Board of School Directors Meeting October 25, 2016

BOYERTOWN AREA SCHOOL DISTRICT Board of School Directors Meeting

October 25, 2016 The October 25, 2016, Boyertown Area School District Board of School Directors meeting was convened by President Jill Dennin at 6:30 PM in the Education Center. The following members were present: Clay D. Breece Stephen Elsier Christine M. Neiman Robert J. Caso John C. Landino Donna L. Usavage Jill A. Dennin David P. Lewis The following member was absent: Paul D. Stengle Everyone participated in the Pledge of Allegiance to the United States of America and a moment of silence. Mrs. Dennin read a statement concerning public participation in a board meeting. Mrs. Dennin notified the public the procedures and rules for public participation are detailed in Boyertown Area School District Board Policy #006 which is available at each board meeting and on the school district website. No Previous Executive Sessions. Mrs. Dennin asked if there were any members of the audience that would like to address the Board. Brandon Foose spoke in support of the accelerated timeline to get air-conditioning installed in all the elementary schools. Mr. Foose talked about high temperature in the classroom and the impact on health and education. Mr. Foose acknowledged the Boyertown school taxes are one of the lowest in Berks/Montgomery Counties, but stated the school district ranks 114th in the State in average teacher salary and in the bottom third in the State on the amount spent per student which is $3,000.00 below the State average. In order for the students to compete with the top schools the school district must provide equal footing educationally and with amenities which includes air-conditioning. Ruth Dierolf spoke on her previous question on the elimination of committee meetings being on the October 11, 2016, board meeting agenda without being discussed in a public meeting before being placed on the agenda. Mrs. Dierolf asked about information being requested by a board member concerning any upgrade in electricity being needed at Pine Forge Elementary School. Mrs. Dierolf wanted to know if this had been addressed as she had not heard a response at a public meeting. Mrs. Dierolf wanted to know why there was no Treasurer’s Report at this evening’s meeting. Board of School Directors Meeting October 25, 2016 Parent/Community & Intergovernmental March 22, 2016 Relations Committee Personnel Committee September 13, 2016 Policy Review Committee August 16, 2016 Suggestion Committee April 22, 2014 Motion moved by Mrs. Usavage, second by Mr. Elsier There was extensive discussion concerning the content of the committee meeting minutes in relation to important information, pertinent board member discussions, and board member directions and timelines given to Administration not being properly documented for the Enrollment Review Committee, Finance Committee, Personnel Committee, and Policy Committee. There were comments that, according to policy, minutes do not get transcribed verbatim and minutes do not list individual board member comments verbatim. The minutes developed by the Administration Liaison for each committee being presented this evening represent what took place at the meetings and meet policy requirements. Videos of all meetings are posted on the school district website for anyone to view the entire meeting. It was noted minutes are the “permanent” record of a meeting and should include everything that occurred at the meeting. The minutes for the Enrollment Review Committee, Finance Committee, Personnel Committee, and Policy Committee should be redone to more accurately reflect the meeting. A board member recommended all the committee minutes be tabled at this time and only accept the October 11, 2016, board meeting minutes. Another board member suggested that the motion be amended to only include the board meeting of October 11, 2016, minutes and the committee minutes not in question and table the committee minutes that are not acceptable. Mrs. Usavage and Mr. Elsier withdrew the motion to approve all the minutes. Motion to accept the minutes of Board of School Directors meeting of October 11, 2016, moved by Mrs. Usavage, second by Mr. Breece. Motion to accept the minutes of October 11, 2016, as presented, carries: Yea: Breece, Caso, Landino, Lewis, Neiman, Usavage, Elsier, Dennin. Nay: None. Motion to accept the minutes of the Curriculum Committee of August 23, 2016, Facilities Committee of August 30, 2016 , Parent/Community & Intergovernmental Relations Committee of March 22, 2016, and Suggestion Committee of April 22, 2014, moved by Mr. Landino, second by Mr. Breece. Board of School Directors Meeting October 25, 2016 No Board President’s Report Administration is providing information regarding elementary enrollment and the work completed by the Enrollment Review Committee. Administration requests that the Board of School Directors provide direction related to this function. Mr. Robert Scoboria, Assistant Superintendent, did an elementary enrollment presentation. A copy of the Elementary Enrollment Update is included in the Appendix of these minutes. A board member asked if the slide showing the “significant repairs” were repairs already done or repairs that need to be made and Mr. Scoboria stated the repairs need to be done. A board member wanted to know how full day kindergarten was made a part of the elementary enrollment update presentation. Mr. Scoboria and Mrs. Dennin explained the reasoning for making full day kindergarten a part of the presentation. There were comments on the eleven year growth pattern, open/available elementary classrooms, enrollment trends over eleven years versus how many schools have had additions to their building, full-day kindergarten cost versus budget impact, in reviewing the enrollment trends the use of gray areas has worked in varying degrees to best utilize the buildings, full-day kindergarten prior to this year was not option due to space and in the school year 2017-2018 space will be available, and full day kindergarten benefits student achievement. Board members stated the Board should give direction on each of the Administrative Recommendations made in this presentation by a voice vote. Board members suggested having a plan to reserve some capacity in the Montgomery County schools due to the growth in the eastern portion of the school district, trying to keep children in the local schools and at the same time maximizing the efficiency of all the schools, taking this opportunity to study the academic impact at all elementary grade levels to provide the best educational plan with the budget dollars available, the need for a true Strategic Plan which considers all the factors affecting the school district which would help to judge the impact of various decisions, and the added cost of millions of dollars yearly to have full day kindergarten which would be an additional burden to the taxpayers. Dr. Faidley stated administration is asking for clear direction from board members on whether the Board wants administration to move forward and provide information on the Administrative Recommendations. The unaudited results of the 2015-2016 fiscal year were reviewed by Mr. David Szablowski, Chief Financial Officer, and information on the District’s various funds were presented detailing the purpose of the fund, a historical view of each fund, and a discussion on fund balances. There was discussion on various aspects of the finances and questions were addressed by Mr. Szablowski. A copy of the handouts are included in the Appendix of these minutes.

Board of School Directors Meeting October 25, 2016 At the October 11, 2016, Board of School Directors meeting Administration presented a plan to air-condition the remaining elementary school buildings with no air-conditioning. These buildings include Washington Elementary, Colebrookdale Elementary, Earl Elementary, and Pine Forge Elementary. Based on the support expressed by the Board, Administration is now asking the Board to approve Administration to enter into a contract with Fidevia for Construction Management of the classroom air-conditioning installation at the above mentioned schools at a cost of $85,600. This contract is subject to the District Solicitor review. Motion moved by Mr. Caso, second by Mr. Elsier. There were comments in support of using Fidevia who is the construction manager for the Junior High West project. A board member suggested using school district facilities employees instead of Fidevia for cost savings. Questions on the cost of $85,600 being in line with the other air-conditioning project currently taking place in the school district, why this is not a Guaranteed Energy Savings Act (GESA) project, and funding of the project were addressed. Motion to authorize Administration to enter into a contract with Fidevia Construction Management and Consulting, Lititz, PA, to serve as construction manager for the elementary classroom air-conditioning project at Washington Elementary, Colebrookdale Elementary, Earl Elementary, and Pine Forge Elementary with the contract being subject to satisfactory review by the District solicitor, carries: Yea: Breece, Caso, Landino, Lewis, Usavage, Elsier, Dennin. Nay: Neiman. At the October 11, 2016 Board of School Directors meeting Administration presented a plan to air condition the remaining elementary buildings with no air-conditioning. These buildings include Washington Elementary, Colebrookdale Elementary, Earl Elementary, and Pine Forge Elementary. Based on the support expressed by the Board, Administration is now asking the Board to authorize Administration to enter into a contract with McCarthy Engineering for the design of the classroom air-conditioning specifications and installation at the above mentioned schools at a base cost of $62,800. The contract is subject to the District Solicitor review. Motion moved by Mr. Elsier, second by Mr. Caso. Administration addressed board member questions on the cost being in line with the other air-conditioning project currently taking place in the school district, the number of rooms being air-conditioned based on the letter from McCarthy Engineering, and were the electrical systems taken into consideration for each school building. Board members were advised any additional scopes of work needed on this project would be brought back to the Board for discussion and approval. Motion to authorize Administration to enter into a contract with McCarthy Engineering, Boyertown, PA, for the design of the elementary classroom air conditioning project at Washington Elementary, Colebrookdale Elementary, Earl Elementary, and Pine Forge Elementary with a base cost of $62,800 with the contract being subject to satisfactory review by the District solicitor, carries: Yea: Breece, Caso, Landino, Lewis, Neiman, Usavage, Elsier, Dennin. Mrs. Dennin, Pennsylvania School Boards Association (PSBA) Liaison, stated she attended the PSBA Annual Conference held in Hershey on October 13-15, 2016. Mrs. Dennin said it was an excellent conference and encouraged board members to attend next year as it is an opportunity to network and share best practice ideas with other school board members across the State. The speakers and workshop sessions were very information this year and Mrs. Dennin will be sharing a written report with the board members on the conference. Mrs. Usavage, Student Representatives Liaison, met with Student Representatives Kathryn Schell and Taylor Bianchini last week. The students shared that they wanted to provide more engaging reports and would like to be more involved in the board member conversations on various school district matters by sharing their perspective and opinions. Mrs. Usavage said the students commented it was very nice to have board members come to and support school district events. Mr. Caso said he was able to attend the homecoming carnival. Mr. Caso shared the students were super kids and very outgoing and he was glad he supported the event. Mr. Caso encouraged board members to participate in the various events that take place in the school district. Mrs. Dennin asked if there were any members of the audience that would like to address the Board. Linda Curry said past practice was to have committee minutes that were going to be approved available to the public at the committee meetings. Mrs. Curry wanted to know

Board of School Directors Meeting October 25, 2016 why there were no committee minutes available at this evening’s meeting when they were on the agenda for approval. Note: Earlier at this evening’s meeting Dr. Faidley mentioned the committee minutes were available on the school district website. Mrs. Curry requested to know under what category legal costs were located on the general fund expenditure report. Mrs. Dierolf asked if the modular units located at Gilbertsville Elementary School were going to be removed since the sixth graders were moving to the junior high school starting the 2017-2018 school year. Mrs. Dierolf requested a cyber charter school update and commented on Boyertown Elementary School air-conditioning. Mr. Elsier took the Boyertown Senior High School tour on Saturday and thanked administration for coordinating the tour. Mr. Elsier stated the project is coming together and is on schedule and feels good about the project and where the school district is headed. Mr. Lewis was invited to speak at the high school to chemistry students about his employer’s technologies and said it was a fun day interacting with the students. Mr. Lewis shared that several community members have approached him inquiring if the track at the high school could be dedicated in memory of Gerald “Jerry” Karver who was an avid runner and an advocate for the track. Mr. Lewis wanted to know if this could be done under Policy #1510 – Naming Rights and how to pursue having the track dedicated in the name of Mr. Karver. Mr. Breece asked about the high school auditorium cost and Dr. Faidley stated the information would be in the next weekly board newsletter. Mr. Breece wanted to know if the November curriculum presentations were going to be on common core math. Mr. Breece was advised the meeting on November 15, 2016, would be on the Comprehensive Data Summary and the meeting on November 29, 2016, would be on the Program of Studies and no presentation was being done on common core math. Motion to have a second grade teacher do a demonstration at a meeting in November on common core math in relation to how the District teaches students to add and subtract, second by Mr. Caso. Mrs. Dennin asked if there were any members of the audience that would like to address the Board on the demonstration on common core math motion. No Public Comment. Dr. Faidley said another option instead of paying a teacher to come to a meeting would be to videotape the actual lesson being taught in the classroom. Ms. Neiman suggested Dr. Woodard or Dr. Miller could do the demonstration since they are both knowledgeable about common core math. Mr. Breece stated he wants a teacher to do the demonstration. Dr. Woodard informed the board members that parent presentations on the school district elementary math program are currently being done at all the elementary schools by an instructional coach and herself. The presentation is approximately one hour and fifteen minutes. The next one is November 9, 2016, and the presentation could be videotaped as another option. Dr. Faidley asked if the Board’s preference is to watch a one hour and fifteen minute video at a board meeting, have a teacher do a presentation at a board meeting, have the video in the weekly board newsletter, or board members could individually go in person with Dr. Faidley into the classroom to see observe the lesson.

Board of School Directors Meeting October 25, 2016 Mrs. Usavage prefers and recommends a video as it could be posted on the website and could be watched at any time by board members and the public. Mr. Elsier feels it would be beneficial for board members to be educated on common core math. Mr. Elsier does not see a need to have a teacher come to a meeting as a video would be fine. Mr. Elsier likes the idea of a video to be able to see the reaction on the students during the learning process in the classroom. Mrs. Usavage would like to amend motion to have the video, as a video would be more cost effective. Mr. Breece did not agree to the amendment as he wants a teacher to do the demonstration at a board meeting so that interaction can take place to have a full understanding on what is being taught. Ms. Neiman asked if it would be possible to attend the math presentations at the elementary schools. Dr. Faidley stated it would be possible. Motion to have a second grade teacher do a demonstration at a meeting in November on common core math in relation to how the District teaches students to add and subtract, does not carry: Yea: Breece, Caso, Landino. Nay: Lewis, Neiman, Usavage, Elsier, Dennin. Mr. Breece asked if the school district uses student performance profiles to help juniors and seniors in their course of study decision making to prepare them for their future career choice. Dr. Faidley said Boyertown has career portfolios in place for the students. Dr. Faidley will share a career portfolio and how it is used in the weekly board newsletter. Mrs. Usavage explained why she cast a negative vote on tabling the four committee meeting minutes. Dr. Faidley attended the Boyertown and Bally Halloween parades and both were wonderful community events. Dr. Faidley did classroom visits at Earl, Pine Forge, and Washington Elementary schools observing instruction practices. Dr. Faidley praised the professional staff on their teaching techniques learned from professional development done by Dr. Woodard in coordination with the instructional coaches. Dr. Faidley, Dr. Miller, and Mrs. Usavage met for a discussion on “key performance indicators” and will be presenting at a January board meeting for further discussion. Dr. Faidley notified the public that effective with this meeting materials/handouts being shared at board meetings will be posted under the “Important Announcement” section on the school district website. Dr. Faidley noted the review of school district policies is on track with only sections 700, 800, and 900 remaining to be reviewed and approved. Ms. Neiman talked about the length of this evening’s meeting and if this is any indication of the length of meetings then a time limit needs to be established. Dr. Faidley suggested working together to set time parameters on each agenda item for better time management and the time limit would be communicated to the board members prior to each meeting. If the time limit is reached a decision can be made to conclude the discussion or bring the item back to another meeting for further discussion. Mr. Breece stated there could be more meetings. Dr. Faidley would like to first try time management before going to additional meetings.
