REPORT SUMMARY

UNDERWATER INSPECTION

The substructure units inspected at Bridge No. 27B60, Piers 5 and 6, were found to be in very good condition with no defects of structural significance observed. A minor accumulation of timber debris was noted on the upstream nose of the downstream column of Pier 6.

(A) The channel bottom material consisted of sandy gravel and cobbles allowing up to 4 inches of probe rod penetration. Scattered construction debris was observed embedded in the channel bottom around both piers.

(B) A minor accumulation of timber debris, consisting of up to 12 inch diameter logs, was observed along the upstream nose of the downstream column of Pier 6, resting on top of the sheetpile from 2 feet above to 4 feet below the waterline.

(C) Concrete surfaces were smooth and sound with random vertical hairline cracks.

(D) The steel sheet piling around each pier wall was in good condition and exhibited no appreciable corrosion. The sheeting extended approximately 3 feet from the face of each Pier and the top was approximately 1 foot below the waterline. The top of the concrete fill between the sheet and the pier column was typically located approximately 2 feet below the waterline.

The routine underwater inspection of Bridge 27B60 (CSAH 153 over the Mississippi River) was completed on November 10, 2016. The underwater inspection was conducted from a 21 ft boat. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour.

The bridge elements inspected consisted of two reinforced concrete piers, with two separate pier walls each. According to the bridge inventory or design drawings, Piers 5 and 6 were founded on reinforced concrete footings supported on piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.

Watermain attached to underside of deck from P4 to E abut. Conduits attached to W face & utilityboxes to E face of P3. Electrical MH's in walk. Camera mounted to light pole WB just E of P6. Xcel Energy added river temperature monitoringconduit & equipment to N leg of P5 in '14. '13-2 deicing MHs @ W end are rusting. 2 deicing covers in median E of P1B are missing a fasteningscrew. Many street lights were hit by snowplow in December '12. Some were replaced & some that remained have scrapes on them. Chain linkfence @ bottom of NW abut has a 2' x 2' hole cut in it. '15-many conduits in box girders are not connected. WM bracket missing bolts in centerbay of S6. Lights & vent fan weren't working in middle cell of S box girder in S5 & middle cell of S box girder between legs of P5. 2 of 4 lights &fan in N cell of S girder in S4 were also out.

Separate plans for each phase. Phase 1 project numbers-State Proj 27-753-16; HC Proj 041602. Phase 2 - State Proj 27-753-13; HC Proj 041603. Bridge opened to traffic in October2012. Initial inspection in October 2013. MnDot added bridge to HC inventory in 2014.

Equipment used for inspection in 2015 was a bucket boat by Harcon to inspect the main span; 85' aerial lift to inspect thearches; snooper to inspect over RR in span 1, span 5 & 7 box girders & the HC bucket truck to inspect box girders in spans 2-4.

Recommended Repairs:

300 & 410. Flush strip seals & modular joints.334. Replace missing mounting nut in EB traffic rail 10' E of P1B.334. Replace broken light lens in railing of N walk @ P6.377, 378 & 321. Seal cracks in deck & approach panels.986. Seal cracks in walk and curb.988. Repair/replace lights and restore power to fans in box girders. See inspectors for locations.988. Conduits in edge girders will need to be reattached before use in future.

Extensive cracking of O/L, numerous transverse, longitudinal and map cracks, but all minor in size. Numerous trans crackswith efflorescence in tops of all box girders, with many diagonal cracks in top at ends of boxes. Many transverse cracks withefflorescence in span 1.

'15-minor, non structural cracking of box girders and floor beams. Very minor paint flaking on outside surfaces of arches. Minorsurface rust on bottom of arch interiors near hanger shear plates in several areas.

Minor cracking of abutments, columns, pier walls & caps. Minor cracking w/ efflor in NW wingwall and W abutment.

Channel in good condition.
