The under signed reserves to himself the right of granting an extension in the time limit .In case the work is not still completed within the period of the time so extended Contractors security deposit shall be confiscated in addition to in position of 10% penalty as per agreement. 04. The consultants /survey agencies shall have to quote rates separately in respect of such items which are outside SSR and for which rate has been asked for. In case the tenderer fails to quote rate for such item, the same item shall be got executed by the contractor free of cost/lowest quoted rate when the highest rate shall be applicable to work out the comparative cost. 05. Only those consultants /survey agencies can cast their tender who is registered with sales tax department. The tender document shall be issued to the intending consultants /survey agencies only after production of sales Tax Registration Certificate issued by the competent authority. 06. The tenders shall not be accepted without CDR’s equivalent to 2% of the advertised cost. Sd/ Sr. Superintendent of Police DIPK: 6709 Vigilance Organization Kashmir, Srinagar A/S NC legislators boycott meeting CM reviews preparation of Smart City proposal for Srinagar Srinagar, Oct 27: Chief Minister, Mehbooba Mufti Thursday reviewed the status of preparation of Smart City Proposal (SCP) for Srinagar city and development of Semi- Ring Road in and around the State’s summer capital under the Prime Minister’s Develop- ment Package (PMDP). Reviewing the status of preparation of Smart City Proposal (SCP) of Srinagar city, the CM emphasized that the pro- posal should contain the vision, plan for mobilization of resources and intended outcomes in terms of infrastructure upgradation and smart applications. The CM said SCP should be prepared as per the principles of strategic plan- ning process containing Area-Based Development (ABD) plans and Pan-city initiatives. Noting the absence of certain legis- lators, the CM said that presence of all legislators from Srinagar, cutting across the party lines, would have added value to the discussion through their valuable suggestions. Stressing the need for people’s empowerment and their involvement for participatory development, the CM said that since the process is still in infancy, maximum public participation and involvement in formulation of city vision and the SCP should be achieved through their feedback, ideas and sug- gestions. The CM also sought status on the Srinagar Master Plan and added that the Smart City Proposal for the city needs to be in tune with the Srinagar Master Plan. The CM stressed the need for revival of various water- bodies in around the city in the SCP to improve the aesthetic sense of Srinagar. The CM directed the concerned to expedite the process of completion of the Master Plan so that it could be put in public domain for feedback. Underscoring the importance of traffic decongestion in the city and also decreasing the pollution levels, the Chief Minister asked for development of cycling tracks in the city especially in areas like the Bund and at Boulevard around Dal Lake. She also asked for exploring the options of development of vertical residential structures in the congested areas of the city on Public Pri- vate Participation (PPP) mode. Pertinently, Smart Cities Mission was launched by the Prime Minister in June 2015. It is an urban renewal and retrofitting program by the Government of India with a mission to develop 100 cities all over the country making them citizen friendly and sustainable. It was informed that consultants empanelled with the Union Ministry of Urban Development have already been engaged for the preparation of the Smart City Proposal for the Srinagar City and that the Round-III of the Challenge will start in January next year. Commissioner Secretary H&UDD apprised the CM with regard to efforts being made for the preparation of the SCP including engagement of stakehold- ers and fixed timelines. It was further informed that the final draft of the pro- posal shall be prepared by 15th Decem- ber 2016. Earlier the consultants gave a detailed presentation on the Smart City Proposal for Srinagar city. They apprised the CM with regard to citizen engagement through various online and offline initiatives like the facebook page, MyGov logo competition page among others. It was informed that under the offline mode around 10,000 copies of questionnaires were distributed at ward level and public meetings. The CM was also apprised on the key areas of the Smart City and its major com- ponents including Area Based Develop- ment (ABD) and Pancity initiatives in the local context of the Srinagar city. During the meeting, the CM was also given a detailed presentation by the Regional Officer, National Highway Authority of India (NHAI) on construc- tion of Semi-Ring Road around Srinagar city. The CM was informed that State Government has established task force headed by the Divisional Commission- er for the purpose of land acquisition, which will expedite the acquisition work and subsequent preparation of Detailed Project Reports. It was informed that the 61-km long Semi ring road passes through six dis- tricts including Pulwama, Budgam, Srinagar, Bandipora, Ganderbal and Baramulla. The Ring road project extends from Gallandar to Narbal junc- tion and from there on to Wayul junc- tion. The projected has been estimated to cost Rs 2058 Crore. The CM observed that exclusive plantation should be carried out along the highways in order to enhance the green cover of the road patches. The CM emphasized that it should be done simultaneously along with rest of the work in such projects. It was informed under the National Green Highway Mis- sion such plantation shall be included in the project. The CM instructed to expedite the land acquisition proceedings for the construction of 4 – lane ring road/ by pass around Srinagar city. She asked the concerned authorities to keep provision of civic amenities while preparing the DPRs, besides planning a calendar of activities for the ring road project and accomplish tasks within the timelines. Also present in the meeting were Minister for Public Works and Par- liamentary Affairs, A R Veeri, Min- ister of State for Housing & Urban Development Social Welfare, Health & Medical Education, Asiea Naqash , MLA Batamaloo, Noor Mohammad Sheikh, MLA Sonawar, Muhammad Ashraf Mir, MLA, Anjum Fazili, MLC, Khursheed Alam, Chief Secretary, B R Sharma, Financial Commissioner, Agriculture Production, Pramod Jain, Financial Commissioner Planning and Principal Secretary to CM, B B Vyas and Administrative Secretaries of various departments. Calls for incorporating pan-city initiatives Srinagar, Oct 27: Opposi- tion National Conference legislators on Thursday boycotted the Smart City Challenge meeting saying “Chief Minister Mehbooba Mufti should not try to divert the attention of the people from atrocities, indiscriminate arrests and mass repression by such unproductive, diversion- ary tactics.” NC spokesperson in a statement said party leg- islators Ali Muhammad Sagar, Mubarak Gul, Aga Syed Ruhullah Mehdi, Sha- meema Firdous and Sheikh Ishfaq Jabbar boycotted the meeting. “CM should acknowl- edge the gravity of the situ- ation in Kashmir and stop persecuting and repress- ing people while living in a fool’s paradise thinking that such gimmicks will divert the focus from her utter and complete fail- ure. There is absolutely no clarity on the Smart City prospects for Srinagar and seminars and presentations cannot absolve the PDP- BJP Government of their responsibility to actually deliver on their promises including the broken prom- ise of getting both Srinagar and Jammu included in the Smart Cities list”, the NC legislators said in a joint statement. “We ask the CM to apol- ogize to the people of the State for her insensitive remarks and insults while young boys and girls were losing their lives. Seminars and presentations by pri- vate consultants on smart city challenge cannot wash the blood from the hands of the CM. Srinagar is a city that has been shut down for more than hundred days now and for her to dis- cuss smart city prospects for a bruised, weeping and mourning city is pathetic and proves that she is disconnected and utterly insensitive”, the NC legis- lators said. “CM had remained silent when Kashmir was robbed of an IIT and IIM and was similarly clueless about the smart city prospects for the city. Mehbooba Mufti didn’t utter a single word when Kashmir was deprived of vital educational institu- tions but wants to deflect responsibility through meaningless meetings and charades. Doesn’t a smart city need vital education institutions? For Mehbooba Mufti to think that people can be fooled by such meet- ings is tragic and amusing”, the NC legislators said. “We support every ini- tiative of development, growth and modernization of infrastructure and insti- tutions. Sadly, the PDP- BJP Government broke every single promise made in their ‘Agenda of the Alliance’ including that of ensuring that Srinagar is awarded the smart city clas- sification. The CM should accept her failures and acknowledge that she lied to the people of the State. Any other gimmicks will be futile”, the NC legislators further added. ‘CM shouldn’t try to divert attention from mass repression’

Dhobi Ghat inhabitants for reconstruction of damaged houses Srinagar, Oct 21: The inhab-itants of Dhobi Ghat Hazra-tabal area here who were rendered homeless in recent floods have appealed authori-ties to allow them to recon-struct their damaged houses. .

A delegation from the locality led by Bashir Ahmad Dar said that 15 families were rendered homeless in recent floods. “We are forced to live on roads. We had applied for reconstruction of damaged houses, however despite passing of over two weeks LAWDA is yet to accord the permissions,” they said.

They sought interven-tion of Chief Minister Omar Abdullah in the matter. “We appeal CM to look into the matter and direct the LAWDA to allow reconstruction of our damaged houses before winter,” they added. GKNN

On the directions of the Deputy Commissioner Sri-nagar Farooq Ahmad Shah, a meeting was held to review the Muharram arrange-ments. The meeting was chaired by Additional Deputy Commissioner G M Dar.

“I have directed all the con-cerned departments to put in place all arrangements for Muharram,” DC said.

Srinagar, Oct 21: Chairman of Hurriyat Conference (G) Mir-waiz Umar Farooq on Tuesday hit out at the state government for failing to start rehabilitation of flood hit people in Kashmir.

Mirwaiz was interacting with people during his visit to flood hit areas of Rajbagh, Jawahir Nagar and Ikhraj pora areas here

“You must confront the chal-lenging situation which has arisen as a result of the deadly floods with courage and com-mitment,” Mirwaiz said consol-ing the people in these localities.

On the occasion, inhabitants

of these areas apprised Mirwaiz about their grievances and dif-ficulties.

Hurriyat spokesperson in a statement said the aggrieved inhabitants told Mirwaiz that “government practically has not taken any steps to address the difficulties faced by them or ensure their rehabilitation.”

Speaking on the occasion, Mirwaiz said out of 400 houses 180, were completely damaged due to floods in these areas.

“The callousness of Gov-ernment for not starting any rehabilitation program in these areas is regrettable. In other areas of Kashmir as well, government was acting dis-

criminately as far as relief and rehabilitation was concerned. It aptly displays the anti-people policy pursued by the state authorities against the flood hit victims,” Mirwaiz said.

Mirwaiz on behalf of Dar-ul-Khair Mirwaiz Manzil, dis-tributed relief material among the flood victims. “Hurriyat would carry out the relief and rehabilitation of people at this hour of crisis in whatever capacity it could. Floods have caused large scale destruction and brought immense miseries and hardships to the people of Kashmir which calls for serious introspection as to what went wrong. Kashmiris should act as a nation to face the challenge posed by the natural catastro-phe,” he said.

Srinagar, Oct 21: Residents and shopkeepers of Gole Market, Karan Nagar here are up in arms against the CAPD depart-ment for failing to remove rotten stocks of ration from an outlet owned by it there.

A delegation of residents told Greater Kashmir that the stink emanating from the decayed

ration stocks including rice poses serious threat to their health.

They said following Septem-ber 7 floods, the ration stocks in the godown near the Gole Market had got spoiled. “Though more than a month has gone by, none from the CAPD bothered to clear the shop which is now ema-nating strong stink,” they said.

Srinagar, Oct 21: Doc-tors Association of Kash-mir (DAK) on Tuesday in collaboration with NIT Srinagar conducted free diabetes screening camp in the institute’s campus.

President DAK Dr Nisar-ul-Hassan said

over thousand patients were screened in the camp. “On the occa-sion, 30 new cases of diabetes were detected with majority of them females and aged above 45 years,” Dr Nisar said.

He said most of the newly diagnosed diabet-ics were obese and with

unhealthy diet habits and family history of diabetes.

“Diabetic patients were sensitized for self monitoring of sugars and made aware of complica-tions of diabetes and life style modifications for prevention of the dis-ease,” he added.

Srinagar, Oct 21: Commis-sioner Srinagar Municipal Corporation (SMC) Dr GN Qasba on Tuesday said it has utilized 36080 litres of phenyl in flood hit areas of the summer capital and main-tained that details about its distribution can be obtained by anyone through RTI.

“SMC till date has received

196 barrels of phenyl from dif-ferent quarters out of which 164 barrels (36080 litres) have been distributed. Besides the SMC has kept a provision for distribution of phenyl among general public. Phenyl has also been supplied to various schools, colleges, offices, judi-ciary, police stations, health centres hospitals, govern-ment offices on the requisi-tion of the concerned authori-

ties,” Dr Qasba said. “People who are inter-

ested in taking details about distribution and utilization of the disinfectants includ-ing phenyl (litre wise) can approach this office through RTI. RTI shall be accepted through email,” he said.

The SMC Commissioner said if anyone needs phenyl he can come to Central Municipal office and approach stores officer.

Srinagar, Oct 21: Main-taining that government has initiated several schemes for upgradation of the health infrastructure in the state, the Minister for Rural Devel-opment and Panchayat, Ali Muhammad Sagar on Tues-day said that necessary steps have already been undertak-en so that Jawahar Lal Nehru Memorial (JKLN) Hospital at Rainawari here comes up as a tertiary care hospital.

The Minister was address-ing the medical superin-tendents of JLNM, Gousia Hospital and PHC SR Gunj during a review meeting of

Rogi Kalyaan Samiti here today. It was attended by the Medical Superintendents of JLNM, Gousia Hospital and ZMO Srinagar. The Minis-ter said that it has been the endeavour of the government to ensure that the people get quality health care facilities.

Later, the minister inau-gurated the Tehsil Office at Khanyar and laid foundation stone of Sub District Magis-trates office at Baghi Dilawar Khan. He was accompanied by Deputy Commissioner Sri-nagar, Farooq Ahmad Shah and other senior officers of district administration.

Engineer, I/C of the works within the time limit specified for such works failing which the penalty of (Ten Percent) 10% of the total cost of work shall be imposed upon the consultants /survey agencies for one week, and beyond one week penalty of Rs. 500/- per day will be imposed which shall be at the discretion of the competent authority based on the valid grounds. The under signed reserves to himself the right of granting an extension in the time limit .In case the work is not still completed within the period of the time so extended Contractors security deposit shall be confiscated in addition to in position of 10% penalty as per agreement.

04. The consultants /survey agencies shall have to quote rates separately in respect of such items which are outside SSR and for which rate has been asked for. In case the tenderer fails to quote rate for such item, the same item shall be got executed by the contractor free of cost/lowest quoted rate when the highest rate shall be applicable to work out the comparative cost.

05. Only those consultants /survey agencies can cast their tender who is registered with sales tax department. The tender document shall be issued to the intending consultants /survey agencies only after production of sales Tax Registration Certificate issued by the competent authority.

06. The tenders shall not be accepted without CDR’s equivalent to 2% of the advertised cost. The CDR’s from registered scheduled Bank should be pledged to Accounts Office with Chief Engineer, CI&D wing PDC Bemina Srinagar. No cheque or cash will be accepted.

07. The consultants /survey agencies shall quote the rates both in words as well as in figures against each item inclusive of all taxes i.e. Income Tax Service Sales Tax, Surcharge on service sales tax cess charges etc. The rates quoted by the consultants /survey agencies should be pasted with transparent tap so as to avoid any insertion.

08. Rebated/ free of cost tenders shall not be entertained and the same shall be rejected out-rightly by the tender opening authority

09. Tender opening authority reserves the right to accept or reject any tender or to cancel the N.I.T or extend the date without giving reasons thereof.

10. The payment on a/c of work done shall be made as and when the funds are available for the same.11. All the terms and conditions of this contract shall remain same as laid down in detailed NIT which is in

NC legislators boycott meeting

CM reviews preparation of Smart City proposal for SrinagarSrinagar, Oct 27: Chief Minister, Mehbooba Mufti Thursday reviewed the status of preparation of Smart City Proposal (SCP) for Srinagar city and development of Semi- Ring Road in and around the State’s summer capital under the Prime Minister’s Develop-ment Package (PMDP).

Reviewing the status of preparation of Smart City Proposal (SCP) of Srinagar city, the CM emphasized that the pro-posal should contain the vision, plan for mobilization of resources and intended outcomes in terms of infrastructure upgradation and smart applications.

The CM said SCP should be prepared as per the principles of strategic plan-ning process containing Area-Based Development (ABD) plans and Pan-city initiatives.

Noting the absence of certain legis-lators, the CM said that presence of all legislators from Srinagar, cutting across the party lines, would have added value to the discussion through their valuable suggestions.

Stressing the need for people’s empowerment and their involvement for participatory development, the CM said that since the process is still in infancy, maximum public participation and involvement in formulation of city vision and the SCP should be achieved through their feedback, ideas and sug-gestions.

The CM also sought status on the Srinagar Master Plan and added that the Smart City Proposal for the city needs to be in tune with the Srinagar Master Plan. The CM stressed the need for revival of various water-bodies in around the city in the SCP to improve the aesthetic sense of Srinagar. The CM directed the concerned to expedite the process of completion of the Master Plan so that it could be put in public domain for feedback.

Underscoring the importance of traffic decongestion in the city and also decreasing the pollution levels, the Chief Minister asked for development of cycling tracks in the city especially in areas like the Bund and at Boulevard around Dal Lake. She also asked for exploring the options of development of vertical residential structures in the congested areas of the city on Public Pri-vate Participation (PPP) mode.

Pertinently, Smart Cities Mission was launched by the Prime Minister in June 2015. It is an urban renewal and retrofitting program by the Government of India with a mission to develop 100

cities all over the country making them citizen friendly and sustainable.

It was informed that consultants empanelled with the Union Ministry of Urban Development have already been engaged for the preparation of the Smart City Proposal for the Srinagar City and that the Round-III of the Challenge will start in January next year.

Commissioner Secretary H&UDD apprised the CM with regard to efforts being made for the preparation of the SCP including engagement of stakehold-ers and fixed timelines. It was further informed that the final draft of the pro-posal shall be prepared by 15th Decem-ber 2016.

Earlier the consultants gave a detailed presentation on the Smart City Proposal for Srinagar city. They apprised the CM with regard to citizen engagement through various online and offline initiatives like the facebook page, MyGov logo competition page among others. It was informed that under the offline mode around 10,000 copies of questionnaires were distributed at ward level and public meetings.

The CM was also apprised on the key areas of the Smart City and its major com-

ponents including Area Based Develop-ment (ABD) and Pancity initiatives in the local context of the Srinagar city.

During the meeting, the CM was also given a detailed presentation by the Regional Officer, National Highway Authority of India (NHAI) on construc-tion of Semi-Ring Road around Srinagar city. The CM was informed that State Government has established task force headed by the Divisional Commission-er for the purpose of land acquisition, which will expedite the acquisition work and subsequent preparation of Detailed Project Reports.

It was informed that the 61-km long Semi ring road passes through six dis-tricts including Pulwama, Budgam, Srinagar, Bandipora, Ganderbal and Baramulla. The Ring road project extends from Gallandar to Narbal junc-tion and from there on to Wayul junc-tion. The projected has been estimated to cost Rs 2058 Crore.

The CM observed that exclusive plantation should be carried out along the highways in order to enhance the green cover of the road patches. The CM emphasized that it should be done simultaneously along with rest of the

work in such projects. It was informed under the National Green Highway Mis-sion such plantation shall be included in the project.

The CM instructed to expedite the land acquisition proceedings for the construction of 4 – lane ring road/ by pass around Srinagar city. She asked the concerned authorities to keep provision of civic amenities while preparing the DPRs, besides planning a calendar of activities for the ring road project and accomplish tasks within the timelines.

Calls for incorporating pan-city initiatives Srinagar, Oct 27: Opposi-tion National Conference legislators on Thursday boycotted the Smart City Challenge meeting saying “Chief Minister Mehbooba Mufti should not try to divert the attention of the people from atrocities, indiscriminate arrests and mass repression by such unproductive, diversion-ary tactics.”

NC spokesperson in a statement said party leg-islators Ali Muhammad Sagar, Mubarak Gul, Aga Syed Ruhullah Mehdi, Sha-meema Firdous and Sheikh Ishfaq Jabbar boycotted the meeting.

“CM should acknowl-edge the gravity of the situ-ation in Kashmir and stop persecuting and repress-ing people while living in a fool’s paradise thinking that such gimmicks will divert the focus from her utter and complete fail-ure. There is absolutely no clarity on the Smart City prospects for Srinagar and seminars and presentations

cannot absolve the PDP-BJP Government of their responsibility to actually deliver on their promises including the broken prom-ise of getting both Srinagar and Jammu included in the Smart Cities list”, the NC legislators said in a joint statement.

“We ask the CM to apol-ogize to the people of the State for her insensitive remarks and insults while young boys and girls were losing their lives. Seminars and presentations by pri-vate consultants on smart city challenge cannot wash the blood from the hands of the CM. Srinagar is a city that has been shut down for more than hundred days now and for her to dis-cuss smart city prospects for a bruised, weeping and mourning city is pathetic and proves that she is disconnected and utterly insensitive”, the NC legis-lators said.

“CM had remained silent when Kashmir was robbed of an IIT and IIM and was

similarly clueless about the smart city prospects for the city. Mehbooba Mufti didn’t utter a single word when Kashmir was deprived of vital educational institu-tions but wants to deflect responsibility through meaningless meetings and charades. Doesn’t a smart city need vital education institutions? For Mehbooba Mufti to think that people can be fooled by such meet-ings is tragic and amusing”, the NC legislators said.

“We support every ini-tiative of development, growth and modernization of infrastructure and insti-tutions. Sadly, the PDP-BJP Government broke every single promise made in their ‘Agenda of the Alliance’ including that of ensuring that Srinagar is awarded the smart city clas-sification. The CM should accept her failures and acknowledge that she lied to the people of the State. Any other gimmicks will be futile”, the NC legislators further added.
