The regular meeting of the Borough Council of the Borough of Spotswood was called to order by
Council President Margaret Drozd at the Spotswood Municipal Building, 77 Summerhill Road,
Spotswood, NJ.
NOTICE
The notice requirements provided for in the “Open Public Meetings Act” (N.J.S.A. 10:4-6) have
been satisfied. Notice of this meeting was properly given in the new schedule of meetings of the
Spotswood Borough Council on December 30, 2017. The new schedule was transmitted to The
Home News Tribune and Sentinel. It was filed with the Clerk of the Borough of Spotswood and
posted in the Spotswood Municipal Building, 77 Summerhill Road, Spotswood, NJ.

AN ORDINANCE OF THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX,
NEW JERSEY APPROVING THE FORM AND AUTHORIZING THE EXECUTION AND
DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY
IMPROVEMENT AUTHORITY RELATING TO THE ACQUISITION OF CERTAIN
COMMUNICATIONS EQUIPMENT AND A UTILITY TRUCK, AND THE ISSUANCE OF
COUNTY-GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS
BY THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY TO FINANCE THE SAME

BOND ORDINANCE NO. 2018-5
BOND ORDINANCE PROVIDING FOR IMPROVEMENTS TO BRUNSWICK AVENUE AND
KAREN STREET AND THE ACQUISITION OF AN UNINTERRUPTIBLE POWER SUPPLY,
APPROPRIATING $1,078,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $558,000
BONDS AND NOTES TO FINANCE A PORTION OF THE COSTS THEREOF, AUTHORIZED
IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW

AN ORDINANCE TO AMEND THE REVISED GENERAL ORDINANCES OF THE BOROUGH
OF SPOTSWOOD BY AMENDING CHAPTER 91, ARTICLE I, SCHEDULE OF FEES, 91-8
SEWER RENTAL FEES AND 91-9 WATER FEES, AND AMENDING CHAPTER 205 WATER
AND SEWERS, 205-2 APPLICATIONS, 205-3 WATER MAIN TAPS AND SERVICE LINES
Councilman Ricci moved that Ordinance 2018-6 be passed on first reading and published according
to law, and a public hearing be set for July 16, 2018; seconded by Councilman Stollen.

RESOLUTION
BOROUGH OF SPOTSWOOD
RESOLUTION FOR APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A
GRANT CONTRACT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR
THE IMPROVEMENTS AT MAIN STREET, DEVOE AVENUE, VLIET STREET, SNOWHILL
STREET, AND MANALAPAN AVENUE.

NOW, THEREFORE, BE IT RESOLVED that the Borough Council of Spotswood formally
approves the grant application for the above stated project; and
BE IT FURTHER RESOLVED that Mayor Seely and the Borough Clerk are hereby authorized to
submit an electronic grant application identified as LAIF – Spotswood Borough - 00147 to the New Jersey
Department of Transportation on behalf of the Borough of Spotswood.
BE IT FURTHER RESOLVED that Mayor Seely and the Borough Clerk are hereby authorized to
sign the grant agreement on behalf of the Borough of Spotswood, and that their signature constitutes
acceptance of the terms and conditions of the grant agreement and approves the execution of the grant
agreement.

RES: 2018-103
RESOLUTION
WHEREAS, N.J.S.A. 40A: 5-7.1 and 5-7.3 permits public funds of a municipality to be
invested in any insured Association, or any Federal Association, whose principal office is located
within the State of New Jersey; and
WHEREAS, the adopted Cash Management Plan included a list of designated depositories
of the Borough of Spotswood; and
WHEREAS, the Chief Financial Officer has requested that the list of designated depositories
be amended to include the following:

NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Borough Council
of the Borough of Spotswood in the County of Middlesex, New Jersey, that the Borough Treasurer is
hereby authorized and directed to make such investments of public funds of the Borough of
Spotswood on hand and not needed temporarily in any insured Association or Federal Association,
in such Principle Office, or Branch Office, up to the amount for which such accounts are insured,
pursuant to N.J.S.A. 40A: 5-7 and 5-7.3.

RESOLUTION
WHEREAS, the Borough of Spotswood has a fiduciary responsibility to seek competitive
proposals for primary banking services in order to obtain the most favorable rates for the Borough’s
depositories; and
WHEREAS, the Borough has solicited proposals utilizing the non-fair and open process
from five (5) banking institutions and the Chief Financial Officer has determined that BCB
Community Bank has provided the most favorable proposal.
BE IT AND IT IS HEREBY RESOLVED by the Mayor and Council of the Borough of
Spotswood, in the County of Middlesex and the State of New Jersey that BCB Community Bank is
authorized to provide the Borough’s primary banking services, effective August 1, 2018, as outlined
in the submitted proposal, on file with the Borough Clerk.

Councilman Stollen made a motion to adopt Resolutions 2018-102 through 2018-107, which was
seconded by Councilman Melillo.

COUNCIL LIAISON REPORTS
Councilman Rivera – no report.
Councilman Ricci – Spotswood Police Department is moving along with its accreditation.
Councilman Stollen – The first application hearing for the Dora Avenue subdivision (Heritage
Homes), proposing 22 single family homes, is scheduled for the Planning /Zoning Board meeting on
Tuesday, June 19th
. 2) Resolution 2018-102; a $1.5M grant application is being put together by the
Borough Engineer for the intersections listed. Also will request paving be extended to the tracks in
front of Appleby School as well.
Councilman Melillo – 1) The Spotswood High School Graduation will be held on Wednesday, June
20th
at 6:00 P.M. 2) The next meeting of the Library Board will be on Thursday, June 21st at 7:00
P.M. 3) The ‘Senior’ Citizen Prom was held at Memorial School on Friday, June 8th
. A wonderful
time was had by all.
Council President Drozd – no report
Mayor Seely – 1) Enjoyed the Immaculate Conception Carnival. 2) Responded to the request made
by resident, Lillian Accardi, Clearwater Village (June 6, 2018 Caucus Meeting) regarding restriping
the area on Manalapan Road leading up to Clearwater Village. Spoke with Chief Zarro, the matter
has been researched previously. The Spotswood Police Department and Middlesex County have both
deemed it an unsafe move and not in the best interest of the Borough. This has been explained to
Ms. Accardi previously.
OPEN TO THE PUBLIC
Councilman Ricci made a motion to open the meeting to the public, which was seconded by
Councilman Rivera. All present were in favor, and the public portion of the meeting was opened.
Cheryl Bass – 289 Main Street - Made a statement regarding the Borough- side yard sale
scheduled for June 23rd
and June 24th
, and the Borough’s water quality report. Question about the
number of Borough wells; will the Borough continue with one or reopen the second? Mayor Seely
responded; explained the Borough’s plans for the second well.
Edward Smith – 395 Old Stage Road - Observed a traffic backup due to the geese crossing the
road. Mayor Seely and Council responded.
There being no further questions or comments from the public, Councilman Stollen made a motion
to close the public hearing, which was seconded by Council Melillo. All present were in favor, and
the public portion of the meeting was closed.
CLOSED SESSION
RESOLUTION
WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231 P.L. 1975 permits the
exclusion of the public from a meeting in certain circumstances; and
WHEREAS, this public body is of the opinion that such circumstances presently exist.

NOW, THEREFORE, BE IT RESOLVED by the Borough of Spotswood, County of Middlesex,
State of New Jersey, as follows:
1. The public shall be excluded from discussion of any action upon the hereinafter specified
subject matters.
2. The general nature of the subject matter to be discussed is as follows:
CONTRACT NEGOTIATIONS (shared services)
PENDING LITIGATION
3. It is anticipated at this time that the above-stated subject matter shall be made public
When confidentiality is no longer required.
4. This resolution shall take effect immediately.

Councilman Stollen made a motion to accept the closed session resolution, seconded by Councilman Ricci.
The clerk called the roll which was unanimous and the closed session resolution was adopted at 7:56 P.M.
No action will be taken following the executive session.
There being no further business in executive/closed session, Councilman Stollen made a motion to close the
Executive Session, which was seconded by Councilman Rivera. The Clerk called the roll, which was
unanimous, and the executive session was closed.
There being no action taken during the closed session, and no further business before the Council, a motion
was made by Councilman Stollen to adjourn the meeting, which was seconded by Councilman Melillo.
