When the Buffalo Sa-bres drafted Dylan Coz-ens in the first round this year, he projected as the second line scoring cen-ter the team desperately needs, but not this season. The 18 year old was ex-pected to return to junior hockey for another season with a realistic chance to make the Sabres roster as a 19 year old in the 2020-21 season. When Cozens broke his thumb in July during prospects camp it seemed to dim his already miniscule chance to com-pete for a roster spot this season. But with Cozens outstanding performance in camp so far he looks to be ready for the NHL right now. Cozens was the Sabres best player in a preseason game at Toronto in Sep-tember where his speed and offensive skills were on display against the Leafs NHL veteran laden lineup. Cozens has sub-stantially outplayed the incumbent second line cen-ter Casy Mittlestadt and has earned a roster spot. It may surprise fans to learn that teams already have players slotted into assigned roles at the NHL or Minor league levels be-fore training camps begin. Rarely are there surprises where a player rises above expectations. But Cozens is one of these exceptions. If the Sabres return him to junior when he has proven that he is NHL ready then they are not filling jobs based on performance as they should which would

be a mistake. Victor Olafsson’s two goals against the Toronto Maple Leafs at the Key-bank Center on Saturday September 21st showed that he is the real deal when it comes to goal scor-ers. Playing on the top line with Jack Eichel and Sam Reinhart the trio present-ed a formidable challenge for the Leafs scoring three goals with Sam Reinhart adding a single. Olafsson scored in two very different types of sit-uations. With the Sabres running their power play

off the popular new 1-3-1 format, Olafsson dented the twine with his one timer off a perfectly timed dot to dot pass from Jack Eichel. In the third period with the score tied 2-2, His quick wrist shot gave the Sabres a 3-2 lead after a Sam Reinhart pass from behind the goal line found him alone in front. These goals showed Olafsson has the versatil-ity a goal scorer to estab-lish consistency. While one timers make spectacular play you can’t make a liv-ing in pro hockey as a one trick pony. You’ve got to be able and willing to get to the net and score from the blue paint to be legit-imate NHL sniper. That’s how Jeff Skinner scored the majority of his team leading 40 goals last sea-son. Olafsson is expected to score at least 25 goals this season. He will meet those expectations if he continues to keep his nose in front of the net.

Complainant states debit card was store in a locked file cabinet in office and 10 – 12 employ-ees have access. The card was used and was found on a desk in the office af-ter staff were notified that police would be called. Also did panhandle money while standing in roadway impending flow of traffic. September 24, 2019Lovering Street – De-fendant did harass com-plainant and did attempt to break her TV. Defen-dant arrested. September 24, 2019Sanders Road – Officers attempted to make entry. The defendant placed a couch to block access. Buf-falo Fire Department was called to force entry. The complainant did suffer a small scratch to the right side of her face when she attempted entry without police. September 23, 2019Crestwood Avenue – Offi-cers did respond to a 911 complaint of individuals selling drugs from dark color vehicle. Upon ar-rival officers did observe vehicle parked illegally on sidewalk with expired registration. September 22, 2019G r a n t / B r e a k e n r i d g e Streets – Complainant reports that suspect did cut him in the face with a pocketknife causing a laceration. Complainant did go to ECMC for treat-ment. September 23, 2019Bird Avenue - Com-plainant states that while at residence to sell mer-chandise from his vehi-cle suspects arrived and one suspect did pull a gun out and did take (3) pair of sneakers valued at $620.00, (1) cell phone valued at $1,200.00, (15) various credit cards, (1) NYS drivers license, (1) military ID and $75.00 in US currency. Com-plainant states that sus-pect with the gun was a dark male 5’ 10” 160 lbs., light skin male and one light skin with gray hood-ie. Complainant would like for his vehicle to be dusted for finger prints.

Family get-togeth-ers are always fun and a good way of reminisc-ing certain things that happened in years past. Not always “The Good Old Days”. Some of the incidents that occurred when my children were growing up on the old West Side of Buffalo, were not the best. There are Things one might re-call vividly, while other memories are a bit hazy. Keep in mind that the fol-lowing incidents I refer to happened in the six-ties. The West Side back then was not always the best atmosphere to raise eight children, but most of it was good. The neigh-borhood ethnic scene was changing slowly. What was almost all an Italian American neighborhood was now seeing an influx of Hispanic Americans. Gangs began to form much like the ones in the movie “West Side Story”. It was fortunate that un-like the movie, there was only one and there were no gang wars. Still, their presence was felt and very visible. I will recount three different incidents I personally had with these “gangs”. It would take up too much valuable space

Beta Gangin the Rocket to go into all three in one week so I will break it into three separate stories. This is the first and the mildest. In the neighborhood we lived in on 15th street, the main attraction for the kids in the summer was the Massachusetts Avenue swimming pool, located right around the corner, and within walk-ing distance of our home. The Butler-Michell youth club was also located there and attracted a lot of local youngsters. After their chores, our children would occasionally spend the day at the pool and the playground behind it. There were lifeguards present at the pool and the older children would watch the younger sib-lings. Childhood relations formed with other neigh-borhood children who also found this the best neigh-borhood attraction. Most of it was good. There was one problem, it was also the stomping grounds of one of the neighbor-hood’s toughest gangs, Beta. These were mostly teenage young men of one ethnic group and most-ly did not bother anyone unless you crossed them. If one did, they simply

took care of the annoy-ance in a gang related way. No guns or knives, just hurtful extremes. Just want to add that the beatings were mostly to instill fear and were not brutal. I would assume they felt they needed to do this to retain control of the area. The Massa-chusetts Avenue Pool and playground was their ter-ritory to rule. Everyone was aware of their pres-ence there and avoided any contact that was not necessary. I am not sure if they ever actually went into the swimming pool, just hung out, smoking and trying to look tough. It was best to just try to ignore them and let them be. That is, unless they crossed the line. In the first of the three incidents that happened to me and my family, and like I stated, the mildest, my eldest son recalled the day I confronted these tough guys. Since I had a couple of good-looking teenage daughters who frequented this pool, something like this was bound to happen. One night at the supper table one of my sons related to me something said at the pool. It was an inappro-priate remark made by one of these gang mem-bers to one of my daugh-ters. (I found out later it was my wife.) Now, what would any red blooded American father do in this case? So that night I calmly walked over to the pool and went directly to the gang leader. My son,

who was recalling this incident, thought I was about to die. Here I was in the middle of a bunch of dangerous thugs de-manding an apology for the inappropriate remark made toward my daugh-ter. Now, normally at this point we would say tune in next week to see what happened. No, I will tell you what happened as I have other stories to tell. The ringleader went face to face with me and said, “you want what”? I did not wet myself and remained composed and demand-ed again, an apology. Af-ter a long silent stare, I was not sure what was going to happen next. I do remember I was a bit taller and bigger than anyone of these young men and that could have had something to do with what transpired next. He ended the silence and calmly asked which one

of his members made the remark. The perpetra-tor was pointed out and told in a not so nice way to apologize, which he meekly did. From that moment on we became friendly and my family was now under the pro-tection of the Beta gang at the Massachusetts Avenue swimming pool. These were not bad guys, just looked intimidating with their sheer num-bers. That will come out in next week’s column. Dear Rusty: My hus-band turns 65 in Decem-ber of this year, but he is employed and will be on his employer’s health in-surance at least through this school year (May 2020). How should we inform Medicare of this situation and must we let Medicare know that he is presently insured by BCBS? When must we let Medicare know about these details? I know there is a certain window when no health questions are asked but what is that time frame? If my husband quits teaching in May, when does he let Medicare know he wants to start Part A and B in June 2020 ? Is there only open enrollment in the 3-month window of his birthday? Signed: Con-fused by Medicare Dear Confused: If your husband has creditable healthcare coverage from his employer, he need not enroll in Medicare when he turns 65. His credit-able employer coverage will exempt him from a late enrollment penalty when he enrolls in Medi-care Part B (or D) later (“creditable” coverage is a group plan with at least 20 participants). When his employer coverage ends he will enter a Spe-cial Enrollment Period (SEP) which will last for 8 months from the date his employer coverage ends. As long as he en-rolls in Medicare Part B before his SEP expires, your husband will not incur a late enrollment penalty. To sign up for Part B shortly before his

Your husband may want to enroll in Part B prior to his employment coverage ending in order to avoid a lapse in health-care coverage (it usually takes a couple months for Medicare Part B to be-come effective). Note that unless your husband is contributing to a Health Savings Account (HSA), he may wish to enroll in Medicare Part A at age 65. Medicare Part A (hos-pitalization coverage) is free if your husband is also eligible for Social Se-curity, and he will need to be enrolled in Part A in order to enroll in Part B (doctors and outpatient services) and Part D (pre-scription drug coverage), both of which have a pre-mium associated with them. He will also need to be enrolled in Part A to collect Social Security after age 65. If your husband is al-ready collecting Social Security when he turns 65, he will be automat-ically enrolled in both Part A and Part B, but he can, if desired, decline Part B until his employ-er coverage ends. Please also note that if your hus-

band wishes Part D pre-scription drug coverage (provided by private in-surance carriers) he must enroll in a plan within 63 days of his existing employer drug coverage ending to avoid a Part D late enrollment penalty. After age 65, one cannot go more than 63 days without creditable pre-scription drug coverage without incurring a late enrollment penalty for enrolling in a Part D plan later. For your awareness, if your husband does not enroll in Medicare be-fore his SEP expires, he will not be able to enroll again until the General Enrollment Period (GEP) the following year (the GEP runs from January through March of each year, for coverage to start on July 1 of that year). I suggest your husband en-rolls in Medicare a couple months before his em-ployment ends (to avoid a lapse in coverage), but in any case he should not miss enrolling during the special enrollment period, because the late enrollment penalties are significant and are recur-ring (he’ll pay the premi-um penalty for the rest of his life). Finally, there is no “window” for qualifying medical questions to be asked when enrolling in Medicare; everyone who is eligible by virtue of paying FICA payroll taxes, or via a spouse who did so, is covered re-gardless of their current health.
