Every goods carriage used for transporting dangerous or hazardous goods is required to display the EIP on left, right and rear side of the vehicle in size 60 cm x 80 cm giving details as specified under section 88(12) of the Motor Vehicles Act, 1988.

The Class Label of the dangerous or hazardous goods in the size not less than 250 mm square must be placed on the front of the vehicle, at the top and near the middle.

5. National Permit

Vehicles having a National Permit must have a ‘dry leaf brown’ colour strip of 5 cm width across the center of the vehicle on left and right side, and in orange colour on the cabin.

The words National Permit, or NP in short, must be displayed on both sides of the vehicle in a circle of 30 cm diameter.

The text “National Permit Valid in the states of .........” written in blue colour on a white board should be displayed on the front top of the vehicle or as a sticker just below the top edge of the wind screen.

6. Goods carrier The words ‘Goods Carrier’ are required to be displayed on the

front top of the driver’s cabin as shown in the illustrations of the LPG Bulk Tank Lorry.

The registration number of the vehicle should be displayed on left, right and rear sides of the vehicle’s tank or body in addition to the regular registration number plates.

8. Transporter Details Panel

The panel for name and contact number of the transporter will be placed 5 cm below the EIP panel on the rear side of the vehicle.

Basic Elements of Design

1. Bharat Petroleum

The brand name ‘Bharat Petroleum’ will be placed on the center of the tank / panel, on the right side of the vehicle (Driver’s side) in Hindi and on the left side in English. It will generally be base-aligned with the horizontal center line of the tank and centralised with respect to the length of the tank. It will be printed on vinyl in blue and applied on the tank surface or panels. Refer Annexure 5 for details.

2. BPcL Logos

The logos in English and Hindi will be printed on vinyl and applied on the left and right side of the vehicles respectively. To enhance the visibility of the logo, a shadow has been added on two sides. The logo must always be centralised vertically between the top wave panel and the bottom blue panel. Refer Annexure 6 for details.

3. BPcL Wave

The yellow and blue wave design has been adapted from the facia of the canopy of the retail outlets, which has high visibility and has become the icon for Bharat Petroleum. It will always be placed at the top of the vehicle and will help give the entire fleet a distinct identity. This yellow and blue panel will be printed on vinyl and applied to the tank surface

4. Bottom Panel

The blue colour panel along the bottom of the tank gives a base to the design. This panel will be painted in blue colour exactly matching the blue colour of the vinyl sticker.

5. SmartLine

The vinyl sticker for SmartLine unit will be applied on the rear side of the vehicles(exceptAFS)

6. Sub-brand

The sub-brand ‘Bharatgas’ will be printed on vinyl and placed on the rear side of the vehicle.

Annexure 1

RTO Guidelines – EIP

Emergency Information PanelIn India, it is mandatory for the vehicles transporting hazardous chemicals to display Emergency Information Panel (EIP) with details and at places as specified under Rule 134 of the Central Motor Vehicles Rules, 1989 as shown in the next figure.

Every goods carriage used for transporting any dangerous or hazardous goods shall be legibly and conspicuously marked with an emergency information panel in each of the three places as specified, so that the emergency information panel faces to each side of the carriage and to its rear and such panel shall contain the following information viz.,

The correct technical name of the dangerous or hazardous goods in letters not less than 50 mm high.

The United Nations class number for the dangerous goods in letters not less than 100 mm high (Rule 137).

The class label of the dangerous or hazardous goods in the size of not less than 250 mm square.

The name and telephone number of the emergency services to be contacted in the event of fire or any other accident in letters and numerals that are not less than 50 mm high and the name and telephone number of the consignor of the dangerous or hazardous goods or of some other person from whom expert information and advice can be obtained concerning the measures that should be taken in the event of emergency.

Every class label and emergency information panel (EIP) shall be marked on the goods carriage and shall be kept free and clean from obstruction at all times.

The emergency information panel (EIP) should have dimensions as shown in the next figure.

One practical problem encountered with the use of EIP is the selection of the substance identification number and the HAZCHEM code to be incorporated in the EIP when a tanker transports different chemicals in different compartments. The solution in such case is to incorporate the word “Mixed Load” in the sections of EIP earmarked for “UN Number” and “HAZCHEM” and to label each compartment separately with the UN number and HAZCHEM code corresponding to the chemical in the compartment.

Reflective conspicuity Strip

conspicuity Marking Strip

This is a retroreflective flexible microprismatic marking designed to mark the front, sides and rear of vehicles for enhanced visibility and detection. It comes in strip form with pressure sensitive adhesive and paper liner.

The following colour conspicuity marking stripes must be used:

White for the front of the vehicle.

Yellow for the left and right side.

Red for the rear of the vehicle.

Minimum width of the marking strip should be 5 cm.

Physical properties:

The conspicuity marking strip should have the following physical properties:

1. High bonding strength

2. Resistance to corrosion

3. Resistance to fuels

4. Resistance to heat

5. Resistance to penetration of water

6. Resistance to power washing

7. Good flexing / bending ability without cracking

AIS Specification for Retro-refelctive Marking

The conspicuity marking strip should meet AIS standard specification AIS 090 for retro-reflective marking of Heavy and Long Vehicles, their Trailers and Semi-Trailers

The minimum coefficient of retroreflective values of these markings are given below in terms of candelas per square metre:

Annexure 3

RTO Guidelines – National Permit

Extracts of Permit conditions for National Permits in respect of Goods carriages issued under section 88(12) of the Motor Vehicles Act, 1988

National PermitNational Permit in respect of goods carriages are governed by Section 88 (12) of Motor Vehicles Act, 1988 and Central Government is competent to lay down permit conditions for these permits. Central Government has already prescribed conditions under Central Motor Vehicles Rules, 1989, which are, reproduced hereinunder.

90. Additional conditions for National Permit The National Permit issued under sub-section (12) of section 88 of Motor

Vehicle Act, 1988 shall be subject to the following additional conditions, namely:

1. The vehicle plying under a national permit shall be painted by in dry leaf brown colour with thirty centimeters broad white borders and the words “National Permit” shall be inscribed on both sides of the vehicles in bold letters within a circle of thirty centimetres diameter.

PROVIDED That the body of a tanker carrying dangerous or hazardous goods shall be painted in white colour with a dry leaf brown ribbon of 5 centimetres width around in the middle at the exterior and that of the driver’s cabin in orange colour.

2. A board with the inscription ‘National Permit’ valid in the State(s) of . . . . . with blue letters on white background shall be carried in front top of such vehicle.
