    Building a smarter government

    Going horizontal

It is essential that governmentleaders position themselves toaddress the challenges andopportunities of the next decade, while taking into account bothglobal trends and local issues.

So how do we accomplish this? It beginsby working closely with the public andprivate sectors to create an environmento thriving businesses, e fcient in rastruc-tures and satisfed constituencies.

This can be achieved through innovativecollaboration. Innovative collaborationsupports the exchange o in ormationacross both internal and external organi-zations, in any orm, or any channel, between any sender and recipient. Byimplementing communications technol-ogy, governments can not only keep in

touch with a complex network o organi-zations, agencies and private sectorentities, but also increase shared awarenessand promote smarter decision makingthrough collaboration.

As organizations shi t rom hierarchicaland vertical to di use and horizontal, innovative collaboration can enable greaterteamwork and interconnectedness. Soon, virtual organizations will no longer be aconcept but rather a crucial component inthe way success ul governments unction.
