Bellarine Group LCF Training - Resources

This session is designed to assist LCF Staff in relation to Resource Management.

It is NOT designed for Level 3 ICC Incidents and therefore is targeted at a Level 2 ICC Level.

The Resources Unit at a Level 3 ICC is much more complex and uses more advances tools & Systems in relation to Resource Management.

Sources of Data

VICFIRE channel 21


If the LCF is already staffed, the radio operators can monitor CH 21 and listen for the following information:•Who has turned out?•Who is en-route?•Who is on-scene?•What other resources have been requested?•What other resources have been dispatched?

VICFIRE by telephone


VICFIRE can be called via the telephone and they can provide you with:•Who has turned out?•Who is en-route?•Who is on-scene?•What other resources have been requested?•What other resources have been dispatched?

Use IMS


IMS is CFA Incident Management System.

You can use this system to help you with gathering intelligence to assist with resources. It is only ONE tool of many though.

We will login and look at how to use IMS later in this session.

Call District 7 District Control Centre


On a coded day the DCC will be staffed with RDO’s and support staff.

You may be able to get information such as:

•What Strike Teams have they dispatched and what appliances are they made up of?

•Have they dispatched any other resources? ie. Control Unit, Staging Unit, etc…

USE CFA ONLINE


You can drill down into CFA ONLINE if you login to see the resources that have been dispatched. This is not however the most reliable system and as an incident grows becomes less reliable.

This is more useful if you are at home keeping an eye on things if you are on standbye.

Incident Control Point


You can call the Incident Control Point to find out:

•Who is on-scene?

•Want Sectors have they been placed in?

•What is the hierarchy on the fire ground?

•What other resources have been requested?

•What other resources might they require?

Monitor Command/Fire Ground Channels


You may be able to monitor these to find out:

•Who is on-scene?

•Want Sectors have they been placed in?

•What is the hierarchy on the fire ground?

•What other resources have been requested?

•What other resources might they require?

Geelong ICC


The Geelong ICC may already be set up. If they are they will be shadowing the fire and their resources for operations section may be able to assist you.

Tracking Resources

Personnel


At the LCF Level, we do not need to know the names of all the personnel on all appliances. We only need to know the names of people in the position of Strike Team Leader and above.

Therefore this presentation concentrates mainly on appliance tracking, with the exception of those in key positions.

LCF Incident Management Board


In the early stages of a fire/incident we track resources using the LCF Incident Management Board (Picture next slide).

This Board has appliance ID Magnets placed on it for each brigade and they are on the board as if they were in their station.

This way as they respond, the Group Duty Officer can see where the gaps are around the peninsula and arrange adequate coverage.

Besides a map of the peninsula, the board is set up to manage a couple of large fires across he Group Area.

It has sections for Requested Resources, En-Route and then is split into Sectors.

Magnets can then be moved around the board as each appliance changes its status.

Other Magnets


There are also magnets representing other appliances from across District 7. These can also be used on the board.

If there are no magnets for a particular unit then we can use whiteboard markers.

It is also important that we list the names and contact details of the Key IMT personnel such as Incident Controller & Sector Commanders on the board.

Whilst this system look rudimentary, in the early stages of a fire it works very well as it is a quick visual display of where resources are located, and how many of them there are.

It also is not subject to IT & Equipment failures.

Documentation


As the fire / Incident grows or becomes more complex, there are documents we can use to assist us to track resources.

These documents are also useful to keep as a record after the event.

Some of these documents can be found in the IMT Toolbox Via Brigades Online or the shortcut on an LCF Computer.

Incident Resource Summary


The main document that we may use at LCF Level in the Incident Resource Summary. This can be used manually or electronically.

It is simply a place to records each resource name, it’s start & finish times, how many days or nights it has been and their location and task.

TCARDS


Another way of keeping track could be to write out TCARDS for each appliance/Strike Team and use those in a battle board.

They do not have to have all the details that the TCARD in the field would have. They are just a quick way (Like using our magnets) of keeping track of resources.

XCEL Spreadsheet


The experienced resource officers in BSW use an excellent spreadsheet for keeping track of resources. This could be useful in an LCF for fires/incidents that may go for an extended period of time, however some training would need to be done on how to use it, and you would have to keep practicing using it.

Even a blank spreadsheet created on the run is an easy way of keeping a record.

The main issue of keeping records electronically is a lack of IT Resources in the LCF.

There are only 2 CFA Computers in the LCF and they are most likely going to be used for more important operational activities.

Incident Management Team Chart


It is important that we keep a record of who is filling the key positions in the Incident Management Team. Even if they it is simply and Incident Controller and Sector Commanders.

There is an EXCEL Spreadsheet that can be used in the IMT Toolbox which can be completed electronically or printed out and used manually.

Resource Requests

LCF acting as support to on ground IC


The LCF may be running more as a communications and support centre for the Incident Controller out in the field. In this instance, if the LCF is monitoring the medium between the Fire Ground & VICFIRE, resource requests (IE. Make tankers 20), are requested through VICFIRE.

LCF acting as Level 2 ICC


In the early stages of a fire/incident if the LCF becomes a Level 2 ICC resource requests (IE. Make tankers 30), are still requested through VICFIRE.

However, the District RDO will be in communication with the Level 2 ICC and some requests may go directly through him/her. This will be at the discretion of the RDO.
