand, we have to be selective in order to offer the greatest chance at a successful employment outcome. No success = no funding.

Referral to community partner (YES, DOR, AJCC, WIOA) when appropriate.

A special note to Parents: Career Visions maintains active partnerships with more than 100 SCV based employers, however, community work experience is not a mandated transition service! Students and their families must be willing share equal ownership in the employment training process! More on this later.

Student must have documented evidence of a specific barrier(s) to employment. An IEP will usually suffice as evidence, but in some instances, additional medical documentation may be required. If the student is being referred for TPP support (more on this later), Career Visions personnel help to gather this documentation.

Student must want to work.

Student must be available to work at a traditional part time job.

Student must be able to benefit in some way.

All students accessing CV as a resource must have a program application on file with the department. Referrals for program services can be made as young as 12 years of age, and remain active until the student terminates District services. More on the application process later!

The Process

Curriculum Package for 17/18 Career Exploration Community Awareness Job Acquisition Retention

1) Classroom Presentations (within 4 weeks of start of fall semester) - everybody wants to work, right?

2) Define your area of interest. Complete interest assessments – variety of resources which link directly to BLS – Occupational Outlook Handbook (labor market outlook for each sectors) More at: cvworks.org > Students > Assessment Resources

3) Using interest results, students work with their instructors to develop a Career Action Plan (CAP) (HUGE information resource for CTAs and IEP Team!).

5) Explore community resources – AJCC, SS Office, DSS, Pathways.

6) Apply for jobs – complete applications (electronic and paper).

7) Develop an appropriate cover letter, resume, letter of resignation. (Data Wizard)

8) Practice Interviewing. Schedule an official, videotaped interview with CV Interview Team. Student should be dressed appropriately and have completed application, cover, and resume to present to interviewer. Placement services usually begin after the videotaped interview is completed.

9) Follow up! Thank You Letter or Follow Up Call.

10) Reinforce retention!

Career Transition Advisors – Work Experience, HS & TLC

Provide support to CV students outside the classroom environment.

Support work experience opportunities (subsidized, direct hire opportunities, both TPP and WAI).

Prepare TPP intake paperwork.

Refer exiting students, who have chosen not to pursue advanced training to Job Developers for placement assistance.

Maintain all aspects of contract accountability.

Act as primary liaison between CV, school administrators, classroom instructors, and CV consumers.

Assist exited TPP students that are not actively pursuing a certificate training or community college with job placement for up to 1 year after exiting HS (direct hire only).

Meet with DOR staff quarterly to review progress for students actively pursuing a certificate training or community college for up to 1 year post exit.

Educate potential consumers as to the nature and scope of CA DOR support and services.

Process intakes for eligible TPP candidates.

Determine appropriateness of work experience while in high school.

Authorize purchase of assistive technology, training equipment, tools, tuition, books, transportation vouchers, and reasonable accommodation materials as they directly relate to success in the workplace.

Post Exit - Monitor all exited TPP students actively pursuing a certificate training or community college.

Notify CV Job Developers of all TPP students that have either completed or dropped out of a certificate training or community college for job development services (within 1 year of exit).

Career Transition Advisors – Work Experience, Adult Transition

Facilitate all aspects of work experience placements including transit training to employment sites and job coaching.

Identify potential DOR clients 2 yrs prior to exit. Under the current model, only students who will not need supported employment services after exit will be referred for TPP services. Those needing longer term, comprehensive job coaching support may be referred to an alternative resource such as Regional Center or CADOR supported employment services within 6 months termination of District special education services.

Classroom Instructors

Coordinate all classroom related activities and completion of workforce preparation curriculum prior to work experience placement.

Assist students with communicating monthly / quarterly progress to their assigned DOR Rehabilitation Counselor.

Assist with identifying potential TPP participants.

Participating Students and their Families – CV Consumers Agree to share EQUAL ownership and accountability in the training

process.

Please note: This is a competitive employment environment.

Having a barrier to employment does not justify poor work habits (ie. assuming an employer will be OK with constant lateness, poor hygiene, or absenteeism because of a documented disability is NOT a reasonable accommodation expectation).

You agree to maintain active participation in workforce readiness training, availability, accessibility, a demonstrate a desire to work.

Communicate! (Monthly email communication to DOR counselors, constant contact with employers, your instructor and CV). In this program, the rules that we have established were created to maximize the potential for a successful outcome.
