    Reform Polytechnics To Meet Market Needs

    &ertificate of Primary $d%cation e+am res%lts" an im,ortant statistic from his s,eech #as

    lost amon* all the contro-ersy ao%t rankin* and ,ri-ate -ers%s ,%lic school candidates

    loomin* selection" or lack of it" to secondary schools.

    Kaimenyi anno%nced that o%t of the //0"000 st%dents #ho sat K&P$ in 1023" only 4/5"000

    #o%ld find ,laces in secondary schools. (ome 200"000 #o%ld e asored in technical and

    -ocational ed%cation and trainin* instit%tions. He did not say #hat #o%ld ha,,en to the

    rest" 67"000" a n%mer that has een increasin* e-ery year.

    The constit%tion states that ed%cation is a f%ndamental ri*ht. B%t" e-en if this #as not the

    case" the sheer #aste of ,otential re,resented y these children #ho fall thro%*h cracks

    sho%ld concern e-eryone #ho cares ao%t the nation.

    The *o-ernment has" since 1003" in-ested hea-ily in technical and -ocational ed%cationsector reforms. B%t re-ersin* the ne*ati-e effects of more than 30 years of ne*lect" #ron*

    ,olicies and ,riorities #ill take time. Then a*ain the te,id #ay these reforms are ein* done

    and the many contradictions make one #onder #hether #e really -al%e -ocational skills

    trainin*" or #e only say #e do.

    8ther#ise ho# #o%ld yo% e+,lain the many technical trainin* instit%tions that ha-e een

    con-erted into %ni-ersities and colle*es and ha-e ne-er een re,laced9 8r the fact that"

    #hile the entire T:$T sector has the ,otential to enroll 200"000 st%dents" accordin* to

    Kaimenyi" total %ni-ersity enrollment" lar*ely the ,reser-e of the elite middle class" is

    730"000.

    f this #as ,%rely a ;%estion of %ildin* more facilities to host more st%dents" it #o%ld e

    easy to sol-e. B%t the root ca%ses of o%r T:$T ,rolem *o far eyond the need for hard#are.t is a reflection of #ron*headed *o-ernment ,riorities" ne*lect and societal attit%des that

    rate technical ed%cation as inferior to academic ed%cation. The ;%ality of ed%cation offered

    in yo%th ,olytechnics is ,oor and teachin* morale is e+tremely lo#. Many yo%th

    ,olytechnics teach the same or instance" altho%*h the

    *o-ernment s%sidises the cost of ed%cation in yo%th ,olytechnics y more than half" the

    ma?ority of them are %nder%tilised" in some cases r%nnin* at less than @0 ,er cent ca,acity.

    (%ch #aste" in the face of increasin* n%mers of yo%th #ho are des,erate for a chance to

    *ain em,loyment skills and o,,ort%nities" is sim,ly %nacce,tale. (omethin* has to chan*e.

    rethink of technical and -ocational ed%cation that ho,e #ill not e left to #aste. The recentreforms at the NY(" altho%*h not com,leted" sho# #hat kind of res%lts can e achie-ed

    #here there is -ision and ,olitical #ill.

    (e-eral ,ri-ate ,ro-iders of yo%th em,loyment skills trainin* ha-e tested models that sho#

    that s%ch chan*es can e made #itho%t too m%ch cost or disr%,tion. (ome res%lts are ;%ite

    im,ressi-e" a-era*in* 5@ ,er cent em,loyment s%ccess for yo%th eneficiaries. The res,onse

    Entrepreneurship Office at head office with the support of Center Coordinators. Interested

    entrepreneurs should contact their respective Centers immediately to be enrolled in the program

    The main objectives of the Capacity Building Programme for Youth Polytechnics and TVETS include:

    To incorporate appropriate BEST modules in YPs curriculum for complimentary purposes.

    To support instructors in introducing elements of the BEST modules of their interest in their classes

    and among their students.

    To increase implementation of labor market oriented employability skills training in Dundori YP.

    Ultimately, capacity building of instructors would facilitate youth access to job placements in acompetitive job market, help youth make informed choices for their self-directed growth and positive

    citizenship, and promote earning and savings culture among the youth
