For each term, we promote the essential items that should be included on all Governing Body agendas through circulation of ‘Governing Body Essentials’ three times a year. The individual school budget allocations for 2013/14 were e-mailed to Headteachers and posted to Chairs of Governors on Wednesday 6th March. (This is in advance of the statutory date of 15th March.)
A detailed explanation of the new funding formula was included in the budget pack.
As in previous years, governing bodies will need to agree their budget and submit it to the Local Authority by 31 May.

Attn: Chair, Head 3. Promoting ‘Parent View’
Ofsted has produced a toolkit for schools to help them promote Parent View, its online questionnaire for parents to give their views on their children’s schools. With a leaflet and poster, as well as useful tips and case studies, the toolkit is designed to support schools and help them encourage parents to complete the Parent View questionnaire throughout the year and during an inspection. The Ofsted website also features a video demonstrating Parent View to show users how to register, complete the questionnaire and set up alerts about
schools. Her Majesty’s Chief Inspector of schools, Sir Michael Wilshaw said: 'I want to see all schools urging parents and carers to use the Parent View online questionnaire. The views of parents help inspectors form an accurate picture of how a school is performing. Just as importantly, the changes made to Parent View will allow headteachers to regularly monitor how parents see the school and are part of our commitment to help schools improve.' 4. Annual Survey of Chairs of Governors; National College for Teaching and Leadership The National College provides a range of support and professional development to chairs of governors and other school leaders. To help ensure that this support meets the needs of governors, it has recently asked BMG Research to undertake a telephone survey of chairs of governors, to explore further the challenges they face and the help they need to meet these. The National College would be very grateful if Bristol chairs could support this survey by registering their interest via the link below by 30 April 2013. The survey takes approximately 20 minutes to complete and provides a genuine opportunity to ensure that the services the College offers meet the needs of the governors in the valuable work they undertake. Attn: All Special School Governors 5. Governance in Special Schools: NGA Special Schools Conference On Saturday 18 May the NGA will be holding its inaugural Special Schools Conference in central Birmingham. The conference is aimed at special school governors, but all with an interest are welcome and the conference is open to members and non-members alike. The programme will include how to govern in special schools and the implementation of the new arrangements for children with special educational needs and disabilities. There will also be opportunities to network with fellow special school governors from around the country and discover just how diverse special school provision is. The speakers are:
o Lorraine Peterson: Chief executive of Nasen. Nasen is the leading organisation in the UK which aims to promote the education, training, advancement and development of all those with special and additional support needs.
o Andrew Farren: Consultant on special needs – until recently Andrew was the

Governing Body Essentials Terms 5&6 2012/13
Full Governing Body Meeting: EVERY TERM Headteacher Report including: Items which should be reported on 3 times a year:
progress being made by pupils in each year group in comparison with targets, age related expectations, FFT estimates etc (eg in Terms 2, 4 and 6), including data for identified groups (e.g. CiC, FSM, boys/girls, SEN)
progress on school improvement priorities quality of teaching attendance and behaviour/exclusion data including trends, year group analysis etc outcomes from self-evaluation activities and SIO/SIA core visits any changes in pupil numbers/inward or outward mobility reporting any incidents of bullying or harassment.
Items which should be included at least once a year:
end of Key Stage attainment data broken down by subjects, gender, ethnicity and other groups relevant to the school (see above) compared with targets, FFT estimates, 3 or 5 year trends
end of Key Stage progress data – overall and broken down by subjects and groups summary of end of year attainment and progress data for other year groups, again broken down
by subjects and groups .

Procedural Governing Body Items Accountability The is a legal requirement for schools to publish certain key information,
including admissions and SEN policies, curriculum plans, how the pupil premium has been used, and details of reading schemes online. School Prospectus - Although the legal requirement to produce a hard copy prospectus has now ceased, any parents unable to access the online pages mentioned above will be able to request a printed version. Set meeting dates for 2013/14 and review effectiveness of committee structure. These should be incorporated within a yearly plan – The annual GDS Year Planner will be included in our Summer Newsletter.

Trading with Schools (TwS) officially opened for business at the beginning of April. TwS is a new unit within Bristol City Council which brings education and school support services together for the first time. Jackie Turner has been seconded to the role of Head of Trading with Schools. Jackie has been working as the Business Change Manager with the TwS team
since September 2012. TwS will provide services which have been commissioned by the Local Authority as well as those which schools choose to buy directly. Attn: Primary Chairs/Primary Standards Committee Chairs 7. Primary school floor standard to rise 2014 as part of a package of measures
designed to raise standards
A package of measures has been announced by the government designed to raise standards in primary schools:
• The floor standard will go up from 2014 – primary schools where fewer than 65 per cent of pupils achieve the expected level (Level 4) in the English and maths, and which do not achieve above average progress in these subjects, will be below the floor. The current floor standard requires schools to have 60 per cent of their pupils at level 4 or above in English and maths, plus the progress measures.
• New data will be published by the Department for Education showing the proportion of primary children who achieve a “good” Level 4 in English and maths – those who are truly “secondary ready”. This will be until the current system of levels is removed from 2016.
• Schools judged by Ofsted to be neither good nor outstanding, and who are not closing the gap between their disadvantaged pupils and their other pupils, will be ordered to draw up action plans – alongside experts – on how they will spend their pupil premium money.
• Summer school programme – which helps children make the transition from primary to secondary school – to be repeated this year.

Headteacher’s Report to governors; new guidance School leaders will appreciate the importance of regularly providing governors with clear, concise and accurate information about the performance of the school so that they have a thorough grasp of the school’s performance, particularly in relation to pupil progress, attainment, behaviour and the quality of teaching. Updated guidance has been produced for headteachers to assist you in producing appropriate reports for your governing body meetings. A copy of the guidance has been circulated with this Bulletin and is also available on request from the Governor Development Service. Attn: Chairs/Heads 9. Review of Governance; helping the governing body to identify priorities and
actions for improvement in governance Between October 2012 and February 2013, the National College of School Leadership conducted a pilot of reviews of governance in schools and academies following HMI-led Ofsted inspections. The purpose of the reviews was to enable schools to move out of the ‘requires improvement’ category into at least 'good' by helping the governing body to identify priorities and actions for improvement in governance. The pilot ended on 15 February 2013 and the process has been reviewed and evaluated. Reviews of governance are now available on a wider scale, through an ‘open market’, both as a result of recommendations following Ofsted inspections, or as a support for ongoing work to improve the effectiveness of the governing body. Information is now available on the National College website to answer the following questions;

10. Data Dashboard The School Data Dashboard is an on-line tool launched by Ofsted in February 2013. It provides a snapshot of school performance at Key Stages 1, 2 and 4. The dashboard can be used by school governors and by members of the public to check the performance of the school in which they are interested. The School Data Dashboard complements the Ofsted school inspection report by providing an analysis of school performance over a three-year period. Data can be filtered by key stage or by topic:
o Expected progress o Attainment o Attendance o Narrowing the gap between disadvantaged and other pupils
Users are asked to refer to the guidance document for additional information on the measures contained in the reports.
Governing Bodies need to be aware that there is a specific expectation in the guidance for Ofsted inspectors that they should consider whether governors ‘understand and take sufficient account of pupil data, particularly their understanding and use of the school data dashboard’. Revised safeguarding guidance for professional working with children In response to recommendations from Professor Eileen Munro’s report, A child-centered system, revised ‘Working together to safeguard children’ guidance has been issued to clarify the core legal requirements on individuals and organisations to keep children safe. It sets out, in one place, the legal requirements that health services, social workers, police, schools and other organisations that work with children, must follow – and emphasises that safeguarding is the responsibility of all professionals who work with children. The guidance confirms the duty on schools under the Education Act 2002 to protect children and promote their welfare by:
• providing a safe environment for children to learn in; • creating a culture which recognises and understands the importance of
safeguarding - including listening to and discussing with children;
• identifying children who are suffering or likely to suffer significant harm, both at school and at home, and referring immediately any concerns to the local authority children’s social care services;
• preventing unsuitable people from working with children;
• having systems and processes that ensure children are kept safe and allow for poor and unsafe practice to be challenged;
• identifying instances in which there are grounds for concern about a child’s welfare, and initiating or taking appropriate action to keep them safe; and

• contributing to effective partnership working between all those involved with providing safeguarding services for children

12. Disclosure & Barring Service; checks for School Governors As you may be aware, legislation regarding who can be asked to undergo a Disclosure and Barring Service check (previously CRB check) changed in September 2012 and further changes are anticipated as a result of the recent Court of Appeal judgment on the disclosure of certain old and minor convictions and cautions. We confirm that governors continue to require DBS certificates. It is still be possible to obtain an Enhanced check for supervised volunteers, and school governors fall into this category. The certificates will disclose information on spent and unspent convictions, cautions, reprimands and final warnings plus any additional information held locally by police forces that’s reasonably considered relevant to the role of voluntary school governor. It will not include the ‘barred lists’ information that would be disclosed on a check for a person whose role falls under the definition of ‘Regulated Activity’. Our template letter for clerks to use to request governors to complete a DBS check has been revised to take account of the change from CRB to DBS and the introduction of the new application form. The new letter and updated guidance notes will be available on our website by 22 April at http://www.bristol.gov.uk/page/children-and-young-people/crb-check-process-governors A recent Newsletter from the DBS advised that their new ‘Update Service’ will be introduced in the summer. This new subscription service lets individuals keep their DBS Certificate up-to-date so they can take it with them when they move jobs or roles. Employers will be able to carry out free, online, instant checks to see if any new information has come to light since the Certificate’s issue – this is called a Status check. 13. Disclosure & Barring Service; Duty to Refer reminder A reminder that all employers now have a legal duty to refer information to the DBS relating to employees or volunteers if they:
• sacked them because they harmed a child or adult • sacked them because they might have harmed a child or adult otherwise • were planning to sack them for either of these reasons, but the person resigned

Dedicated HR Advisor and TWS HR Admin and Payroll Team for schools All schools that purchase Bristol City Council HR services through Trading with Schools have been allocated a dedicated HR Adviser. The advisor is available to provide HR advice and support on employee relations issues such as managing attendance, managing change, disciplinary, grievance, capability, employment/education law and also teaching and support staff terms and conditions. Your dedicated HR Adviser will provide you with high quality consistent advice, and build up knowledge of your school so as to work most effectively with you. A list of advisors for each school is attached at Appendix 2, together with their direct line phone numbers and e-mail addresses. Attn: Clerk 15. Minute Writing; Updated Guidance Every governing body needs to keep an accurate record of all discussions and decisions so that it can demonstrate to stakeholders and to external bodies, such as Ofsted, that it is
• acting as a critical friend by questioning, acknowledging success and challenging,
• acting strategically; demonstrated by the focus on evidence of pupil achievement and school improvement priorities.

Good quality minutes provide this record, and can be used as evidence to support the governing body’s self evaluation. The Governor Development Service has produced updated guidance for clerks’ to governors to help them develop their minute writing skills. Attn: Chair 16. Teaching Agency and National College merge
The merged Teaching Agency and National College will be known as the National College for Teaching and Leadership. The National College for Teaching and Leadership is a single agency focused on promoting high-quality teaching and school leadership. Its remit will also include continuous professional and leadership development and supporting school improvement.
The main driver behind the merger is to bring together the key building blocks for the creation of the school-led system. The new agency will build on the best from the Teaching Agency and National College and will work in new ways to support the school-led system.
The Teaching Agency is responsible for the recruitment, supply and initial training and development of teachers. It also supports the recruitment and development of early education and childcare workers, special educational needs coordinators and education psychologists, and oversees the regulation of the conduct of teachers. In addition, the exams delivery support unit supports exams officers and manages general qualifications logistics.
The National College for School Leadership works to develop and support great leaders of schools and early years settings so that they can make a positive difference to children’s lives. This includes the development of a national network of Teaching Schools, designating National and Local Leaders of Education and the move to license school-led partnerships to offer leadership development and qualifications, including the National Professional Qualification for Headship.

The £50m programme is aimed particularly at helping disadvantaged pupils and 1,763 secondary schools were involved last year. Our Annual Governor Training Programme for 2012/13 was sent to all governors with the summer 2012 edition of the Bristol Governor Newsletter. It has been revised to confirm that all the post April 2013 courses previously marked as ‘Provisional’ are now confirmed. Our 2013/14 Training Programme will be issued in June.
