V. SUPERINTENDENT'S REPORT

T. Schor Middle School Cabaret Presentation

“CLUB MED” AT PISCATAWAY HIGH SCHOOL

Students interested in exploring careers in health and medical fields have established a new “Medicine Club” at Piscataway High School. Juniors Misha Faerovitch, Soleil Scrimmager, and Jazmine Williams all participated in the middle school “Healthlinks” program, which provides students with hands-on career experiences in health-related fields, and sought to continue a similar program at the high school. Over 30 students attended an interest meeting in September where topics for subsequent presentations were determined, including common cancer misconceptions, healthy nutrition and proper exercise for heart health. SCHOR STUDENTS HIT THE HIGH NOTES WITH CABARET PERFORMANCE

PISCATAWAY HIGH SCHOOL GRAD RECEIVES NATIONAL FOOTBALL FOUNDATION SCHOLARSHIP Ryan James, Piscataway High School Class of 2012 and former member of the football and track teams, was recently selected the 2012 National Football Foundation High School Scholar-Athlete East Region Award Winner, along with four other national winners. He was chosen from 450,000 high school football players in a rigorous selection process that considers academic achievement, athletic accomplishments and leadership in the community. During his years at Piscataway High School, Ryan was a member of National Honor Society, Piscataway Exceptional Gathering of Students (PEGS) and the NJ Science League Physics II team. He received All-State honors for football and earned three letters for track. Ryan was also a two-year member of the marching band and concert band. He currently plays football at Lehigh University, where he majors in engineering. STUDENT SAFETY PATROL INDUCTION AT EISENHOWER Think you can get away with running in the hallways at Eisenhower School? Don’t even think about it! The Student Safety Patrol is on the job, helping to ensure that their peers practice safe behaviors in the cafeteria, hallways and playground. The forty-two students selected for the program attended a 3-day “training academy” during their recess times. They were formally inducted by Piscataway Police Chief Rick Ivone and Detective Calvin Laughlin during a school assembly, attended by parents and students, where they received a Safety Patrol sash and official badge. OCTOBER HAPPENINGS AT CHILDREN’S CORNER PRESCHOOL Toddlers and preschoolers at Children’s Corner are busy little bees this month! The children learned about fire safety, climbed aboard the fire truck and tried on uniforms when members of the River Road Fire Company visited during Fire Safety Week, October 8

than the young readers at Children’s Corner, who will expand their personal libraries when the Scholastic Book Fair visits the school during the week of October 22

nd. Family Pumpkin Carving Night,

sponsored by the PTO, is scheduled for Wednesday, October 24th and the children will stroll to the

River Road Fire House during their Halloween parade on Wednesday, October 31st.

SCHOOL BOARD ELECTIONS - TUESDAY, NOVEMBER 6 For the first time, Piscataway voters will cast ballots for school board members while voting in the General Election on Tuesday, November 6

th. The change is a result of legislation signed earlier this

year by Governor Chris Christie, allowing school boards and municipalities to move elections to November. The Piscataway Township Board of Education unanimously voted to move elections to November to increase voter participation. RANDOLPHVILE STUDENTS SUPPORT ALUMNI TROOPS Students at Randolphville School are supporting our troops in Afghanistan by staying in touch with Captain Clinton Wang, who attended Randolphville, ML King, Conackamack and Piscataway High School. This month, students collected and sent over 100 pounds of snacks and treats to Captain Wang and his fellow troops. Captain Wang is a 2004 graduate of Piscataway High School and began his military career as a cadet at West Point Military Academy. YOGA FOR YOUNG AND OLD AT SCHOR

“Yoga Night” for students and parents was held earlier this month as part of a new community fitness initiative at T. Schor Middle School. Close to two dozen participants spent the evening relaxing and toning with yoga postures designed to encourage students and their parents to be active together. A different health/fitness event will be scheduled during each marking period, with upcoming plans to offer a “Fitness Test Night” and a volleyball match. PWAY STAFF STAND UP TO CANCER District staff members packed the stands at the Piscataway High School football field on Thursday, October 18

th to “Stand Up To Cancer” in a fund-raising event designed to support breast cancer

awareness and research. October is designated “Breast Cancer Awareness Month” and, for a small donation, participants wore pink and formed the “Stand Up To Cancer” logo in the bleachers. The project was coordinated by the Piscataway Township Education Association. SCHOOL VIOLENCE AWARENESS WEEK ACTIVITIES Schools throughout the district are observing “School Violence Awareness Week,” promoting positive behavior and conflict resolution during the week of October 15 - 19. Elementary and intermediate students are focusing on promoting peace and keeping schools safe with positive morning announcements and creative art projects. Anti-bullying messages and “peace pledges” are being created in the middle schools, while activities at the high school focus on appreciation for diversity and tolerance. Many activities also reinforce projects and lessons centered around kindness and self-esteem as part of the statewide “Week of Respect” observed during the first week of October.

X. PUBLIC COMMENTS FROM THE FLOOR

The Board of Education recognizes the value of public comment on educational issues and school matters of community interest. In support of this position, the law establishes a period of public comment at every Board meeting.

Individuals wishing to speak must state their name and address. Comments are limited to three minutes’ duration, but an individual may speak a second time after all others who wish to speak on the topic have been heard. The Board may require that individuals register to speak prior to the beginning of the meeting. Participants may submit written material in support of their position.

All statements and/or questions shall be directed to the presiding officer and no participant may address or question Board members individually. All speakers are requested to express themselves in a civil manner, with due respect for the dignity and privacy rights of others whose legal rights may be affected. Please note: While it is not the Board’s intention to stifle comment on matters of legitimate concern to the school community, the public should be aware that if their statements violate the rights of others under the law governing defamation or invasion of privacy, they may face personal liability to the injured party. C. APPROVAL OF TRANSPORTATION ROUTES FOR 2012-2013 SCHOOL YEAR

Explanation:

In an effort to reduce transportation costs, the district utilizes transportation route agreements where appropriate.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the School Business Administrator to approve participation in Coordinated Transportation with Middlesex Regional Educational Services Commission (MRESC) as the “HOST” district and Piscataway as the “JOINER” district for the 2012-2013 school year, as needed, including up to a 6% administrative fee.

D. APPROVAL OF SUBMISSION OF COMPREHENSIVE MAINTENANCE PLAN

Explanation: Required annually pursuant to N.J.A.C. 6A:24. Plan is part of the NJQSAC.

BE IT RESOLVED that the Piscataway Township Board of Education approves the submission of the district’s Comprehensive Maintenance Plan for FY13 to the County Superintendent.

F. APPROVAL OF INTERLOCAL SERVICES AGREEMENT (FUEL)

Explanation:

The South Plainfield Board of Education will purchase gasoline and bio-diesel fuel from the Piscataway Township Board of Education for their school busses and maintenance vehicles. These operations will not interfere with the District vehicles utilizing the fueling station.

BE IT RESOLVED that the Piscataway Township School District agrees to sell, and South Plainfield School District agrees to purchase, gasoline and/or diesel fuel at a price per gallon equal to Piscataway’s cost of purchase plus a 5% administrative fee (which shall be assessed on a per-gallon basis). South Plainfield shall purchase a key from Piscataway for each South Plainfield vehicle, at a cost of $20 per key, to enable South Plainfield access to gasoline/fuel pumps owned and operated by Piscataway for the purpose of self-dispensing the gasoline/fuel that is the subject of this agreement. South Plainfield shall not permit these keys to be used by any vehicles other than those to which they are specifically assigned; and BE IT FURTHER RESOLVED that the gasoline/fuel purchased pursuant to this agreement shall be solely for use by South Plainfield, and shall be not resold to any other party and South Plainfield, its employees, agents and representatives shall rigorously adhere to all operational and safety policies and procedures promulgated by Piscataway relating to the dispensation of the gasoline/fuel that is the subject of this agreement. Both parties shall maintain adequate and appropriate insurance coverage for claims arising out of this Agreement.

B. INTERNATIONAL EXCHANGE PROGRAM FROM CHINA TO PISCATAWAY HIGH SCHOOL (WORLD LANGUAGE DEPARTMENT) JANUARY 28 – FEBRUARY 7, 2013

Explanation:

It is requested that permission be granted to plan, organize and carry out a proposed exchange visit from Shangnan High School in Shanghai, China to Piscataway High School to take place during their winter break, from January 28 – February 7, 2013. The students in the Chinese classes of Piscataway High School will benefit from the experience of corresponding with and hosting their pen pals here in Piscataway. Mr. Zhi Kang, Chinese teacher (with additional World Language departmental collaboration) will finalize all arrangements for this educational experience. The Chinese students will shadow their American host students at Piscataway High School February 4-7, 2013.

BE IT RESOLVED that the Piscataway Township Board of Education approves the exchange visit of the students from Shangnan High School of Shanghai, China and their chaperones January 28 – February 7, 2013 and their attendance at Piscataway High School to shadow their American host students from February 4-7, 2013 at no cost to the Board.

C. APPROVAL OF INTERNATIONAL VISIT FROM PISCATAWAY TO CHINA (WORLD LANGUAGE DEPARTMENT) MARCH 20-31, 2013

Explanation:

The students in the Chinese classes of Piscataway High School will benefit from the experience of traveling to China to see the culture firsthand and be challenged to speak the Chinese language in real-life situations. They will visit Beijing, Nanjing, Wuxi and Suzhou in addition to spending three or four days with their host families in Shanghai. Mr. Zhi Kang will make all arrangements for this educational field trip experience. He and at least 2 additional chaperones (ratio of 6:1) will accompany the students on this trip. The cost will be approximately $1,950 per student. It is requested that permission be granted to plan, organize and carry out the proposed exchange visit for March 20-31, 2013 which is three school days and the scheduled spring break.

BE IT RESOLVED that the Piscataway Township Board of Education approves a trip for students from Piscataway High School and their chaperones (ratio of 6:1) to China which will take place during spring break March 20-31, 2013. Students will miss three instructional days but will spend several days in attendance at the Shanghai School and participate in numerous class activities. This trip will be at no cost to the board.

D. APPROVAL OF CURRICULUM PROGRAM GUIDES

Explanation:

The following curriculum guides were written according to the approved five-year curriculum review/revision plan, designed using the Understanding By Design framework, and align to state standards. They were reviewed by the Curriculum Committee at its meeting held on October 1, 2012 and are available in the Board Room or on-line for your review.

Explanation:

Due to our expansive offerings in special education in-district programs and their excellent reputation, several school districts have requested consideration for placement in available classroom openings.

BE IT RESOLVED that the Piscataway Township Board of Education approves the tuition contract between the South Plainfield Board of Education as the sending district and the Piscataway Township Board of Education as the receiving district for a total tuition cost, including related services of $23,620 for a special education student commencing October 8, 2012 and terminating on June 20, 2013 as follows:

D. APPROVAL OF SCHOOL NURSING SERVICES PLAN

Explanation:

According to 6A: 16-2.1, each district board of education shall develop a plan for the provision of school nursing services, but not limited to, the assignment of school nurses. The school nursing services plan may assign one or more noncertified school nurse to perform duties permitted under their license from the State Board of Nursing and allowed under 6A:16.1, provided that each noncertified school nurse is assigned to the same school building or school complex as the certified school nurse.

WHEREAS the assignment plan for nurses working in this capacity shall be submitted to the County Superintendent for review and approval as part of the certificated staff report pursuant to N.J.A.C.6A:30-1.4(A)9, and WHEREAS the Nursing Services Plan for 2012-2013 has been developed according to 6A:16-2.1 criteria, NOW, THEREFORE, BE IT RESOLVED that the Nursing Services Plan for 2012-2013 be approved.

3. Explanation:

Susan Dee, educational consultant and Reading Specialist instructor at the University of South Maine on implementing and managing a Reader’s Workshop, will provide instruction, model lessons and feedback to grades 3-5 teachers on this literacy framework implementation and how it aligns to Common Core Literacy Standards.

C. AUTHORIZATION TO ACCEPT DONATION

Explanation:

Verizon Business, a local community business, would like to donate school supplies to Eisenhower Elementary School through their “Tools for Schools” program. These supplies will be distributed to Eisenhower students as needed throughout the school year. The value of this donation is approximately $600.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept a donation of school supplies from Verizon Business “Tools for Schools” program to be used by the students at Eisenhower Elementary School. The value of this donation is approximately $600.

D. AUTHORIZATION TO APPLY FOR “HENKEL HELPS GET KIDS FIT” GRANT AWARD

Explanation:

The Henkel Corporation has established a “Henkel Helps Get Kids Fit” contest program to help improve fitness, inspire self-esteem and build teamwork. Quibbletown Middle School would like to apply for this grant. If the grant is awarded, the school would receive $25,000 to be used in the area of physical fitness.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to apply for the “Henkel Helps Get Kids Fit” award at Quibbletown Middle School. If awarded, the school would receive $25,000 to be used in the area of physical fitness.

E. AUTHORIZATION TO APPLY FOR “NFL PLAY 60 SUPER SCHOOL” GRANT AWARD

Explanation:

Quibbletown Middle School has learned of the “NFL Play 60 Super School” grant which would award $10,000 to the winning school for use toward their Health and Physical Education program. Quibbletown would like to enter the contest with a plan to build a “fit trail” outside the school to help students, staff and the community to stay fit.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to apply for the NFL Play 60 Super School Grant award at Quibbletown Middle School. If awarded, the school would receive up to $10,000 to be used by the Health and Physical Education program.

F. AUTHORIZATION TO APPLY FOR “LOWES TOOLBOX FOR EDUCATION” GRANT AWARD

Explanation:

The Lowes Charitable and Educational Foundation recognizes the importance of financial support to schools and community groups. Quibbletown Middle School would like to apply for the “Lowes Toolbox For Education Grant” with a value of up to $5,000. The money would be used to support the school’s Health and Wellness Club in building an organic garden. Their overall goal is to grow and harvest vegetables for students to enjoy at Field Day activities at the end of the school year.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to apply for the Lowes Toolbox for Education Grant award at Quibbletown Middle School. If awarded, the school would receive up to $5,000 to be used by the school’s Health and Wellness Club.

G. APPROVAL OF REQUEST FOR PROPOSALS FOR SUPERINTENDENT SEARCH FIRMS

Explanation:

The Piscataway Township Board of Education is seeking the assistance of a professional services firm in the search for a superintendent. The RFP describes the scope of work anticipated to be involved in this process. We invite proposals from experienced firms that are highly-qualified and have references of having conducted successful searches. The firm will coordinate a process that supports the Board of Education, engages the community, advertises the vacancy widely and facilitates the recruitment, screening, interview and selection process.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the District Administration to seek proposals for a qualified firm or individual to perform the search for a new Superintendent of Schools through the process as outlined in the Request for Proposal (RFP).
