ASHE - 1 Our President’s Message Well here we are in May already; I honestly am shocked at how fast the year is going by. I hope things slow down a little over the summer so that we can all enjoy the season a little. Also as this is my last article as the ASHE Harris- burg President I would like to take a couple of minutes of your time to express my gratitude for being able to serve as the president for this ASHE section. I have become aware of a couple of things while being the president this last year; for instance I consistently hear (from National representatives) that the Harris- burg section is doing more within the section than other sections. I think this is something that we should strive to get even better at, I for one like setting the bar a little high. I have also learned that we (ASHE Harrisburg) have many individuals in this section that give their time to the organization and are very dedicated, orga- nized, efficient, and dare I say professional. This is more than likely the reason for the first observation listed above. Let’s face it without the volunteers the com- mittees, the board, and the organization would mean nothing. So I would like to take a moment to thank all of the people that were involved with the section this last year and gave your time to once again make a successful organization even better. As part of my parting message this year I would remind everyone that the annual golf outing and the annual pic-nic are both coming up in August and you should be seeing the fl yers for both very soon. Hope to see everyone there again this year.

With that I will end this message and just say that I am very happy to have been the president of the Harrisburg section, and I hope that the section continues the great work it has been doing into the future. I would en-courage the membership to seriously think about getting involved with the section. Start out slow, and volunteer to be on a committee, and then if you like it you can move up in the commit-tee and maybe volunteer to be a board director, and so on. I promise it won’t hurt, and you might even like getting involved.

Again thank you very much for a won-derful year and I’m looking forward to what the next year brings.

Barry G. Hoffman, P.E.2011 ASHE – Harrisburg Member of the Year

Barry G. Hoffman, P.E., is the 2011 Member of the Year for the American Society of Highway Engineers – Harrisburg Section. Barry was presented this award on April 29, 2011 at the 2011 ASHE-Harrisburg Annual Banquet.

Barry is currently a 2 Year Director for the Harrisburg Section and is the Commit-tee Chairperson for the Legislative and Government Affairs Steering Committee. He has taken the role of committee chairperson very seriously and has provided the section with valuable information regarding the need for transportation funding in PA. Barry has also coordinated many efforts related to legislative outreach and education.

Barry is currently working for McCormick Taylor and Associates in Harrisburg. He was heavily involved in the Commonwealth’s efforts to toll Interstate 80. He studied the entire I-80 corridor and provided assistance and insight to the Pennsylvania De-partment of Transportation (PennDOT). Barry is currently assisting PennDOT with Marcellus Shale and its impact on the state highway network where Marcellus Shale drilling is taking place.

Prior to his time at McCormick Taylor, Barry worked for PennDOT for 34 years; he retired in June 2007. Dur-ing his time at PennDOT, Barry served as the District Executive for Engineering District 8 for the last 16 years of his state career. As District Executive, he oversaw PennDOT’s largest engineering district and some of the largest highway and bridge construction projects in the Harrisburg area.

Barry graduated with a Bachelor of Science degree from the Pennsylvania State University in 1973, earned his Professional Engineer’s license in 1979, and a Master of Public Administration degree from Shippensburg Univer-sity in 1987. He has served on various national committees for AASHTO and TRB.

Barry lives in Juniata County, with his wife Judy and has 3 children.

NTM Engineering’s Introduction to HEC-RAS will teach you how to use the U.S. Army Corps of Engineers’ Hydraulic Engineer-ing Center River Analysis System (HEC-RAS) software program. HEC-RAS is an engineering industry standard for modeling steady, gradually-varied, one-dimensional open channel flows. Our application-oriented training provides lectures and hands-on workshops to introduce you to HEC-RAS. NTM will teach you hydraulic analy-sis procedures for waterway modeling via site assessment, cross-section data collection, hydraulic method selections, and output interpretation.

Lecture topics include: · Hydraulic modeling; · Flow resistance; · Steady flow; · Water surface profiles and

their geometric data requirements;

· Layout of cross-section locations;

· Developing HEC-RAS models;
