As the matter came up for hearing, Badrul Duja, who has moved court on the issue pleaded that the government is not ready to implement court direc- tions. However, deputy advocate gen- eral Abdul Majjid Mir told the court that the government has already con- stituted a committee on the issue for submitting its report. Following the submission by Mir for more time, the court directed the government to take a policy decision on reducing the weight of school bags within two months. While disposing a PIL on May 30, 2016, the court had directed the com- missioner secretary Education to consider petitioner’s representation within three months and take appro- priate decision in the matter. To relieve the children of the burden of books, the petitioner had sought directions to gov- ernment to encourage e-school- rooms, audio-visual technology and other contemporary means for teaching students. “A government-appointed panel in Mumbai had revealed that children carry school bags that are too heavy for them and over 58 percent of students below 10 years are suffering from orthopaedic ailments,” he had told the court. The committee, he said, had recom- mended that one book should be used for three months for each subject and the textbook weight can be reduced by using paper of less weight and without hardcover. Joint secretary (PMG), PMO, Shubha Kumar and her team of officers participated in the meeting via video con- ferencing. Commissioner/sec- retary, PW(R&B), divisional commissioner, Jammu, divi- sional commissioner, Kash- mir, commissioner/secretary, Revenue, representatives of NHAI, Railways, PGCIL and other senior officers were also present. The PMG was set up in 2013 under Cabinet Secretariat, as an institutional mechanism for resolving issues and fast tracking the completion and commissioning of projects of national importance. Each project is assigned a unique ID and the hurdles a project faces are flagged for early and effective resolution. The PMG is now function- ing under Prime Minister’s Office (PMO), since 2015. The major projects reviewed in the meeting included the Jammu-Udham- pur, Srinagar-Baramulla Rail Link, Jammu-Udhampur- Banihal-Srinagar Highway, Northern Region System Strengthening Scheme (Power), 1000 MW PakalDul HEP and Transmission System associated with the 330 MW Kishanganga HEP. Chief secretary apprised joint secretary (PMG), PMO, about the latest status of these projects and efforts made by the state government in remov- ing the bottlenecks to ensure accomplishment of the targets as per the set timelines. For early resolution of the pending issues especially in the power sector projects, chief secretary asked both the divisional commission- er’s to hold review meetings with the concerned DCs and fix weekly targets particular- ly those related to land acqui- sition, handing over posses- sion of land to the executing agency and implementation of the approved R&R Plan. Transgenders move High Court to voice their demands Seek housing and education facilities, employment D A RASHID Srinagar, Aug 4: Trans- genders of Jammu and Kashmir have approached the High court for protec- tion of their constitution- al rights. In a Public Interest Litigation (PIL) the court will hear on August 11, the transgenders have sought court’s directions to the government for implementation in letter and spirit of the judgment passed by the Supreme Court in a petition titled National Legal Services Authority versus Union of India and others. They have approached the court through Aijaz Ahmad Bund, Shafi Khan and Farah Ashraf, pleading that following clear directions of the apex court, the state government was obliged to fulfill the necessities of transgenders but till date it has failed to pro- vide any concrete relief to them. The petitioners seek directions to the govern- ment for determining the exact number of transgen- ders in the state besides a guaranteed quality life in terms of political, social and economic standards so that no transgender is subjected to any form of discrimination, injustice or violence. The PIL seeks formula- tion of programs, which will ensure the social, eco- nomic and political inclu- sion and rehabilitation of transgenders in the state. It also seeks an adequate provision of social secu- rity including a monthly welfare fund for transgen- ders. “The government should acknowledge the transgenders of Jammu and Kashmir as a mar- ginalised and vulnerable section and therefore introduce reservations in educational institutions and government jobs for them,” the PIL said. The demands are: • Housing because they claim a majority of them have been disowned by their families. • Shelter homes for trans- genders facing violence at the hands of families. • Formal and non-formal educational programmes, setting up counseling cen- tres. • A transgender welfare board and trangender police stations. • Equal applicability of all laws; humane treatment. • Building civil society sup- port to curb harassment faced by transgenders; recognition of their rights to vote and forming asso- ciations. SYED RIZWAN GEELANI Srinagar, Aug 4: The price of school textbooks fixed by Government of India has created problems for both the department of school education and the J&K Board of School Education. Under the Sarva Shiksha Abhiyan, the price of a set of textbooks approved by the government of India for classes 3-5 is Rs 150 and Rs 250 for classes 6-8. However, BOSE provides books to the school educa- tion department at the rate of Rs 290 per set for classes 3-4 and Rs 320 a set for class 5. Also, the BOSE provides a book set of class 6 at the rate of Rs 425 and classes 7 and 8 at the rate of Rs 520 and Rs 505 respectively. But while the school edu- cation department pays the BOSE at the GoI approved rate, the BOSE has not been able to recover the addition- al cost. Thus, according to the BOSE, the school educa- tion department owes it Rs 104.63 crore. According to official data, the school education depart- ment procures about 50 lakh textbooks from the BOSE annually for classes 3-8. The financial strain caused on the BOSE by this situation has impacted the quality of printing and paper quality of the text- books. “An official communiqué was sent to the then State Project Director of SSA asking him to release the additional cost incurred on the textbooks but there is no response from their side,” a BOSE official said. Secretary school educa- tion department Farooq Ahmad Shah said the depart- ment pays the BOSE the entire amount earmarked by the Government of India for the textbooks. The BOSE has to supply books as per our require- ments. We will also look into the other issues," he said. The defence ministry has sent specifica- tions of uniform, along with samples, to the Khadi Villages Industries Commission (KVIC), the government said today. The KVIC had requested the forces to consider using khadi uniforms for security personnel, Minister of State for Defence Subhash Bhamre said in a written reply in the Lok Sabha. "Required specifications of uniform, along with samples, have been sent to KVIC," Bhamre said. Secretary school educa-tion department Farooq Ahmad Shah said the depart-ment pays the BOSE the entire amount earmarked by the Government of India for the textbooks.

Army men may soon sport khadi dressNew Delhi, Aug 4: Armed forces personnel may soon don khadi uniform. The defence ministry has sent specifica-tions of uniform, along with samples, to the Khadi Villages Industries Commission (KVIC), the government said today.

The KVIC had requested the forces to consider using khadi uniforms for security personnel, Minister of State for Defence Subhash Bhamre said in a written reply in the Lok Sabha.

"Required specifications of uniform, along with samples, have been sent to KVIC," Bhamre said. PTI
