On February 12, 2016, the National Statistics Institute (INS) published the estimate for economic growth in Romania in the fourth quarter and full year 2015, announcing GDP growth in the fourth quarter of 2015, of 1.1%, from the previous quarter, this indicator increased by 3.8%, seasonally adjusted, compared with the same quarter of 2014 and the GDP growth in 2015 over the previous year was 3.7%.

2015 is the 5th consecutive year of growth, after +1.1% in 2011, +0.6% in 2012, +3.5% in 2013 and +3.0% in 2014. The growth of 3 7% in 2015 is the highest recorded for the Romanian economy in the last 7 years. In absolute terms, GDP recorded in 2015 at current prices was 710.3 billion lei, or 159.8 billion euros.

According to INS, the majority of economic sectors had a positive contributions to GDP growth in 2015, compared to 2014 (+3.7%), except for agriculture, forestry and fishing (-0.5%); so:

- Wholesale and retail trade (+1.0%) with a share of 15.8% to GDP; - Construction industry (+0.6%) accounted for 7.4% of the GDP; - Information and communications (+0.6%), 5.7% in GDP; - Net taxes on products (+0.7%), with a contribution of 12.1% in GDP; - Industry (+0.5%), with a share of 23.2% to the GDP.

The evolution of the main branches of economic activity in 2015 was positive:

a) Romania's trade in 2015 reached 117.6 billion euros, a record volume for the country, registering an increase of 5.9% over 2014; b) The industrial production continued to be an important pillar of economic development, increasing in 2015 by 2.7% (gross series) compared to 2014,; c) The construction activities in 2015 compared to 2014, as gross series, increased by 10.4%; d) The primary energy resources increased in 2015 compared to 2014 by 2.0% and the electricity by 7.8%.

Romanian imports in 2015 grew by 7.6%, mainly due to the increase of imports from EU countries by 10.1%, while arrivals of goods from non-member countries decreased by 0.1%. In terms of the evolution of the structure of imports in 2015 over the previous year, there were increases in the share of category of machinery and transport equipment (from 35.5% to 37.3%), the group of other manufactured goods (from 30% to 31%) and the group of food, beverages and tobacco (from 7.7% to 8.5%). Diminishment was registered in the share of mineral fuels and lubricants’ group (from 9.2% to 6.4%), while the other sections’ share remained unchanged: chemical and allied products (13.7%), raw materials (3.1%). The top 10 countries of origin of goods brought into Romania in 2015, totaling 68.1% of country’s imports, were: Germany (with a share of 19.82%), Italy (10.69%), Hungary (7.95%), France (5.59%), Poland (4.84%), China (4.58%), Netherlands (4.01%), Austria (3.85%), Turkey (3.63%) and Russian Federation (3.15%). The differences between the rates of increase for imports and respectively for exports resulted in a growth of the trade deficit by 38% (2.3 billion euros) in 2015 compared to 2014 (from 6.1 to 8.4 billion euros).

The exports, which registered a volume of 54.6 billion euros - the highest flow of Romanian goods to abroad in the history of country's foreign trade, increased by 4.1% compared to 2014. Deliveries to European Union member states increased in the last year, compared to 2014 by 7.9%, and continued to hold a big share in Romanian exports (73.7%), up by 2.6 p.p. compared to the situation at 31.12.2014. However the Romanian exports to non-European countries, in 2015, were 5.2% lower compared to 2014. Regarding the evolution of the structure of Romanian exports in 2015 compared to 2014, it has been a small increase in the category of machinery and transport equipment (from 42.2% to 44.5%), the group of other manufactured goods (from 32.7 % to 32.8%) and the section food, beverages and tobacco (from 8.5% to 8.8%). Consequently the share of other groups diminished; so: chemicals and related products represented 4.9% (from 5.2% in 2014), mineral fuels and lubricants 4.5% (from 6.0%) and raw materials 4.5% (from 5.3%). The top 10 markets for Romanian goods in 2015, accounting for 64.1% of national exports were: Germany (with a share of 19.75%), Italy (12.43%), France (6.80%), Hungary (5.38%), UK (4.36%), Turkey (3.94%), Bulgaria (3.34%), Spain (2.89%), Poland (2.68%) and Holland (2.53%).

Romania's trade in 2015 reached 117.6 billion euros, a record volume for the country, registering an increase of 5.9% over 2014, thus being the third consecutive increase of over 5%, although the realization of last year is mainly due to the increase in imports.

The 10 principal partners, in order of size in trade in 2015 were: Germany (19.79%), Italy (11.60%), Hungary (6.76%), France (6.15%), Poland (3.84%), Turkey (3.77%), the UK (3.36%), the Netherlands (3.32%), Austria (3.23%) and China (3.22%). The trade with these 10 states represented 65% of Romania’s foreign trade.

The primary energy resources increased in 2015 compared to 2014 by 2.0% and the electricity by 7.8%. So, the net coal production increased by 6.3%, the import of petroleum products by 27.5%, while the production of crude oil and of natural gas decreased by 1.7% each. In 2015, the electricity production increased by 3.7% compared to 2014, with considerable growths in power plants (+6.2%), photovoltaic solar energy production (+53.4%) and wind power (+49.1%). In the meantime, the production of energy in nuclear power plants decreased (by 0.3%) and also the hydro-energy production (by 12.2%). The final consumption of electricity in 2015 increased by 6.0% compared to 2014, the public lighting by 30.6% and private consumption by 3.7%. The export of electricity increased by 28.1%, reaching a volume of 10.504 million KWh (versus 3.776 million KWh of import).

The industrial production continued to be an important pillar of economic development, increasing in 2015 by 2.7% (gross series) compared to 2014, due to manufacturing (+3.5%) and the production and supply of energy electricity, gas, hot water and air conditioning (+1.3%), while mining and quarrying registered a reduction (-12.5%). Increases in turnover were registered in the industry of capital goods (+8.8%), consumer durables (+6.4%), intermediate goods industry (+3.1%) and current use goods industry (+2.5%). The energy industry recorded a decrease (-22.8%). As for the industrial new orders in 2015, compared to 2014, rose overall by 3.6%, due to rises in the groups: consumer durables (+28.0%), intermediate goods (+3.5%), capital goods industry (+ 3.0%); only the current use goods industry registered a stagnation. Noteworthy is that inside the EU, Romanian industry is among the most dynamic, with a growth of 2.7% recorded in 2015, being above both the EU28 average (+1.7%) and the industry evolution in the 19 states of the euro region (+1.4%).

The evolution of construction activities in 2015 compared to 2014, as gross series, increased by 10.4%, with rise in all categories of works: the overhauling (31.8%), maintenance and repair (13.3%) and new construction works (5.2%). The construction engineering and construction works volume rose by 20.0%, non-residential buildings by 1.1%; only the residential buildings construction recorded a contraction of 5.8%. It is remarkable that in the context of previously recorded poor results, in 2015 it has been a revival of the construction sector, one of the most dynamic economic sectors, with a significant contribution to economic growth. At the EU level, the growth of constructions sector in Romania noticed among the highest (by 10.4%) in 2015, being higher than the EU28 average (+0.6%); in general, this activity in the EU has faced some problems that have led even to reduce the volume of construction (-1.0%) in the Member States of the euro area (EA-19).

The unemployment rate in Dec. 2015 was 6.7%, 0.1 p.p. higher than in Nov. 2015, the same level as in March and June 2015, but below the unemployment rate recorded in other months of the last year. The average unemployment rate in the EU28 was, in late September 2015, by 9.0%. Only 10 states had lower unemployment rates: Czech Republic (4.5%), Germany (4.5%), Malta (5.1%), UK (5.1%), Austria (5.8%), Denmark (6.0%), Luxembourg (6.1%), Hungary (6.3), Estonia (6.5%) and the Netherlands (6.6%). The highest unemployment rates were registered in Greece (24.5%), Spain (20.8%), Croatia (16.5%), Cyprus (15.7%), Portugal (11.8%) and Italy (11.4%). The INS’ March press release announced that the unemployment rate in January 2016 dropped by 0.2 p.p. over the previous month, reaching 6.5%.

Balance of payments and external debt According to the National Bank of Romania (BNR), in 2015, the current account of the balance of payments recorded a deficit of 1.758 million euros, compared with 686 million euros in 2014, due to the deficit in the balance of primary incomes (1.830 million euros) and trade balance (1.430 million euros), partially offset by the increase in the surplus revenue side (to 1,187 million euros) and services (with 1.001 million euros). At 31.12.2015 Romania's foreign debt rose, according to BNR data, to 90.9 billion euros, of which 71.1 billion euros long-term debt (down by 5.7% compared to end-2014) and 19.8 billion euros short-term debt (up 4.9% compared to 31.12.2014). Romania's total external debt at the end of 2015 was reduced by 4.1% compared to the end of the last year, the lowest level in the last 5 years.

Monetary policy interest rate Between January 8 and May 7 2015, BNR reduced by 4 times the monetary interest rate by a total of one percentage point (from 2.75% to 2.50%, then to 2.25 %, to 2.00% and finally to 1.75%), maintaining a stable rate after that. Consequently, the interest rate lending facility (Lombard) decreased from 5.25% to 4.75%, after to 4.25%, to 3.75% and is currently at 3.25%; the interest rate on the deposit facility remained, from August 5, 2014, at a 0.25% per annum.

The inflation, as expressed by the Consumer Price Index - CPI in December 2015 compared to December 2014 was negative (-0.93%) according to the National Institute of Statistics, well below the inflation target, which is 2.5%, plus/minus one pp. The annual inflation rate came in negative territory on lower VAT rate on food in the second half of 2015 and continues its negative trend due in particular to decrees (from 01/01/2016) of the overall VAT share from 24% to 20%. By press releases of 15.02.2016 and 11.03.2016, the INS announced that the inflation rate remain negative, with record levels (-2.13%) between January 2016 / January 2015 respectively (-2.68%) between February 2016 / February 2015. According to the baseline macroeconomic scenario, the central bank published in the Inflation Report (on Feb. 2016), the annual CPI inflation rate forecast at 1.4% at the end of 2016 and 3.4% on 31.12.2017.

FDI - the foreign direct investments in Romania reached in 2015, according to the central bank data, a level of 3 035 million euros, from which the equity stakes (including the reinvested net profit) were 3 340 million euros and the intra-group loans recorded a negative net value of 305 million. FDI in 2015 was up 25.4% from the level recorded in 2014 (2 421 million euros).

According to the INS, the net investments in the national economy increased in 2015 compared to 2014 by 8.4% due to: the 5.2% increase in new construction group, the 10.8% in equipment category (including the transport) and the 12.3% in the group of other expenses. The economic branch structure of investments in 2015 was as follows: trade/services 42.4%, industry 37.9%, construction 12.0%, agriculture 4.7% and 3.0% other branches.

Romania's rating by specialized agencies

In March 2016, JCRA - Japanese rating agency has improved Romania's country rating from BBB-/BBB to BBB/BBB+ for the long term debt in foreign currency and in local currency respectively, with a stable outlook.

In January 2016, the rating agency Fitch reaffirmed the rating for the long-term government debt of Romania in foreign and local currency, at BBB-/BBB, with a stable outlook.

In December 2015, the rating agency Moody's upgraded the rating outlook from stable to positive, confirming the sovereign rating to Baa3 (investment grade).

The Standard & Poor's agency maintained, from 2014, its rating for Romania at BBB- with a stable outlook.

Bilateral Trade Romania - Sweden

• The 2015 continued the positive trend of increasing the bilateral trade (that reached a total by approx. 50% more than the level of 2010). It could be highlight the sustained growth of the bilateral trade in the last years, in spite of the problems of the international crisis started in 2008.

• It is noteworthy that the bilateral trade growth, in the period 2010-2015, was due to the increase of both exports and imports, for the two parts, and this is why there is a balanced trade with significant prospects for growth and diversification. Romanian exports in relation to Sweden increased with 72.6% and the import of Swedish products raised by 24.4% in the same period of time. In 2015, the bilateral trade balance was favorable to the Romanian side with a total of 1 016 million SEK.

• In January 2016 the total bilateral trade was 479 million SEK, 0.8% more than in January 2015. The Swedish export was 198 million SEK, 5% more, and the Romanian export to Sweden was 281 million SEK, 2% less than the last year. The bilateral trade is keeping a favorable balance, of 83 million SEK, on the Romanian side, for January 2016. The bilateral trade figures for the beginning of 2016 are in correlation with the trend of development and diversification of the economic relations between Romania and Sweden.

Romania’s GDP goes up by 3.8 pct y-o-y in 2015

The seasonally adjusted series of quarterly GDP was re-adjusted as a result of the revision of the GDP unadjusted series for 2015, with no significant changes being recorded as compared to the version published in March.

In terms of the fourth quarter of 2015, the gross domestic product, seasonally adjusted, amounted to RON 181,542.4 current prices, increasing in real terms by 1.1 percent against the previous quarter and by 3.8 percent compared to the fourth quarter of 2014, according to INS.

The gross value added volume has not been modified, but changes were recorded by activities, with:

0.2 percent increase in public administration and defense; social insurance of public sector; education; health and social assistance. Moreover, there was a 0.1 percent increase in information and communication and a decrease of 0.1 percent in shows, culture and recreation activities; repair of households’ goods and other services.

Additionally, net taxes on products growth rate decreased by 0.1 percent.

In terms of GDP uses, in 2015 significant changes in the contribution to the growth rate of GDP were recorded for:

actual individual consumption of households (from +3.9 percent to +4.0 percent), gross fixed capital formation (+1.8 percent to + 2.1 percent), imports of goods and services (from 3.5 percent to 3.8 percent), and exports of goods and services (from +1.9 percent to +2.3 percent), according to the INS data.

Romania’s gross domestic product (GDP) jumped, in real terms, 3.8 percent in 2015 for both unadjusted and seasonally adjusted series, according to the National Institute for Statistics (INS). The 2015 estimated GDP was RON 712,832.3 million current prices.

IMF improves Romania’s growth outlook to 4.2 pct of GDP this year, above emerging Europe average

Last October, the financial institution had forecasted a 3.9 percent expansion of the local economy this year.

Next year, the local economy is set to slow down to 3.6 percent, but in line with grow rates registered by Ireland, Latvia and Poland.

Overall, Romania is set to beat this year the average growth rate in emerging Europe, which stands at 3.5 percent.

On consumer prices, the IMF expects a negative rate of 0.4 percent, with Romania set to be among the EU member states with negative inflation.

In 2017, however, the IMF estimates a sharp increase of 3.1 percent of consumer prices in Romania.

The current account deficit is set to reach a negative 1.7 percent this year, further expanding to a negative 2.5 percent next year.

According to the report, the unemployment rate in Romania will fall from 6.8 percent in 2015 to 6.4 percent this year. It should further decrease to 6.2 percent in 2017.

The overall growth estimate for Europe’s economy stands at 2 percent, while the global economy will gain 3.2 percent, down 0.4 percent from the October forecast.

In a separate analysis, the World Bank expects Romania to grow by 4 percent this year, but warns that the country might return to the excessive deficit procedure.

Analysts say that the combination of growing wages in the public sector and fiscal relaxation will boost domestic consumption, but will generate economic growth that will not be sustainable without key investments in infrastructure, for instance.

The IMF expects the Romanian economy to increase 4.2 percent of GDP in 2016, according to its latest World Economic Outlook.

Fitch Ratings: Euro zone accession remains a ‘remote prospect’ in Romania and CEE

The Fitch Ratings agency says that Romania’s adoption of the euro would have an intermediate effect.

However, the analysts reckon that any discussion regarding the accession into the Euro zone has lost its importance in all CEE countries.

According to Fitch, the biggest beneficiaries of euro membership would be Croatia and Bulgaria, while the Czech Republic and Poland would likely benefit least. Romania is in the same category with Hungary. “However, euro membership remains a remote prospect as it has disappeared from the political agenda in all the six countries” - said the analysis.

Romania’s target for joining the Euro zone is 2019, according to political statements.

Economists say that the country is already meeting mandatory convergence indicators such as debt-to GDP ratio and long-term interest rate. However, the GDP per capita remains below the EU average, and economists say that Romania could attempt to adopt the euro after 2020, with the economy in a stronger position.

“Hungary and Romania would lose the benefits of independent monetary policy. Euroisation in the two countries is also more limited than in Bulgaria and Croatia, although in Hungary government debt in euros is high (23% of GDP). Given both countries’ sizeable net external debt, the adoption of a reserve currency would strengthen external finances in both. Romania’s low government debt would leave the country with some policy flexibility and Hungary’s open economy would benefit from reduced transaction costs” - said the agency.

Fitch Ratings - the credit rating agency, says in a new report that Romania’s adoption of the euro would have an intermediate effect.

#PanamaPapers - Romanian MP proposes 16 percent tax for offshore deals

“Panama is not the only tax heaven. We had Cyprus before. There are many more. If we got data from all these tax heavens, we would discover that generally, in Romania, the payment of taxes has been avoided for impressive sums, which I can’t estimate today” - said Popa, who sits in the Parliament committee that oversees the activity of SRI - the national intelligence agency.

The MP said that he has worked on amendments to the Fiscal Code, which would force companies to pay a 16 percent profit tax for transactions made with offshore firms.

“This is a change to the Fiscal Code through which companies doing offshore financial operations, economic operation, which will not be fiscally deductible”. He added that companies will pay a 16% profit tax for sums issued to offshore companies, based on contracts.

The liberal MP said this provision would tackle any illegal transactions that could impact national security, mentioning here potential money that could go to terrorists or bribes that could be transferred outside Romania.

“We are not talking about money transfers, about foundations, only about commercial operations, many of them fictitious trades in which many times the sums are inflated, so that the taxes and profits in Romania are lower” - said Popa.

The MP pointed out that the tax authority - ANAF and other institutions had known about these issues but did not act. He says something has to be done after the Panama Papers offshore tax scandal has emerged.

Around 100 Romanian names are rumored to appear in the leaked documents form law Mossack Fonseca. The ANAF has created a group tasked with finding Romanian taxpayers that could be involved in the scandal. Finance minister Anca Dragu said that some of the names appearing in the Panama Files are already part of separate investigations carried out by ANAF.

Liberal MP Octavian POPA said that the payment of taxes has been avoided for “impressive sums” in Romania, adding that transactions with offshore firms should be taxed by authorities.

In January 2016, the arrivals of foreign visitors to Romania, according to customs, amounted to 541.7 thousand, 0.7% more compared to January 2015. Most of the foreign visitors came from European countries (94.1%). 53.0% of the total arrivals of the foreign visitors to Romania were from European Union Member States, out of which the most arrivals were from:

Bulgaria (30.5%), Hungary (29.6%), Italy (8.5%), Germany (6.1%), Poland (5.1%) and Austria (2.2%).

In January 2016, the departures of Romanian visitors abroad, according to customs, amounted to 1176.7 thousand, 12.2% more compared to January 2015. The Romanian visitors abroad mostly used the means of road transport, 69.0 % of the total departures.

EXPOMIL - International Exhibition for Military Equipment (ROMEXPO, Bucharest, between the 18th and the 22nd of May 2016)

EXPOMIL - International Exhibition for Military Equipment 2016 is at the 9th edition; starting with 1999, this event is part of the international exhibitions in the military and defense industry, being organized in Bucharest every two years.

During EXPOMIL at Romexpo Exhibition Center will be presented systems and military equipment from the endowment of National Defence Forces System, Public Order and National Security (SNAOPSN) made by both national and foreign companies in the security industry. Within the exhibition will be organized the National Pavilion for Research-Development and Innovation, with products dedicated to national defense and security, as well as to civil defense emergency situations (calamities, disasters) and to the management of potential terrorist hybrid threats. EXPOPLAST - International Exhibition (ROMEXPO, Bucharest, between the 27th and the 30nd of September 2016)

Already at its sixth edition, EXPO PLAST 2016 is the only event in Romania dedicated to plastic processing and recycling industry.

The Danube River ends its eight-country journey at the Black Sea, after forming one of the largest and most bio-diverse wetlands in the world, the Danube Delta. Romania is an all round year destination, having a temperate climate with four distinct seasons.

Politics and economy

Romania is a parliamentary democracy based on European models and a member state of the EU and the NATO.

In the 1930s, Romania was one of the main European producers of wheat, corn and meats and it used to be called “the bread basket of Europe.”

In the 1950s started the development of the heavy industry.

Today, Romania produces coal, natural gas, iron ore and petroleum. Industries include chemical (petrochemical, paints and varnishes), metal processing, machine manufacturing, information technology, industrial and transport equipment, textiles, manufactured consumer goods, lumbering and furniture. About 39.2% of Romania’s territory is arable land, 28% forests, 21% pastures, hayfields and orchards and 2.5% vineyards. Corn, wheat, vegetable oil seeds, vegetables, apples and grapes for wine are the main crops and sheep and pigs the main livestock. Forestry and fisheries are also developed.
