As requested in your letter of January 19, 1933B-869, referring to banks whioh restricted deposit withdrawal® without actually closing, we have made every effort to accumulate the necessary data, but as foreseen in your letter our list does not contain all the banks which operated or have operated under these conditions. It is quite impossible to gather accurate information from only our records.
The January list as attached was compiled frominformation gathered by the Treasury Department, the press and by personal observation. Even after obtaining the names of the banks, we were unable to learn the exact nature of the restrictions* Some banks after posting the restrictions, only pressed their use for exceptionally large amounts of money. To our knowledge no bank in this district obtained depositors* waiver agreements, without actually closing.

This telegram was received after our final figures for the year had been prepared and after the Committee had finished m6miographing their suspension compilation. We are, therefore, keeping this in our record of banks under special holiday.

adopted a resolution limiting withdrawals from checking accounts to
five per cent per month of the amount on deposit January 12, with free
withdrawal of all monies deposited after January 12.

garding banks closed under moratorium, I wish to report that the Farmers and Merchants Bank, Humans- ville Missouri, closed November 7 under a moratorium declared by the Board of Aldermen at Humansville, Missouri, and assented to by the Board of Directors of the bank.
The moratorium was declared *Owing to the present economical condition of the country and our municipality**.
Due to the fact that the name of the Farmers and Merchants Bank, Humansville, was removed from the Federal Reserve Par List on November 4 on account of unsatisfactory receipt of remittances all checks we have received drawn on the bank have been returned to our endorsers for the reason "Please remove from Par List."

■^please refer to my memorandum of November 4 with regard to the banks in this territory •which have at some time or other been closed under moratorium. ^
Since that date two other banks in this district have closed in a similar manner, the details of which are as follows.
We were informed by the Cashier of the.Pilot Grove Bank, Pilot Grove, Missouri, that the Citizens Bank, Pilot Grove, Missouri, closed November 8 under a twenty day moratorium declared by its directors. The
^ Cashier of the Pilot Grove Bank did not know the reason for the closing.
We are continuing to send checks on the Citizens Bank of Pilot Grove to the Pilot Grove Bank as has been the custom for the past few years and the Pilot Grove Bank returns the checks with a sticker attached indicating the reason for non-payment#
On November 15 the Bank of Meta, Meta, Missouri closed under a twenty day moratorium declared by its directors, in order that some plan might be worked out between the bank and its depositors whereby all depositor
t would have the pro-rata protection of all the assets of the bank. Allchecks we may receive drawn on the Bank of Meta, Missouri will be forwarded direct to that bank and the Cashier has agreed to return the checks with stickers attached setting forth the reason for nonpayment.
Our cash letter of November 23 to the Brinkerhoff-Faris Trust & Savings Company, Clinton, Missouri, has been returned to us intact by that bank with information that, beginning November 25, it would be closed under a thirty day moratorium.

Memorandum to Mr. Stewarto
In accordance with your request I am submitting below a list of all banks in this district which have at so m e time or other been closed under moratorium, together with all the information in the files relative to each case*
The central Missouri Trust Company, Cole County Bank, Exchange National Bank, and the First National Bank, Jefferson City, Missouri, under proclamation by the mayor of Jefferson City, stopped paying and receiving deposits February 15, 1932# We were not informed as to the purpose of the moratorium# A H the banks with the exception of the First National Bank, Jefferson City, resumed operations February 23, 1932, and the assets and liabilities of the First National Bank were as-cPumed by the Exchange National Bank on that date*
The Farmers & Merchants Bank, Hermann Savings Bank, and the peoples Bank, Hermann, Missouri, under proclamation by the mayor of Hermann, stopped receiving and paying deposits from July 22 to August 22,1932# The purpose of the moratorium was to secure from the deposit-
s/ ors a surrender of a portion of the deposits, and when the banksresumed operation we understand the depositors waived 30% of deposits and agreed to restrict withdrawals to 5% a month#
The First Bank & Trust Company, Macon, Missouri, stopped paying and receiving deposits for the period August 19 to October 11, 1932*Our files do not indicate how the moratorium was declared, however,
^it was for the purpose of readjusting the capital structure* The bank resumed operations at the expiration of the moratorium but the conditions of resumption are unknown to us*
By proclamation of the mayor of Wentzvilie the ’YentzviUe Bank, Yfentzville, Missouri* stopped paying and receiving deposits for the period September 6, 1932, to October 7, 1932# The moratorium was
i/ declared for the purpose of arriving at some agreement with da- vpositors, however, the conditions under which the bank resumed operations at the expiration of the moratorium are unknown to us#
The Bank of St, Peters, St. Peters, Missouri, and the Bank of St.Paul, St, Paul, Missouri, stopped paying and receiving deposits for /fche period September 19, 1932, to October 11, 1932# We were not informed as to how or why the moratorium was declared, or the conditions under which the banks resumed operations at the expiration of the moratorium#

Arrangements were completed whereby on receipt of our cash letters the banks would attach to each check a reason sticker explaining the bank was temporarily closed under a moratorium or proclamation, after which the cash letters were returned to us in the order received and the checks returned to our endorsers*

Dear Mr* Smead:
Referring to your letter of August 27, regarding the closing of four banks in Jefferson City, Missouri, during week of February 15 to 23 and the reopening of all banks except the First National Bank, a newspaper clipping dated February 23 states:,MThe Banking Moratorium which began February 13 and ended today, was proclaimed by Mayor Henry Asel to enable the Exchange National Bank to absorb the First National*”
From the above quotation, it is apparent that the closing of the four banks, was the result of a legally declared holiday and I am accordingly removing these banks from the list of suspended banks.

report* on fora St. 63S6-b covering the suspension on February 15
of the Central Missouri Trust Coapany, the Cole County Bank, the
fxchange Bational Bank and the first national Bank, a ll o f Jeffer
son City, Missouri, from the reports it appeared that *t*y agreement
made hy business ®en and brokers of Jeffersoh City, the four beaks
were to r«aaln closed during the week of February 15 to 23 in order
to effect a consolidation o f the Sxdiange Bational Bank and First
national Bank; remaining banks reopened on February 23.*
We accordingly added these banks to our records of bank suspen
sions and* in the case of a ll but the First national Bank, also to
our records of banks reopened, fe have recently been given to
understand, however, that the basks (the only ones In the city)
closed as a result of the declaration of a special holiday by the
