I grew up playing A LOT of team sports; baseball, basketball, volleyball, even doubles badminton (hey, it was really challenging and I was pretty good!). So I think it's just in my

internal programming to be team-oriented - playing and working well with others. It is also why one of my goals for CTA during my year as President is to encourage our association to work more and more with key allied groups to address our big issues and projects. And I am proud to say, the CTA team has rallied wholeheartedly around that goal. Kudos to Shawn and his team for their efforts.

Example #1 - Chris Shimoda is currently spearheading CTA's efforts working with a huge freight transportation coalition addressing CARB's proposed Sustainable Freight Action Plan. I recently attended a meeting with Chris that included representatives for Governor Brown, CARB, GoBiz (the Governor's Economic Development team), CA port executives (air and water ports), the railroads, trucking, terminal operators and shipping lines, and key merchants doing business in the ports. Talk about a broad-based coalition effort! While we are far from seeing a final version of the Action Plan, I can tell you how impressive it was to have the Governor's folks, including CARB's Executive Director, at the table with this collective goods movement community.

Example #2 - RJ Cervantes is working with a broad-based business coalition to address and oppose the most recently-introduced Assembly Bill (AB) 1727 (authored by Assemblymember Lorena Gonzales), a bill proposing to allow eligible groups of independent contractors the right to organize and negotiate with "hosting platforms;" not just "gig economy" businesses such as Uber, Lyft, Handy and Cargomatic but virtually any business that uses any medium to connect people requesting services from other people willing to do the work. Along with CTA and CalChamber, key (across-the-spectrum) allied groups in the coalition opposing the measure include associations representing newspaper publishers, retailers, the high-tech industry, staffing agencies, the pool and spa industry and home health services. The broad cross section of industries working together to oppose this measure is essential to educate decision-makers on the global business impact AB 1727 will have on businesses and consumers here in California if passed by the Legislature and signed into law by Governor Brown.

While CTA is a significant force here at the State Capitol (working together with many of you), I hope the examples mentioned above are proof enough to you that when working together with key business/industry allies (when it makes sense to do so), CTA is even stronger!

But let's not stop there - it is my hope that each of you make it a professional (and personal) priority to promote CTA to your fellow carriers and allied business partners and emphasize the importance of their participation in light of the breadth and significance of the issues we face as an industry. The more, the merrier - and the louder (our collective voice)!

There are lots of things going on at CTA in May for you, our members. With the April Southern Truck Driving Championships on the books, the North is ready to host

a great tournament to decide the North and State Champs. I know a lot of truckers have to deal with some unbelievable road conditions in California and their talent really shines at these events. This event is great for the family as well so we hope you can come out and support all the professionals in our industry.

The month of May will also have a few golf events hosted by our Units. These are great events and they are raising money to support local charities. With our great May weather those should all be a treat to attend.

The first golf event in May is the San Joaquin Unit’s Joe Kent Memorial Golf Tournament. Later in May is the Arthur F. Thompson Memorial Charity Golf Tournament. These events are a great opportunity to network, play some golf, and enjoy the Links for a great cause. The funds raised at these events go to charities throughout the state. Good food, good contests, and good golf! Following close on the heels of these events is the California Highway Patrol and CTA Golf Tournament Fund Raiser in Atwater, just north of Merced. This is a great event that helps Sober Grad in the Merced area. You can always find more information about these events online at www.caltrux.org.

May also has Safety Council meetings, North and South, a slew of seminars available to keep you educated and trained, Unit meetings, and as mentioned above, our Championship events.

I also want to mention that we have been working on inventory restock in our Supply Center that will be rolling out in May. A little background first:

There are a many benefits that we provide to members through our store. The first benefit is a discount on all JJ Keller products shipped from JJ Keller. If you order JJK products through CTA, we can get you discounts on most of their items.

Products like E-Logs are outside our normal program but you can still get them at JJ Keller. If you call CTA and we put in an order for you, we can typically save you a percentage off the online prices.

The second type of benefit we provide, are those items designed by CTA but produced at JJ Keller or other vendors and sold direct through CTA. Through the years CTA has worked with members to get you some specific products. Our two high volume products I want to highlight are our Log books (BMC-59) and our Driver’s Inspection Report log (CTA-23A). Both of those products have undergone a review before our bulk order this year to make sure they are in compliance with Federal and State rules and we are refilling CTA stock this month. JJ Keller has a team that provides a compliance review service to CTA as part of our support. We also have Preventative Maintenance Folders and Driver Qualification Folders as well as full kits that include those folders along with other forms useful for those folder kits.

The third type of benefit our store offers are bulk orders on books. Once in a while we can do bulk orders for books that sell at high volumes allowing us to receive sub-market costs, and pass those savings to you. The most recent purchase is our Emergency Response Guidebook (ERG) which should be shipping to CTA for distribution this month. We work with JJ Keller to lock in pre-order pricing that is an additional discount above what JJ Keller sells online. One note about book orders in general: Many books have short life spans due to updates so we typically cannot order those at bulk rates. While it’s hard for CTA to do the volume inventory orders to secure deep discount pricing, we can still do requests for books to get members better pricing than what they can receive directly from JJ Keller. As much as we can, we will also try to combine large requests from members when we order to try to get us to the next level of discounts offered from the vendor so we can push that savings to you. We appreciate your orders as they allow us to do more for you, our members.

In the membership services arena for May, we will be ramping up our vehicle registration program for members and also rolling out our driver pull notice program from SambaSafety.

AB 1727 Stopped

AB 1727 (Gonzalez- San Diego) was pulled from consideration from the Assembly Judiciary Committee,

missing an important bill deadline and is now dead for the year. Although the bill passed the Assembly Labor Committee, CTA was joined by a number of coalition partners to put significant pressure on legislators.

Had AB 1727 passed, the bill would have allowed independent contractors to form collective bargaining units on companies that contract with 10 or more independent contractors. This is a significant victory for our Association as we have successfully stopped one of the major anti-competitive bills that was introduced this session.

Ag Overtime Bill on Hold

CTA has joined a coalition of agricultural interests opposed to AB 2757 (Gonzalez- San Diego) which would repeal

the long-standing 10-hour daily overtime requirement for agricultural employees and instead implement the 8-hour daily overtime requirement. Due to concerns that the bill would have negative impacts on agricultural production, and thus lead to lower agricultural hauling availability, CTA will work to defeat this measure this year.

Because of the nature of the business, agriculture needs greater flexibility in scheduling work than do other industries. State and federal laws recognize this reality. Federal law completely exempts persons employed in agriculture from overtime pay, but California long ago established an overtime

pay requirement for agricultural employees.The bill is currently on the suspense file

in the Assembly Appropriations Committee where it is expected to pass before the May 27 Fiscal Deadline. A floor fight over this language is expected in the weeks following.

California Trucking Association Welcomes New Executive Circle Club Partner EROAD Inc.

The California Trucking Association is pleased to announce EROAD Inc. has joined the association as an Executive

What is the number-one expense for most long haul fleets? If you answered, “Fuel,” you’re right on the money. Fleets can make a wide variety of modifications to their trucks

in order to reduce fuel consumption. The use of fuel-efficient tires is among the most effective.

But how is fuel efficiency gauged, especially as it pertains to tires? Is fuel efficiency the same as low rolling resistance, or is it a by-product of low rolling resistance? How does rolling resistance translate into miles-per-gallon and real dollars-and-cents savings?

Understanding rolling resistance, its relationship to fuel efficiency, and how these things impact vehicle fuel consumption is essential knowledge for trucking operations that want to lower fuel bills over the long-term.

What is rolling resistance?

So what is rolling resistance? In simple terms, it’s the measure of energy that is lost due to two dynamics – sidewall flexing and tread deformation – that occur as a truck tire rolls through its footprint. Mold shape, tire construction, tread pattern and rubber compounds all impact a tire’s rolling resistance.

The tread can produce up to half of a tire’s overall rolling resistance, in some instances. “Because of this, Goodyear channels a tremendous amount of effort into reducing the amount of energy that’s lost through the tread,” says Brian Buckham, general manager, product marketing, Goodyear Commercial Tire.

Reducing the amount of tread deformation that a tire undergoes in its footprint can be achieved by optimizing the truck tire’s tread design, tire construction, mold shape and tread rubber compounds.

“A tread pattern made up of continuous ribs will generally yield lower rolling resistance than a design that is broken up into separate tread blocks,” says Buckham. “Tread block deformation can be minimized in several ways: by reducing the tread block’s height, by stabilizing the tread elements using higher angle drafts, by designing the tread elements to more rigid shapes, or by increasing the surface area of the block to increase its stiffness.”

Compounding is key, as well. Before a truck tire goes to market, the rolling resistance properties of its compounds are evaluated by measuring a dynamic called “rebound.” Think of bouncing a rubber ball on the ground and then measuring how high it bounces. The higher the ball bounces, the less energy it has lost in its collision

(or deformation) with the ground. Compounds with good rebound properties tend to exhibit lower rolling resistance.

Rolling resistance and fuel economy

With all of the above in mind, one could make the assumption that any improvement in reducing a tire’s rolling resistance will equal the same improvement in truck fuel economy. But is that true? “The answer is ‘no,” says Buckham.

“About one-third of a tractor-trailer’s drag force is due to tire rolling resistance,” he explains. “At highway speeds, the largest source of drag force is aerodynamic drag. Frictional drag in the truck’s drive train plays a smaller, though substantial, role in determining a truck’s fuel consumption.”

As an example, take a tractor-trailer that has been loaded to 80,000 lbs. gross vehicle weight and is traveling at a constant speed of 65 miles per hour. Assuming that the rig’s tractor is modern, aerodynamic, and has an air drag coefficient of 0.6, it will yield an air drag force of about 700 lbs. Frictional drag through the drive train will equal about 200 lbs. The 18 tires that are running on the tractor-trailer will generate about 450 lbs. of drag force.

Fuel economy from improved rolling resistance is derived using an SAE fuel economy test, which measures tires against a set of control tires. SAE fuel economy tests attempt to control variables like tire inflation, axle alignment, driving habits, operating speed, weather conditions, and road surfaces in order to minimize the impact they might have on observed fuel consumption differences.

When designing truck tires, it’s important to achieve the right balance between low rolling resistance, traction and tread wear. Sometimes referred to as “the performance triangle,” these benefits are important to fleets with needs that extend beyond fuel economy.

Often, when one benefit – such as low rolling resistance – is optimized, other benefits may be reduced. “Fortunately, new technologies and products are constantly being developed to reduce these performance trade-offs, so fleets can enjoy excellent all-around performance,” noted Buckham.

CTSA has to be tough to keep up with these two. They started out washing trucks for their dad, Jack Jones, when he started the company back in 1971. Now as one of the few “women owned companies” in the trucking industry,

The Crash BASIC of the CSA initiative is different from the other six basics in that there are no regulation violations that produce a score. Instead, the scores in this BASIC

are generated by data from all reportable crashes. Currently, all crashes, whether preventable or non-preventable, are used in determining a carrier’s score. The Federal Motor Carrier Safety Administration is looking into ways of assessing accountability for a carrier’s involvement in a crash in order to more accurately identify problems that can lead to a crash. This BASIC focuses on the results of the behavior rather than the behavioral process itself, which is the focus of the other six BASICs.

So, what strategies are available for motor carriers to keep their Crash BASIC low? Other than the obvious answer “to never be involved in a crash,” there are measures a carrier can take to lessen its score.

Because the BASIC does not use roadside inspections to calculate a score, good inspections will have no effect in the Crash BASIC. Instead, this BASIC will use power unit counts and mileages from the motor carrier’s MCS-150 (or MCSA-1 by September 30, 2016) when doing the math to develop a carrier’s score. Having an accurate MCS-150/MCSA-1 on file with the FMCSA will lead to a more accurate and possibly lower score result.

The time weighting process is another way to lower your score. Every motor carrier is vulnerable to a non-preventable crash. The process of normalizing, peer grouping, and comparison will be the equalizer that offsets this unwanted event. Therefore, the goal for motor carriers should be to eliminate the preventable crashes so that they are not involved in more crashes per power unit than their peers.

The best strategies still are to select the best possible drivers to hire, to train them on defensive driving techniques, to track their time behind the wheel without an accident, and have reward mechanisms in place for benchmark achievements. Finally, counsel, retrain, and retest any driver who has been involved in a crash to increase his/her safety awareness.

The main point here is this: The system does not expect a motor carrier to have zero crashes. The system expects a motor carrier to have fewer crashes, and less severe crashes, than others in the motor carrier’s peer group. And this does not happen by accident!

CVSA’s 2016 International Roadcheck Set June 7-9

The Commercial Vehicle Safety Alliance's 29th annual International Roadcheck will take place June 7-9, with a

special emphasis this year on tire safety (i.e., measuring the tire tread depth, checking the tire pressure, checking to make sure no items are lodged between dual tires, and examining the overall condition of the tire to ensure no deep cuts or bulges exist in the sidewalls of the tire).

International Roadcheck is a 72-hour period when approximately 10,000 CVSA-certified local, state, provincial, territorial and federal inspectors in jurisdictions across North America perform large truck and bus safety inspections.

It’s the largest targeted enforcement program on commercial motor vehicles in the world, with nearly 17 trucks or buses inspected, on average, every minute in Canada, the United States and Mexico during the three-day period. CVSA-certified inspectors conduct compliance, enforcement and educational initiatives targeted at various elements of motor carrier, vehicle and driver safety.

CVSA says that inspectors will primarily conduct the North American Standard Level I Inspection – a 37-step procedure that includes an examination of both the driver and vehicle. Drivers are required to provide items such as their license, endorsements, medical card and hours-of-service documentation, and may be checked for seat belt usage and the use of alcohol and/or drugs. The vehicle inspection includes checking items such as the braking system, securement of cargo, coupling devices, exhaust system, frame, fuel system, lights, steering mechanism, driveline/driveshaft, suspension, tires, van and open-top trailer bodies, wheels and rims, windshield wipers, and emergency exits on buses.

For the Roadcheck program, CVSA partners with the Federal Motor Carrier Safety Administration, Canadian Council of Motor Transport Administrators, Transport Canada and the Secretariat of Communications and Transportation (Mexico).

Fatal Truck Crashes Declined in 2014

The Federal Motor Carrier Safety Administration released “Large Truck and Bus Crash Facts, 2014” on April 15, an

annual report that contains descriptive statistics about crashes involving large trucks and buses that caused fatalities, injuries, or property damage.

Among the findings: The number of large trucks and buses involved in fatal crashes decreased by 5% and 17%, respectively, in 2014 when compared to 2013.

The analysis also found year-over-year vehicle miles traveled increased 1.5% large trucks and 5.5% for buses in 2014.

CTA Member Named Dealer of the Year

Tom Bertolino, vice president of CTA member NorCal Kenworth, a multi-store truck dealer in California, was

named the 2016 Truck Dealer of the year by the American Truck Dealers, Heavy Duty Trucking magazine and Procede Software.

Bertolino received the award at the ATD Convention & Expo in Las Vegas last month. He thanked his business partner, employees, ATD 20 Group and family — including his 85-year old father, Liberty Bertolino, who he called “my guide, spirit and mentor.”

“What a tremendous honor to say the least,” Bertolino said. “We started this adventure 17 years ago in May. I want to also thank our customers, who continually challenge our team to offer the best transportation solutions.”

Brown Named CTA Legislator of the Year

Assemblymember Cheryl R. Brown joined CTA at its annual Fleet Safety Awards Dinner last month where she was

recognized her as CTA’s Legislator of the Year.In her remarks, the Assemblymember noted not only how

important trucking is to her district, but also to her family as a number of her family members are involved in the industry. The Assemblymember also noted how she will continue to advocate for our industry with her colleagues in the legislature in the years to come.

San Bernardino/Riverside Unit Chairperson Tiffany Leal and Unit member Ron Whalen recently presented a $400 check

to Ms. Rubio’s 2nd grade class, at Sycamore Rocks Elementary in Apple Valley. The class placed second in CTA’s Annual Poster Contest this year.

In addition to the funds, the unit also presented the class a $400 Staples gift card for purchasing class supplies. According to Tiffany, the class was “thrilled to talk about trucks and what trucks bring.”

Kern Unit Members Lend Hand With 9-11 Memorial

When the Bakersfield Firefighters Historical Society needed help transporting an I-beam from the World Trade Center

9-11 tragedy from New York to Bakersfield, two CTA member companies stepped up. Cynthia Lake with Rain for Rent and Gary Grace with Express Transpro teamed up transfer the I-beam. Rain for Rent covered Express Transpro’s cost to haul the beam from New York.

The I-beam will be part of a WTC memorial that the Bakersfield Firefighters Historical Society is building between Bakersfield Fire Department Station 15 and the Bakersfield Police Department substation at 1315 Buena Vista Road.

The Kern Unit also made a $1,000 donation to the memorial. Unit member Stacie Gallegly volunteered to handle photography as the beam made its way down Highway 58 as part of a motorcade into downtown Bakersfield April 6.

On the Course

The average California retail price for on-highway diesel fuel was $2.505 per gallon on April 25, according to the Energy

Information Administration. That’s almost 4 cents per gallon higher than the previous week, but still 65 cents lower than the same period last year.

In its April 12 Short Term Energy Outlook, EIA said that total U.S. liquid fuels consumption had increased 1.5% in 2015 and is projected to increase another 0.6% this year and by 1.06% next year. But the consumption of distillate fuel – which includes diesel and heating oil – is expected to fall 1.8% this year after declining 1.5% in 2015. Warm weather and falling activity in the oil drilling sector contributed to that decline, EIA said. Stronger economic growth next year is expected to push distillate fuel consumption up 3.5% in 2015. Domestic crude oil production is projected to decline over the next two years as crude prices remain low, which will tighten supplies.

Freight Index Falls in February

A measure of the amount of freight moved by the U.S. for-hire transportation industry dropped 0.7% in February from

the previous month, according to the Bureau of Transportation Statistics. The bureau’s freight transportation services index measured 122.2 in February, down from January’s 123.1.

The freight TSI derived by measuring month-to-month changes in shipments by mode in tons and ton-miles.

BTS said the decline in the index in February was due to declines in trucking, pipeline and rail intermodal and tracked the FED’s Industrial Production Index which was down 0.5% in February. For more information online, go to www.rita.dot.gov/bts.

Economy Slows in First Quarter

The Bureau of Economic Statistics reported in late April that the nation’s gross domestic product grew at an annual rate

of only 0.5% in the first quarter this year after posting a 1.4% growth rate in the fourth quarter of last year. The first quarter growth rate may be adjusted in coming months as BEA receives more complete data.

Contributing to the slowdown in GDP were decreases in nonresidential fixed investment, private inventory investment, exports, and federal government spending. Also holding down GDP was an increase in imports, BEA said.

Consumer spending, which showed some positive growth in the quarter grew at a slower rate than in the previous quarter. Housing starts and state and local government spending were also in positive territory.
