for suspicious deaths, deaths in police custody or inrecent police presence, police shootings resulting in afatality and suspicious disappearances (possiblehomicides). How does Crime Command operate andinvestigate these matters whilst working with andadvising regional police?The Missing Person Squad has recently been relocatedseparate from the Homicide Squad. Management haveidentified a deficiency in providing timely and accurateinformation to key stakeholders regarding missingpersons and relating processes. Using the combinedexperience of Rotary and the leadership mentoringprogram Victoria Police is primed ready for a newwebsite to address these deficiencies.

Detective Senior Sergeant Stuart Bailey has been apolice officer for 28 years working in a variety ofuniform, investigative and forensic fields. His work hastaken him interstate and overseas to such places asIndonesia for Operation Alliance for the 2002 BaliBombings, involved corruption investigations, highprofile homicide investigations, such as the murder ofpolice officers Silk & Miller, and gangland figure CarlWilliams. In his current role as a manager at theHomicide Squad he with other managers, overseesaround 70 homicides per annum.

Despite being so early in the morning after the Easterbreak, Molly delivered one of the most eruditepresentations on her commitment to the problem offamily violence and the program of SAFE STEPS.SAFE STEPS is a 24/7 operation that commenced in1973 and offers protection, connection with support,advocacy, referral to safe and secure accommodationfor those suffering family violence.

Violence follows a path of coercive control, chroniconset and repetitive patterns, and is the leading causeof ill health and death in the 15 to 44 year age group.FAMILY VIOLENCE PROTECTION ACT 2008 (VIC) definesfamily violence as occurring with spouse, domesticpartner, relationship partner, relative, parent, carer,other person single or multiple.STATISTICS ON SAFE STEPS ACTIVITIES55,000 calls in 2014-157,500 Clients continuing in same periodOver 50% were young children (25% of which wereboys).MYTH STORIES

FAMILY VIOLENCE IS USUALLY ONE INCIDENT.a. FAMILY VIOLENCE ONLY EFFECTS SOMECOMMUNITIES.

Warwick Cavell as Vice Presidents, the Board will moreclearly differentiate between operational and strategicactivities. The need to increase membership will befront and centre in all the Board’s deliberations.Neil Salvano remains as Secretary and Kevin Walklatereturns to the position of Treasurer, a role that he madehis own during the early naughties. Directors, whoseportfolios have not yet been finalised, are Paul Fraser,Stuart Ellis, Rob Hines, Anne King and Neville Taylor.Frank O’Brien, now that he is a man of retirement andleisure, has been nominated as President Elect. Inaddition, he will cover for any Director who has to beabsent for any length of time.To assist the incoming Board with its strategic planning,and enlist input from all members, an abbreviatedStrategic Review will be held during the breakfastmeeting on May 24, 2016. This will replace thetraditional “Horizons” meeting. Be sure to put thisimportant date in your diaries.

century. In the riper years, the red wines have avelvety generosity of flavour rarely encountered, whilenever losing varietal character; the long-lived MarsanneRoussanne takes students of history back toYeringberg’s fame in the 19th century. They export tothe US, Switzerland, Hong Kong and China.

RCCMS members have raided their cellars to present arange of interesting wines for the special silent auctionand the highlight auction on the evening.

Attendance is strictly limited to 40 people. Finger-foodand vouchers for tastings or wine, beer and soft drinkby the glass are included in the ticket price OF $65.Further drinks can be purchased at the bar.

Also a lucky door prize will be awarded at no cost.

If you cannot attend or miss out on a ticket, you canstill participate by making an advance bid for theauction items from the list to be circulated before theevent.

The Laos school projects run by RCCMS refurbishclassrooms and toilets at village schools in Laos, nearLuang Prabang. The Laotian people have a strong desirefor education but limited resources and RCCMS withyour help is working to address this issue.

The kids stayinghere are studying English and all hope to go on to university oneday. Today, 24th March 2016, we visited some rural schools up to40km from Luang Parbang, Laos, that Rotary Club of CentralMelbourne - Sunrise have assisted in past years. At Heui HangSecondary School we were met by all the students (400) wholined the path from the gate and welcomed us with 12 bunchesof flowers.An overall impression of all schools is how delightful are thechildren (5-18 yrs).

A random selection of photos taken by David Jones from theday of visiting 4 schools our Rotary Club has assisted in ruralLaos over past few years. Two schools are very much off thebeaten track including river only access.
