Dockside Green is entering a phase of re-engagement with the City of

Victoria, residents and citizens in the surrounding neighbourhoods. The

meeting you are attending is one of a series of community briefings,

workshops and feedback sessions scheduled over the coming five

months.

In this briefing package you’ll find the following:

• An emerging version of our updated statement of values and

commitments;

• An overview of the project , including what has been built to

date, what will remain the same and parts of the plan that will be

revisited;

• A map and some images that will orient you and give you a sense

of what is there now; and

• A summary of all your opportunities to get involved and offer

feedback over the coming five months.

Your Help As We Articulate Project Values & VisionDockside Green is a living example of a global paradigm shift in the way cities build. As

an early adopter, our project has achieved a lot of notice, winning awards and the title of

one of the greenest communities in North America. We have also experienced challenges.

Innovation means taking risks and learning from being at the edge of the new.

So much good will, good thinking and good work have gone into the project to date, but

we need to look at how those ideas and concepts are realized today. We also need to

get much clearer about what we believe and how we can foster a community that is not

only healthy in built form, but vibrant, well-loved and enduring – a driver of community

connection.

This work is an attempt to give focus to the project and to ask the project team and

community members alike to try to answer the following questions: what are the values

that will anchor the project; and what will make us relevant and compelling for residents

and visitors -- how we can enrich life in Victoria.

The answers will form the foundation of the project vision, now and for the future. These

are a few of the ideas that have emerged to date. We want to hear your feedback on these

themes and ideas you’d like to share not captured here.

Our Emerging Statement of Values and Commitments

As we consider the future of the Dockside Green Neighbourhood, we want to be clear

about the principles and commitments that will guide our work in community and with

our partners, and how we will honour the existing neighbourhoods and help plan for the

future.

We will have a continued focus on:

• Connecting community, nature, and design;

• The creation of an energetic neighbourhood that places social wellbeing as one of

our highest achievements; and

• Leaving an improved human and environmental legacy for generations to come.

Values:

These values and commitments offer a way for us to shape our decision-making and to

measure our progress over the many years, sometimes decades, it takes to develop and

build a dense urban neighbourhood.

We also see this as a “living document” — the values remain the same, but we will review

our commitments to ensure that we are meeting these core principles.

We believe Dockside Green can serve as a staging ground for localism, food security, and culture building while embracing the industrial character of the working harbour.

You see glimpses of Dockside Green’s unique green features in distinctive rooftop wind turbines, way finding and educational panels, locally sensitive landscape design, and awnings that double as solar panels. Perhaps most significant -- the district energy and wastewater management plants.

Dockside Green - Factsheet

PROJECT PROFILE

• Vancity purchased the site from the City of Victoria in 2004 for millions and has invested heavily in the site’s remediation and energy infrastructure.

• The world’s first LEED Platinum community, Dockside Green is also one of the world’s first community developments with its own waste water treatment plant, rooftop wind turbines, a district energy system, and a range of low impact commuting and recreation options (biking and walking trails, commuter ferries, car share programs, and electric vehicles).

• Dockside Green Inc. is wholly owned by Vancity.

• It is a 15-acre mixed-use development, which on completion will have 1.3 million square feet of residential, retail, and commercial space and approximately 3000 residents. For comparison purposes, 1.3 million square feet is roughly equivalent to the size of the Creekside community, formerly the Olympic Village, in Vancouver.

• The current population of Dockside Green is approximately 580 people.

• To date only 300,000 square feet of the development have been built.

COMPLETED

Eleven buildings including:• two phases of residential;• two phases of commercial; • the district energy facility;• the waste water treatment plant; and • the Farmer Construction Office.

WHAT WILL STAY THE SAME

The plan for Dockside Green is not a blank slate -- much of the 2005 plan will stay the same.

1. Sustainability: Our project is and will continue to be guided by principles of sustainability – social, environmental and economic. This includes our commitment to district water treatment and energy.

2. Density and Building Heights: Dockside Green will not be seeking more density or changes in building heights on the site. Once complete there will be 1,100 residential units, based on a 2.2 person/unit count, approx. 3,000 residents.

3. Uses:The following remains to be developed:

• 966,000 sq ft of residential;• 66,000 sq ft of commercial/retail; and • 44,000 sq ft of office.

4. AmenitiesAs in the original plan, Dockside Green is committed to delivery of the following amenities:

• affordable housing;• park space and a public plaza;• public art; and • a contribution to community building

initiatives.

5. Local-serving Retail As part of its commtiment to neighbourhood building, Dockside Green is committed to providing local serving retail including a grocery store.

So while much of the 2005 plan will stay the same, there are many reasons why it needs to be revisited. There has been little activity on the site over the last four years. We understand this absence of activity has raised questions about the development and what will happen there in future. Our commitment to triple-bottom line has meant a much more complex set of conditions to solve. Moving forward, with a new team, and an evolving neighbourhood, we are excited about the possibilities for Dockside Green.

We will be revisiting portions of the plan during the coming five months and will present an updated plan to the City of Victoria in September 2014. In order to address changes in the original master plan, a rezoning and changes to the associated agreements will be required. This revitalized plan will be developed with extensive input from community including participation in a community design workshop May 31 and June 1st. Here are some of the elements likely to change:

Dockside Green as Neighbourhood Builder

Dockside Green has changed its previous business model to become a neighbourhood builder who will work with the community to update the overall plan and guidelines and partner with builders to develop individual land parcels. We will not build residential or commercial buildings. We will create and manage a neighbourhood and the design guidelines, and take responsibility for the construction of all public amenities such as roads, parks, public spaces, art, etc.

Density Redistribution - Changing the Size of Projects

We will be re-examining parcel size in order to spread the density over a greater number of smaller parcels. This approach will ensure we can help build the neighbourhood in a phased manner that matches market conditions.

NEIGHBOURHOOD LEVEL - LEED / REVISITING LEED PLATINUM

As our role shifts from developer to neighbourhood builder, we will be shifting the focus from sustainable building standards for residential buildings to sustainability at the neighbourhood level. This means we are committed to LEED - ND the highest standard for neighbourhood development. Industry research has shown that while LEED-Platinum has been used in commercial building, there has been little uptake for residential builders because of additional costs.

TIMELINES FOR DELIVERY OF AMENITIES

We will be looking at connecting the delivery of amenities to the phases in which they are included. For example, Dockside Green has delivered 75% of the project amenities to date, but has only developed 25% of the build out.

OPPORTUNITIES TO MAKE THE PLAN MORE RESPONSIVE/ RELEVANT

The opportunities that are possible by revisiting the plan are numerous. They include the ability to:

• use and animate vacant land in the interim prior to final development, which would allow us to get activity and access to the site from day 1;

• improve integration with the City of Victoria and VicWest; and• add social innovation, local food, arts and culture into the plan.

We want to come back to citizens to ensure what happens on the site is relevant, vibrant and most of all, enduring.

We want your input and ultimately, your involvement in the work of refreshing our plan. We are convening a series of community briefings, workshops and feedback sessions over the coming four-five months. Each session will build on the last and will reaffirm project values and ask for your input into what the Dockside Green Neighbourhood can contribute – not only in how we build, but how we create vital places that support the future of Victoria West and the city of Victoria.

Schedule of activitiesDOCKSIDE COMMUNITY BRIEFING & WORKSHOP: Reconfirming Values & Moving AheadThursday, May 1, 7pm - 10pm Da Vinci Cultural Centre, 195 Bay Street

This session will begin with a briefing on the status of Dockside Green’s plan – where we are, what has changed, and where we are going. We will also outline our process for engaging our stakeholders. We’ll share our vision and values – the things we believe and the things we hope to achieve – and seekinput and dialogue.

DOCKSIDE GREEN NEIGHBOURHOOD DESIGN WORKSHOPSaturday, May 31 and Sunday, June 1, 10am - 4pm Dockside Green, 376 Harbour Road

This session will offer an opportunity for interested members of the community to join forces with the architects and planners of Dockside Green to build on the existing plan. In this creative and interactive exercise, we will ask for your ideas in areas such as affordability, local economy, culture, recreation, retail and amenities like the Sustainability Centre. We would like to invite residents, community leaders, city and government officials, and local organizations to attend the workshop, but all interested are welcome. The ideas and drawings generated at this session will be incorporated into the larger Dockside Green Neighbourhood Plan.

We will present the emerging ideas we are hearing from our community meetings, online feedback and the design workshop.• We will also present these emerging ideas to the Victoria West Land Use

Committee in June to receive any further community feedback on the emerging plan.

This will be the formal meeting on the refreshed Dockside Green Neighbourhood Plan. We will present the plan to the Land Use Committee of the Victoria West Community
