From the perspective of those that own, operate or maintain railway assets, the role of a DA is based on the four competencies: Manage design intent for a client's assets - the 'Know Why of a System' Retain design records through life - 'Retention of Information' Validate changes - 'Validation of Technical Change' Maintain configuration - 'Management of Configuration Levels’ These functions are vital if the owner is to be confident that assets are managed efficiently and safely through life. With sound configuration management, the risk of equipment failure is kept to a minimum, through- life operating costs are reduced and owners can be confident of demonstrating that they are meeting their legal responsibilities when assets are damaged, disposed of or resold. Documented records of suitable quality ensure that technical investigations identify the design effort required for modifications without repeated surveys or conflicts of interest between the parties involved. Rework is avoided and owners can be confident that incidents or accidents will not be attributable to poor processes in specification, record keeping or change of management. DA Requirements The roles of a DA must be clearly defined to operate in harmony with the owner's business objectives and hold appropriate authority in its dealings with external organisations.
