SPEAKER’S BIOGRAPHIES

CENTENO, Mário was born in Olhão, Portugal, in 1966. On

November 26th 2015, he was sworn in as Finance Minister of the

XXI Constitutional Government of the Portuguese Republic. He

graduated in Economics from ISEG-Technical University of Lisbon

in 1990 and, holds two Masters – one in Applied Mathematics, by

ISEG-UTL in 1993, and the other in Economics, by Harvard

University, USA, in 1998. Mr. Centeno also holds a PhD in

Economics, by Harvard University, USA, obtained in 2000. He is a

consultant of Portugal's Central Bank since 2014. He is Professor at

ISEG, University de Lisboa. Mário Centeno joined Portugal’s

Central Bank in 2000, where he worked as an economist until 2004.

From 2004 to 2013 he was assistant director of the Central Bank

Economics’ Department. He also directed the Macroeconomics

Statistics Development’s work group in the Superior Statistics

Council between 2007 and 2013. He was member of the Economic

Policy Committee from the European Commission between 2004

and 2013. He is member of the Editorial Board of the Portuguese

Economic Journal since 2001. He was member of the Executive

Committee of European Association of Labor Economists from

2003 to 2005. Author and co-author or several scientific

publications, books and book chapters related to his areas of

interest, such as Labour Economy, Econometrics, Microeconomics

and Theory of Contracts.

MARQUES, Pedro was born in Lisbon in 1976. He holds a degree

in Economics (1997) and a Master in International Economics

(2001). He was a Member of the Executive Committee of

Capgemini Portugal, since October 2014, responsible for

Commercial Management, Development of Information Systems,

Senior Management Consultancy in Projects for Planning and

Financing of Territorial Development, Business Reengineering. He

was Deputy to the Assembly of the Republic, Vice-President of the

Parliamentary Group of the Socialist Party, in the XII Legislature,

from June 2011 to October 2014. He was Secretary of State for

Social Security between March 2005 and June 2011, XVII and XVIII

Constitutional Governments. He was City Councilor of Montijo,

from January 2002 to February 2005, with the responsibilities of

Social Action and Health, Social Housing, Youth, Planning and

Economic Development. He was Advisor to the Minister of Labor

and Solidarity and Secretary of State for Social Security (XIV

Constitutional Government, between January 2001 and March

2002). He was a member of the Interministerial Working Group

(MTS-MF) on the issue of population aging and the sustainability

of public finances. Was Senior Consultant of CISED Consultores,

Lda. Between August 1999 and December 2000. He was Member

of the Technical Support Structure of the Operational Intervention

Urban Renewal, Community Program of the CSF II, between

August of 1997 and July of 1999.

KASTROP, Christian has held the post of Director of the Policy

Studies Branch of the Economics Department of the since 2014. He

was formerly Deputy-Director of General Economics and Strategy

and Director of Public Finance, Macroeconomics and Research in

the Federal Ministry of Finance and subsequently the International

and European Union Directorates.

He studied Economics, Psychology, Philosophy and Methodology

of Science at the University of Cologne and Harvard University and

received a Ph.D. in Economics from the University of Cologne.

From 2008 to 2010 he served as Chairman of the Economic Policy

Committee of European Finance Ministers (ECOFIN-EPC) and of

the EPC-Eurogroup in Brussels.

He is a visiting Lecturer and Senior Fellow in International Public

Finance/Institutional Design and Fiscal Policy at the Free University

of Berlin and at the Hertie School of Governance, Berlin.

AMADOR, João has been combining academic and policy-

analysis activities. He is a senior economist and head of division in

the Economics and Research Department of Banco de Portugal.

João Amador is also an Assistant Professor at Nova School of

Business and Economics. He has published several policy-papers

issued by Banco de Portugal, as well as articles in international

journals. His main research areas have been international trade,

product market, fiscal policy, macroeconomics and Portuguese

economy.

BRAGA DE MACEDO, Jorge is a member of the Lisbon Academy

of Science and the Royal Academy of Belgium, a Distinguished

Fellow at CIGI in Waterloo, Ont. and the founder Director of CG&G

at Nova School of Business and Economics. He is also associated

with NBER in Cambridge, Mass. and CEPR in London. He was a

Director in the economic services of the European Commission,

Minister of Finance, chairman of ECOFIN and of the Parliamentary

Committee for European Affairs as well as the last President of the

OECD Development Centre and IICT, list of publications at

BROGUEIRA DE SOUSA, João is a PhD candidate at the

Department of Economics of the European University Institute, in

Florence. Before joining the EUI in 2013, he obtained a Master’s

diploma in Economics at Universidade Católica Portuguesa, and a

Licenciatura in Aerospace Engineering at Instituto Superio Técnico,

in Lisbon. His current research projects are about financial markets

and labour markets.

CORREIA, Hugo holds a Bachelor’s and a Master’s degree in

Economics from Nova School of Business and Economics and is

currently collaborating with the Office for Economic Policy and

International Affairs (GPEARI) of the Portuguese Ministry of

Finance, studying the sectoral effects of product and labour

market structural reforms on employment and productivity, for

Portugal.

DIAS DA SILVA, Antonio is an economist at the European Central

Bank, Country Surveillance Division. He works in the areas of the

EU’s economic governance and monitoring and analysis of

implementation of structural reforms. Previously, he worked at the

European Commission and at the Ministry of Finance of Portugal.

He has contributed to various policy reports in the areas of

macroeconomic adjustment in the euro area and the European

labour markets.

DIERX, Adriaan is a senior expert on ex-post economic evaluation

within the Competition Directorate General of the European

Commission. He has managed a number of studies aimed at

evaluating the economic impact of the European Commission's

competition policy interventions. Previously, he was responsible

for analysing EU market integration, competitiveness and

innovation policies within the Directorate General for Economic

and Financial Affairs. Dr Dierx has a Ph.D. in economics from the

University of Pittsburgh. He has published on EU structural reform,

economic integration and regional development issues in

international journals, books and European Economy working

papers.

ÉGERT, Balázs is a Senior Economist at the OECD’s Economics

Department where he leads the workstream on the quantification

of structural reforms. He previously worked at the Austrian Central

Bank (2003-2007) and was Visiting Researcher at the South African

Reserve Bank (2007), Bruegel (2006), CESifo (2006), the Czech

National Bank (2006), the central bank of Hungary (2005), the Bank

of Finland/BOFIT (2004/2005) and the Bank of Estonia (2002). He

earned his PhD at the University of Paris X-Nanterre (2002). He has

published in journals such as the American Economic Review,

Journal of Banking and Finance, Journal of Comparative

Economics, Journal of Macroeconomics, Macroeconomic Dynamics

and the World Economy.

FERNANDES, Ana Filipa is an Economist at the Research and

Economic Analysis Division of the Office for Economic Policy and

International Affairs of the Ministry of Finance of Portugal since

2017, where she is developing applied research on the economic

impact of structural reforms, after working on European Semester

cycle and its structural aspects for two years. Ana Filipa previously

worked at the Strategy and Research Office of the Portuguese

Ministry of the Economy. She holds a Bachelor´s and a Master’s

degree in Economics from ISEG Lisbon School of Economics and

Management.

FONTOURA GOUVEIA, Ana is the Director of the Analysis,

Research and Forecasting Department at the Office for Economic

Policy and International Affairs of the Portuguese Ministry of

Finance. She is also a Guest Lecturer at Nova School of Business

and Economics and the Co-chair of the OECD Global Forum on

Productivity Steering Group. She holds a PhD in Economics from

Nova SBE, with a specialization in Public Economics. Previously,

she headed the Economic Developments and Research Division of

the Strategy and Research Office of the Portuguese Ministry for

the Economy and she was an economist at the European Central

Bank (currently on unpaid leave) and Banco de Portugal.

GIOVANNINI, Alessandro is Economist in the Directorate General

International and European relations at the European Central Bank.

Prior to joining the ECB, Alessandro was a researcher at the Centre

for European Policy Studies (CEPS) in Brussels, the Istituto Affari

Internazionali (IAI) in Rome and the Observatoire Français des

Conjonctures Economiques (OFCE) in Paris. His work mainly

focused on European political economy issues. He graduated from

the London School of Economics, Sciences Po and Roma Tor

Vergata University.

HIJZEN, Alexander is a senior economist at the Directorate for

Employment, Labour and Social Affairs of the Organisation for

Economic Co-Operation and Development (OECD) and a regular

contributor to the OECD Employment Outlook. He has worked on

a variety of topics, including globalisation and labour markets, the

labour market impact of the crisis, structural reform and job

quality. From 2015 to 2016, he was a Visiting Scholar in the

Research Department of the International Monetary Fund. Prior to

joining the OECD he has worked as a post-doctoral fellow for the

Leverhulme Centre for Research on Globalisation and Economic

Policy (GEP) at the University of Nottingham. His research has

been published in international academic journals such as the

Economic Journal, European Economic Review and Journal of

Human Resources. Alexander holds a Ph.D. in Economics from the

University of Nottingham and is of Dutch citizenship.

HORTA CORREIA, Isabel has a PhD and a First Degree in

Economics from Universidade Católica Portuguesa, where she is a

Full Professor at the School of Business and Economics. Head of

the Economics and Research Department Studies of the Bank of

Portugal since 2013, where she was Adviser Researcher since 2001,

her research interest is Macroeconomics, namely on the optimal

design of fiscal and monetary policies. She combines her research

with other activities such as Evaluator for the European Research

Council, the National Science Foundation and the Foundation for

Science and Technology and Editor/Referee for several journals.

KEGELS, Chantal was born in Monaco, 10/12/1966, Belgian. After

her PhD in economics at the Université catholique de Louvain

(UCL) in 1996, she got a CNRS research mandate at the University

of Lille (FR) inside the research laboratory LABORES. At the same

time, she became invited professor at the economic department of

the UCL (BE). In November 1999, she entered at the Federal

Planning Bureau. Since 2003, she is leader of the team Structural

Studies. The main topics of the team are the analysis of TFP and

the simulation of structural reforms on the Belgian economy. She

is the Belgian representative at the working group LIME of the

European Economic Policy Committee, at the Working Party on

Industrial Analysis (WPIA) at the OECD and at the Global Forum on

Productivity (OECD).

KRASNOPJOROVS, Olegs got a Doctoral degree in Economics

(subfield of Econometrics) from the University of Latvia, works for

Latvijas Banka as from 2006 and currently is a Chief Economist in a

Monetary Policy Department. Olegs participates in drafting Latvia's

macroeconomic projections and in negotiations with international

institutions. His research interests cover the topics of economic

growth and labour market; his publications on measuring

structural unemployment and wage consistency with labour

productivity in Latvia promoted deep public interest.

LUBENETS, Natalie has a background in economics and

multidisciplinary research. She has specialised in evidence-based

policy working in academia, in the national public administration

and at the European Commission. Natalie has a sustained interest

in strategy and problem-solving and examining how mathematical

methods can be applied to promote efficient ways of obtaining

insights. Natalie's current research focuses on investigating the

nature and properties of endogeneity, intentionality and

understanding.

MAGALHÃES, Pedro is a Senior Research Fellow at the ICS-

Lisbon. His research interests include electoral behavior, social and

political attitudes, public opinion, survey research, and judicial and

constitutional politics. His research has been published in journals

such as American Journal of Political Science, European Journal of

Political Research, West European Politics, Public Choice, Political

Research Quarterly, Experimental Economics, and others, and in

books published by Oxford University Press, Cambridge University

Press, and others. He is currently coordinating SPARC, the ICS-U

Lisbon research group on social attitudes and behavior.

MATIAS, Álvaro holds the position of Director General of the

Office of Economic Policy and International Relations of the

Ministry of Finance since May 2014. Previous to that he has held

several positions at the Bank of Portugal, namely as a Senior

Economist at the International Relations Department and served

also as an Expert Economist at the International and European

Relations Directorate of the European Central Bank in 2005. Mr.

Matias holds a PhD Degree in Economics from the University of

Lisbon and has taught in a number of Universities in Portugal. He

has several scientific publications in peer reviewed journals

alongside with an extensive experience in the coordination of

research projects and international conferences.

MATOS, José Eduardo has a Master’s degree in Economics from

Nova School of Business and Economics and collaborates as a

visiting researcher at the Office for Economic Policy and

International Affairs (GPEARI) of the Portuguese Ministry of

Finance, where he developed his thesis evaluating the effects of

structural reforms on employment in Portugal. His main research

interests are policy evaluation, competitiveness and

microeconometrics, having published papers in some of those

areas during an internship at the Strategy and Research Office

(GEE) of the Portuguese Ministry of the Economy.

PITA BARROS, Pedro is Professor of Economics and Vice-Rector

at Universidade Nova de Lisboa. Other positions currently held:

member, by Government appointment, of the Portuguese National

Ethics Council for the Life Sciences (2016- ), member of Conselho

Superior de Estatística (2015-), research fellow of CEPR (London),

member of the Editorial Board of the Office of Health Economics,

and member of the board of Instituto de Políticas Públicas –

Thomas Jefferson – Correia da Serra. Member of the EC Expert

PAES MAMEDE, Ricardo holds a Ph.D. in Economics by Bocconi

University (Italy), a Master in Economics and Management of

Science and Technology by the Higher Institute of Economics and

Management, University of Lisbon (ISEG/UL), and First Degree in

Economics by the same institution. He is Assistant Professor and

Deputy Director of the Department of Political Economy of ISCTE -

University Institute of Lisbon. Ricardo is also Director of the

Masters' Programme in Economics and Public Policy at the same

university. He was the Coordinator of the Research and Evaluation

Department at the Portuguese NSRF Observatory and Head of

Department of Economic Analysis and Forecasting at the Cabinet

of Strategy and Studies of the Ministry of Economy and

Innovation. He is a member of Dinâmia'CET (Center for Research

on Socioeconomic Change and Territory) and integrates the

Economic and Social Council as a person of recognized merit.

PALHAU MORA, Patrícia is a Principal Economist in the Financial

Stability Department at the Bank of Canada. Her research and

public policy work focuses on optimal bank resolution frameworks,

evaluating the effectiveness of macroprudential policy measures,

and the links between financial innovation and financial stability.

Prior to joining the Bank of Canada, she worked in capital markets

in leading government and private sector institutions in Canada

and Portugal. Patricia earned Economics and Finance degrees from

the Faculdade de Economia do Porto and Universidade Católica

Portuguesa and is a CFA Charterholder.

PERALTA, Susana holds a PhD in Economics from the Université

Catholique de Louvain, in Belgium. Her research focus on the

economics of multi-layered governments, including tax

competition and political economy issues. She joined the Nova

School of Business and Economics in 2004. She is a Research

Associate of CEPR and CORE-UCL.

Her work is published in academic journals such as The Economic

Journal, the Journal of Public Economics, the Journal of Public

Economic Theory, The Journal of International Economics,

Regional Science and Urban Economics, and the Journal of Urban

Economics.

She teaches or has taught several courses at Nova SBE, including

Public Economics, Game Theory, Microeconomics, and Poverty:

concepts and challenges. She is currently the academic director of

the MSc in Economics, the Research Master and the PhD in

Economics.

PINHEIRO ALVES, Ricardo Director of the Research Office of the

Portuguese Ministry of the Economy and Assistant Professor at

UE-IADE, Lisbon. Previously, held several positions in the Ministry

of the Economy since 2008 while representing Portugal at different

committees in the OECD and the EU. Lecturer and Assistant

Professor at Universidade da Beira Interior from 2001. Since 1992

held several places in the banking industry. Economic journalist

from 1988 to 1990.

Portuguesa, Lisboa (2000).

ROCHA, Joana was born in 1982 in Viana do Castelo, Portugal.

She concluded her graduate studies in Applied Mathematics in

2005, at the Faculdade de Ciências da Universidade do Porto. In

the same year, she initiated her professional activity at Banco

Comercial Português as risk analyst, where she keeps working. In

2009 she started the PhD in Economics at the Faculdade de

Economia da Universidade do Porto, which she concluded in 2016

presenting the Thesis "Financial Intermediation in Economies with

Investment Complementarities". She has published in the Journal

of Economic Surveys.

THUM-THYSEN, Anna is an Economic Analyst at the European

Commission (DG ECFIN). She works on issues related to human

capital, innovation, productivity and labour. She holds a Phd in

economics from the European University Institute (EUI) and in the

past she held positions at the Centre for European Policy Studies

(CEPS) in Brussels, the Organization for Economic Cooperation and

Development (OECD), the European Centre for Advanced Research

on Economics and Statistics (ECARES) at the Université Libre de

Bruxelles (ULB) and the New Zealand Institute for Economic

Research (NZIER)."

TOVAR JALLES, João is a Portuguese national, is an Economist at

the Fiscal Affairs Department of the IMF. Previously, he was an

Economist at the OECD’s Economics Department where he was

responsible for Portugal and Brazil. Before that, Joao was a Fiscal

Economist at the ECB, responsible for Malta and part of the Troika

team for the Portuguese bail-out Program. Joao also held visiting

positions such as Visiting Scholar at the IMF’s and Bank of

Portugal’s Research Departments. Academically, he was an Invited

Lecturer at Sciences Po (France), Assistant Professor at the

University of Aberdeen (UK) and he also taught at the University of

Cambridge (UK) and Universidade Nova de Lisboa (Portugal). João

has worked mainly on fiscal-related topics and has published more

than 50 academic papers in refereed journals. He holds a B.Sc.,

M.Sc. and Ph.D. all in Economics from Universidade Nova de

Lisboa (Portugal), University of Warwick (UK) and University of

Cambridge (UK), respectively.

WEISE, Christian is a Head of Unit at the European Commission's

Directorate-General for Economic and Financial Affairs where he is

responsible for the work on Portugal, Ireland and Denmark. He

obtained his doctorate in economics while covering European

economic integration at the German Institute for Economic

Research (DIW Berlin). After joining the European Commission in

2003, he has worked on cohesion policy and the budget, on

national microeconomic policies to enhance competitiveness and

on macroeconomic surveillance, inter alia on ensuring the

adoption of the euro in Latvia.

GPEARI 2017
