Mayor Yu to deliver State of the City addressService, diversity and transparency among themes

Temple City Mayor Vincent Yu will revisit thepast year and outline the council’s plans for 2017in the annual State of the City address, at 6:30p.m., Tuesday, March 7, in the Council Chamberslocated at 5938 Kauffman Ave.

Avoid market overconfidence“A Bear was so enthralled by honey that he ignored the hum and

ran right into the Bee-Garden.” This is the synopsis of a fable aboutunprofitable passion. That story didn’t end well.

Investors commonly do more harm than good when alteringtheir investment strategy in response to dramatic stock marketchanges or political events.

The 2008 downturn generated intense emotion, with some sell-ing as the market was at its lowest. This year opens with indices atnew peaks and, again, excitement is running high.

Today’s unprecedented market heights will very likely change.The S&P 500 is currently trading at 26 times the Price to EarningsRatio, when the long-term average is about 16. This is quite high.

Admittedly, there are no obvious signs of a downturn. The GDPhas slowed to 2%, but unemployment is low at 4.7%. Wages are upalmost 3% percent over the past 12 months. The American economystill appears strong.

A considerable concern is that the market’s current incline couldembolden too much bravado.

Seth Klarman, the “Quiet Giant” of the financial industry, wasunusually pointed in his most recent letter to investors. “Not onlyis [Donald] Trump unpredictable, he’s apparently deliberately so.He’s said its part of his plan. The president is high volatility. Inves-tors generally abhor volatility and shun uncertainty. The erratic ten-dencies and overconfidence in his own wisdom and judgment,which he has demonstrated to date, are inconsistent with sounddecision making.”

To punctuate the moral: Responding to today’s uncertainty re-quires a level head. Overconfidence will exacerbate uncertainty andcould lead you into very ornery territory.

Remembering an especially good day

Today, Denise is most oftenthe first person you’ll see on ar-rival to our office; it’s not byaccident.

Denise soon mastered thephone skills just like I knew shewould. And for good measure,Denise became our ChamberAmbassador at-large.

And Denise established busi-ness relationships with the easeof Pavarotti humming the Tro-jan Fight Song.

Back in December, a speakersharing a 25-second Chamber“commercial” moved Denise totears.

A week later, we entertained

a visitor. Nancy Davidson, ex-ecutive director of The Founda-tion for Living Beauty, shared alunch and I don’t think any ofus will ever be quite the same.

Living Beauty was foundedin 2005; the organization pro-vides emotional and physicalsupport for women who havecancer.

Nancy and her three-womanteam organize and provideevents, support groups, and re-sources; after about five min-utes, we knew we wanted to beone of those resources.

But what could we do? Howcould we help? Denise and allof her co-workers aren’t a teamby accident; they’re determinedto make a difference by ... like

... yesterday.Within a few days, Nancy

provided five families facing thehardship of cancer, low income,and the reality of a non-existentholiday.

They were ready to present the culmi-nation of hours of hard work. In one ofthe closest competitions in recent history,all the floats were deserving of the cheersthe youth groups heard as they pushedtheir creations down the parade route.

As the clock struck 10 a.m., Saturday,Feb. 25, the crowds lining Las Tunas Drivecheered as the Temple City High Schoolmarching band led the award winningfloats, dignitaries in bright convertibles,high school marching bands and delega-tions of children representing schools,clubs and other organizations down to thesugar mountain of Temple City City Parkwhere barkers and colored balloonsawaited.

A successful closing toschool funding bonds marksprogress in the District’s goal ofrebuilding and modernizing in-frastructure to meet studenteducational needs.

The District’s 2012 GeneralObligation Bonds, Series B and2017 General Obligation Re-funding Bonds closed on Feb-ruary 14 after successful trad-ing.

Approximately $33.28 mil-lion was raised through the saleof Series B Bonds - money thatwill be used to finance capitalimprovements and new con-struction throughout theTemple City Unified SchoolDistrict.

The District’s refundingbonds also saw successful re-turns, generating over $2 mil-lion in taxpayer savings.

The success of the sale is duein large part to the District’s im-proved general obligation bondrating.

Evaluated by Moody’s Inves-tors Service prior to its release,the bond was upgraded from anA1 to Aa3 rating based on Dis-trict solvency and the economic

growth in Temple City.The improved rating was key

in attracting investors and, ul-timately, creating more fundsfor school projects. With fi-nancing in place TCUSD is pre-pared for some of the schoolimprovements originally iden-tified in its Facilities Needs As-sessment & Improvement Plan.

Bonds were initially set to bereleased in November, but weredelayed due to volatility in themarket.

The wait proved to work inthe District’s favor with theJanuary market yielding stron-ger bond prices. “The ratingupgrade and strategic timing ofthe release are substantial ac-complishments that will paydividends for years to come,”said Superintendent KathyPerini. “It provides TCUSDwith the financial security toensure a full range of projectsare completed on time andwithout excess burden to tax-payers.”

The District’s school im-provement projects, known asMeasure S Bond Projects, arepart of a voter-approved plan

introduced in 2012. The Dis-trict has already completed anumber of Measure S projectsfunded by Series A Bond con-tributions.

Completed projects includemodernizations for Cloverlyand Emperor ElementarySchools, the Dr. Doug SearsLearning Center, the Oak Av-enue Technology Project, andPhase I completion of the LaRosa Elementary School mod-ernization.

First Baptist Church invitesunwanted electronic wastedonations on March 18

First Baptist Church is hosting a Financial Peace University coursethat started in February. Classes are open to the community as wellas anyone who is interested within the San Gabriel Valley. The classesare teaching how to win with money, change legacies , save mar-riages, take control of your financial future, create a budget andpay off debt. The classes are from 3-4:30 p.m., from Feb. 12-April 9,in the church library. The entire course is only $75 which includesa complete kit of resources along with teachings from nationally-known radio show host and financial adviser Dave Ramsey and histeam. First Baptist hosting Financial Peace University

First Baptist Church is hosting an E-Waste event, from 9 a.m. to3 p.m., March 18, in their church parking lot, 6019 Baldwin Ave.The public is invited to bring their unwanted televisions, comput-ers, cell phones, copiers, printers etc. Please do not bring house-hold appliances, alkaline batteries, automotive fluids, light bulbs,medical waste, paint or toxic household items.

The Knights of Columbus Council #9128 willhost its 29th Annual Fish Dinners on Fridaysduring the Lenten Season at Saint Luke the Evan-gelist Catholic Community.

The dinners will be 5:30 to 7 p.m. in the Par-ish Hall on Friday, March 3, 10, 17, 24 and 31and April 7. Palm Sunday is April 9 and EasterSunday is April 16.

The menu choices include a baked salmon din-ner or a fish taco dinner, both with sides.

The children’s menu includes macaroni andcheese with sides. Dessert is included. Cost:Adults/$11; Seniors 65 and Older/$10; Children7-14 Years Old/$7; Children 6 Years Old and Un-der/$2. Guests are encouraged to bring a cannedfood donation for the Parish’s food pantry, orga-nized by the Society of St. Vincent de Paul.

Stations of the Cross will also be held everyFriday in Lent at 7 p.m. in the church.

Different Parish ministry groups will lead thestations each week.

Cosmo: out-of-this world gorgeous

Cosmo is a very easy going guy, wise beyond his 3 years.

Cosmo is sweet, affectionate and loves to be petted. When it comes to playing, his style is slow and steady.

Cosmo likes that feathery toy or laser dot to come to him, because he just knows if he waits, they will.

He gets along well with his roommates too, so he’d probably do well in a multi-cat family. Or he’ll be fi ne as your only best pal. Either way, his vibrant orange color will

complement any decor. Come meet Cosmo in Meow Manor.
