Specific Project Experience: Anne Arundel County, Annapolis, MD: Created a link between ArcGIS and SewerCAD models in order to prepare recommendations for projected growth and improvements to the County’s sanitary sewer system. AT&T Local Services Inc. (formerly TCI Inc.), Englewood, CO: Supervised the creation of an Intranet GIS application that was used by executive level managers to plan fiber optic build-outs on a national level. Incorporated national telecommunication data layers along with customer geocoding bundled in a web GUI that was used by TCG employees nationwide. Bethlehem Township, Bethlehem, PA: Implemented a phased GIS to manage sanitary sewer system infrastructure. Blue Mountain Power Company, Bethlehem, PA: Supervised the GPS survey and impact analysis mapping for a proposed twenty-six mile water pipeline designed for a proposed fuel to steam plant in Montgomery County, PA. Bucks County Emergency Management Agency, Doylestown, PA: Created GIS/AM application that linked federal Cameo/Marplot software with local HAZMAT site location data in order to develop plume analysis and evacuation scenarios for all municipalities within the county. Bucks County Soil Conservation District, New Britain, PA: Working with Penn State University, under the supervision of the Chief Soil Scientist for Pennsylvania and the Bucks County Soil Conservation District, supervised the mapping of over 400,000 individual soil polygons according to SSURGO type classifications and then linked the coverage to property tables. The coverage was corrected to digital orthophotography and covered the entire county. Chester County, West Chester, PA: Supervised technicians who worked on-site to aid in the development of the parcel coverage for the County’s GIS. Citizens Utilities Inc., Reading, PA: Prepared a GIS implementation plan to map all of the company’s water system facilities throughout Eastern Pennsylvania, serving over two million customers. City of Boca Raton, Boca Raton, FL: Supervised the creation of an E911 centerline file with address range segments for use with the city’s new computer aided dispatch system. City of Holliston, Holliston, MA: Mapped soil, demographic, topographic, wetland, floodplain, and sanitary sewer infrastructure to prepare for major improvements to the city’s sewer system. City of New York, Department of Information Technology, New York, NY: Hired as and advisor to assist in the preparation and presentation of a GIS implementation plan using Oracle 8i Object with ArcGIS and ArcIMS as part of a proposal for a five year implementation contract. City of West Reading, West Reading, PA: Prepared a GIS needs analysis report for the City Commissioners. Coatesville Water Authority, Coatesville, PA: Supervised a phased GIS implementation to manage water infrastructure features Cobb County, Marietta, GA: Created a custom ArcView GIS application that allowed an interface to view attributes and photographs relating to storm sewer infrastructure throughout the County. Conrail Inc., Philadelphia, PA: Prepared a needs analysis report for the design of a GIS/DMS to store all facility-engineering plans in a raster environment that would be accessed from an enterprise GUI. Cumru Township, Cumru, PA: Completed phase one and phase two implementations for a township-wide GIS.

Douglas County, Castle Rock, CO: Supervised the rectification of existing countywide parcel GIS coverage to new digital orthophotography. Hatboro Borough, Hatboro, PA: Created a custom GIS application to be used for open space planning. FEMA, Washington, DC: Created topographic watershed ArcInfo coverage for the area of Hot Springs, Arkansas. Lancaster Area Sewer Authority, Lancaster, PA: Converted sewer system as-built plan features into a GIS that covered 75% of Lancaster County, PA. Limerick Township Sewer Authority, Limerick, PA: Created custom GIS application for on-lot sewage suitability analysis. Lower Macungie Township, Macungie, PA: Completed phase one and two of a multi-phased implementation of a township-wide GIS. Manheim Township, Manheim, PA: Created a custom GIS to manage water and sewer utility infrastructure. Omaha County, Omaha, NE: Primary consultant for the conversion of 144,000 mylar parcel maps into a contiguous GIS ArcInfo coverage including cadastral layers. OTS Inc., King of Prussia, PA: Prepared GIS implementation plan for a fiber optic engineering firm to present to MCI WorldCom as a solution to manage the rapid growth of their Philadelphia hub. Palm Beach County Planning and Zoning Board, West Palm Beach, FL: Supervised the creation of a custom MS Access application that displayed information from the county assessors Oracle database through custom forms to be used by county employed building inspectors. Palm Beach County Engineering Department, West Palm Beach, FL: Supervised a road centerline conflation project whereby the accurate attribute information from a geographically incorrect GIS road network was transferred to an accurate centerline file digitized from countywide digital orthophotography. Perkasie Water Authority, Montgomery County, PA: Instituted a phased implementation plan to create a GIS/FM system for the Authority that included base map creation, database design, training and maintenance. PPL Inc., Allentown, PA: Assisted in the customization of an Enterprise GIS for the unique needs of an electric utility and in the conversion of custom applications from HP UNIX ArcInfo to an Microsoft Windows based ArcGIS design. Reading Area Housing Authority, Reading, PA: Implemented GIS to manage exterior facility improvements for low-income housing complexes. Reading Area Water Authority, Reading, PA: Supervised the implementation a phased GIS that involved data conversion, base mapping, field verifications and links to external databases and legacy billing software. Shield Alloy Metallurgical Inc., West Reading, PA: Prepared a GIS application that converted well sample data to reports required by Pennsylvania DEP to monitor underground water table contamination at a closed manufacturing site. Skippack Township, Skippack, PA: Created GIS and custom applications used for open space planning and PA Act 537 mapping. Spring Township, Berks County, PA: Created attributed data layers from engineering and as-built plans for sanitary sewer utility infrastructure features.

Toms River Police Department, Toms River, NJ: Implemented real time vehicle tracking utilizing in vehicle GPS against ESRI ArcGIS Server basemap layers into Spillman Computer Aided Dispatch System (CAD). All police patrol cars (75 concurrent) had in vehicle access to multiple GIS layers and spatial queries, integrated with criminal history databases. Upper Leacock/Leola Municipal Authority, Lancaster County, PA: Used GIS to create PA Act 537 mapping and required reports. Victor-Newmont Mining Inc., Cripple Creek, CO: Supervised the creation of an accurate base map of all company owned and privately held mining claims at a particular site near Cripple Creek, Colorado. Main project challenge was in creating an interface that allowed for thousands of overlapping polygons that represented mining rights in a three dimensions. Warminster Municipal Authority, Montgomery County, PA: Prepared phased GIS needs analysis report and implementation plan. Warrington Township, Montgomery County, PA: Created a GIS/AM emergency response utility that was used by fire rescue staff. Washington Township, Lehigh County, PA: Conducted a needs analysis that defined a phased implementation for an enterprise GIS involving a joint venture between the township and a local water authority. WAWA Food Stores Inc., Media, PA: Working with the Wharton School of Business, created a site selection GIS using demographic, traffic, competition, and trade area data that predicted a potential store’s first, second, and third year earnings within a 15% combined error range. West Earl Township, West Earl, PA: Performed a GIS needs analysis and presented a findings report to the Township Supervisors. West Norriton Township, Norristown, PA: Created a digital street and parcel base map from engineering and assessor’s information. York County, PA: Acting as a sub-consultant, prepared countywide cadastral layers rectified to new digital Orthophotography.
