An “Invitation to Bid” for Jacobus Borough’s 2018-2019 Winter Maintenance Contract was adver-tised for sealed bids in August and the contract was awarded, at the September 5, 2018 Council Meeting, to the low, re-sponsible bidder, Easy-Dig Excavating, Inc. All required documents and bonds were received and the contract was fully executed and in place by September 30. Easy-Dig Excavating , Inc., located on S. Main St. in Jaco-bus, has performed well for the Borough under this contract in recent past years and as winter is approaching, is already preparing to provide effi- cient and quality service again this year. Jacobus Borough REQUIRES your cooperation and compliance with the following regulations. 1. ALL VEHICLES ARE REQUIRED TO BE REMOVED FROM THE STREET THROUGHOUT THE DURATION OF A SNOW EMERGENCY DECLARATION. Snow emergencies are always declared by the Borough’s Mayor whenever roads are expected to become hazardous
and whenever any accumulation of snow is expected. (See “Temporary Regulations…” in Article I below) 2. Occupants of residences & businesses, and property owners of vacant buildings, are re- quired to clear paved sidewalks to a minimum width of 36” within 24 hrs. after cessation of the precipitation. (According to Article III, “Snow and Ice Removal” of Jacobus Borough’s “Streets and Sidewalks” Ordinance) 3. No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant or upon any sidewalk, roadway, or loading & unloading areas of a public trans- portation system. (According to Article III, “Snow and Ice Removal” of Jacobus Borough’s “Streets and Sidewalks” Ordinance) Non-compliance of Article III (Nos. 2 & 3 above) may subject you to a criminal proceeding be-fore the Magisterial District Justice, which could result in fines for the cost of prosecution, in-cluding court costs and reasonable attorney fees incurred by the Borough.
According to Article I of Jacobus Borough’s “Vehicles and Traffic” Ordinance… “A. The Mayor shall have the following powers to regulate traffic and parking temporarily and in time of emergency. 1. In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulation. B. Such temporary and emergency regulations shall be enforced by the Police Department in the same manner as permanent regulations. Any person who shall operate or park a vehicle or tractor in violation of any such regulations,…, shall, upon conviction thereof, be liable to the penalty set forth in the law… together with costs of prosecution.”

STREETS COMMITTEE REPORT
The Streets Committee of Jacobus Borough Council, consisting of Sandy Sheffer, Donald Wright
and Brian Dell, with the support and approval of the Council at large, was very busy this year
planning, overseeing and following through with various street and infrastructure projects.
Beginning in January the committee simultaneously tackled and prioritized numerous projects,
culminating with the completion of the resurfacing of Oak Lane in September. Following is a list
of the projects and the costs.
Stormwater inlet inspection, cleaning, and repair: $23,837.00
Signage inspection and replacement: $6,318.00.
Reclamation of Franklin St., United Ave., South Pleasant Ave., North Pleasant Ave.: $179,368.00
Micro Sealing of Smith St., N. Pleasant Ave.: $19,353.00
Pothole Repairs: $10,832.00
Resurfacing Oak Ln.: $49,268.00 Additionally, engineering and geo testing consulting costs exceeded
$24,000.00. The costs of this year’s street projects total $312,976.00. The ability to address these much needed repairs and upgrades were the direct
result of Borough Council restructuring the 2017 General Fund Budget to
remove trash collection. Also contributing to the funding of these
projects was a $36,194.00 PennDOT Liquid Fuels Fund
allocation.
Borough Council approved the following companies to
complete the 2018 street projects: Easy-Dig Excavating,
Kinsley Construction, Stewart & Tate, D. E. Gemmill,
Geo-Technology Associates, and Site Design Concepts.
The Streets Committee’s priority for the remainder of the
year will focus on overseeing winter maintenance activities.
Plans will continue in 2019 to complete additional reclamation
and resurfacing of streets not addressed-to-date.

Winter Tips and Recommendations To make your winter maintenance easier, Jacobus Borough highly recommends:
Marking your property lines with reflective markers. This aids the equipment opera-
tors, who work hard all hours of the day and night to clear our streets, by providing a visual to help them guide their plows along the curb line. By contract, they are re-quired to plow curb-to-curb in Jacobus Borough.
To help prevent snow from being windrowed back into your cleared driveway by the
snowplows, clear snow from the street approximately 20’ back from your driveway. This greatly reduces the amount of snow that gets windrowed into your driveway. This works for your sidewalk too!
Here are some tips to make sure you are prepared for winter weather: For Outdoors
Check your supplies, such as shovels, ice picks & scrapers, and de-icing material;
and anti-freeze, gas & oil to run power equipment, etc.
Check your equipment. Make sure snow blowers, tractors & plows, and other equip-
ment are functioning properly. And don’t forget your personal vehicle!!
Keep yourself safe and warm by wearing appropriate clothing and outerwear.
For Indoors
Make sure your furnace and alternate heating sources are functioning
properly.
Make sure your chimneys and stovepipes are clear and clean.
Make sure you have a good supply of material for your alternate heat-
ing sources such as firewood, pellets, etc.
Make sure your hot water heater is functioning properly
Make sure all of your indoor equipment is vented properly and vents
of clothes dryers are clear of debris.

Finance & Budget Commi�ee The Finance & Budget (F & B) Commi�ee, consis$ng of Greg Gruendler, Brian Dell, Kathie Cavanagh,
Sandy Sheffer and Cynthia Ferree, has been mee$ng since August for the purpose of planning the
Borough’s 2019 General Fund Budget. Local civic en$$es presented their 2019 budget plans to the
F & B Commi�ee on October 9, 2018. Currently the Borough is looking at a minimum 6% increase in
Workers Compensa$on Insurance which covers Volunteer Fire Company members & EMS personnel
as well as Borough employees; and a minimum 6.0% increase for police services which will bring next
year’s cost to $95,280.00. The F & B Commi�ee will be mee$ng on Tuesday, October 23, 2018, to further refine and
balance the 2019 preliminary budget. At the November 7 Borough Council mee$ng, the 2019 Preliminary Budget and Tax Levy for 2019 Ordinance will be
presented, reviewed, and considered for approval to adver$se, for adop$on at the December 5 Borough Council
mee$ng. If approved for adver$sing, the 2019 Proposed Budget and Tax Levy for 2019 Ordinance will be available for
public viewing at the Jacobus Borough Municipal Office from 12:00 p.m. un$l 5:00 p.m., Monday through Friday,
through December 5, 2018. Both documents will also be posted for public viewing on Jacobus Borough’s website at
www.jacobuspa.com. =================================================================================================
Annual Grants and Allocations
Every year Jacobus Borough is required to submit reports, and/or applications, to various State Departments which are used to
determine the distribution of annual State grants and allocations. Following is a list of monies received-to-date in 2018. March 1, 2018; 2018 Liquid Fuels (LF) Allocation in the amount of 54,479.02; Issued by the PA Dept. of Transportation from the
2017 State Motor License Fund Taxes collected, according to Act 655; Based on 5.68 miles of qualified streets and a population of
1841.
According to the September 2018 notice received from the PA Dept. of Transportation, the Borough’s estimated Liquid Fuels
Tax allocation for 2019 is $54,292.14.
The use of Liquid Fuels monies is strictly regulated by the PA Dept. of Transportation (PennDOT). Each year PennDOT re-
views the use of the funds in the Borough’s LF account and the PA Dept. of the Attorney General (AG) performs an annual
audit of the LF fund. The results of the AG’s audit for at least the past 12 years has had no findings.
Jacobus Borough typically allocates the majority of these funds for winter maintenance services. March 29, 2018: PA DEP Act 101, Section 904 Recycling Performance Grant (RPG) for year 2015 in the
amount of 1,781.00, and June 5, 2018: PA DEP Act 101, Section 904 RPG in the amount of $1,982.00 for
Year 2016. The RPG is based on the tonnage of materials recycled and collected from the Borough’s
residential and commercial properties in each calendar year. September 17, 2018: State Aid Allocation for Volunteer Fire Relief Associations in the amount of
9,341.09 for Year 2018. Issued by the PA Dept. of the Auditor General in accordance with Act 205 of
1984 which stipulates that 50% of the allocation is based on the municipality’s population and 50% is
determined by the market value of real estate in the municipality compared to the state average.
Upon formal approval at the October 3 Council meeting, Jacobus Borough disbursed a check for
the same amount to Goodwill Fire Co. #1, Inc., payable to the fire company’s fire relief fund, as
required by law. October 1, 2018: Public Utility Realty Tax Allocation (PURTA) in the amount of $528.63 for Tax Year
2017. Issued by the PA Dept. of Revenue, PURTA is the allocation of Realty Tax Equivalence (RTE)
based on adjustments made to prior year’s RTE’s resulting from continuing resolutions of utility real
estate tax appeals throughout the Commonwealth.

Tribute To G. Burnell Bollinger
“The Borough of Jacobus is blessed with individuals that are dedicated to enhancing the quality of
life in our neighborhoods and the community as a whole.” This quote was oMen said by Burnell Bol-
linger when recognizing outstanding ci$zens of our community. Today, we can say this about Mayor
Bollinger.
G. Burnell Bollinger passed away at his Jacobus home September 23, 2018 aMer several years
ba�ling cancer. He was 86 years old.
This is a tribute and thank-you to him and his family for his service to his country and many years of
service to this community. Mr. Bollinger held many $tles during his long life, but those who worked with him or were
his friend just knew him as Burnell. So I will refer to him as Burnell while sharing his story of community service.
Burnell was born in Glen Rock, PA and graduated from Glen Rock High School in 1950 where he served as Class Presi-
dent. He proudly served his country in the U.S. Army and was deployed to Korea. Later he was a long$me member of
the York County Veterans Honor Guard, assis$ng with providing full military honors to Veterans at their funerals. Many
$mes this volunteer duty required a�ending two or more funerals per day per week during all types of weather in an
open cemetery. Doing this duty into his early 80’s, he was a “youngster” among the WWII veterans.
Six months prior to his discharge from the Army, Burnell married a local Jacobus “girl”, Joan Shearer, and they spent
the next 66 years together. Burnell and his bride eventually moved to Jacobus in 1967 and built a home in the new
neighborhood of Wildasin Dr. Their home was one of the first built in the neighborhood. Employed 36 years by Colum-
bia Gas he held many jobs, beginning his career as a helper and re$ring as York Area Regional Manager.
He served his community in many capaci$es throughout his life$me. Burnell held life$me memberships in the Goodwill
Fire Company #1 and the York County Fire Police Associa$on. He served as Fire Company President and Fire Police Cap-
tain. It was Burnell who would be sta$oned in the road direc$ng traffic in all types of weather at accident scenes, fire
and other service calls. You could also find him giving up family $me during the July 4th “Stay at Home Celebra$on”
and the original Fire Company “Street Fair”. In the mid-80’s, prior to the installa$on of the traffic light, I witnessed him
almost get run down by an ina�en$ve driver during the Street Fair at the Main St. and Valley Rd. intersec$on. This was
even before cell phones and he was not very happy with the older driver’s lack of a�en$on. Prior to the Borough being
patrolled by York Township Police Department, Burnell also served as a paid, part-$me Police Officer for Jacobus Bor-
ough under Police Chief, Bobby Olp.
As a member of Salem Lutheran Church of Jacobus, he ac$vely served his church and his God. He was a member of the
Salem Union Cemetery Board serving as Secretary and served several terms on Church Council and was elected Presi-
dent. Burnell served on many other church commi�ees and you could oMen find him working with his wife, Joan, serv-
ing church dinners and assis$ng with other func$ons. You could also find Burnell assis$ng the Fire Company Ladies
Auxiliary and Joan with sandwich, sub and soup sales, as well as serving dinners at the Fire Hall.
Serving our local municipal government, Burnell was the first Secretary/Treasurer to hold regular daily business hours
at the Borough Office. He later was elected Mayor and served two terms before re$ring in 2009. As Mayor he focused
on police ma�ers and emergency management. Serving with Burnell on several different bodies and groups, I wit-
nessed and saw first hand his calming demeanor. He was like the “eye” of a storm, very calm while people around him
“whirled and howled”. Burnell just stayed steady and calm, and asked ques$ons to quell the situa$on.
Burnell Bollinger enjoyed a full, dedicated, and ac$ve adult life while being involved in the world around him. Even with
a full schedule he kept God and his family central to his life. He was interred in Salem Union Cemetery with full military
honors and leaves his wife, three adult children, grandchildren and great grandchildren. Burnell’s dedica$on to this
community is greatly appreciated and should be an inspira$on to all of us.

“A History and Tribute” of a hometown landmark and community treasure – Jacobus Community Park. The
author, Doug Arnold, grew up in Jacobus with baseball being a big part of his family and growing up years.
Doug con$nues to keep his $es to Jacobus close and his parents s$ll live in Jacobus. If you changed the names
in this story, it could have been wri�en about any one of thousands of communi$es across the country from

BUILDINGS AND GROUNDS COMMITTEE With approval of Borough Council, members of the Buildings and Grounds Commi�ee (B & G Commi�ee), Lance Beard, Jeffrey
Hammers and Kathleen Cavanagh, have worked this year to address items from the ‘bucket list’ of things to be done on
Borough-owned property. Following is an update of accomplishments and items s$ll needing to be addressed. ACCOMPLISHMENTS:
At Jacobus Community Park: BaUng Cage- The cage was installed at Jacobus Community Park, but has been taken down for the fall & winter months. Pickle Ball- At the request of several ci$zens, “Pickle Ball” courts have been laid out on the Tennis courts. Walking Path Restora$on- The walking path at Jacobus Community Park has been restored at a cost of $3,500.00 by Easy-Dig Excava$ng. Park Lane- The lane going into Jacobus Community Park by the tennis courts was paved up to the end of the small pavilion & shed. This project included the addi$on of two (2) paved spaces by the park walkway entrance for handicap parkIng. Easy-Dig Exca- va$ng, Inc. completed this project for the Borough at a cost of $7,120.00 Soil Erosion Control & Stormwater Remedia$on- Silt socks have been placed outside of the southeast corner of the tennis courts and the southwest corner of the baseball field fence.
At the Municipal Building:
Roof- An inspec$on by a local roofing company concluded the roof, which is rubber, is in good condi$on.
Miscellaneous: Reten$on Ponds: The reten$on ponds at Nixon Drive, Creekwood Dr. and E. Greenbriar Drive have been mowed and cleared. This also included mowing of brush on the east and west sides of the E. Branch Drive parking lot at the Nature Park. STILL TO DO/PENDING LIST:
At Jacobus Community Park: General Annual Maintenance- This item, related to the mulching, weeding and prepara$on of the flower beds, will be reviewed again
in 2019. Playground Equipment Repair or Replacement- This item remains under review.
At the Municipal Building: Replacement of Building Doors- Doors have been ordered and will be installed when the order is received Handicap Ramp & Handrail - A cost proposal to repair the ramp was received and approved, however no ac$on has been taken. The pro- posal includes installa$on of a pad at the foot of the ramp. ADA compliant rail addi$ons are to be acted on upon comple$on of the ramp repairs. Pain$ng- No ac$on has been taken regarding the pain$ng of the west exterior wall of the building and the handicap rails.
At the Nature Park:
Stairway Path Entrance- The entrance at the E. Branch Drive parking lot off of Creekwood Drive has been closed to the public. The trail breaks have deteriorated and therefore are not safe. This item will con$nue to be reviewed for a solu$on.

Reminder for Property Owners or Occupants…
According to Chapter 230, Article I, in
Jacobus Borough’s Code Book of Ordinances, it is
your responsibility to keep all trees, shrubs, hedges
or other vegetation trimmed or cut to maintain a
clearance of 14’ above the cartway of any public
street, including alleys, 8’ above any public sidewalk,
and so as not to obstruct the vision of motorists trav-
eling on any public street bordering your property,
and maintain clear sight triangles under the provision
of Chapter 215-44.E at all intersections, private
roads, and/or access drives.
Keeping these areas free of obstructions is important
and necessary not only for Public Safety and to keep
traffic control signs clear, but for the safety of those
who perform activities close to the curb, such as
snowplowing, trash & recycling collection, etc.
Please check your property for obstructions and trim
or remove them as necessary, to help
keep our citizens safe.
Failure to comply with the above-stated
ordinance could result in the Borough
hiring a contractor to trim the vegeta-
tion at the expense of the property
owner or occupant.

phone at 717-428-1752 or by email at [email protected].
You will need the 10-digit pole no., which can be found on a metal plaque on the utility pole. The plaque will
have a yellow background with black numbers. Also needed is the nearest street address where the pole is
located, and the names of the nearest intersecting streets.
Reporting streetlight problems through the Municipal Office, creates a record of communication with Met-Ed. This record
will be used if the light is not repaired within a timely manner and a follow-up is required.

CHICKEN PERMITS are required to keep chickens on properties of less than 1 acre. There is a one-
time fee of $25.00 for the permit. Only 4 chickens per 1/4 acre are permitted with a maximum of six
per lot up to 1 acre. Roosters are not allowed. The “Residential Chicken” ordinance can be viewed in
Jacobus Borough’s online Code Book of Ordinances by clicking the link under “Rules & Regulations”
on the Borough’s website.
What do you need a Building Permit for? Here are some examples of projects that require building permits. This is not an all inclusive list, so you should ALWAYS check if a permit is required before you begin a project! PennWaste,Inc.is Jacobus Borough’s contracted hauler for refuse & recycling service. Following are the regulations according to Jaco-
bus Borough’s Solid Waste and Recycling Ordinance; Chapter 194, “Solid Waste”:
Eight (8) closed containers or bags, weighing no more than 50 pounds including the container, the largest and 2nd largest dimensions
which shall not exceed 36” X 30”, respectively, or containers with a diameter of 28” and 30” in height.. For this article one passenger
vehicle tire removed from its rim shall be considered one (1) unit of refuse.
Recycling may be placed curbside weekly on the same day of the week as trash collection.
One (1) large item curbside p/week
Containers should be placed curbside by 6:00 a.m. the day of collection (Tuesday) but no earlier than 12:00 p.m. the
day before collection, and must be removed from the curb the day of collection, after collection.
Containers must be placed behind the curb line, such as on your grass, sidewalk or driveway and may not be placed
in the street for collection.
ONLY items generated on a tract of real estate may be set curbside for pick-up on that same tract of real estate.
Brush and similar refuse shall be tied securely into units which shall not exceed 36 inches X 30 inches and 50 pounds. Properties generating refuse in excess of what is permitted may contract privately with the Borough’s authorized collector, or any other
collector, complying with the Borough’s refuse contract speci>ications and ordinance. Waste materials which will NOT be collected include, but are not limited to: building construction, repair & demolition; manufacturing in-
dustrial processes, by example, those carried on in factories, processing or packing plants, canneries, re>ineries, slaughterhouses and steel
mills; dead animals; pathogenic hospital-type wastes, radioactive wastes and explosive or volatile material; material normally included

Nothing rings in Christmas like bells! Holiday bells will ring at Salem Lutheran Church on Saturday evening, December 8, at 7:00 p.m. Doors will open at 6:15 p.m. for seat-ing.
