Jill Spriggs attended the CDAA Forensic Committee Meeting in Monterey, CA on January 22, 2014 and gave the committee a legislative report.

Forensic Alcohol Advisory (Jennifer Shen)
The 23rd meeting of the Forensic Alcohol Review Committee (FARC) took place on May 20th, 2013.
At this meeting, we finalized the letter to send our completed packet, along with requested changes, to the California Health and Human Services Agency. This letter was sent on September 6, 2013. In addition, we formed a committee of two; Jennifer Shen and Paul Kimsey, to handle any questions the regulation writers might have with respect to our changes. This submission triggered a 90 day review period. In February, a letter was sent to the committee from Kathleen Billingsley, Chief Deputy Director of Policy and Programs. The letter stated that “the revised regulations were submitted to the California Health and Human Services Agency… (Who) will be adopting the regulations that incorporate FARC’s revisions, per Health and Safety Code 100702(f).” In other words, the Department has accepted our revisions, in their entirety, and the CDPH Office of Regulations is currently working on adopting them through the rule making process.

Candidate for President Elect is Jill Spriggs (Sacramento County DA Lab). Candidates for Treasurer are Michael Parigian (Ventura Co. Sheriff’s Lab) and Connie Milton (San Diego Co. Sheriff’s Lab).

Sexual Assault Kits (Debbie McKillop)
Activity so far:
Meet with Karen Sheldon and gather background material/information on where the past committee left off addressing the standardization of a state sexual assault kit. Since DNA technology has progressed, it appears that some of the biggest obstacles may be less of a problem. The collaborative research done to improve the Cal EMA 2-923 form is also very promising to foster standardization.

Contacted by CalOES and was told that the California amount for the 2014-2015 Coverdell Training Grant program would be $779,543. They asked me to calculate the numbers using this new amount. I attempted to update the current staffing by contacting all the laboratories involved. I prepared and submitted the financial distribution calculation to CalOES for the 2014/2015 funding cycle. These amounts (unless updated) will be reflected on the 2014 Coverdell Request for Application (RFA).

Spring 2014 The Spring 2014 meeting (southern area) will be hosted by Bruce Houlihan, Orange County Crime Lab, April 2-4, 2014, Crowne Plaza Hotel in Costa Mesa.
Fall 2014 The Fall 2014 meeting in Santa Rosa in conjunction with the CAC and NWAFS. Hosting agency is Solano County DA’s Office Laboratory and the contact is Barry Miller.
Spring 2015 The Spring 2015 meeting (southern area). Any laboratory that is interested is welcome to volunteer by contacting Dean Gialamas.
Fall 2015 The Fall 2015 meeting (northern area) will be joint effort between CAC and CACLD in San Mateo. Any laboratory that isinterested is welcome to volunteer by contacting Dean Gialamas

eCommerce Extension to Website for CACLD Merchandise
CACLD merchandise ordering is currently limited to printing a form for polo shirts; I am interested in feedback from the membership about developing an e-Commerce extension to our site with more offerings than polo shirts. This may be an opportunity to raise additional funds.
