ROLL CALL: BOARD OF DIRECTORS:

• Pledge of Allegiance ANNOUNCEMENTS FROM CLOSED SESSION: PUBLIC COMMENT: The Board of Directors is limited by State law to providing a brief response, asking questions for clarification, or referring a matter to staff when responding to items that are not listed on the agenda. CONSENT CALENDAR: (Single motion and vote approving 10 recommendations, including 1 Resolution.) 1. Approve the Regular Meeting Minutes of September 22, 2015. 2. File correspondence with the Board.

3. Award a contract to the lowest responsive/responsible bidder, Garton Tractor, Inc., in an

amount, after the addition of taxes, not to exceed of $257,063 for supplying one fully up-fitted tractor and mower apparatus to the District under Request for Quotation No. 1524.

4. Award a contract to the lowest responsive/responsible bidder, Clayton Homes of West

Sacramento, in an amount, after the addition of taxes, not to exceed $208,500 for supplying one mobile home for the Pardee Recreation Manager, as specified in Request for Quotation No. 1529 beginning on or after October 15, 2015.

5. Award a contract and authorize an agreement relating to the Main Wastewater Treatment

Plant Engineers Road Widening Project: 5.1 Award a contract to the lowest responsive/responsible bidder, Gallagher and Burk, Inc.,

in the amount of $2,029,000 for construction of the Main Wastewater Treatment Plant Engineers Road Widening Project under Specification SD 357A.

5.2 Authorize an agreement beginning on or after October 13, 2015 with TranSystems

Corporation in an amount not to exceed $136,705 for design services during construction for the Main Wastewater Treatment Plant Engineers Road Widening Project.

6. Authorize a direct award contract to AssetWorks, LLC in an amount not to exceed $120,000

for the purchase and installation of the KeyValet automated motor pool management system as a module to the District’s existing FleetFocus enterprise system.

7. Authorize agreements beginning on January 1, 2016 with Shell Energy North America for

the sale of energy and Renewable Energy Credits and Resource Adequacy capacity from the District’s Camanche and Pardee hydropower facilities for up to five years.

amount not to exceed $99,000 to prepare environmental documentation for potential 2016 Sacramento Valley water transfers.

9. Consider the June 2015 Addendum to the Main Wastewater Treatment Plant (MWWTP)

Land Use Master Plan Environmental Impact Report, determine that no further environmental review is required under the California Environmental Quality Act, and authorize an agreement with Recology San Francisco and Recology East Bay (collectively, “Recology”) for delivery of organic waste collected and preprocessed by Recology from customers within the City of San Francisco to the MWWTP for digestion and conversion into renewable energy by the District.

10. Approve revisions to the District’s Water Service Regulations, Section 5 – Private Fire

Service and Section 12 – Non-registering and Unreadable Meters. (Resolution) DETERMINATION AND DISCUSSION: 11. Legislative Update:

SUBJECT: 2015 Critical Drought Action Plan Update

SUMMARY

Staff continues implementing the 2015 Critical Drought Action Plan to support customer conservation and customer compliance with drought-related regulations and ordinances adopted by the Board and the state. The third quarter summary of plan achievements is provided as Attachment 1.

Based on water production, September demand was down 22 percent compared to the same time period in 2013. Since April 2015, when the Board declared a mandatory 20 percent districtwide water use cutback, the average savings rate through September is 27%. Since June 2015, based on state requirements of 16 percent water use reduction target for EBMUD, the average savings rate through September is 28%. Both EB MUD and S WRCB target savings rates are being surpassed. Since the February 11, 2014 drought declaration the cumulative savings rate is 17 percent and since January 2015 the cumulative savings rate is 21 percent.

DISCUSSION

Customer Outreach and Activity. During September, staff responded to 797 drought­related phone and 125 web mail inquiries regarding customer conservation efforts, rebate programs, excessive use penalties and the drought surcharge. The taste and smell page on the website had nearly 3,400 views. Rebates were processed for 852 requests. Business orders for conservation materials such as devices, restaurant table tents, hotel linen cards, shower stickers, and nursery plant tags continued with 1,613 orders placed through the online store. Staff continues to respond to a high volume of water waste reports; 539 were received in September and 73 percent involved residential properties.

Home Water Reports continue to be an effective customer engagement tool with 22,786 reports distributed in September. The reports continue to help inform customers of additional conservation services through the online portal and District website. Water conservation activities completed in September are summarized in Attachment 2.

The District continues to work with residential and business customers on meeting the drought outdoor watering restrictions. Golf courses that have pledged a 40% reduction from their 2013 baseline have been doing very well in achieving savings to date. Staff continued to meet with members of the Landscape Advisory Committee and have another meeting scheduled in October to engage members on ideas and approaches to enhance community outreach and services that will promote efficient landscape design, irrigation and maintenance practices. The District also held a number of outdoor landscaping community workshops in September that were supported with $2,000 in drought education funding from the California Department of Water Resources. Interest in scheduling Board members and staff to speak on water supply and drought efforts remains high. Recent and upcoming speaking engagements are shown in Attachment 3.

During September staff responded to twenty drought-related media inquiries that addressed violations of the outdoor watering restrictions, land use planning, demand reductions, recycled water projects and the potential impact of El Nifio on drought. The drought theater program EBMUD is sponsoring at community events throughout the service area was presented in seven cities during September and two shows are scheduled for October.

The September-October Customer Pipeline continues mailing. It thanks customers for conserving, features advice to help customers save water outdoors and provides an update on recycled water use in the service area. As part of continuing efforts to communicate the consequences of excessive water use and water theft, the current top of bill message informs customers that California law requires EBMUD to release the name, address and water use data of customers who have used water in violation ofEBMUD's regulations and ordinances if that data is requested under the Public Records Act.

In April, EBMUD mailed a request from President Mellon to all cities, counties, special districts and homeowner associations with.in our service area asking them to make a pledge to partner with EBMUD to conserve water during the drought. The pledge commits those who sign to helping educate local residents and businesses on how to conserve and to promoting compliance with mandatory water use restrictions. Community pledges received to date will be listed on EBMUD's website to thank our partners for helping to meet our service area conservation goals. The listing will include hyperlinks to conservation information on our partners' websites.

District Operations. Staff continues to actively monitor and manage EBMUD's own water use. Water use at our facilities was down 22 percent compared to 2013 from January -September (26,312 units consumed in 2013 and 20,598 in 2015) and cumulative water use from February 2014 - September 2015 is down 16 percent.

Trucked Recycled Water Program. The amount of trucked recycled water used in September was 397,000 gallons from the East Bayshore station and 181,000 gallons from the North Richmond station, for a total of 578,000 gallons.

Key Messages • Taste and smell inquiries

a. Every source has its own unique water chemistry and nutrient profile that results in a different taste and smell. Due to drought, during 2015 all customers are receiving drinking water that includes some water from a different source than normal.

b. Please bear with us; EBMUD is doing its best to manage the taste and smell changes, which are affecting all parts of our service area at different times due to differences in source water and treatment plant processes.

• EBMUD restrictions and prohibitions on water use are in effect until further notice, consistent with California outdoor water use restrictions. Except where necessary for public health and safety, all EBMUD customers are required to:

a. Limit watering of outdoor landscapes to two non-consecutive days per week, before 9am or after 6pm, with no overspray or nmoff; b. Use a hose with a shutoff vaJve when hand-washing motor vehicles; c. Eliminate using potable water to clean driveways, sidewalks and other hard surfaces; and d. Turn off any fountain or decorative water feature that uses potable water unless the water is recirculated.

• Please cut your water use by following mandatory outdoor use restrictions and being mindful of every drop. Thank you for conserving. a. Finding and fixing leaks indoors and out is an easy way for most customers to save water--and strive for 35 gppd indoors. b. Outdoor irrigation can account for 30-70 percent of overall SFR water use, so reducing use is an easy way to save a lot of water. c. Converting lawn to WaterSmart plants and spray to drip irrigation can add significant outdoor water savings. d. Seasonal reminder: as the days grow shorter, plants require less water so irrigation time can be reduced. When the first winter rains

begin, turn off automatic irrigation controllers and hand-water plants as needed. e. Apply mulch, check your soil and water before dawn or at dusk to lower evaporation. f. Visit our WaterSmart Center for free water saving devices, indoor and outdoor rebates and conservation information.

• EBMUD needs to cut 20 percent District-wide compared to 2013, but is not allocating a certain amount of water cuts per person because: a. We need all customers to conserve. Our community has used water wisely since the last drought. Together we saved an extra 13% in

2014. For those customers who cut back, thank you. For those who have not or can do more, we ask you to step up. b. You know how you use water; our website's water use calculator can help you consider if there are any more ways you can save. c. Customer investments in supplemental supplies give more supply flexibility than in prior droughts. EBMUD is taking available

EAST BAY MUNICIPAL UTILITY DISTRICT DATE: October 13, 2015 MEMO TO: Board of Directors FROM: Alexander R. Coate, General Manager SUBJECT: Monthly Report – September 2015 HIGHLIGHTS Butte Fire update. On September 9, staff monitoring Cal Fire radio traffic for a fire near District property in Amador County heard a request made for water scooper aircraft from Lake Tahoe to take water from Pardee Reservoir. Staff immediately contacted Cal Fire dispatch and authorized the water take for firefighting efforts. By 6:00 p.m. the fire extended across the Mokelumne River canyon and into Calaveras County. The fire burned for another week and was fully contained on October 1. The Butte Fire burned 71,000 acres in Amador and Calaveras Counties and was the 7th most destructive fire in California’s history. The fire caused 13 District employees and their families to evacuate their homes and 3 of these employees lost their homes. Staff provided mutual aid for towns affected by the Valley Fire. Staff provided assistance to the California Governor’s Office of Emergency Services (CalOES) and the Cities of Cobb and Middletown following the Valley Fire. The fire has affected over 70,000 acres in Lake County and burned over 1,000 structures. Staff assisted in the evaluations of the Middletown wastewater treatment plant and water systems for Cobb and Middletown. Both evaluation teams are working with CalOES to help return full water and wastewater service to the towns. EBMUD to receive a $200,000 grant from the U.S. Bureau of Reclamation (Bureau) to prepare a Bay Area Regional Reliability (BARR) Drought Contingency Plan. The $200,000 award was the maximum allowed under the Bureau’s WaterSMART program. The work is being performed on behalf of the eight water agencies of the BARR partnership, with EBMUD in the lead role. Grant funding will be supplemented by agency matching funds and in-kind services. The Bay Delta Conservation Plan has been renamed WaterFix. The plan has evolved from a habitat conservation plan into a traditional project and the draft EIR/S has been recirculated for additional comments. Without the conservation plan components, WaterFix will not include long-term operating permits. The three primary areas of concern for the District are potential impacts on existing and proposed Mokelumne Aqueducts, reverse flows at the Freeport Regional Water Facility and potential impacts on the Mokelumne fishery. The comment period currently is scheduled to close October 30 but may be extended. Staff will provide an update on WaterFix at the Board’s October 27 meeting. September 11-September 14, District staff provided 24 hour support for the Alameda County Sheriff's Office Operation Urban Shield 2015. Operation Urban Shield is a full-scale regional preparedness exercise of law enforcement and emergency services agencies at 58 sites staged at critical infrastructure locations around the Bay Area. The District’s Emergency

Board of Directors Monthly Report – September 2015 Page 2 Operations Center in Oakland and Mobile Emergency Command Center were used as incident command posts for two scenarios and the emergency water bagging trailer was used to provide bags of drinking water to tactical teams coming off the obstacle course and hill run. Staff gathered lessons learned from the exercise regarding District equipment functionality. WATER SUPPLY AND WATER RIGHTS PROGRAMS AND ACTIVITIES On September 14, District and Contra Costa Water District (CCWD) staff discussed the possibility of EBMUD participating in the Los Vaqueros Enlargement Feasibility Study. CCWD is initiating planning for a further expansion of Los Vaqueros Reservoir to replace the existing dam and increase capacity from 160,000 to 275,000 acre feet. EBMUD performed several reconnaissance-level model studies to explore potential options for participating in the enlargement feasibility study. These studies focused on identifying potential benefits and infrastructure constraints of the options. The District begins paying down Central Valley Project (CVP) contract deficit. In September, the District paid $400,000 to USBR to begin paying down the CVP contract deficit of about $11,000,000 from previous years’ operations and maintenance charges and construction costs. The deficit will be paid off through a combination of annual payments and payments on each unit of CVP water delivered to the service area. Funds for deficit payments are included in FY16 and FY17 budgets. The District has until 2030 to repay its deficit. Water use data submitted to the State Water Resources Control Board as part of state drought reporting requirements. Staff submitted water use data for August, including newly required information on water waste complaints and enforcement. The District’s total production in August 2015 is approximately 27% lower compared to August 2013. The residential water use for August 2015 is 74 gallons per capita per day (gpcd) as compared to 103 gpcd in August 2013 and to 124 gpcd for August time periods in 2005-2007. FRWA/FSCC Operations. In September, 8,129 acre feet (AF) of supplemental supply was delivered, with delivery of 5,307 AF to San Pablo Reservoir, 1,793 AF to USL Reservoir and 1,029 AF to Walnut Creek Water Treatment Plant. Since the start of FSCC operations April 15, 2015, a total of 41,750 AF of supplemental supply has been delivered at an average rate of 80 MGD. Of the total, 15,308 AF has been delivered to San Pablo Reservoir, 25,413 AF has been delivered to USL Reservoir, and 1,029 AF to Walnut Creek Water Treatment Plant. Precipitation. The East Bay precipitation for September was 0.01 inches (3% of average) and the season total was 0.08 inches (21% of average). The Mokelumne precipitation for September was 0.06 inches (8% of average) and the season total was 0.59 inches (46% of average). Releases from Camanche Reservoir. The average rate of Camanche release for September was 145 cfs (0 cfs generation, 129 cfs sluice, and 16 cfs through the hatchery), and the average flow below Woodbridge Dam was 19 cfs, both in accordance with the Joint Settlement Agreement "Critically Dry" criteria.

As of September 30, 2015, Pardee was at 538.3 feet or 76% of average, and the Camanche was at 177.6 feet or 37% of average. Combined Pardee and Camanche reservoir storage was 239,000 acre-feet compared to 296,000 acre-feet last year. Releases from East Bay Reservoirs. There were no East Bay reservoir releases in September. East Bay reservoirs storage is 97% of average. As of September 30, 2015, USL was at 450.6 feet or 119% of average, San Pablo was at 288.5 feet or 77% of average, and Briones was at 563.4 feet or 99% of average. Total terminal reservoir storage was 114,000 acre-feet compared to 108,000 acre-feet last year. Mokelumne Aqueducts and Raw Water Pumping Plants. The average rate of Mokelumne Aqueduct draft for September 2015 was 88 MGD. Moraga Raw Water Pumping Plant (RWPP) (FSCC operation) pumped a total of 572 MG at an average of 57 MGD from September 1st to 10th to refill USL Reservoir, and was shut down for the season on September 10. Note: Data are all from preliminary daily operational reports and are subject to revision. CUSTOMER EVENTS AND PUBLIC OUTREACH Staff participated in a webcast interview for Stormwater Awareness Week. The topic of the presentation was “Protecting Salmon and Steelhead by Restoring their Habitat”. On September 25, as part of the stormwater awareness week, staff led tours of the Mokelumne River Fish Hatchery and tours of the Gravel Restoration Project in the Mokelumne River Day Use Area. On September 13, the District hosted a booth at the 2015 Solano Stroll event in Albany. Staff provided information regarding water conservation and pollution prevention programs. People were eager to report their individual water saving actions and had many questions about smart water meters, outdoor irrigation hours and how to identify and fix water leaks. Alameda-North Bay Farm Island Pipeline Crossings Project. Staff hosted two public meetings on September 1 in Alameda and September 10 in Oakland to brief the community and other stakeholders and receive input on the project for which the District is preparing an Environmental Impact Report (EIR). Approximately 1,800 notifications were sent to responsible agencies, residents, and property owners. One member of the community attended and voiced

Staff explained that the EIR will include an analysis of construction-related traffic and air quality impacts. Contract Equity Program Highlights Disabled Veteran Business Enterprise (DVBE) and pilot local hire component update. Staff is continuing work to include DVBE to the small business definition and pilot local hire component for its Contract Equity Program. The local hire pilot will begin with the Diablo Pumping Plant Rehabilitation project advertising in October. On September 18, staff participated in the “A Force for Good” event hosted by Asian, Inc. and the Minority Business Development Center. The event was part of the 2015 Minority Enterprise Development (MED) Week Celebration in San Francisco.

Water Conservation Outreach On September 12 staff participated in Alameda County Supervisor Wilma Chan’s Water Conservation Workshop in Alameda. The presentation covered how the drought is affecting the District’s water supply, water use regulations and water conservation programs and services available for customers. Approximately 15 attendees from the community were present. The event gained media attention and the District was mentioned as a participant in the workshop. Staff will participate in two additional workshops scheduled for October 10 and 17 in San Leandro and Oakland. On September 19 staff met with Mr. Hamish Reid, General Manager Customer of South East Water in Melbourne, Australia. Mr. Reid was in the Bay Area meeting with various utilities to learn about the drought, conservation and advanced metering infrastructure (AMI) programs. Staff provided an update on drought, conservation, AMI and water loss control pilot studies. South East Water is planning to convert 800,000 connections to AMI. On September 21 staff participated in hosting visitors from Aarhus Water Utility in Denmark. Areas of interest focused on the drought, water conservation, advanced metering infrastructure (AMI) and related technology pilot studies and deployments. CAPITAL IMPROVEMENTS AND FACIILTY MAINTENANCE Nine ponds were restored in the East Bay watershed to meet habitat goals for the East Bay Habitat Conservation Plan (HCP). The restored ponds will enhance red-legged frog habitat and to provide water sources for cattle to improve grazing management. The Pardee Powerhouse Station Battery Replacement project was completed on September 3. Battery power is critical to reliable operation of electrical systems at the powerhouse and devices needed to protect personnel and equipment. In October 2014, District staff performed a comprehensive maintenance testing program on the existing 20 year old batteries which showed reduced capacity and highlighted the need to replace these critical generating station batteries.

Board of Directors Monthly Report – September 2015 Page 5 Orinda Water Treatment Plant Improvements project update. Staff completed the 90% design on the Orinda Water Treatment Plant Filters, Hypochlorite, and Electrical Improvements Project. This $20 million project will improve plant reliability, simplify maintenance of critical systems and facilitate more flexible drought operations. Construction will begin in mid-2016. Staff completed the annual open-cut dam safety inspections on August 28, August 31 and September 2, with a representative from the California Division of Safety of Dams (DSOD). Lafayette Dam, a terminal reservoir, was included as part of this inspection. The inspections confirmed that the dams are operating satisfactorily. The inspections are performed annually in conjunction with the DSOD to ensure that there are no safety issues and that the dams are operated in accordance with the state licensing requirements. The remainder of the District’s terminal reservoirs will be inspected before the end of the year. On September 24, the District was notified that DSOD concurred with the findings and conclusions in the “Camanche Embankments Safety Review” submitted in October 2010. The Federal Energy Regulatory Commission (FERC) approved the report in 2014. Engineering analyses of the embankments concluded that the dam is seismically safe and not susceptible to piping and uplift. The report identified localized areas that could be deformed during a major seismic event but the movements would not affect the overall safety of the dam. DSOD agrees that remediation is not required at this time but suggests the District consider alternate means of protecting these localized areas. The District will discuss these plans with DSOD and FERC.   In September, the District’s application to hold and manage mitigation lands was approved by California Department of Fish and Wildlife. The approval expires in August 2020. As part of the San Pablo Dam Seismic Upgrade, the District set aside portions of Pavon and Scow Canyon to mitigate the wetland and wildlife impacts of the project. Initially, the District was required to set up an agreement with a third party trust to hold the conservation easement on the properties. The District applied for approval to hold the easements. District staff will now work to set up a method to manage and oversee the easements and endowments. The Dingee Pipeline and Claremont Center Aqueducts (Oakland) Replacement work continues. At the Claremont Center, work on the Dingee pipeline surge tank piping was completed and restoration work, including paving, landscaping, fencing, and punch list work continued. The sound wall installed at two locations at the Claremont Center has been removed. Broadway Terrace paving work is expected to be completed the second week in October. The Danville No. 1 Pumping Plant Improvements project was accepted as complete on September 28. The contractor replaced the 2,400 volt electrical system, replaced one 500 HP motor and one 1,000 HP motor, and replaced control valves and check valves for pump units 1-4. The contractor also replaced the 4,160 volt electrical system and replaced the control valves and check valves for pump units 5 and 6. The work included removing asbestos, modifying the service platform, and upgrading the existing bridge crane.

Board of Directors Monthly Report – September 2015 Page 6 The 39th Avenue and Redwood Pumping Plants Rehabilitation project (Oakland) was accepted as complete on September 28. The contractor demolished the existing electrical systems, pumps, valves, piping and structural slab. The contractor then installed a new PG&E primary power feed, transformers, pipes, valves, HVAC, structural slab, motor control centers, switch gear, two pumps for Redwood Pumping Plant and two District-refurbished pumps for 39th Avenue Pumping Plant. The work also included excavating, fencing, and paving. Pipeline. Staff started the Lafayette Circle West project on September 28. An archeologist will be on site while excavation is occurring since the project is located in recorded burial grounds. The project includes installation of 780 feet of eight-inch pipe. A new pipe type, Kubota pipe, was delivered to Oakport the week of September 21and training to install it began September 29 at Adeline Maintenance Center. Kubota pipe is earthquake-resistant ductile iron pipe that has successfully been used in Japan. Construction is scheduled to start in early October pending receipt of the final design package. Bureau of Land Management (BLM) Poison Pond project. On September 17, staff met with BLM to review its recent work resurveying the Poison Pond site and their amended remediation alternative. BLM is interested in pursuing an alternative that is different from the recommended alternative in the Engineering Evaluation and Cost Analysis and the Value Engineering study. This alternative would be less disruptive to the site and have an overall lower project cost. BLM and District staff will be meeting the Central Valley Regional Water Quality Board to obtain their concurrence. BLM is investigating the steps required if we deviate from the previous approach. On September 4, staff successfully completed construction of the SD 355 Richmond Advanced Recycled Expansion (RARE) Chloramination System Improvements project. Chevron relies on recycled water from the RARE facility for boiler makeup water. Process changes at West County Wastewater District, the source of the RARE influent, resulted in rapid fouling of the microfiltration membranes, causing pressure buildup and frequent back flushing. This project provided additional hypochlorite storage tanks and pumps and larger ammonia pumps to allow for chloramination of the microfiltration feed water to reduce fouling. District forces performed the design, construction management and inspection, and worked together with the contractor to maintain service to Chevron without disruption. WATER AND WASTEWATER SYSTEM OPERATIONS All authorized discharges from the Main Wastewater Treatment Plant (WWTP) were in compliance with the permit limits for the month of September. This is the 193rd consecutive month that the Main Wastewater Treatment Plant experienced no exceedances Five odor complaints were received at the MWWTP during September. Plant inspections were conducted in response to each incident to identify the source. In three instances, investigations into the cause of the odors were inconclusive . In the fourth instance, the inspector observed a very strong garbage odor emanating from a nearby recycling facility. In the fifth instance, the inspector identified an unsealed interceptor manhole used by the Wood Street Interceptor project contractor as the odor source. The contractor was responsible for sealing the manholes after use, however, the seal failed because of cover movement associated with normal

Board of Directors Monthly Report – September 2015 Page 7 cover wear. The cover was resealed and tack welded to ensure seal integrity pending future cover replacement. This complaint was phoned in by a Bay Area Air Quality Management District inspector. Staff continues working to identify and better understand odor sources at the plant. San Ramon Valley Recycled Water Project – Bishop Ranch pipeline extension update. Construction is progressing for the recycled water pipeline installation in San Ramon. In addition to the pipeline installation completed on Alcosta Blvd. in August, the contractor has installed pipelines along Executive Parkway, Camino Ramon from Bollinger Canyon Road to Norris Canyon Road, and Bishop Drive from Executive Parkway to Norris Canyon Road. On September 16, District staff met with West County Wastewater District (WCWD) staff to discuss the impacts of ongoing WCWD secondary effluent water quality issues and the impacts on EBMUD’s recycled water production for the Chevron Refinery. Staff agreed to hold joint technical meetings on a weekly basis to resolve operational issues and to develop draft short-term and long-term improvement plans by November 2015. A project to improve the chloramination system at RARE that was identified in the past in response to varying secondary effluent water quality from WCWD is near completion. September main breaks. The attached table lists the main breaks that were repaired by staff in September, sorted by city and street. The associated map shows the locations of the breaks geographically. ORGANIZATIONAL EFFECTIVENESS AND EFFICIENCY Staff contributes to popular pipeline corrosion resource book. The National Association of Corrosion Engineers International is revising Peabody’s Control of Pipeline Corrosion. Staff contributed content and illustrations for the 2001 edition and has been asked to contribute to the new one. Peabody, originally published in 1967, is the largest-selling pipeline corrosion book in the world. On September 17, staff accepted the American Society of Civil Engineers Outstanding Water/Wastewater Project of the Year award for the Estates Reservoir Replacement project. The award recognizes projects where innovation and technology improved implementation of water/wastewater projects.

On September 24, staff participated in the Northern California Facilities Expo in Santa Clara. Electrical safety in the United States is largely focused on compliance with NFPA70E and IEEE/ANSI C2, the National Electrical Safety Code. Staff provided a presentation, “Electrical Hazard Prevention Program at a Water Utility,” outlining the District’s approach, techniques used to select hazard mitigation measures, challenges, and the status of the program.

FINANCIAL NEWS There were no contracts over $70,000 and less than $100,000 approved by the General Manager in September 2015. The Net Mokelumne power revenue for September was $345,700 vs the -$7,300 planned. Inflows into Pardee Reservoir for September were 409 percent of plan and generation did occur, while none was planned. There is a minimum monthly fee of approximately $7,300 for scheduling services which is usually offset by revenue. Pardee Reservoir volume decreased over the month due to cold water releases, with Pardee reservoir level dropping 12.5 feet. Renewable power and related Renewable Energy Credits (RECs) were sold to Marin Clean Energy under the Power Purchase Agreement. The average electricity price was $38/MWh. REC revenue for September was $71,009. Total net revenue for FY16 to date is $797,646, which is 39.9 percent of planned $2,000,000 and 22.8 percent of the budgeted $3,500,000.
