With honor and pleasure, I offer my warm greetings and utmost felicitations to the Bureau of Jail Management and Penology Mutual Benefit Association, lnc. (BJMPMBAI) as it celebrates its 20th Anniversary and Annual General Assembly. For two decades, BJMPMBAI has served its purpose in providing quality mutual benefit services through its life, accidental, and health insurance coverages. l am delighted to see that what has started in your humble beginnings back in 2001 has now grown into a full-pledged MBA dedicated to serve the cause of its clients and members.

Celebrating this milestone with a theme: Handang Tumugon sa Hamon ng Makabagong Panahon, BJMPMBAI expresses its readiness to respond to the challenges and lend a helping hand as we continue to face the ordeals of the recent crisis. I commend your Association for finishing the year with success despite the hurdles of the unprecedented times. With this, I hope that BJMPMBAI will remain committed in serving the good of its people and to continue to persevere so as to maintain its consistent growth throughout the years.

Lastly, I would like to extend my congratulations to all the men and women who worked hard to propel this Association to further heights. May this milestone inspire you to continue the good work that you have started. I have faith that BJMPMBAI will persist and soar into new heights.

In spite of the raging crisis that befell the world, my happiness is boundless for seeing that the Bureau of Jail Management and Penology Mutual Benefit Association, Inc (BJMPMBAI) has withstood the onslaught that crippled even some of the strongest economies. It certainly is a blessing so tangible for the BJMPMBAI to have remained sturdy as before the pandemic had wrought havoc to our country.

I should be that happy like the rest of the membership being myself a common part of the BJMPMBAI and for a time in the past also a Director of the Board as it celebrates its 20th Anniversary and General Membership Meeting on July 3, 2021.

Above all, I had been in its direct service as once its officer and have known its labors until it got to this level of usefulness to related communities and society at large in the aspect of nation-building. I relish the value of it so much like I do for the BJMP per se, which happens to have me as its Chief. But more than what I feel for the BJMPMBAI as a mutual benefit association of BJMP men and women, I also delight at thinking and knowing how esprit de corps has worked into their structure as for them to have pooled for the cause of finding a suitable means towards individual welfare.

As I am obliged, therefore, to laud the membership for the unfailing prosperity that has come to the BJMPMBAI, I also owed them that much praise for their unvarying endeavor towards the making of what it is now and as being the force behind its achieving a stature that was once probably doubted to be attainable.

Surely, the whole tale of BJMPMBAI’s advances is ably told in its preferred theme for this year’s celebration, BJMPMBAI: “Handang Tumugon sa Hamon ng Makabagong Panahon”, which somehow underlines the members’ accomplished need of working hand in hand to generate mutual benefits.

And, as hope springs eternal, so to say, that the pandemic will soon come to an end to ease the way for more blessings to come to it, I congratulate most heartily and cheerfully the BJMPMBAI for commemorating its 20th Anniversary and Annual General Membership Meeting!

At no year before in its two decades’ life had the Bureau of Jail Management and Penology Mutual Benefit Association, Inc. (BJMPMBAI) ever seen such a depressive economic turn in the country (only in particular) as it does now.

It may not be said, though, that the Association could go smoothly through in times of ease only, for the current crisis proved too clearly that even in days so difficult as when the nation confronts the pandemic, it is able to live up to what it has been there for or as established.

In fact, with everyone seemingly in dire straits and everything of a close to the crisis looks bleak, the purpose for which BJMPMBAI primarily exists is put to the fore, that is, as I once said:

“Certainly, the role the Association inescapably needs to play would be for it to be where it had to be when all looks so tough there is none for anyone of us to turn to for relief and as if the world had to be carried all alone by oneself.”

Thus, true to its form as an all-weather vehicle for members to ride past the raging current of uncertainties like how it is to be in the midst of the pandemic, the BJMPMBAI somehow provides a means for them to never lose hope to endure and able to cross the stream.

And, as the Association showed in normal times before how strength is mustered by clasping hands with others as was the case when the BJMPMBAI was formed, more so that things have to be the same now in the face of a calamity much larger and more fearful than those which previously devastated the country,

In like way the country will prevail over the pandemic, the membership will overcome the dread of it, too, and continue to live a life as if there is none of the scourge at all, because out there and at easy reach is the Association protectively standing by and invariably at their beck and call.

Let this, therefore, be a word undaunted as to reassure that the BJMPMBAI is yours to lean on no matter what as it celebrates its 20th Anniversary and Annual General Membership Meeting with a theme: BJMPMBAI: “Handang Tumugon sa Hamon ng Makabagong Panahon” !

Two decades may be a long, ascending and yet unbeaten path for anyone to tread very hesitantly as he anticipates the load having to bear for a journey to a goal believed to be full with prospects but not without having to pass through characteristic perils of organizing.

Viewed in that aspect, the Bureau of Jail Management and Penology Mutual Benefit Association, Inc (BJMPMBAI) had faced up to the virtually unfamiliar distance of time and crowd of impediments to get a grasp of what it intended to become that gave reasons for it to celebrate its 20th Anniversary.

For that period the BJMPMBAI has continually celebrated the occasion, it can say to have raised high the mark of having survived the tests as a mutual association which, at first, was just desiring to establish an image particular to itself until it saw success in the venture that could compare with others long in the field in many terms done for the interest of its membership.

Opportunities are indeed as many as there are a pack of those for the BJMPMBAI to attain as thus proclaimed by this year’s anniversary theme: BJMPMBAI: “Handang Tumugon sa Hamon ng Makabagong Panahon” that distinctly sends out loud its resolve to transcend the guiles of complacency in serving its community of membership and as means to contribute to the task of nation-building.

It is by this fervor to keep ourselves pursuing even when resources stand aplenty with nary a doubt that we will prevail over the menace posed by the pandemic that holds at bay the economic world.

As generally we live by the principle of assurance, the 20th BJMPMBAI Anniversary and General Membership Meeting once again reassures that all in it will come forth in times of comfort as it will in times of distress. Congratulations to one and all in the BJMPMBAI!

In no way far different from how an engine grinds to stir up the entire system of a mechanical structure, the Bureau of Jail Management and Penology Mutual Benefit Association, Inc (BJMPMBAI) management enabled its elements to function accordingly as desired.

In effect, it worked to achieve goals for the last 20 years not just in a leisurely stride as may be allowable but in so fast-paced as had to be full-speed. The result cannot be uncertain, for looking at things left and right there is that clear assurance of happiness prevailing as the Association also takes pride of being what it became after.

Surely, now is a time to delight, especially when abundance abound -- as clearly there is and for which the BJMPMBAI celebrates every phase of its growth marked out by an anniversary — each time presaging a bold attempt at harvesting plentiful yield in other times ahead for the benefit of the members and the community relevant to its life.

Without a doubt, even at this time of economic and health crisis besetting the world, the members are not being left alone but are somehow helped out by getting themselves out and away from extreme worry with the benefits ever since always derivable even in the face of adversities that tend to make resources scarce and distant.

Let me therefore congratulate and greet all Board of Directors, the general membership, the management staffs, “A Happy BJMPMBAI 20th Anniversary and General Membership Meeting” as we all relish in the glory of our success reflected by our chosen theme: BJMPMBAI: “Handang Tumugon sa Hamon ng Makabagong Panahon”.

Clarito G Jover, General Manager and Master of Ceremony, welcomed all the participants of the BJMPMBAI 19th Annual General Membership Virtual Meeting and laid down the house rules or netiquettes during the conduct of virtual meeting. The house rules was flashed on the screen. The General Manager then requested those present to type their names on their gadget to indicate their presence during the virtual meeting.

II. INVOCATION

The opening prayer was led by Independent Director Antonio O Gerente.

III. SINGING OF NATIONAL ANTHEM

After the invocation, the National Anthem was sang by the participants.

The Emcee then welcomed all members of the Board of Directors and Officers and acknowledged their presence as they were individually flashed on the screen.

After the presentation of the Board of Directors and Officers before the General Membership, the Emcee expressed his warmest regards to the members who attended the 19th BJMPMBAI AGMM through electronic participation and informed them that all members of the Board and Officers would compose the panel during the entire virtual meeting and questions by members at large regarding the presentation of proceedings could be typed in the Q & A box on the lower part of their screen. He then requested the Chairman of the Board to give his opening remarks.

1. Welcome Remarks of the Chairman of the Board;

Director Arturo W Alit, incumbent Chairman of the Board, acknowledged the presence of the Board of Directors and Officers and extended his greetings to all those physically present in the assembly including those that participated through electronic gadgets like the BJMP Regional Directors, the RESJOs, ranking BJMP Regional Officers and thousands of members attending the

affair through electronic communications. He remembered that July 4, 1776 was commemorated as Independence Day of the United States and recalled the friendship of the Philippines with the USA. He said that the date fell coincidentally with the Annual General Membership of the Association that celebrated the activity through modern technology chosen by the Association as the time to relish its accomplishment in 2019 and after several months of social distancing because of Covid-19. He spent several minutes in discussing the health protocols and effects of the pandemic to the society including the term “social distancing” that he said connotes division of society or distinction of one group against the other group or superiority, instead of using physical distancing and asked if we are really observing the ultimate approach in attaining the organizational objectives. He continued that when Covid-19 struck, he has that feeling that it would bring humanity together as one, but if one would query to broadcast or read print media, it instead show too much hatred with one group trying to outshine the other as there was craving for social amelioration and focus on person’s defenses against the malady but while anger and distrust against local government officials and other personalities became the mood instead of love and compassion to one another, too much grandstanding and debate about a TV frequency franchise despite a national tragedy that polarized the citizenry, diminishing and deflecting public awareness away from more pressing and critical issue at hand.

He said that there was extraordinary emphasis given to so called essentials like healthy proper diet to boost the immune system; at least 20 seconds washing of hands; wearing of face masks as the new normal; avoiding crowds and big gatherings; physical distancing; staying at home for elderly and youngster; at least 8 hours sleep a day and exercising. He continued that he was not saying to ignore these protocols because they were indeed necessary and mandatory but it left spiritual nourishment as not essential by limiting attendance to the house of worship to only a handful and added that it was something people to reflect on. He quoted a homily that Jesus said, “He who loves his father or mother, or son or daughter more than Me is not worthy of Me”; but gave 99 percent attention to physical sustenance for assumed poorest of the poor, no-work no-pay for the workforce but only one percent (1%) to spiritual nourishment of the faithful

9and added that people were concerned more on worldly matters forgetting that people have a battle to be won; a race to be ran and a faith to be strongly held on to and quoted St Paul who said, “I have fought the good fight, I have finished the race, I have kept the faith?”

He told the members that in the same manner, the BJMPMBAI’s direction was very exemplary and dared to say the Association have gone so far ahead than other MBAIs in the material services it rendered to the members, but would appear to be feeble if the ethereal side of the services was considered. He said that as disciplined uniformed personnel, it is expected that the people would rise above the storm but unfortunately the conduct and priorities veered more towards materialism that the rules of decency was forgotten. He acknowledged the need to do more than to provide material benefits, the need to effect internal transformation among all- management and members; to define and improve the manner by which services and financial help were humbly and generously given, and conversely, respectfully accepted and appreciated and the services and temporal benefits provided were not merely borne out of duty or obligation but were fruits of charity shared among fellow men. He said that he was not there to preach because as he looked around and conscious of thousands more in internet attendance, he has no iota of right to claim moral ascendancy and merely wanted to share an observation with the hope that together, they could come up with the correct forward azimuth in life’s travel so that riding in that correction they might earn a profit- the profit which was the independence from worldly desires and with a freedom ready to accept whatever dire consequences the corona virus might bring.

He continued that they would bring this as a parallel approach and the dominant path in conducting the BJMPMBAI programs in the succeeding years and urged everyone to wrap their minds around this new perspective as they assembled to review the past year’s achievements of our BJMPMBAI.

Lastly, Director Alit said that having sketched the roadmap to the organization’s forthcoming strategy, he bid each and every one a Covid-19 free and welcome them to the 19th Annual General Membership meeting.

After giving thanks to the Chairman for the welcome remarks, the Emcee informed everybody that the Annual General Membership meeting proper would soon follow.

IV. MEETING PROPER

1. Determination of Quorum/Call to Order;

General Manager Clarito G Jover, once again requested that the rules of the meeting be flashed on the screen for the benefit of the attendees and gave the floor to the incumbent Chairman of the Board to preside the virtual meeting.

The Presiding Officer, Director Arturo W Alit requested the attention of the Treasurer, Director Doris R Dorigo to temporarily perform the functions of the Corporate Secretary because of the difficulty of Director Ester Apin-Aldana to connect with the meeting and asked her if there was quorum.

Director Doris R Dorigo, reported to the body that the Association sent notices of the 19th Annual General Membership Meeting to members and to all BJMP Regional Directors, the BJMP Regional Executive Senior Jail Officers, and BJMPMBAI Regional Officers-In-Charge and requested that hard copies of the Notice of Meeting be posted in conspicuous places of

their offices and wished that the meeting be given priority for its widest dissemination about the date of the AGMM in their area of jurisdiction. She informed the body that in subsequent electronic mails, the Association provided members in the field with link where they could download the Minutes of Meeting of the previous General Assembly, the Audited Financial Statements, documents and other papers for approval which would provide the members with adequate information in order for them to intelligently participate in the proceedings.

She informed the Assembly that all fifteen (15) members of the Board of Directors were present, together with NESJO who is an Ex- Officio member and the Director Emeritus, 19 other members were physically present in the hall while other members were represented by Board of Directors and by Regional Executive Senior Jail Officers nationwide as proxies and majority of members were electronically linked to participate in the meeting. The Acting Secretary then informed the body that there was quorum to conduct the 19th Annual General Membership Meeting.

The Presiding Officer acknowledged Director Dorigo in representing the Corporate Secretary and by certifying a quorum and declared the meeting to order.

2. Approval of the 18th AGMM Minutes of Meeting dated July 6, 2019;

Director Alit requested the attention of the members to the reading of the Minutes of Meeting of the 18th AGMM which was flashed on the screen.

After sometime, Director Rosendo Dial moved that the reading of the previous Minutes of Meeting be dispensed with since the Minutes of last year’s General Assembly was distributed and sent to members for review prior to this AGMM while Director Antonio O Gerente moved for the approval of the Minutes of Meeting of the 18th Annual General Membership Meeting. The motions of Directors Dial and Gerente was seconded by Director Romelyn Medina.

Without opposition, the Minutes of Meeting of the 18th Annual General Membership meeting dated July 6, 2019 was pronounced approved by the Presiding Officer.

3. President’s Report;

Director Alit requested the President to render his report on the 2019 business operations of the Association.

Director Llamasares acknowledged the presence of all members of the Board of Directors and Officers of the Association. He also recognized the BJMP Regional Directors, the different BJMP Directorates, the Regional Executive Senior Jail Officers, other officers and non-officers of the BJMP and guests. He then proceeded and rendered his report.

The President reported that the Association has taken lead of the plentiful prospects for the growth of its possessions particularly for advancement of the members making use of the BJMPMBAI products and services and helped members unburdened from loans with excessive interests. He said that the BJMPMBAI offered its services to members like Insurance, Hospitalization, Health Care Program, Educational, Annual Physical Examination, Medical and Financial aid and soft loan packages. He gave thanks to the

Board of Directors, the BJMP Chief, Directors of Directorates, the Regional Directors, RESJOs, BJMPMBAI Extension Offices-in-Charge, the Insurance Commission and the membership at large that kept their unflinching support to the Association. He mentioned the growth of the Association as its membership swelled to 17,636 while its total assets ballooned to P2.0B. He said that the success of the Association could be measured by the impression left in the lives of the people involved in it. He then wished all with fruitful BJMPMBAI 19th AGMM under the theme: “Serbisyo sa Miyembro, Laging Numero Uno”

After the report, the Presiding Officer advised the members with queries or request for elaboration regarding the report to register to electronic address of the Association. The electronic address of the Association was flashed on the screen.

Director Diony Mamaril, moved that the President’s Report that was presented to the members be accepted which was seconded by Director Allan S Iral.

The Presiding Officer pronounced that the motion to accept the President’s Report has been duly seconded and there being no objection, the report was duly accepted.

4. Treasurer’s Report;

Director Doris R Dorigo, Treasurer, BJMPMBAI rendered her report on the financial condition and results of the operations of the BJMPMBAI for 2019 which were flashed on the screen.

For the year ended 2019, she said that the Association’s capital position remained strong. She said that the asset increased by 18.5% from 2018 or from P1.2B to P1.4B by the end of 2019. Director Dorigo said that the Association’s non-current assets increased from P531,035,107.00 in 2018 to P586,779,150.00 or an increase by 10%. With regard to the loan portfolio for the last 5 years, she said that the loans released in 2019 increased by 18% compared to 2018 figure which was way below considering that from 2017 to 2018 the MBAI loan portfolio was 47% because of various reasons and the main reason was that the financial position of members has greatly improved. As to the investments in Treasury Bonds, Dir Dorigo told the members that the Treasury Bonds was part of the reserve fund of the Association intended to secure its financial condition. She said that MBAI has P58M held in maturity investment which consist of Philippine government securities deposited with the Bureau of Treasury. She continued that BJMPMBAI also invested in stocks in Universal Stocks Insurance and Sunlife with more than P70M. As to the assets of the Association, it has a 16% increase from last year and cited the actual growth of the Association from 2015 to 2019. With regards to the operations, she said that BJMPMBAI was doing well as mutual benefit association as it increased its assets to more than P2B at the end of 2019. Dir Dorigo also reported the current and non-current assets and the equity value reserve of the Association which the members contributed or the ownership interest to the BJMPMBAI and the aggregate reserves now amounted to P721,335,251.00. With regards to the comprehensive income of the Association, its average monthly income for 2019 was more than P15.7M because at the end of the year of 2019, the Association realized a total comprehensive income of P188,672,128.00 because of these revenues that the Association was able to expand its services to the members. Dir Dorigo also showed the growth income of the Association for the last 5 years and said that the sustained performance of the Association was because of the members’ patronage of services and the Board

of Directors’ guidance in this endeavor. She continued that the financial condition for 2019 which was presented has been duly audited by Acyatan & Co., CPAs in accordance with Philippine Standard on Auditing and approved by the Board of Directors and that by next year the Association would be of 2 decades of existence and intended to provide more benefits to the members. She then ended her report.

Director Serafin P Barretto Jr moved that the Treasurer’s Report as presented before the General Assembly be accepted duly seconded by Director Antonio O Gerente. Without objection or question, the Presiding Officer pronounced the Treasurer’s Report as presented was accepted.

5. Ratifying all Acts and Proceedings of the Board of Directors and Management;

Director Alit requested the Corporate Secretary, Director Ester Apin-Aldana, who was already on board to present the acts of the Board of Directors, Officers and Management for ratification of the General Assembly. The list was flashed on the screen.

Director Aldana informed the members that she will present to the members all the acts and proceedings of the Board of Directors, Officers and the management from July 2019 to May 2020 for ratification of the General Assembly. She added that the copy of the list of all 43 resolutions was previously sent to the members prior to the meeting. The resolutions were flashed on the screen one by one as Director Aldana read all the resolutions.

After reading all the 43 resolutions, Director Aldana told the Presiding Officer that she presented all acts of the Board of Directors, Officers and management from July 2019 to May of 2020 for ratification of the General Assembly. She then moved for the approval of all the resolutions which was seconded by Director Mamaril. Without any objection, the Presiding Officer pronounced all 43 resolutions presented by the Secretary before the assembly to be approved and ratified by the members.

6. Awarding Ceremonies;

Director Alit requested the Chairman of the Awards Committee Director Serafin Barretto to announce the awardees for the year 2020.

Director Barretto told the body that it was said that Covid-19 pandemic has brought out the best in all of members. He said that it developed resiliency in every situation, flexibility and that MBAI existence was indeed a gift to humanity. He continued that it was now the time to give awards to units and individuals that made 2019 another meaningful year for BJMPMBAI and congratulated all the awardees.

117. Introduction of the Guest of Honor and Speaker and Message;

General Manager Clarito G Jover told the members that the activity proceeded to one of the highlights of the Annual General Membership Meeting which was to hear the words of wisdom from Chief of the Bureau of Jail Management and Penology and welcomed Jail Director Allan S Iral.

After Director Allan Iral gave his thanks to the Emcee, he acknowledged the presence of all the BJMPMBAI Board of Directors and Officers as he individually mentioned their names.

Director Iral said that in all his 19 years of the BJMPMBAI, he never thought that one day, the General Membership Meeting would be virtual but that the Association would do everything possible to ensure the continuing flow of its services to members. Director Iral then gave updates on Covid-19 cases on jail facilities nationwide and said that there were now 146 cases of PDL positively affected by Covid-19 from 909 earlier reported and as of now there were 780 who recovered. He added that the BJMP continue to take care the PDL infected by Covid-19 together with the government while there were only 51 personnel affected by Covid-19 from 163 PDL infected while 112 other personnel were able to recover. He continued that overall, 44 out of 470 jail facilities or 9% were free of Covid-19 while 3 of 17 Regional Offices were compromised and management was doing everything to contain the virus by providing medical attention to those affected. Finally, he gave thanks to all organizations particularly the BJMPMBAI that gave assistance to the BJMP during the period of pandemic and also thanks the BJMPMBAI for its position in giving attention and in improving the health and wellness of its members by institutionalizing the Annual Medical and Physical Examination program which meant a lot to the members and only showed that the BJMPMBAI was “Nanatiling Matapat Na Kaagapay Sa Lahat ng Panahon” crisis or no crisis. He said that on the other side, the BJMP was compelled to reorganize their actions to the new normal, repositions of searches to create new needs and red alert to the Association for the members expanded immediate needs. He continued that he was looking forward to see the adjustment and implementation of the BJMPMBAI delivery of products and services due to members, contactless and seamless transactions with the management staff, timely release or dispensation of the services requested and more members’ information and education opportunities through series of webinars.

He advised the Board members and Officers to be inspired and find ways to make life easy for members while they do their best as public servants because they were counting on the Association and just as the this year’s theme, “ Ang BJMPMBAI, basta serbisyo sa miyembro, numero uno” and in behalf of the 17,716 members of the BJMP, he also shared the 19 years of success of the Association.

The Emcee gave thanks to Director Allan S Iral for giving meaningful insights and inspiration to members.

A Certificate of Appreciation was presented to the Chief, BJMP for gracing the 19th AGMM as Guest of Honor and Speaker while the Emcee read the citations.

After the presentation, Clarito Jover told the members that they will proceed to one of the most exciting part of the activity which was the virtual raffle and gave the mechanics of the virtual raffle and how to claim prizes.

Ms Carol Borrinaga, the BJMPMBAI Compliance Officer led the activity and said that the Association will give away a total of P30,000 as electronic raffle prizes and all members that registered on-line were qualified to the raffle.

Prizes ranging from Five Hundred Pesos (P500.00) to One Thousand Pesos (P1,000.00) were given to 35 lucky winners.

The Emcee then called on the Legal Officer, Atty Roy Valenzuela to make few announcements.

Atty Valenzuela said that he wanted to bring to the attention of the Board the issuance of the Securities and Exchange Commission in the conduct of General Assembly as well as Board meetings which were done by remote or by electronic communications as new normal which BJMPMBAI should comply. He said that this was the system of internal procedure which would include measures to ensure the requirements of the SEC was observed. He added that the wordings of the issuances can be found in Section 20 of the regulation issued by the SEC Circular No. 6, series of 2020 which has the purpose to protect the rights of members to participate on on-line assembly.

Director Alit directed that the proper Committee should coordinate with Atty Valenzuela and said that he expected that the BJMPMBAI could complete the requirements in the next BOD meeting.

V. ADJOURNMENT

The Presiding Officer said that all items in the Agenda were already covered and the members heard the inspiring message from the Guest of Honor and Speaker. He then asked if there were comments from the members.

Director Antonio O Gerente moved for the adjournment of the meeting which was seconded by Director Diony D Mamaril. Without any objection, Director Arturo W Alit, Presiding Officer pronounced the 19th General Membership Meeting adjourned at 11:25 A.M.

This is the 20th General Membership Meeting and Annual Report of the Bureau of Jail Management and Penology Mutual Benefit Association, Inc. (BJMPMBAI) that we

are celebrating today under the theme: “BJMPMBAI: Handang Tumugon sa Hamon ng Makabagong Panahon”!

About such, we can claim to have realized the goals set to be accomplished for the period falling within that length of time. It was proven each year that its accomplishments consistently surpassed those in the previous for the MBAI to savor every time also the pleasure of being acknowledged as one of the finest mutual benefit associations.

The core of this worth is not bereft of truth that our Association is founded on the returns of our labor that is made even more passionate by a desire to improve somehow the level of its members’ social and economic state.

Twenty years is more than just a time needed to prove our perseverance, particularly because during that stretch of time there were overpowering pressures, yet we stood strong as we had always been to assert that our Association is not only intended to evince endurance but also, and most of all, to attain specific success.

We cannot be broken because our membership is a coagulation of firm-willed individuals who cannot allow their Association to just go for naught by refusing to get even thickly closer when circumstance tends to break them up.

As I present this President’s Report on the affairs and status of our Association from January 1, 2020, to December 31, 2020, in compliance with Section 1, Article X of the Association’s Amended By-Laws, I deem it proper to raise some as to serve an update for the general membership to have enough understanding of what they need to know about what goes on in their Association.

Primarily, we now have a wider scope of what we need to have in our operation considering the stature we have earned before the eyes of our equals from the different sectors of our community.

With the Board’s approval, the Association had taken lead of the plentiful prospects for the growth of its possessions, particularly for the advancement of the members making use of its products and services by fine-tuning its processes for a trouble-

free system. It had continued extending assistance for ventures of unburdening members from loans with excessive interest via its debt consolidation program.

Based on its records from the beginning of its incorporation to the present, the Association has struggled unhampered to make for itself the distinction of being a generous provider of mutual benefit services to its members in terms of Insurance, Hospitalization, COVID-19 Financial Assistance, Health Care, Educational, Annual Medical and Diagnostic Examination (AMDE), and Financial aid by way of its loaning packages.

Lately, in their desire to extend more primary health care benefits for the members, the Board formed the committee on Emergency Hospitalization Cash Benefits Assistance (EHCBA) that crafted the rules and regulations in the implementation of the project seen as most suitable to address the need for resources in times of dire need that is what happens when being attended to in a hospital for treatment of sickness.

Without a doubt, these plusses could not have come that easy without the sincere involvement of all stakeholders - -from associate members made up of their kins - - to regular members who all worked to improve the living condition of their families, as well as in pursuing more welfare benefits for themselves and generally for the best interest of the Association.

Progress is never attained single-handedly in an association. It is normally achievable when done collectively. To this end, the Directors of the Board have to play their role in as intensely as allowable as they always have done thus by not holding back their direction and insight to reach the Association’s goal even during times when the sailing goes awry.

It is just fitting also for the Association to recognize in no uncertain terms the unconditional espousal of its cause by the BJMP Chief, Directors of Directorates, the Regional Directors, RESJOS, the Extension Offices’ In-Charge and the endlessly reassuring shepherding of the Insurance Commission.

Most of all, the Association cannot set aside for another time the expression of its profoundest gratefulness to the membership at large who, in spite of unintended inadequacies, have continued to remain zealous and unstinting in going about with their responsibilities as they help pursue the aims of their Association.

With numerous other quarters backing the Association, it will gain more heights as to enable it to see through and securely the path in the furtherance of its service as to ensure those under its motherly care that the BJMPMBAI truly deserves a grand niche in mutual benefit association endeavors as evidenced by praises bestowed upon it by the Insurance Commission and its unbroken approval of the Association’s renewal of license to operate.

The BJMPMBAI grows unimpededly as the number of its membership swells by 17,745 as of December 2020. Its officers, including the RESJOS and In-Charge of extension offices, have almost been one in convincing likely entrants to register through information drives all over the nation.

With the members’ continuing patronage, our total assets have ballooned to PHP 2.221B as of December 2020 as against PHP 2.030B in the year prior or a rise of around PHP .191B. From January 2020 to December 2020, 2,775 members secured loans that resulted in loan releases amounting to PHP .604B.

DIRECTOR ARMANDO M LLAMASARES President, BJMPMBAI

For the bulk of members availing of the loan package, the Association anticipates the figures to surge taking into account of a large array of low-interest loan products tendered for the members to take advantage of.

The BJMPMBAI maintains coverage of the Credit Life Insurance (CLI) meant to prevent members’ heirs from being deducted in case of contingencies resulting from outstanding loan balance. The Credit Life Insurance assumes payment of the loan balance of a deceased member. As such, any death benefit to be received by the heirs is not bound to be deducted.

Many members are still unable to know what is Equity. The

equity is the amount set aside primarily as members’ savings with the Association. Members must remember that they are contributing a membership fee to the Association with one-half of the amount serving as payment for their insurance coverage while the other half goes to the equity or savings.

Savings are also earning interest and can be withdrawn upon retirement, resignation or in case of death. The equity, therefore, serves as a financial security in such case as old age, unemployment or even death of the member.

From January 2020 to December 2020, Fifty Seven (57) members passed away. Their beneficiaries were paid a total of PHP25,611,606.34 embodying the amount of insurance benefits paid to their heirs and expected to lessen their worries for the future at the time that their bread winners are not around anymore to provide for their needs in life. Further, a total of PHP5,038,590.13M was released as payment of equities including interests for members who retired, resigned, dismissed from service and/or transferred to other agencies.

The extent of the success of any organization is measurable by the impression left in the lives of people involved in it. Incidentally, the BJMPMBAI is specially situated as to be a helpful conduit by which the country’s progress may be interpreted as intensely able to address and reduce poverty to allowable level. Its ability to reach up to and hold contact with reliable sources of knowledge on the changing needs of the citizens here and around are instantly usable as to determine what measures have to be taken.

Finally, no matter how limited I may have narrated what ought to be known to the general membership, I am certain that with the least that I said, our Association stands to remain radiant of image as an organization aiming up high and above over expectations of prosperity that we all desire to enjoy now and in the future.

An amount of P5,000.00 financial assistance was granted to each member who was diagnosed positive of COVID-19 virus. A total of One Thousand One Hundred Eighty Nine (1,189) members benefited amounting to Five Million Nine Hundred Forty Five Thousand pesos (P5,945,000.00).

For the year under review, a total of 250 members were given hospitalization cash assistance amounting to Three Million Six Hundred Thirty Thousand and Two Hundred Fifty Pesos, (P3,630,250.00).

An amount of Php 5,000.00 each was also given to 318 members who were victims of flood, typhoon and other forms of calamity, amounting to One Million Five Hundred Ninety Thousand Pesos only (P1,590,000.00) .

As part of the BJMPMBAI’s commitment to provide health care program and as a gesture of support to the BJMP’s Fitness Program, a free AMDE package for BJMP active personnel, retirees and associates in the amount of Two Thousand Fifty pesos (P2,050,00), inclusive of drug testing and One Thousand Eight Hundred pesos only (P1,800.00), respectively. For period covering 21 January to 31 May 2021, a total of 10,489 members were benefitted with the equivalent amount of P16,736,100.00.

The BJMPMBAI, in its desire to adhere to corporate best practices in governance, has seriously taken into consideration the recommendations of the governing bodies in recognizing

In acknowledging that the success of the Association is not only because of its members, the important role of the Board of Directors, Management Staff and its Officers must also be given greater emphasis through open opportunities for upgrading their capabilities, levelling up their professional competencies and enhancing their level of morale and welfare.
