The Government has, via the Ministry of
Enterprise, Energy and Communications,
appointed a Productivity Committee, and
commissioned the Swedish Transport
Administration to:

The Market • Sweden's construction market has an
annual turnover of around SEK 100 billion.
• The Swedish Transport Administration
conducts procurements for approximately
SEK 30 billion, which represents about 30
per cent of the construction market
• Road: Investments, operations and
maintenance are dominated by Skanska,
Peab, Svevia and NCC. These companies
also dominate within rail investments
(embankments)
• Rail: Operations and maintenance are
dominated by Infranord, Balfour Beatty Rail
and Strukton Rail.
• Increased interest from foreign contractors

The Stockholm City Line Project
WHERE Through the central parts of
Stockholm.
WHAT A 6 km commuter train tunnel
underneath central Stockholm. Two new
stations – Stockholm City and Stockholm
Odenplan.
WHY The Stockholm City Line doubles the
capacity of both commuter trains as well as
regional and long-distance trains to and from
Stockholm, at the same time as accessibility
increases with the new stations.
NOW Work in progress along the entire
route. During 2013 we blasted and removed
the remainder of the rock and continued with
the installation works.
OPEN TO TRAFFIC 2016.
COST SEK 16.8 billion (2007 price levels).

The E18 Hjulsta-Kista Project
WHERE Stockholm western approach.
WHAT A 9 km motorway with 6 grade-
separated junctions, 30 bridges, two 300-
metre tunnels and a new service road
between Hjulsta and Rinkeby.
WHY We are reconstructing the road
between Hjulsta and Kista in order to reduce
the traffic jams, noise and the number of
accidents. When the project is completed,
more companies and people will be able to
move to the areas surrounding the E18. It will
also give increased access to Järvafältet.
NOW Construction underway.
OPEN TO TRAFFIC Gradually 2011-2015
COST SEK 4 billion (2009 price levels).

The E4 Sundsvall Project
WHERE Sundsvall
WHAT 20 km new European class motorway
from Myre to Skönsberg incorporating 5
junctions and 33 bridges. The longest bridge
is the 2,109 meter long bridge across
Sundsvall Bay.
WHY The southern approach to Sundsvall
and the city centre is currently experiencing
problems with traffic jams, road accidents,
low average speeds and poor air quality. The
new E4 alignment will improve road safety,
accessibility and the environment.
NOW Construction work started in 2011.
OPEN TO TRAFFIC 2014.
COST SEK 4.6 billion (2012 price levels).

The ERTMS Project
WHERE All over Sweden.
WHAT The introduction of a joint rail traffic
management system for Europe.
WHY To facilitate cross-border rail traffic and
to increase the competiveness of the
railways.
NOW A plan for Corridor B (Stockholm–
Malmö, Hallsberg–Katrineholm and
Hallsberg–Mjölby) adopted in 2013.
IN USE Bothnia Line, Ådalen Line,
Västerdalen Line and Haparanda Line. Will
then be successively introduced starting with
Corridor B.
COST SEK 30 billion (2012 price levels).

The E4 Stockholm Bypass Project
WHERE West of central Stockholm.
WHAT A new stretch of the E4 between
Kungens kurva in the South and Häggvik in
the North. Approximately 18 of the 21 km of
the new road will be in tunnels.
WHY Create simpler everyday life in a
rapidly expanding region, connect the
northern and southern Stockholm in order to
create common labour and housing markets,
reduce the vulnerability of the road traffic
system and reduce pressure on the
approach roads and central Stockholm.
NOW The work plan was completed in 2012.
Start of construction planned for mid 2014
and open to traffic in 2024.
COST Approximately SEK 28 billion (2009
price levels).

The Södertörn Project
WHERE South of Stockholm.
WHAT A cross-connection between E4/E20
and road 73.
WHY Increased accessibility, capacity and
safety.
NOW Start-up stage.
OPEN TO TRAFFIC 2020-2025.
COST Approximately SEK 4.9 billion (2013
price levels).

The Göteborg-Borås Project
WHERE Göteborg–Borås.
WHAT An approximately 70 km new double-
track high-speed railway. Part of the future
Götaland Line.
WHY To create more effective travel
opportunities regionally as well as on the
stretch of line from Stockholm–Göteborg via
Jönköping.
NOW The Government has identified
Göteborg–Borås as an investment in the
Infrastructure Bill that was submitted to
Parliament in 2012. Decisions reached in
preliminary studies and the railway survey.
COST Approximately SEK 15 billion (2008
price levels).

Hallandsås
WHERE On the West Coast between Båstad
and Förslöv.
WHAT Two 8.7 km-long parallel railway
tunnels through Hallandsås.
WHY To increase the capacity over
Hallandsås from 4 trains per hour to 24 trains
per hour and to double the possible freight
weight.
NOW Tunnels ready. Rail construction
ongoing.
OPEN TO TRAFFIC 2015.
COST Approximately SEK 10.5 billion (2008
price levels).

The Marieholm Connection Project
WHERE Göteborg
WHAT A new road tunnel underneath and a
new railway bridge across the Göta River in
Göteborg.
WHY To reduce vulnerability and disruption,
and to increase the robustness of the road
traffic and railway systems. To reduce traffic
pressure through Tingstad Tunnel.
NOW Ongoing procurement of contractors.
Start of construction mid-2013.
COST The tunnel is estimated to cost SEK
3.5 billion (2009 price levels) and forms part
of the West Swedish Agreement. The new
Marieholm Bridge is estimated to cost SEK
1.35 billion (2009 price levels) and is
financed through regional and national
cooperation.

The Mälaren Line Project
WHERE Stockholm, Tomteboda–Kallhäll.
WHAT Two tracks upgraded to four,
approximately 20 km long. Connects to the
Stockholm City Line.
WHY Commuter trains are separated from
other rail traffic. This leads to more frequent
trains, improved punctuality and shorter
travel times.
NOW Investigation and planning for the
stretch of line between Tomteboda and
Barkarby are underway. Construction work in
progress on the Barkarby-Kalhäll section.
COST SEK 10.7 billion (2009 price levels).

The Norra länken Project
WHERE Stockholm, Tomteboda–Värtan.
WHAT Norra länken will be 5 km long and
primarily comprised of tunnels. One section,
1 km in length, will be decked over to provide
room for Hagastaden.
WHY To improve accessibility and create
new opportunities for the region.
NOW Under construction.
OPEN TO TRAFFIC Norrtull–Värtan 2014,
Tomteboda–Norrtull 2017.
COST Norrtull-Värtan, approximately SEK 11
billion (2012 price levels), EUR 56.15 in EU
funding. Tomteboda-Norrtull section
approximately SEK 4.5 billion (2012 price
levels).

The Ostlänken Project
WHERE Järna–Linköping.
WHAT An approximately 150 km new
double-track high-speed railway. Part of the
future Götaland Line.
WHY To create more effective travel
opportunities regionally and on the stretches
of line from Stockholm–Göteborg via
Jönköping and from Stockholm–Malmö.
NOW The Government has included
Ostlänken as an investment in the
Infrastructure Bill that was submitted to
Parliament in 2012. The Railway Survey is
finished. The question of permissibility is
being decided by the Government and work
has started on the preparation of a Railway
Plan.
COST Approximately SEK 30 billion (2008
price levels).

The West Link Project
WHERE Through central Göteborg.
WHAT An approximately 8 km railway for
commuter train services running in a tunnel
beneath Göteborg.
WHY Contributes to an attractive, expanding
and sustainable West Sweden. Provides
greater capacity for rail traffic, reduces
vulnerability in the railway system and three
new stations will increase accessibility to the
city and the region.
NOW Design work in progress.
COST Approximately SEK 20 billion (2009
price levels). The project is part of the West
Swedish Agreement.
