Construction is vital to our communities. As such, the KCI New Terminal project, and numerous construction projects being built by other contractors across Kansas City, have been deemed essential infrastructure by the City of Kansas City, Missouri government (Order 20-01) and are continuing to safely operate in accordance with local health guidelines while a Stay-at-Home order is in effect. Protecting our workforce and enabling our trade partners to put their crews to work in a safe, controlled, and healthy environment is paramount. Given the current guidance from national industry and health authorities, such as the Occupational Safety and Health Association (OSHA) and Centers for Disease Control (CDC), as well as local health agencies, it is safe to keep our jobsite and project office open so long as we follow proper protocols for physical distancing, hand hygiene, and cleaning work areas.

The Edgemoor Team is taking every precaution to minimize the risk of infection on the New Terminal jobsite and has implemented these and other preventative strategies as part of our overall COVID-19 management plan:

1. Reinforce the importance of physical/social distancing, hand hygiene, and respiratory etiquette with the workforce, including:

• Frequent hand washing

• Avoiding touching nose, mouth, and eyes

• Avoiding handshaking or other close contact

• Covering mouth and nose with a tissue or elbow when coughing or sneezing

• Maintaining a safe, 6-foot distance from others

2. Educate workforce on the symptoms of COVID-19

3. Require individuals who are sick to stay home

4. Encourage high-risk individuals to stay home

5. Perform cleaning of frequently touched surfaces, portable toilets, and shared tools on the site

6. Implement measures for physical/social distancing including spreading out work as much as possible, deploying a rotational telework plan for management staff, and encouraging workforce to minimize close contact (within 6 feet of others) to the greatest extent possible

7. Immediate notification to Edgemoor / CWC leadership task force is required if anyone on the project has:

• Tested positive for COVID-19

• Had close contact with someone known to have tested positive for COVID-19

Protocols have been established in accordance with CDC and OSHA recommendations to address a confirmed case of COVID-19 on the jobsite or in the office, including isolating the individual, investigating and informing those who may be impacted, and disinfecting impacted areas.

This situation is ever-evolving and we are actively monitoring new developments. The Edgemoor Team remains fully committed to operating in accordance with the guidelines set forth by national industry and health authorities and local health agencies.

Nearly sixteen percent (16%) of Edgemoor’s project budget has been spent as of March 31, 2020. The Total Project Cost of $1.5 Billion includes Edgemoor’s Revised Guaranteed Maximum Price (GMP) of $1.357 Billion. The Final GMP submitted by the Edgemoor Team on April 2 is currently under review by the Kansas City Aviation Department and their Owner’s Representative, Paslay Management Group (PMG).

Schedule Critical Path: As of the end of March, the next item on the schedule critical path is completion of the auger cast pile drilling by April 24, 2020.

Weather Days: During the month of March, Clark | Weitz | Clarkson (CWC) used six (6) of the Terminal schedule’s weather days due to rain that delayed work site-wide and specific activities related to concrete placement in the headhouse. Thirty-six (36) of 60 total weather days remain in the schedule.

There are a total of 188 subcontractors and sub-consultants engaged on the project by Edgemoor and CWC. Of these companies, 151 are based in the Kansas City Metro Area and 87 are KCMO-certified M/WBE firms. Through March, 295,587 workforce hours–roughly 5% of the expected 5.9 Million total hours–have been logged on the project.

During March the project team:

• Held its second Workforce Training Program Class. Sixteen participants were sponsored by eight subcontractors on the project. The class began on March 9. Due to COVID-19 restrictions, the remaining two weeks of class were canceled; however, all participants received stipends as if they had completed the entire program. Graduation was not held. All trainees became apprentices with their unions and began work for their subcontractors by April 3, 2020. The third class is scheduled to begin in July, although timing will be depend on COVID-19 and associated restrictions in place at that time.

• Graduated its third Strategic Partnership Program class. Thirty-two MBE/WBE/SLBE/SDVOSB/VOSB businesses participated in the third KC Strategic Partnership Program. Capstone Project Presentations were held on February 13. Graduation was held on March 5. To date, there are a total of 12 KC SPP graduated firms that have been awarded contracts on the project. The fourth KC Strategic Partnership Program class will begin on September 10.

• Continues to offer extended childcare hours. Four out of five childcare center partners have continued to operate in light of COVID-19. All workers were reminded of the extended childcare hours program, which could be used to accommodate childcare constraints due to school closures.

• Continues to offer bus passes to all workers seeking to utilize the KCATA 529 KCI Limited Express route. Due to COVID-19 restrictions, the KCATA has begun offering free ridership to all patrons in the Kansas City area. Ridership data acquired from the KCATA shows 27 passes issued, a total of nine active riders, and a total of 142 trips made. Due to low ridership on the route, alternative transportation options are currently being discussed to support those workers that heavily rely on the route for transportation to and from the work site. The current pickup/drop off location for the 529 KCI Limited Express is at 12th and Charlotte in downtown Kansas City.

• Interviewed candidates for the Ombudsman job listing. Nineteen resumes were submitted in response to the job listing. Interested applicants were firms and individuals. Phone interviews were conducted with all nineteen applicants, which resulted in five applicants being viewed as qualified candidates. Video conference

interviews with the top candidates are currently being conducted. It is anticipated that an offer will be made the week of April 27.

• Continues to see a thriving On-Site Health Care Program. Since 2019, Mobile Medical Corporation has provided full-time Emergency Medical Technician/Paramedic services during all project work hours. The firm has participated in Monthly Safety Stand Downs, provided educational materials to employees, and assisted in safety orientation by addressing topics such as emergency response and COVID-19. To date, there have been 14 work-related visits and 27 wellness visits by project workers.

• Continues to see a thriving Supplier Support Program. Intended to leverage CWC’s purchasing power to enable MBE/WBE/SDVOSB/SLBE/VOSB firms to more effectively complete for work on the project, this program allows those firms to rent or purchase equipment at pre-negotiated rates. There have been six M/WBE firms that have taken advantage of this program.

During March, construction activities included continuing slab on grade concrete placement at the south end of Concourse B and beginning slab on grade placement at the north end of Concourse A. Slab on Grade concrete placement continued at the south end of Concourse B.

Demolition:

• Crushing of the Terminal A concrete is complete• Bridge abutment removal is occurring along with

utility corridor excavation. Upon completion of the abutment removal, the demolition scope will be complete

Airside Civil:

• Storm and sanitary sewer lines are being installed under connector Buildings 7 and 8

• Pavement is being removed around the New Terminal footprint to allow for utility excavations

• Construction of a new Ground Service Equipment (GSE) fueling tank near Terminal C is ongoing

Landside Civil:• Construction of the eastern access roadways is

ongoing. These roadways are scheduled to be activated for the traveling public at the end of April

• New access to the FAA and Police parking lot will be completed after the eastern access roadways switchover

• Chilled water line relocation work is complete

• Installation of relocated electrical and data duct banks is ongoing

• Evergy installation of electrical service lines ongoing

• Construction of the new waterline will begin when signed drawings are received from the Water Services Department

New Terminal:

• Auger cast foundation pile placement for the New Terminal and elevated roadway is nearing completion with 2,374 of 2,724 total piles installed

• Foundation concrete, and MEP work across Concourses A and B and in selected parts of the headhouse (Buildings 10A-12A) is ongoing

• Slab on grade concrete placement in Buildings 1, 2, 13 and 14 is ongoing

• Crews are backfilling New Terminal foundation walls to provide a working pad for steel erection

• Steel erection is scheduled to begin on April 6

No significant corrective action was taken or proposed during the month of March, and there are no material disputes with respect to the work.

Below are current items the team is tracking closely and that require attention from all stakeholders. Each issue includes a description of steps the project team is taking to mitigate impacts that could occur as a result of these issues. We will provide updates on all items noted in the monthly reports until each is noted as resolved.

COVID-19March Update: As described earlier in this report, the Edgemoor Team is taking every precaution to minimizethe risk of infection on the New Terminal jobsite and has implemented a COVID-19 management plan. In coordination with the unions, CWC will implement a 4-day per week construction schedule, starting on April 13. As of March 31, 2020, CWC had received direct notice from one of its subcontractors, Schindler Elevator Corporation, that there was an impact to their supply chain for moving walkway procurement. This impact led to an additional three weeks of material lead-times. Any impacts to project costs or schedule as a result of COVID-19 will be tracked and reported to KCAD. Any impacts to time/cost/schedule/delays will be addressed in accordance with the Development Agreement, inclusive of any subsequent amendments thereto, if any.

POTENTIAL CONTAMINATED SOILSAugust 2019-February 2020: While removing pavement in the New Terminal footprint, workers noted a strong fuel odor in the vicinity of the existing aviation fuel line. Testing of soil samples from the area detected very low levels of contaminants in the soil. These levels are below the State’s Default Target Levels (DTL), and, as such, the soil may remain where it is. The team has established monitoring and storage protocols for any potentially contaminated soils and water in coordination with KCAD and in accordance with KCMO and Missouri Department of Natural Resources (MDNR) requirements. This item will remain on the list until below-grade excavation activities are complete and final test results from any soils or water, segregated due to potential contamination, have been received.

March Update: Contaminated soil continues to be encountered around the fuel lines that are being removed, and the soil is being tested and triaged with the intent of reusing the material on site. No contaminated soil or water has reached levels of contamination that would require disposal off-site, and monitoring is ongoing.

KANSAS CITY AVIATION DEPARTMENT AND AIRLINE PARTNERSDuring March, the team conducted previews of the 100% Design Development and 60% Parking Garage designs to kick-off the stakeholder reviews of these packages. In smaller group meetings, among many design topics reaching conclusion, the team worked to finalize plans for severe weather shelters within the New Terminal. The team held a review of the draft Final GMP documents with KCAD and the Airlines on April 2.

FEDERAL AGENCIES (FAA, CBP, TSA)The Edgemoor Team is working closely with several Federal agencies on New Terminal design and construction activities:

FAA: The team is making progress on the redesign of the North Courtyard, which is the site selected by the EA Mitigation Commission to commemorate the 1971-present airport terminal system. The next quarterly update meeting with the FAA will be held on April 9.

TSA: The team continues to work through TSA’s design review process for the BHS, Security Screening Check-Point (SSCP), and leasable and non-leasable TSA spaces in the New Terminal.

CBP: The team is responding to comments from CBP on the 30% design package and preparing for the next design submission.

MUNICIPAL ARTS COMMISSION (MAC)On March 3, design team members from SOM and BNIM, the firms responsible for the Terminal and Parking Garage designs, respectively, presented to the Project Advisory Artists, sharing the overall project design and highlighting public art locations for their consideration. The Executive Working Group quickly retooled plans for public outreach meetings during March and prepared an online presentation and survey. The survey invites public feedback on art in the New Terminal and will be available April 6-20.

AIRPORT USERSThe switch to the New Terminal eastern access roadways will occur at the end of April, and KCAD is planning media outreach to notify and explain this change to airport users.

PROJECT WORKFORCECWC held its monthly Safety Stand Down on March 4, but Safety Stand Downs have since been discontinued due to COVID-19. As of the end of March, 1,739 people have completed safety orientation. CWC is working diligently with subcontractors to maintain a safe and healthy job site.

COMMUNITY OUTREACHOn March 18, the Edgemoor Team joined KCAD and PMG to provide a project update to the City Council Transportation, Infrastructure & Operations Committee.

Also during March, in response to the closing of schools and many businesses as a result of COVID-19, the Edgemoor Team hosted a food and household supply drive to support the Morningstar Youth & Family Life Center in Kansas City, MO. Morningstar generously provides free resources to the surrounding community through tutoring, food, clothing, job skills training, and counseling.

PROJECT GOVERNANCE

During March, the Project Management Committee (PMC) and Steering Committee (SC) reviewed and approved the following costs:

• Addition of security exit control devices on the Arrivals level (use of Design Evolution Contingency)

• Mechanical and Plumbing procurement (use of Design Evolution Contingency)

• Reroute of a portion of an existing stormwater box culvert (use of Design Evolution Contingency)

• Increase size of replacement water main from 12” to 16” diameter (use of Design Evolution Contingency)

• Redesign of the North Courtyard to comply with EA Mitigation Commission scope (use of Owner Contingency)

• Point-to-point hearing induction units for assistance to hearing impaired travelers (use of Owner Contingency)

• Various smaller-scale items for which PMC and SC approved the use of Design Evolution or Owner Contingency

The PMC provides direction on major decisions for the project and is composed of one representative each from KCAD, Edgemoor and the airlines:

• KCAD: David Long, Deputy Director

• Edgemoor: Geoff Stricker, Senior Managing Director

• Airlines: William Manning, Airline Technical Representative

The SC oversees the PMC and is required to approve PMC decisions regarding issues that materially affect airline operations, project schedule, or project scope, or that affect the payments required of the airlines under the Airline Use and Lease Agreement. The SC is composed of one Airline Representative and the Director of the Kansas City Aviation Department.

TEAM MEMBER PROFILE

Your background is impressive with multiple degrees and 18 years of experience building a national reputation in education and nonprofit development. How did you end up in construction and how does your experience apply to TWEP.

This program is basically my career come-full-circle. It is the perfect blend of my background in charter school development, nonprofit development, and economic and financial education. I’ve worked with major private foundations established by America’s most entrepreneurial families (Waltons and Kauffmans) to build charter schools in Little Rock and Kansas City, and have worked with the Cray Foundation to further expand my career in the entrepreneurship, and economic and financial education sectors. I was an educator who saw education through a business lens, and I developed a national reputation in that arena.

I was working on my EMBA at Rockhurst in 2017 when I heard publicity about plans at KCI and how it could open up opportunities for minority and women-owned businesses. With the encouragement of a dear friend, I considered starting a new business for myself in the construction arena, and I wanted to learn the industry. I started my own company, Rhys Ivy, a name which represents my daughter’s middle name, Rhys; Ivy is the Greek symbol for wealth. It was time to learn the vernacular of construction, so I became a member of the second graduating class of the KC Strategic Partnership Program in 2018. It was a valuable crash course on the construction industry.

3 Questions with Latoya Goree, Executive DirectorCompany: Clark | Weitz | ClarksonProject Scope: Terminal Workforce Enhancement Programs

In my new role, I am putting my past experience to work. I was skilled at running multiple organizations at once. When this opportunity came up two and a half months ago, I didn’t skip a beat. I left my prior job on a Friday and started on Monday as Executive Director of TWEP. Since the very beginning, I felt very supported by Edgemoor and CWC – we understand each other’s vision for TWEP.

What is your vision for TWEP?

The TWEP agreement that Edgemoor developed for the New Terminal at KCI is, among so many other things, supportive of small businesses by providing financial opportunities through low-interest loans and helping smaller construction companies with bonding support. The agreement helps the workforce with transportation and childcare, as well as training and long-term career development.

When I moved to Kansas City in 2010 to open the Ewing Marion Kauffman School, my personal philosophy was that hard work, dedication, and a sense of urgency are the driving forces behind success, and your socioeconomic background does not determine your destiny. On opening day of the New Terminal at KCI, I hope to see the smiling faces of small business owners–minorities, women and veterans–who have strengthened their businesses by taking full advantage of as many of the 15 Terminal Workforce Enhancement Programs as were available to them and are there to celebrate their own company’s success.

With the COVID-19 challenges, how has your work been impacted?

The New Terminal project is moving ahead, and work has not stopped. Edgemoor and CWC have done a great job of implementing measures to keep our workers safe. In the case of the Workforce Training program, which had just begun its second class and was one week into the training during the onset of COVID-19 in KCMO, the guest instructors were not going to be available during the quarantine period. Even though we had to cancel the remaining classes, all of our trainees were designated as apprentices with their unions and began work with their new employers as planned.

Small Business Incubator Space

This program will be implemented upon completion of the Logistics Trailer Complex, located north of the project co-location office, and installation of a trailer to be used for this program. There are no participants as of this report date.

General Contractor Training Program

The General Contractor Training Program will be developed and implemented in the first half of 2020. No costs were incurred during the month of March 2020.
