The Community Services Department was established by the Boone County Commission in 2014 primarily in response to the successful citizen initiative “Putting Kids First.” This initiative resulted in voter approval of a permanent one-quarter cent sales tax which created a Children’s Services Fund. The administration of this fund is the responsibility of the Community Services Department. Other funds administered by this department include the Community Health Fund, Domestic Violence Fund, and Community and Social Services Fund.

In 2015, the Community Services Department successfully implemented a joint funding management system in partnership with the Columbia/Boone County Department of Public Health and Human Services and the Heart of Missouri United Way. Through the joint funding management system, organizations are now able to utilize a consistent application form to apply for funding from each funding source. In addition, reporting forms are also consistent, enabling organizations to more effectively communicate their program outcomes. Requests for Proposals were released in May of 2015 for both the Children’s Services Fund and the Community Health Fund using the joint funding management system. As we move forward the Community Services Department, the Columbia/Boone County Department of Public Health and the Heart of

Missouri United Way plan to continue coordinated funding efforts.

By the end of 2015, the Community Services Department committed to funding 45 programs aimed at improving the lives of Boone County residents. Outcomes of programs funded for one year or more are provided in this report.

Looking into the next year, the Community Services Department plans to issue targeted requests for proposals for the Children’s Services Fund and Community Health Fund. We also look forward to the development of the Family Access Center for Excellence, a center that seeks to expand access and improve coordination of existing services for Boone County children, youth, and families.

Community Services Department

Children’s Services Fund ~$6.5 million/year

On November 6, 2012, the citizens of Boone County passed County of Boone Proposition 1, which created a Children’s Services Fund for the purpose of providing services to protect the well-being and safety of children and youth nineteen years of age or less and to strengthen families. The fund was created pursuant to RSMo. §67.1775, RSMo. §210.861, and the ballot language presented to voters on November 6, 2012.

Community Health Fund ~ $500,000/year

In 2010, the County of Boone began receiving $500,000 annually for the purpose of addressing community health needs, as determined by the Boone County Commission, as part of an amendment to the lease agreement between Boone County Hospital and Barnes Jewish Christian.

Social Services Fund ~ $30,000/year

The Social Services Fund is appropriated from the general revenue by the County Commission for the purchase of social services and administration of other funds under the Community Services Department. Prior to the establishment of the Community Services Department, the County’s Social Services Fund was administered by the Columbia/Boone County Department of Health and Human Services.

Domestic Violence Fund ~ $27,000/year

The Domestic Violence Fund consists of fees collected on marriage licenses and civil and criminal cases, as authorized by RSMo. §§451.151, 455.200-230, and 488.607. Pursuant to statute, the revenue generated through the collection of fees is utilized to fund shelters for victims of domestic violence.

On November 6, 2012, the citizens of Boone County passed County of Boone Proposition 1, which created a Children’s Services Fund for the purpose of providing services to protect the well-being and safety of children and youth nineteen years of age or less and to strengthen families. The Fund was created pursuant to RSMo. §67.1775, RSMo. §210.861, and the ballot language presented to the voters on November 6, 2012. The Children’s Services Fund became effective and the inaugural board was appointed by the County Commission in April of 2013. The board is known as the Boone County Children’s Services Board (BCCSB) and is the administrative authority of the Children’s Services Fund including establishing the budget and approving appropriations from the fund. The Children’s Services Fund generates approximately 6.5 million dollars per year.

After initially funding 23 programs in 2014, the BCCSB issued a request for proposals in May of 2015. A total of 19 proposals were submitted, of which 13 of the proposals were funded for a combined total of approximately 1.36 million dollars. The BCCSB also issued a targeted request for proposals in May 2015 for an “Access to Services” program. The purpose of the “Access to Services” program is to create a system/structural change for families and children in Boone County to access services which promote the well-being and safety of children, youth, and strengthen families. The BCCSB requirements for an “Access to Services” program include oversight by a non-conflicted board of directors including representation from law enforcement, schools, city, county, juvenile office, and judiciary, consumer choice, and an integrated information management system. Two proposals for an “Access to Services” program were submitted. The BCCSB chose to fund the proposal submitted by the University of Missouri for the Family Access Center for Excellence. Development of the center will occur in 2016.

Statutorily Eligible Services RSMo. §210.861 specifies the types of services that may be funded by the BCCSB; pursuant to statute, funds may be invested in the following services:

• up to thirty days of temporary shelter for abused, neglected, runaway, homeless or emotionally disturbed youth

• respite care services • unmarried parent services • outpatient chemical dependency and psychiatric treatment programs • counseling and related services as a part of transitional living

programs • home-based and community-based family intervention programs • prevention programs which promote healthy lifestyles among children

and youth and strengthen families • crisis intervention services, inclusive of telephone hotlines • individual, group, or family professional counseling and therapy

services • psychological evaluations • mental health screenings

Revenues collected and deposited in the children's services fund may not be expended for inpatient medical, psychiatric, and chemical dependency services, or for transportation services.

The following provides information on the impact of the initial programs funded by the Children’s Services Fund in 2014. Contracts for these programs were put in place in late 2014 or early 2015. Some programs did not begin providing services until the spring of 2015 due to the need to hire additional staff and promote their services to children, youth, and families.

Programs are categorized based on the statutorily eligible service they provide. Most programs are listed only by the primary statutorily eligible service area they provide. Programs may be listed more than once if the program provides services that fall in to two or more statutorily eligible service areas. The outcomes are based off of data collected on services provided from January 1, 2015 through December 31, 2015. Most programs are funded through a purchase of service model, meaning the Children’s Services Fund only reimburses organizations for services after the services are actually provided. Some programs are funded as pilot programs. Please Note: For pilot programs, the amount received and the number of individuals or families served is not a direct ratio of cost of services provided due to cost of program start-up, equipment purchase, and program and staff development. Pilot programs will be expected to transition to a purchase of service model if the BCCSB decides to fund the program beyond the pilot phase. In May of 2015, the BCCSB issued its second request for proposals. The request sought proposals for any statutorily eligible service area and encouraged proposals which addressed needs identified by the Community Input Report prepared by the Institute of Public Policy, Harry S. Truman School of Public Affairs, University of Missouri and the policy brief, “Are the Children Well? A Model and Recommendations for Promoting the Mental Awareness of the Nation’s Young People”. Overall, 19 proposals were received and 13 proposals were funded for a total amount of approximately 1.36 million dollars. The BCCSB also made renewal decisions regarding 15 of its initially funded programs; eight of the initially funded programs have contracts that extend through June 30, 2016. The BCCSB utilized information from site visits, interim reports, and organization presentations to make renewal determinations. All 15 programs were offered a renewal. The University of Missouri Thompson Center opted to not renew its two contracts with the BCCSB. The Columbia/Boone County Department of Health and Human Services opted to terminate its contract. The following is an overview of programs newly funded, renewed, and which extend into 2015:

The Community Health Fund was established in 2010 as part of an amendment to the lease agreement between Boone County Hospital and Barnes Jewish Christian. The County of Boone receives $500,000 annually for the purpose of addressing community health needs as determined by the Boone County Commission. In 2014, the Boone County Commission established a Community Health Advisory Council to make recommendations as to how to best allocate the Community Health fund to address Boone County’s Community Health Needs. A request for proposals was issued in May of 2015 which sought proposals that addressed a community health need as identified by Boone Hospital’s Community Health Needs Assessment, Boone County Health Rankings, Columbia/Boone County Health Assessment or the Community Input Report created for the Boone County Children’s Services Board. A total of 11 proposals were received. The Community Health Advisory Council reviewed the proposals and made recommendations to the Boone County Commission. The Commission accepted the recommendations and funded 10 of the 11 proposals submitted, in whole or in part. The following is an overview of programs funded through the Community Health Fund:

The Community and Social Services Funds are appropriated from the general revenue by the County Commission for the purchase of social services. Prior to the establishment of the Community Services Department, the County’s Community and Social Services Fund was administered by the Columbia/Boone County Department of Health and Human Services pursuant to an intergovernmental agreement. The Community Services Department is now responsible for the administration of the fund. The County Commission is honoring all contracts executed under the administration of the Columbia/Boone County Department of Health and Human Services provided the organizations meet their contractual obligations. As current contracts expire, organizations will be expected to apply for future funding opportunities through the Children’s Services Fund or the Community Health/Medical Fund. The Domestic Violence Fund consists of fees collected on marriage licenses and civil and criminal cases, as authorized by RSMo. §§451.151, 455.200-205, and 488.607. Pursuant to statute, the revenue generated through the collection of fees is utilized to fund shelters for victims of domestic violence. On September 1, 2015 the County issued a Notice of Funding Availability for organizations to apply to receive funds to shelter victims of domestic violence. Proposals were due on September 30, 2015. One organization submitted a proposal and met the statutory requirements to receive funds. True North was awarded a contract to provide shelter services for victims of domestic violence for calendar year 2016 in the amount of $27,120.29.
