RECOMMENDATION

The General Manager of the Economic and Workforce Development Department (EWDD), or designee, respectfully requests that the City Council and Mayor:

1. RECEIVE and FILE this report dated August 24, 2017, as it is provided for informational purposes only and no Council action is necessary.

SUMMARY

FISCAL IMPACT

The Assistant Chief Grants Administrator position described in this report is grant funded and has no fiscal impact to the City’s General Fund.

BACKGROUND

In August 2016, the EWDD requested the exemption of one (1) position of Assistant Chief Grants Administrator, Class Code 1577, in accordance with Charter Section 1001 (b), from civil service. The exemption request was approved by the Mayor’s Office, the position was approved by the Personnel and Animal Welfare Committee on August 2,2017, and was approved by the City Council on August 11, 2017 (C.F.17-0817). We anticipate that the position will be filled by September 30, 2017. The Assistant Chief Grants Administrator is intended to form and manage the Business Assistance Program, to attract and retain businesses within the City, and to provide rapid response services to existing businesses that need assistance with resolving issues arising from City requirements and processes. The position is not intended to engage in grant writing or fund development activities.

The EWDD has a Revenue Development Unit (RDU), comprised of a dedicated, full-time Senior Project Coordinator who identifies special funding opportunities and reviews, prepares and submits applications for grant funding for EWDD programs. This position participates in the Citywide Grants Working Grouother City debartnjients and outside agencies.

The Assistant Chief Grants Administrator position will be responsible for overseeing all functions of the Business Assistance Services Unit including the marketing, implementation, and performance of business incentive programs and will serve as the lead staff for the Small Business Commission. The Assistant Chief Grants Administrator will also be responsible for designing and implementing the new Jobs and Economic Development Incentive (JEDI) Zones program.

The Assistant Chief Grants Administrator position requires two years of full-time paid experience in a position at the level of Senior Management Analyst supervising professional employees engaged in the design, implementation, administration or

evaluation of employment, training, senior citizens' services, housing or community development; or in negotiating and preparing contracts for such programs.

The exemption of this position will allow EWDD the flexibility to recruit and select the best-qualified candidate who possesses the necessary experience and expertise for the position. The duties and requirements as described are appropriate to the class of Assistant Chief Grants Administrator.

Based on my review of the request, as well as the review of the Personnel Department, I hereby approve the request for the exemption of one (1) Assistant Chief Grants Administrator position and transmit my action to the City Council, pursuant to City Charter Section 1001 (b)(1).
