Opening Prayer: Father, send forth your Spirit and renew the face of the earth. Help us to open our hearts, and let your Holy Spirit speak to us as we hear your Word. We ask this in the name of Jesus, your Son and our Saviour. Amen. Introduction: Today’s reading is from the Acts of the Apostles. This book was written by Luke, who also wrote the Gospel of Luke. It describes life in the Christian community after Jesus’ ascension into heaven. In this passage, the twelve apostles were afraid to speak publicly about Jesus Christ, his death and resurrection. They were afraid to face the same fate — arrest and crucifixion — as Jesus suffered. They had no idea how to carry out the mission that Jesus had entrusted to them. This reading is read at Mass each year on Pentecost Sunday. The word, Pentecost, means ‘fiftieth.’ Pentecost marks the last day – the 50th day – of the Easter season. You would have heard this reading proclaimed at Mass on Pentecost, two weeks ago. As you hear this gospel again, reflect on the words, phrases, and images from the passage. Word of God: Acts 2: 1-11 When the day of Pentecost had come, they were all together in one place. And suddenly from heaven there came a sound like the rush of a violent wind, and it filled the entire house where they were sitting. Divided tongues, as of fire, appeared among them, and a tongue rested on each of them. All of them were filled with the Holy Spirit and began to speak in other languages, as the Spirit gave them ability. Now there were devout Jews from every nation under heaven living in Jerusalem. And at this sound the crowd gathered and was bewildered, because each one heard them speaking in the native language of each. Amazed and astonished, they asked, “Are not all these who are speaking Galileans? And how is it that we hear, each of us, in our own native language? Parthians, Medes, Elamites, and residents of Mesopotamia, Judea and Cappadocia, Pontus and Asia, Phrygia and Pamphylia, Egypt and the parts of Libya belonging to Cyrene,

Trustee Acheson moved that the Chaplaincy program be increased 0.1FTE for each Junior High school at an estimated cost of $285,000. Defeated

(ii) School Closures (a) St. Brendan

Trustee Engel moved that the Board of Trustees closes St. Brendan School and consolidates St. Brendan School into a replacement school to be built on the St. Brendan school site. At 7:00 p.m. Trustee Engel moved to extend the meeting to 7:30 p.m. Carried Trustee Grell moved an amendment that the Board of Trustees closes St. Brendan School and consolidates St. Brendan School into a modernized replacement school to be built on the St. Brendan School Site. The motion was not allowed. (For the record: A motion adding “or modernize” St. Brendan School was defeated at the March 18th Public Board Meeting.) At 7:30 p.m. Trustee Engel moved to:

• Suspend the rules regarding the motion at the October 29, 2013 Organizational Meeting that state the Public Board Meetings will adjourn at 7:00 p.m. and if required, the meeting may be extended by a majority vote to 7:30 p.m., and

• Extend the meeting until all items on the agenda are dealt with. Carried

(iii) ASBA Policy Resolution Trustee Bergstra moved that the Board of Trustees submits the following policy

resolution to the Alberta School Board Association for their 2014 Fall General Meeting. Creating Child Care Space in New Schools – The provincial government should fund child care space in new school buildings and develop a cohesive child care strategy. Carried

Trustee Grell placed the following Notice of Motion for consideration at the next Public Board Meeting. That the ECS District send a bus load of students from each of our junior and senior high schools to attend the annual March for Life each year.

Re: International Spanish Academy Grade 12 Certificates Background Information In 2002, Edmonton Catholic School District implemented a Spanish Bilingual Program for the first time at Grandin School. Since then, the program has grown at a very rapid rate and is now offered at seven schools across our District: Grandin, John Paul I, Father Leo Green and St. Teresa Elementary Schools; St. Kevin and St. Hilda Junior High Schools; and Austin O’Brien High School. There were approximately 810 students enrolled in our Spanish Bilingual programs in September 2013, which is an increase of almost 30% compared to three years ago, when today’s Grade 12 graduates were at a board meeting receiving their Grade 9 completion certificates. In 1998 Alberta Education and the Ministry of Education in Spain signed a Memorandum of Understanding which introduced International Spanish Academies in our province. A status of International Spanish Academy (ISA) is awarded by the Spanish Government to schools that offer Spanish bilingual programming in accordance with specific criteria: 50% of instructional time taught in Spanish at the elementary level, 35% at the junior high level and 25 credits at the senior high level. In addition to Spanish Language Arts, Mathematics is a subject taught in Spanish at all elementary and junior high ISAs. Schools may choose which additional subjects are offered in Spanish to complete the time requirement.

Through the Memorandum of Understanding, the Spanish Government offers support to ISAs by providing:

• a Spanish Special Advisor at Alberta Education, • the Visiting Teachers program, • the Language and Culture Assistant program, • professional development for teachers, and • an annual scholarship for one of our Spanish bilingual teachers to study at a

university in Spain. Austin O’Brien students are the first group of students who will be graduating from an International Spanish Academy in Edmonton Catholic School District. We would like to recognize these students’ success and commitment to the program. Learning a second language is not easy; it requires effort and dedication, but has many cognitive, economic and cultural benefits. It expands the intellect, strengthens English literacy skills, provides students with more choices for advanced education and offers them a competitive edge in the global market. Aware of these advantages, parents of our Spanish bilingual students have supported their children in becoming proficient communicators in the Spanish language. We sincerely thank the parents for their dedication to the Spanish bilingual program. Along with parents, we recognize that the commitment and efforts of the teachers and administrators of the International Spanish Academies are truly an essential element in the growth of the bilingual program in our district. A few days ago the Grade 12 Spanish bilingual program students from Austin O’Brien School received certificates awarded by the Government of Spain to graduating students in International Spanish Academies all over the world. Today they will receive a Certificate of Completion of the Spanish bilingual program from our District to recognize their achievement. We extend our heartiest congratulations and best wishes to the Austin O’Brien ISA graduates. We hope that you will continue your commitment to Spanish language and culture in your post-secondary education and your future careers. Recommendation: That the Board of Trustees of Edmonton Catholic Schools recognizes and congratulates the grade twelve International Spanish Academy students on receiving Certificates of Completion of the Spanish Bilingual Program.

To ensure continued Superintendent services in case of my absence, the following information is provided to the Board of Trustees for the 2014–2015 school year. Two individuals will assume responsibilities in my absence as follows: • Laurie Pelkie, Assistant Superintendent, Human Resource Services • Boris Radyo, Assistant Superintendent, Educational Planning Laurie and Boris will be conversant with major plans, District challenges, and strategic opportunities that directly support the work of the Board and the District. Re: Delegation of Authority for the Summer Months 2014

During the summer months the Board of Trustees does not meet. In the event that a decision is required which normally would come before the Board there is a provision in the School Act which allows for the Board to delegate authority for decisions to the Superintendent. The section in the School Act, s 61, also describes those decisions that cannot be made by a delegated authority.

Recommendation That the Board of Trustees (a) delegates authority to the Superintendent during the summer recess of 2014 on behalf of the

Board to make decisions which would not be deemed sufficient reason to call a special meeting, in accordance with Section 61 of the School Act, and further,

(b) receives a report of all such decisions at the first Public Board meeting in the fall of 2014.

Re: Community Engagement Plan 2014-2015

In the 2013-2014 school year Edmonton Catholic Schools undertook a community engagement process in order to involve parents in the discussion about school utilization and funding of under-utilized schools. The process, called Community Conversations, was three-fold with staff, parent and the wider public all being invited to learn about and then offer their opinions and suggestions about resolutions to the issue of utilization in the District. In addition, there was a community engagement evening for French Immersion schools around the topic of promoting and enhancing French Immersion programming. Parents involved in all of these community conversations as well as the results from the questions posed to all participants indicated that engaging stakeholders in discussion and inviting input into decision-making is beneficial to both the decision makers and those who engage in the engagement process. For the 2014-2015 school year administration is seeking direction from the Board regarding the topic to engage Edmonton Catholic Schools’ stakeholders and provide them with the opportunity to talk about and provide input into an issue facing the District’s decision makers. Administration is proposing that the Community Conversation meetings will once again bring together principals and parent representatives from the four sectors of the city where they will learn about, discuss and then answer questions and offer suggestions about the issues/topics presented. The meetings will occur in mid to late October. The principal of each school will once again be required to attend with two parents from the school’s parent advisory council or other interested parents. Similar to the 2013-2014 community engagement plan, there will be an online forum where all community stakeholders as well as parents and students can go online, learn about the issue/topic and provide feedback. Depending on the issue and questions that are presented to stakeholders, the online forum may include a survey as part of the data collection. As well, staff will be asked to participate in an online survey with the same questions that we present to other stakeholders.

The topic chosen and the input collected for the Community Conversations will have the greatest impact and encourage parents to want to participate if they are specific, will directly influence decision-making in the very near future, and in which their school or their child will immediately or eventually be affected. Some suggestions for a topic are:

1. Direction for the District Plan for Continuous Growth 2015-2018 2. Review of the District Foundation statement including the mission and vision 3. Discussion on 21st Century Learning (Ministerial Order on Student Learning)

Recommendation: That the Board of Trustees:

(a) provides administration with direction regarding the topic for community engagement for the 2014-2015 school year, and further that

(b) the topic/focus for 2014-2015 community engagement will be (as agreed upon at the June 17, 2014 Public Board Meeting).

Re: 2015-2016 District School Year Calendar

Attached for your approval is the District School Year Calendar for the 2015-2016 school year. In order to meet the instructional time requirements of Alberta Education it is recommended that the first day of instruction for the 2015-2016 school year be Tuesday, September 8, 2015 and the last instructional day be Tuesday, June 28, 2016. The 2015-2016 District School Year Calendar:

1. Contains 188 instructional days and 194 operational days. 2. Commences with two consecutive teacher preparation days on September 3rd and 4th, 2015. 3. The Christmas vacation period begins on Monday, December 21st, 2015 and concludes on

Friday, January 1st, 2016. 4. Faith Development Day is on Tuesday, February 2nd, 2016. 5. The Spring Break begins on Monday, March 28th, 2016 and concludes on Friday, April 1st, 2016.

Schools will organize their hours of operation to meet the minimum requirements established by Alberta Education: 950 hours of instruction for elementary and junior high students, 1000 hours of instruction for senior high school students. The 10 month calendar is followed by all District schools except for Mother Teresa School, St. Alphonsus School, and St. Catherine School which follow a Year Round School Calendar. The Year Round School Calendar is approved by the Superintendent and is attached for your information.

Recommendations: (Two Separate Motions)

1. That the Board of Trustees approves the 2015-2016 District School Year Calendar. 2. That the Board of Trustees receives as information the 2015-2016 Year Round School Calendar.

The Collective Agreement with UNIFOR 52A (Edmonton Catholic Schools Support Staff) expired on August 31st, 2013. The negotiation process began on October 4th, 2013. The attached documents will provide highlights of the memorandums achieved with UNIFOR 52A through the negotiating process. Recommendation: That the Board of Trustees accepts and ratifies the final Memorandum of Agreement with UNIFOR 52A, dated May 20th, 2014. Attachments

EDMONTON CATHOLIC SEPARATE SCHOOL DISTRICDT NO. 7 and

UNIFOR 52A HIGHLIGHTS OF MEMORANDUM OF AGREEMENT – MAY 20, 2014

1. Duration of Collective Agreement: September 1, 2013 to August 31, 2016 (3 years)

2. Salary increases 0-0-2% (2% increase effective September 1, 2015) 3. Family Related Leave - Eligible employees shall be entitled to a maximum of two (2)

days leave per year, without loss of pay, for the purpose of caring for a family member or attending to personal matters. This benefit becomes effective September 1, 2015.

4. Salary Grid - Significant changes (operational improvements) have been made to the

salary grid to simplify it by removing ambiguities that caused interpretation and application confusion. [There are no cost implications to these changes but it does resolve potential liabilities around the interpretation of both long service increments and vacation pay provisions.]

5. Maintenance of Individual Full Time Equivalency - It was agreed that every effort would

be made to prevent an employee from having her/his FTE reduced and that the Employer would try to maintain larger FTE as opposed to splitting into smaller part time positions.

6. Defined critical illness to assist in application and offset to family related leave

provisions. Definition tied to leave where loss of life is imminent.

7. Application for Extended Disability Benefits – After 30 days of medical absence, it was agreed that the employee would apply for extended disability benefits.

8. Grievance Process – Step 3 was eliminated, thereby focusing on a more collegial approach to problem solving.

9. Letter of understanding for the trial of flexible scheduling – subject to the approval of the

Employer and the Union.

10. Several collective agreement wording/language changes were agreed to in order to simplify the administration of the contract.

11. The total cost of the agreement:

a. Salary i. 1% increase in salary = $253,000

ii. 2% increase in salary = $506,000

b. Family Related Leaves i. Estimated cost of family related leave = $112,000

1. Average daily earnings (estimated) 2. Multiplied by total FTE of employees 3. Multiplied by the expected utilization rate for paid days (70%) 4. Offset by the degree to which such leave are already accessed

through sick leave (40%)

Re: Participation in March for Life, Thursday, May 14, 2015

In a special message to Catholics across Britain and Ireland, ahead of their annual Day for Life on July 28, 2013, Pope Francis emphasized the need to care for life from conception to natural end. He said:

"Calling to mind the teaching of Saint Irenaeus that the glory of God is seen in a living human being, the Holy Father encourages all of you to let the light of that glory shine so brightly that everyone may come to recognize the inestimable value of all human life. Even the weakest and most vulnerable, the sick, the old, the unborn and the poor, are masterpieces of God's creation, made in his own image, destined to live forever, and deserving of the utmost reverence and respect. His Holiness prays that the Day for Life will help to ensure that human life always receives the protection that is its due, so that "everything that breathes may praise the Lord" (Psalm 150:6)."

The annual March for Life is an opportunity for Edmontonians of all denominations and faiths to show our city that they value all human life. On May 8, 2014 a highly successful March for Life was held in our city consisting of a Mass at St. Joseph's Basilica at 10:30 am celebrated by Archbishop Richard Smith followed by a gathering at the Legislature which included addresses by Bishop David Motiuk and Bob McKeon, Social Justice Associate Director, Catholic Archdiocese of Edmonton. High schools from around Alberta attended including St. Dominic High School from Rocky Mountain House. It is also important to note that the 2014 March was endorsed by our Alberta Catholic bishops.

The sanctity of life is an important teaching of our Catholic faith which our Pope calls us to witness to and protect. One way we can raise awareness in our students of this teaching is by having them participate in the March for Life each year.

The March is held on a Thursday each year which is a short day for us at ECSD however our students often attend activities outside of official school hours such as sports events and science fairs.

Recommendation: That the ECS district send a bus load of students from each of our junior and senior high schools to attend the annual March for Life each year.
