ÐICAL ISSUES
The origins of the scam go back to February 2002
when a request was made to the Chief Minister
of Maharashtra to allot land in the heart of Mumbai for
the construction of a housing complex for ‘the
welfare of serving and retired personnel of the
Defence Services’
But it really didn’t happen !!
Stages of development
2002: Recommended civilians
2010: Occupation Certificate
2003: Cleared Adarsh Society file, paving way for issuing a “Letter of Intent”
2005: Building height increased

Ethical issues
Adarsh Housing Society was supposed to be a 6-storey building
But building ended up in a 31-storey building
The road widening project on 3782.52sqm of land on Captain Prakash Pethe, Colaba was dropped so as to accommodate the society
Mumbai’s posh Colaba area land(about 3800 sq meters)with the complicity of military officers was given to a private housing society.
But army took no action in this regard because several army officials , including former army chief “Deepak Kapoor” himself, had flats in the society
Adarsh was granted additional FSI(2669sqmt) of an adjacent plot reserved for bus depot

Both Union Ministry of Environment and Forests and the Maharashtra Coastal Zone Management Authority were in dark
Society was constructed falls in the Coastal Regulation Zone (CRZ) limits. NOC needs to be obtained from Ministry of Environment and Forests (MoEF) for any construction falling under CRZ -II area. But no NOC was obtained
Ethical issues
The high rise, built on 6450 sq mtrs was cleared since it was supposed to house Kargil war veterans.
However, the houses in the society were allotted to senior army commanders, a former environment minister, legislators and bureaucrats.
Members of the society paid 60-85 lakhs per flat(Actual cost: 6-8.5 crores)

Former chief secretary D. K. Sankaran’s son, Sanjoy
Mrs Bhagwati Manoharlal Sharma(Ashok Chavan’s late mother-in-law)
Smt Seema Vinod Sharma(Relative of Ashok Chavan)
Shri Kailash K Gidwani(Son of Congress MLC Gidwani)
Shri Kanishka J Pathak(Son of former Municipal Commissioner Jairaj Pathak)

People’s sentiments were hurt
Martyr’s families were betrayed & cheated
Violation of laws
Corruption
Misuse of power
Deserving families were not informed about their rights and denied their right

Two member committee, comprising finance minister Pranab Mukherjee and defence minister A K Antony
Reveals how a group of select officials, placed in key posts, could subvert rules and regulations in order to grab prime government land- a public property- for personal benefit
Investigation
CBI has also been scrutinizing how defence land was transferred to Adarsh society but was unable to file the charge sheet
Major General Sanjeev Chopra appointed to find out how defence personnel managed to raise money for the flats
Some 40 officers & many politicians are likely to be linked to the scam
