NAVFAC SE Design Standards
• Primary Standards o Unified Facilities Criteria o International Building Code 2009 o Anti –Terrorism Force Protection (ATFP), UFC 40010-01 o USGBC LEED Gold o ASHRE 90.1-2010 o Whole Building Design Guide
• Individual base requirements: IAP, Force Protection, Airfield criteria, etc • Source selection for Design Build often evaluates design approach for best value: TOC and mission viability • Competing priorities i.e. Energy, ATFP, Environmental, Cost require thoughtful design 10/14/2011

9 NAVFAC Southeast
• Technology o Controls o Magnetically levitated centrifugal compressors o LED lighting, induction lighting o Insulation, solar hot water o More efficient chillers, glazing, plumbing fixtures o Metering and smart grid
• Cost/Benefit o Building lifecycle > 67 years o Maintenance cost on specialty items particularly important o Limited ability to source select o Economic difference within region: Key West, GTMO

Source Selection
• Selecting contractors on what is important o Sustainability o Safety
• Sustainability factor o LEED scorecard and narrative o EPAct 2005 energy efficiency narrative o Whole Building Energy simulation
• Safety factor o Experience Modification Rate (EMR) o Days Away from work, job Restriction or Transfer (DART) o Safety narrative: Prime’s plan for selecting safe sub-contractors
• Subcontractor criteria o Contract provisions requires primes to hire only subs with good safety records: EMR < 1.1 and DART rate < 3.0 o Compliance with USACE EM385 is mandatory
• Safety is a critical factor in contract completion evaluation (CCASS)

Shaw AFB Mishap
• In Dec 2009, a sub-contractor employee was crushed between a second-story steel I-beam and a falling steel roof I-beam. • Other workers were attaching a second beam to the other side of the column supporting the beam that fell, no “seat” was in place under the first beam.
o Prime ktr had a subcontractor employee killed on a separate DoD contract the previous year. o The prior subcontractor death did not reflect in prime’s EMR. o 45 days of lost productivity due to mishap investigation.

• In Mar 2011, a laborer in Albany was shocked when he touched the headache ball on a crane which had contacted an overhead power line. • Victim’s heart stopped three times, but he was revived each time and is recovering.
o The victim was an employee of a second-tier sub-contractor that had an EMR of 1.33 o Would not meet current sub-contractor safety criteria. o Two months of lost productivity due to mishap investigation.
