The Central Administrative Tribunal (CAT) was set up in 1985 with the principal bench at Delhi andadditional benches in different states.
At present, it has 17 regular benches, 15 of which operate at the principal seats of High Courts andthe remaining two at Jaipur and Lucknow.
These benches also hold circuit sittings at other seats of High Courts.
The CAT exercises original jurisdiction in relation to recruitment and all service matters of publicservants covered by it.Its jurisdiction extends to the All-India Services, the Central Civil Services, civil posts under the centreand civilian employees of defense services.However, the members of the defense forces, oecers and servants of the Supreme Court and thesecretarial staff of the Parliament are not covered by it.The CAT is a multi-member body consisting of a Chairman and members.Earlier, the CAT consisted of a Chairman, Vice-Chairmen and members.With the amendment in Administrative Tribunals Act, 1985 in 2006, the members have been given thestatus of judges of High Courts.In 2013, the sanctioned strength of the Chairman is one and sanctioned strength of the Members is65.They are drawn from both judicial and administrative streams and are appointed by the President.They hold oece for a term of Pve years or until they attain the age of 65 years, in case of Chairmanand 62 years in case of members, whichever is earlier.The CAT is not bound by the procedure laid down in the Civil Procedure Code of 1908.It is guided by the principles of natural justice.These principles keep the CAT qexible in approach.Only a nominal fee of Rs. 50 is to be paid by the applicant.The applicant may appear either in person or through a lawyer.Originally, appeals against the orders of the CAT could be made only in the Supreme Court and not inthe High Courts.However, in the Chandra Kumar case (1997), the Supreme Court declared this restriction on thejurisdiction of the high courts as unconstitutional, holding that judicial review is a part of the basicstructure of the constitution.It laid down that appeals against the orders of the CAT shall lie before the division bench of theconcerned High Court.
So, now it is not possible for an aggrieved public servant to approach the Supreme Court directlyagainst an order of the CAT, without Prst going to the concerned High Court.

Revolutionary career:Sanyal was extensively involved in the plans for the Ghadar conspiracy, and went underground after itwas exposed in February, 1915. He was a close associate of Rash Behari Bose. After Bose escapedto Japan, Sachindranath Sanyal was considered the senior-most leader of India's revolutionarymovement. He and Mahatma Gandhi engaged in a famous debate published in Young India between1920 and 1924. Sanyal argued against Gandhi's gradualist approach. He started a newspaper called"Revolutionary" through which he represented a future picture of republic India.
In 1912, Rasbihari Bose and Sachindra Nath Sanyal made an unsuccessful attempt to assassinateLord Hardinge by throwing a bomb at him in Delhi.
He was sentenced for the Kakori train robbery and was tried and sentenced to life for the same.Hewas sent to the dreaded Cellular Jail in the Andamans and in jail he wote the famous book "BandiJeevan" (A Life of Captivity). This book would become the bible for a generation of revolutionariesPghting British rule. Sanyal was brieqy released from jail but when he continued to engage in anti-British activities, he was sent back to jail and his ancestral family home in Varanasi wasconPsticated. Thus, Sachindranath Sanyal has the unique distinction of having been sent to theCellular Jail in Port Blair twice. He contracted TB in jail, probably deliberately infected, and was sentto Gorakhpur Jail for his Pnal months. He died in 1942.
Some of Sanyal's followers were Marxists but Sanyal was well known for his Prm Hindu beliefs.Bhagat Singh discusses Sanyal's Prm religious beliefs in his tract Why I am an Atheist. BhagwatiCharan Vohra was a close associate of Sanyal.[citation needed] He was also supplied with guns byMaulana Shaukat Ali, who was at that time a supporter of Congress and its non-violent methods butnot with the same fervour for non-violence that was expressed by his organisation's leader, MahatmaGandhi. Another prominent Congressman, Krishna Kant Malaviya, also supplied him with weapons.
