CENTRE DIRECTOR’S MESSAGE

Daniel Chien Tiaw Huat

The mark of a servant’s heart can be seen through the way he or she serves others, especially to those who can never return the kindness they have received.

I wish to commend the staff team, who have rallied together to adapt and rise up to challenges faced in the line of work, all the while still staying relevant and close to our clients. Through the staff’s zealous efforts, many clients have walked out of our doors feeling relieved, with a sense of being understood, assured that their plight would be attended to, armed with new found hope.

I take this opportunity to thank Mr Daniel Chien, Centre Director, for his servant heart in serving and leading the Centre for the past 9 years. It has indeed grown much under his leadership. I congratulate him on his new role in Care Corner as Chief Operating Officer (FSC) and trust that he will continue to soar like an eagle for the Lord in this ministry. I welcome Ms Charis Kuang as she takes over the mantle of the centre’s leadership. May the Lord’s presence and guidance be with her always!

Special thanks to MCYS, NCSS, grassroots advisers and leaders, Management Committee members and volunteers who had given their valuable support to the Centre, encouraging and spurring us on. “Finally,brothers,whateveristrue,whateverisnoble,whateverisright,whateverispure,whateverislovely,whateverisadmirable–ifanythingisexcellentorpraiseworthy–thinkaboutsuchthings.”

PRESIDENT’S MESSAGE

FY11/12 was indeed a year of consolidation and transition for the Centre.

After the May 2011 General Election, the service boundary served by the FSC was amended to just two constituencies: Marsiling led by Mr Hawazi Daipi; and a new constituency Woodgrove led by new MP, Mr Ong Teng Koon. Networking meetings with respective MPs and grassroots leaders were initiated to better understand the implications of the changes and ensure that the needs of residents were promptly met.

The Healthy Start Programme was phased out in March 2012 by the Ministry, as such cases were now serviced by all FSCs island wide. Through God’s divine arrangement and perfect timing, we were able to deploy our displaced manpower to two newly awarded programmes: a new FSC in Tampines; and a new Youth GO! programme in the North East district! We also started a new Supervised Access programme which supported families struggling with child access and custodial matters as there were very few such service providers in Singapore.

As I move on to assume a new role at our head office, I am confident that Ms Charis Kuang, who has been promoted to Acting Centre Manager effective April 2012 will lead the Centre to greater heights of service with her dedication, zeal and commitment.

I take this opportunity to thank our Management, donors, sponsors, volunteers and partners-in-service for their continued support and encouragement; notwithstanding the dedicated staff at the Centre, I am very proud of all of them for their compassion and dedication! I thank and praise God for all of you!

Casework & Counselling

A total of 927 clients were served in FY11/12. For new cases seen, Financial cases (53%) was once again the main presenting issue, with Housing/Shelter cases (12%) and Marital Issues (7%) as the next two largest presenting issue categories. Housing/Shelter issues, though the second highest presenting problem, had decreased by 21% when compared to the previous year.

Enhanced Information & Referral (‘I&R’)

I&R cases increased by 4% from the previous year and totalled 847 cases. The two main categories for I&R presenting issues were Financial (46%), and Housing/Shelter (13%) issues, which were similar to the previous year.

Community Outreach & Networking

FY11/12 proved to be a very fruitful year in establishing deeper collaborations with numerous community partners. Community Day and celebratory events such as Chinese New Year, Christmas and Family day events touched the lives of over 1,600 people in the community.

Networking with community partners to extend and offer more in-depth services to the community saw the Centre engaging in the following activities:

• Dialogue sessions with MPs in the Marsiling and Woodgrove precints such as with Mr Ong Teng Koon, newly elected MP for Sembawang GRC (Woodgrove) resulted in a more comprehensive 3-prong approach to help needy clients in the Woodgrove area;

• Collaborations with Sembawang Town Council and Marsiling CCC Welfare Committee helped to fine tune protocol procedures for those who experienced difficulties paying their conservative charges;

• Mr Hawazi Daipi, Senior Parliamentary Secretary, Ministry of Manpower and Ministry of Education graced the “Love Blessing” event and gave out financial support to extremely grateful needy clients;

• Through an invitation from the Marsiling Welfare Committee, 70 RC members were briefed by the Centre on how to conduct assessments of clients.

PROGRAMMES & SERVICES

Healthy Start Programme (‘HSP’)

In FY 11/12, HSP supported a total of 35 families who had young children 6 years old and below, by providing them skills to promote positive parenting, strengthen their family functioning and linking the families to community resources all aimed at providing their young children optimal development opportunities, so that they can reach their full learning potential. A Parenting Support Group of 4 sessions was conducted weekly for mothers, providing them parenting education, support and self-awareness.

The Centre is grateful to Ms Vidya Bhat and Ms Serene Sim from Health Promotion Board for teaching the mothers how to make healthy and affordable dishes at home for their family.

The HSP programme officially ceased on 31 March 2012 as all FSCs in Singapore will soon extend such similar services to help more families island-wide.

Various Assistance and Activities in FY11/12

• 529 students received School Pocket Money Fund;

• 496 benefitted from the Educational Therapy Service;

• 250 clients received food rations;• 128 students participated in

Enhanced STEP-UP programme;• 56 received aid from the poor and

needy fund;• 35 families were supported

through the Healthy Start Programme;

• 24 people attended the Marriage Preparation Programme;

• 19 children received aid from the Student Care bursary fund; and

• 7 families were supported through the Supervised Access Project.

A Rewarding Year of Fun and Love (Letter from a parent)

“I would like to express my gratitude to the teachers and ‘aunties’ who have taken care for my two children at Care Corner Student Care Centre (Woodlands) over the year 2011.

The past year was a rewarding one for my children at Care Corner. They received constructive feedback and guidance from the teachers, and care from the aunties who cooked nice healthy food for them.

The cooking sessions organised during December school holidays were so impressive, that I found it unbelievable that the food my children learned to make at the Centre could taste so nice!

I wish to thank the Primary 1 teacher Mdm Yeo, who has been so very patient with my daughter, Jovianne. She had been so encouraging by providing praises verbally and in her assessment books and gave constructive feedback to her. Though I seldom talked to Mdm Yeo, I was able to tell from the assessments books and daily conversation with Jovianne, that she has been passionate in her work.

I would also like to thank Mdm Lim who was very consistent and passionate in what she was doing. I believe she has set a good example for my son, Jovan.

Lastly, I wish to thank the Centre Supervisor, Ms Olivia Ho for her leadership and for providing an environment where the children can have fun and love in Care Corner. I wish her and her team, a happy and good year ahead! “

Access Arrangement Services

Newly launched in February 2011, this programme provided supervised and unsupervised access, as well as transfer arrangements for children and young persons below 16 years of age, who had been removed from their family for various reasons (such as abuse) and placed under alternative care, meet with their parents at the Centre. These cases were referred to the Centre by MCYS.

Through gradual and safe contacts with parents, paced with to the child’s readiness to meet with his/her parents, the Programme aimed to eventually reintegrate the child back to his/her family.

In FY 11/12, 7 cases were referred by MCYS, of which one child was successfully reintegrated to his family of origin.

Family Life Education Financial Talk

After a break of two years, the Family Life Education Financial Talk on “Finance and Budgeting” was resumed in September 2011. The first segment focused on “Needs and Wants”, “Buying by Installment” and “Paying Your Bills”. The second segment was an experiential group work on “Planning Your Purchases in Daily Living”.

Enhanced STEP-UP

The Enhanced STEP-UP team provided intervention services to 3 neighbourhood secondary schools serving 128 students. Enhanced STEP-UP was targeted at students with high absenteeism rate and/or students with a high risk of dropping out of school. The team incorporated experiential learning for most of the sessions and saw active participation in about 70% of the students. Some exciting experiential learning outings included a fun time at Laser Quest, where the students had to plan, strategise and back each other up in the battle between two teams. Celebrity Chef Eric Teo was also invited to impart cooking skills to our aspiring youth chefs. There were results noted by the schools in terms of students’ improvements both academically and in their personal growth.

Marriage Preparation Programme

In September 2011, the Programme was extended to minor couples aged 18 to 21 years old as it became mandatory for minor couples to complete the Programme before they could acquire a marriage certificate. In addition to topics such as roles and responsibilities in marriage, communication, conflict management, finance, family planning and personality traits, additional topics on employment, parenthood (including caring for baby) and family violence issues were included. Out of 14 minor couples who enquired about the Programme, two signed on but ceased attending after one to two sessions due to other personal commitments. Twelve adult couples completed the Programme. Many chose the Centre due to the personalised schedule it offered, conducted mainly on Saturdays, with a ratio of one counsellor to a couple.

一年多的日子,接受了辅导员的帮助于开,婆媳 之间总算改善了。现在我和先生还在为婚姻努力当中。

我很感谢关怀家庭服务中心(兀兰)与这里的辅导员。因为他们的耐心,关心与热心,让我觉得这个社会充满了爱 。谢 谢你们。”

Care Corner Student Care Centres: SCC(Woodlands) and SCC(Marsiling Pri Sch)

SCC(Woodlands) before-after-school care service served a total of 111 students and had an average enrollment of 91. Students from the low-income strata who received MCYS subsidies averaged 30.4%.

Through the year, students participated in activities that included: a cultural exchange programme with Hong Kong Chai Wan Kok Catholic Primary School, the SCC Family Day at River View Hotel, Singapore American School Christmas Party, NIE 2-day camp, Republic Polytechnic’s social responsibility project, a Christmas Party by Shi Lin Taiwanese snack, Chinese New Year workshop by Hwa Chong Institute, and a Movie Date with the SCC ambassador Mr Mark Lee, by Mark Lee & LIDO Cinema.

SCC(Marsiling Pri Sch) served a total of 56 students and had an average enrollment of 38. Students from the low-income strata who received MCYS subsidies averaged 47.3%.

Activities in the year included: Easter Day celebrations, June Holiday programme of Calligraphy, craft, cooking, pool activities, creative art, line dancing, academic enrichment, sports telematch, SCC Family Day, National Day celebration & Flag design competition, Mid-Autumn celebrations of lantern making competition and moon cake making.

Care Corner Educational Therapy Service (‘ETS’)

FY11/12 was a fruitful year for ETS, which provided specialist services for children with learning difficulties ranging from concerns such as ADHD (Attention Deficit Hyperactivity Disorder) to reading difficulties and slow learning. A total of 496 children and parents benefitted from the service.

Key programmes offered included (i) Specialist Tuition, which helped children in their academic subjects of English and Mathematics; and (ii) KidsBright, which helped improve children’s learning and cognitive abilities.

In addition to programmes being conducted at the ETS Centre, programmes were also conducted at children’s homes, three primary schools (Naval Base Primary School, Kuo Chuan Presbyterian Primary School and South View Primary School) as well as five CDAC centres (at Punggol, Redhill, Yishun, Bukit Panjang and Yew Tee). Due to good response and feedback from beneficiaries, the KidsBright programme saw its third year of operations in collaboration with CDAC which benefitted children with learning difficulties from low-income families.
