Changes to learning disability services in 2011

• Services based at Bassetts :
• Residential
• Day services
• Respite

• Residential services
• 30 people living on the Bassetts site will move by the Summer into their own flats
• This means that everyone will have moved from the residential service

– People will start to be based at Astley from April
– Staff will go to Astely with them

• 3 Tugmutton Close
• People will move to a different building in the autumn

• People who go to Bromley Road will also move to the same building as the people from Tugmutton Close

• Will move somewhere else but at the moment we don’t when

What are we asking people?
Some people get help from the Council, some pay money towards the help they
getThe Council wants to change what people pay

The changes are:Personal Budgets are the new way that
the Council is giving people help
You can choose how you spend the money to pay for the help.

before: we helped to pay for laundry services, shopping and holiday breaks. This was for everyone who
needed some help,
our plan: we will not help to pay for these services. These services will not be included in people’s Personal Budgets.

before: we paid the whole cost of day services for people who need help
our plan: if people have enough money, we will start asking them to pay some money for day services

before: We now charge a “flat rate” for homecare services
our plan: if people have enough money, we will start asking them to pay more money if:• they get help for a longer time• they need more than 1 carer• they need help at evenings or weekends

before: we charged people some money for their Carelink alarms and any
other technology they needed
our plan: if people have enough money, we will start asking them to pay more money for their Carelink alarm and any other technology they need

before: we charged the full cost of people’s supported living services
our plan: there will be no change

before: we gave people £14.08 per hour to pay for a personal assistant
our plan: we will start giving people £11.00 an hour to pay for a personal assistant

before: we worked out each person’s Disability Related Expenses DRE allowance individually
our plan: the Council will start working out people’s DRE allowance as a “flat rate”.
before: we paid the whole cost of day services for people who do not qualify for a personal budget
our plan: people who do not have a personal budget will pay £10 for each session
