REPORT SUMMARY

UNDERWATER INSPECTION

The substructure units inspected at Bridge No. 27B60, Piers 5 and 6, were found to be in very good condition with no defects of structural significance observed. A minor accumulation of timber debris was noted on the upstream nose of the downstream column of Pier 6.

(A) The channel bottom material consisted of sandy gravel and cobbles allowing up to 4 inches of probe rod penetration. Scattered construction debris was observed embedded in the channel bottom around both piers.

(B) A minor accumulation of timber debris, consisting of up to 12 inch diameter logs, was observed along the upstream nose of the downstream column of Pier 6, resting on top of the sheetpile from 2 feet above to 4 feet below the waterline.

(C) Concrete surfaces were smooth and sound with random vertical hairline cracks.

(D) The steel sheet piling around each pier wall was in good condition and exhibited no appreciable corrosion. The sheeting extended approximately 3 feet from the face of each Pier and the top was approximately 1 foot below the waterline. The top of the concrete fill between the sheet and the pier column was typically located approximately 2 feet below the waterline.

The routine underwater inspection of Bridge 27B60 (CSAH 153 over the Mississippi River) was completed on November 10, 2016. The underwater inspection was conducted from a 21 ft boat. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour.

The bridge elements inspected consisted of two reinforced concrete piers, with two separate pier walls each. According to the bridge inventory or design drawings, Piers 5 and 6 were founded on reinforced concrete footings supported on piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.

Separate plans for each phase. Phase 1 project numbers-State Proj 27-753-16; HC Proj 041602. Phase 2 - State Proj 27-753-13; HC Proj 041603. Bridge opened to traffic in October2012. Initial inspection in October 2013. MnDot added bridge to HC inventory in 2014.

Equipment used for inspection in 2015 was a bucket boat by Harcon to inspect the main span; 85' aerial lift to inspect thearches; snooper to inspect over RR in span 1, span 5 & 7 box girders & the HC bucket truck to inspect box girders in spans 2-4.
