Sealed Tenders are hereby invited by The Commandant, 12th Bn NDRF, andDoimukh Post: Doimukh Dist. Papumpare Arunachal Pradesh pin -791112, on behalfof the President of India for procurement of Hospital Eguipments for NationalDisaster Response Force, Doimukh.

INSTRUCTIONS TO BIDDERS & CONDITIONS OF CONTRACT

1. Sealed Tenders along with product details in two bid system are to bedeposited in the Tender Box placed in the office of the Commandant. 12thBn NDRF, Doimukh Post: Doimukh Dist. Papumpare Arunachal Pradeshpin -791112, or to be sent by registered post/speed post/courier on orbefore 17/08/2017 at 1600 Hrs.

2. Envelops should be super scribed with the Tender No. and Date.

3. Tenders will be opened in the presence of the bidders on18/08/2017 at 1000 hrs by a duly approved Board of Officers.

4. Improper or incomplete Tenders or Tender without specifications will berejected.

5. All tenders are to be accompanied with a Demand Draft of 3% of theirquoted rate as earnest money only to be drawn in favour of theCommandant 12th Rn NDRF, payable at SRI, Doimukh, (code No: 6892). This isto be retained as Earnest Money from the approved bidders.

6. Bank Drafts of unsuccessful bidders will be returned after the completionof the bidding process.

7. Bidders are to produce detailed product specification of the items, rate forwhich has been quoted. Priced offered should be inclusive of all packingand freight charges.

8. All tenders without detailed product specification will be rejected.

9. The rate quoted by the tenderer shall be valid for 0 1 (one) year and novariation what so ever will be entertained at any stage.

10. F.O.R destination, installation & Commissioning shall be at the Office ofthe Commandant, 12th RN NDRF Doimukh, Vill- Emchi, Post - Doimukh ,Distt-Papum Pare, State- Arunachall:lradesh, Pin-791112.

11. Successful tender should supply the materials within 15 days from thedate of receipt of the supply order.

12. The tender process will be in TWO BID SYSTEM under rule GFR- 163.In the first cycle only product specification conforming to thespecification will be selected and further only quotations of thetenders, "'hose product specification have been selected, will beentertained.

13. All bidders are requested to submit their offers in two covers asunder.

A) FIRST COVER should contain the following:-

i) Tender documents duly completed and signed.BUT WITHOUT INDICATING THE RATES QUOTED.

ii) Earnest money.iii) F.O.R terms, delivery period quotediv) Copy of firm registration and dealership certified.v) Any other relevant document which the firm wishes to submit.vi) Specification of the product.vii) The firm should attach IT Clearance/ Return Certificate, PAN &

GST Registration with tender form.

B) SECOND COVER should contain the following :-

i) Details of rates, taxes, duties, discount, if any quoted by the bidder. Thesedetails should be submitted on their letter pad with stamp.

e) Both the above mentioned covers should be sealed separately and super -scribed with the tender No. stores and date of tender opening.

i) These covers should thereafter, be kept in a third cover and again sealed.ii) This cover should also be super scribed with the tenders No., stores and date of

tender opening.iii) The composite bid i.e. rates indicated in the Technical bid openly in tender is

liable to be ignored.iv) Only the first cover shall be opened on the date of opening. Price bids of only

those firms will be considered for tender opening whose offer is complete in allrespects.

14. In case of successful tenderers the earnest money can be taken back and 5%of the amount in supply order has to be deposited afresh or may pay thedifferences between earnest money and security deposit, which will bereturned after acceptance of supply.·

15. Commandant, 12th Bn NDRF has the power to reject any tender or all tenderwithout assigning any reason or extend the date of opening of tender withoutciting any reason. Decision of Commandant, rz" Bn NDRF will be final andbinding to all tenderers.
