TheSummer@YourLibrary:Explore,Learn,Read,Connectprojectprovidesmuch-neededresourcesandtrainingtohelplibrarystaffplan,present,andevaluatehigh-qualitysummerreading,learning,andmealprograms.

Theprojectaddresseshead-onthecriticalneedsofyoungpeopleduringthesummer.Morethanhalfoftheachievementgapbetweenlower-andhigher-incomeyouthcanbeexplainedbyunequalaccesstosummerlearningopportunities(summerlearning.org).Publiclibrarysummerprogramshelpfillthisgapbyofferingsummerreadingprogramsandcreativeimpactfulenrichmentprogrammingfreeofcharge.Additionally,withfoodandhousinginsecurityontherise,freeandaccessiblesummermealsfillsignificantgapsinthelivesofCalifornia’schildrenandfamilies.Thereare2.3millionchildrenexperiencingfoodinsecurityinCalifornia(CaliforniaDepartmentofPublicHealth.)Fewerthan1in5eligibleCaliforniachildrenandteensreceivefreelunchesduringthesummer(CaliforniaFoodPolicyAdvocates,2017.)In2017,18%offamiliessurveyedbyCalifornialibrarysummermealprogramsreportedthatthelibraryistheonlyplacetheygetlunchduringthesummer.LunchattheLibraryprovidessummermealswhileconnectingchildrenandteensinlow-incomefamiliestolearningandenrichmentprograms,helpingtoensuretheyreturntoschoolnourishedandreadytolearn.

Theprojecthelpslibrariesmakeadifferenceintheircommunitiesandprovidesastrongreturnoninvestment.Insummer2017,over788,000Californianssignedupforlibrary-basedsummerreadingprogramsandover1.6millionCaliforniansattendedsummerreadingeventsandactivities.Notably,statewidesummerprogramattendancehasincreased62%since2012.Additionally,librariesservedover250,000mealsandsnackstochildrenandteensat164sites.Outcomedatademonstratedthatchildrenandtheirfamilymemberstakingpartinsummerreadingfeltpartofacommunityofreadersandlibraryusers;teensmadeconnections;andadultsfoundvalueandenjoymentatthelibrary.ParticipantsatLunchattheLibraryprogramsfelthealthyandhappyandknewtheycouldfindinformationandresourcesatthelibrary.Librarystafffromeveryjurisdictionutilizedtheresourcesoftheproject,eitherbyattendingtrainingworkshopsorusingSummer@Yourlibraryresources.

Duringthe2018-2019grantyear,wewillprovidetraining,technicalassistance,andevaluationtoolsthatwillhelplibrariesusetheSummer@YourLibraryqualityprinciplesandindicatorstoimprovetheirsummerprograms,helplibrariesusethestatewideoutcometoolstoevaluatetheimpactoftheirprograms,andincreaselibrarians’knowledgeandimplementationofbestpracticesrelatingtosummerreading,learningandmealprograms.Wewillidentifystrategiesfor:embeddingCalifornia’sSummer@YourLibraryqualityprinciplesandindicators,outcome-basedevaluation,andbestpracticesintoCalifornia’spubliclibrarysummerprograms;demonstratinghowlibraries’adoptionoftheprinciplesandindicatorsandoutcomesisimprovingCalifornia’ssummerreading,learningandmealprograms;andassessingwhentheprinciplesandbestpracticeshavebecomeinstitutionalized.WewillalsocontinuetoidentifynewandemergingbestpracticesandassesswhichshouldbecomepartoftheSummer@YourLibraryprogramtoensurethatCalifornia’ssummerprogramsstayrelevantandimpactful.

Wewillknowifthisprojecthasbeensuccessfulifincreasingnumbersoflibrariesreportusingthequalityprinciplesandoutcomestoolstoplanandassesstheimpactoftheirwork,increasingnumbersoflibrariesreportthattheirprogramsaremorestronglyalignedwiththequalityprinciples,increasingnumbersofmealsareservedatincreasingnumbersofLunchattheLibrarysites.Tohelpassesswhenthequalityprinciplesandoutcomeshavebeenembeddedandinstitutionalizedinthefield,andwhenweshouldadjusthowwesupportlibrariesinpresentingtheirbestsummerprograms,wewillestablishbaselinedatathattellushowmanylibraryjurisdictionsusethequalityprinciplestoplantheirsummerprograms,usetheoutcomestoolstoevaluatetheimpactoftheirprograms,andpresentLunchattheLibraryprograms.Thereafter,weaimtoaccomplishafivepercentagepointincreaseeachyearineachcategoryuntil75%ofCalifornialibraryjurisdictionsusethequalityprinciplesandindicatorsandoutcomestools,and75%ofeligibleCalifornialibraryjurisdictionspresentLunchattheLibraryprograms.
