My work and leadership were recognized with my first Presi d ential Rank Award. * Personally forged a customer-focused orientation in retirement operations and re-engineered a number of retirement processes. An example of my style and impact is t hat after a tour of retirement's mail and file center, I empowered five employee s that previously only read and routed mail to provide short answers via a simpl ified, informal process. ce Abuse Parity Programs and introduced Consumer Driven Health Plans and HealthSavings Accounts within the Federal Employees Health Benefits Program. Personally directed reorganization of health plan brochures (to ease comparisons) and recast them into plain language. I also devised and implemented a performance based incentive system for community rated carriers. My work in Insurance Programswas recognized with my second Presidential Rank Award.

* Fathered creation and implementation of the Federal Employees Long Term Care Insurance Program (FLTCIP) in 2001-2 and was heavily and personally involved in crafting the authorizing legislation and gaining industry and Congressional support leading to enactment. Oversaw a RFP process that defined benefits that we sought and resulted in administration of FLTCIP being awarded to MetLife and JohnHancock as Long Term Care Partners. Today, FLTCIP is the largest long term careinsurance program in the nation and is administered John Hancock.

* Implemented a flexible spending account program for health and dependent carefor Federal employees (FSAFEDS) in 2002 and more than 225,000 employees are currently enjoying the tax savings that this program provides at no net cost to Government.

* Conceived and guided the development of a central portal for enrollment and funds accounting for carriers (now 10) participating in voluntary Dental and Vision benefit programs that became available to Federal employees in 2006. The portal, known as BENEFEDS, eliminated the need for 10 carriers to establish interfaces with agency payroll/personnel offices and for agencies to develop systems tosupport enrollment and reconciliation. For the 2008 contract year, BENEFEDS processed over one million enrollment actions, 75% of which were completely web-based, requiring no customer service representative support.
