GOAL OF THE LIAISON COMMITTEE

As part of the Blackspring Ridge Wind Project, a Liaison Committee was established to facilitate the participation of the community in the development of the wind farm.

The Liaison Committee will ensure that the interests of

landowners are considered and participation of local businesses and services is encouraged.

The objectives of the committee are to: Ensure effective communication between all stakeholders

and EDF EN Canada Development Inc., acting as Manager on behalf of the Co-Owners

Understand issues related to the development, construction and operation of the wind farm;

Recommend satisfactory solutions to stakeholders; Identify potential opportunities for local business and

services

BLACKSPRING RIDGE TEAMS

Commercial Operation was reached in May 2014. Various teams have been hired, trained and are currently in year 2 of the 20 year Operations phase.

Following is a brief description of each of the teams responsibilities: EDF EN Canada Development Inc.: ECDI remains the Manager of the

Project and will continue to be the main point of contact for all stakeholders and manage tasks such as landowner payments.

Enbridge: Enbridge is the Balance of Plant Operations & Maintenance (BOP O&M) Manager and is responsible for the maintenance of the site and the substation.

Vestas: With approximately 20 technicians on site, Vestas is the Operations & Maintenance Manager for wind turbines and is responsible for the day to day Operations & Maintenance (O&M) of all the turbines.

RESTORATION/RECLAMATION

In the Fall of 2014, we commenced Reclamation Inspections with landowners, continuing again once the snow melted off this Spring 2015. The objective is to revert lands used during the construction process to their original land use (grazing or cultivation), not required during the operation of the wind farm moving forward.

Each landowner is personally visited and a comprehensive review of all lands is conducted. Notes were taken this past Fall and Spring and work has been done to remedy any glaring remediation work still required.

All project landowners will sign off on their satisfaction that reclamation is acceptable. To date, slightly less than ½ of the landowners consulted have signed off the Remediation Inspection forms, the others requested waiting until after this fall’s harvest. Reclamation inspections and sign-offs will resume this fall.

SAFETY ON-SITE

We want to remind all of safety, as it is always priority. Underground cables, junction boxes, overhead lines and substation are all energized.

Please call “Alberta One Call” before excavating or digging. http://www.albertaonecall.com

Please use caution when operating all vehicles and/or equipment near and around the turbines. Unfortunately one of the turbine staircase’s was hit causing damage that cost approximately $4,000.

Royalty payments related to the production of the Blackspring Ridge Wind Project for Quarter 2 (April/May/June 2015) were deposited July 16, 2015.

LANDOWNER PAYMENTS

2015 Quarter 3 (July/August/September) Royalty payments will be processed in October, once full production data has been received.

LANDOWNER CHANGES

In the event you purchase land with in the project the below 2 items will be sent to you via email or regular mail upon notification to the Liaison Office:

Change of Ownership Form – To be completed by the new owner(s), along with 1 of the required supporting documentation stated on the form

Direct Deposit Authorization - to be completed, signed, dated and returned with a copy of the void cheque

In the event you sell land within the project, notification from yourself or your representing lawyer will need to be provided to the Liaison Office. If possible, a copy of the assignment provided as well.

ENVIRONMENTAL MONITORING - OPERATIONS PHASE

EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project.

Post Construction Monitoring of birds and bats is currently in progress. Monitoring began mid April and will continue until the end of September 2015. Vegetation Monitoring of the pastured areas will begin August 24 to September 1, 2015.

Noise Monitoring will take place again this year near the end of the summer (pending weather conditions).

COMMUNITY FUND PROJECT & BLADE DONATION KIOSK SIGN

The kiosk sign for the donated blade, located in Carmangay is in production. Once the double sided design is complete, installation will take place near the blade.

The Blackspring Ridge Wind Project Community Fund is up and running, a kick off meeting was held May 26, 2015. Applications are currently being accepted until August 21, 2015. Application and guide are available online at www.blackspringridge.ca. All applicants will be notified of their status by September 14, 2015.
