Successful registration permits your company to modify both Government-Sponsored Enterprise (GSE) loans and non-GSE loans (as long as you completed the appropriate forms) through the HAMP. Non- GSE loans are those that are not owned, securitized, or guaranteed by Fannie Mae or Freddie Mac. In addition, successful registration will provide you with the following: A unique user ID and instructions for retrieving your password (Participating Servicer Login) to access the secure servicer area of the HAMP Web site www.HMPadmin.com and, if applicable, the NPV Transaction Portal. The secure servicer area provides access to: o Additional documentation about HAMP o The base Net Present Value (NPV) model software tool which is used to perform the NPV test (a comparison of the economic results to be expected with a modification versus without a modification) Once you are a HAMP Participating Servicer, you must register for the HAMP Reporting Tool by contacting Lender Processing Servicer, Inc. Step 3. Click the link for the HAMP registration form. The form is afillable PDF, meaning that you can complete the form online.Complete all of the sections of the HAMP registration form, printit out and have it signed by the primary contact designated inSection 1 of the form and then scan and save it to yourcomputer.

Note that Sections 3 and 4 provide ACH banking instructionsfor servicer, investor, and borrower incentive payments. Theaccount you specify in Section 3 (required) is the defaultaccount for the receipt of payments under the Program.Complete Section 4 if you want us to send payments toseparately designated accounts for servicer, investor, andborrower incentive payments.

Step 4. Submit the completed HAMP registration form by attaching it toan e-mail addressed to [email protected].

Step 5. You will receive an e-mail confirmation from the HAMP SolutionCenter that includes:

A HAMP Registration Number and HAMP Servicer Number

The HAMP Registration Number is used for Treasury’sinternal purposes at this time.

Readiness Form

IRS W-9 Form (required in order to receive the incentivepayments under the Program)

Step 6. E-mail or fax the Readiness Form and the IRS W-9 Form [email protected] or fax number (240) 699-3900

Step 7. You will receive an e-mail confirmation from the HAMPSolution Center that includes:

Acknowledgement of Limitations of Use Document (appliesto the base NPV model software tool)

User Technology Registration Form

Servicer Participation Agreement—if you plan to participatein HAMP for non-GSE loans

Instructions for submitting a trial balance summary report—if you plan to participate in HAMP for non-GSE loans.

Step 8. Complete the Acknowledgement of Limitations of UseDocument to acknowledge that you agree to the limitations ofuse for the base NPV model software tool, and have it signedby the primary contact designated in Section 1 of the HAMPregistration form.

Note: After you register for HAMP, your company will receiveaccess to the base NPV model software tool. Although yourcompany may be using a customized version of the base NPVmodel, the Acknowledgement of Limitations of Use Documentmust still be completed.

Step 9. Complete one User Technology Registration Form for eachperson who will need access to the secure servicer area of theHAMP Web site www.HMPadmin.com and the NPVTransaction Portal.

Step 10. If your company intends to modify non-GSE loans, it must alsocomplete the Servicer Participation Agreement and have itsigned by the primary contact designated in Section 1 of theHAMP registration form. A servicer is not required to enterinto the Servicer Participation Agreement if it intends only tomodify GSE loans under the respective GSE’sAnnouncements, Bulletins or Servicing Guides.

Step 11. Return the completed documents as follows:

Overnight the signed original of the Servicer ParticipationAgreement (if applicable) to:

HAMP Solution Center

P.O. Box 809006

Dallas, TX 75380-9006

E-mail or fax the Acknowledgement of Limitations of UseDocument and User Technology Registration Form(s) to

[email protected] or fax number (240) 699-3900.

Each individual user will receive, via e-mail, a user ID andinstructions for retrieving his or her password (ParticipatingServicer Login). This user ID and password are used forlogging in to the secure servicer area of the HAMP Web sitewww.HMPadmin.com and, if applicable, for accessing theNPV Transaction Portal.

Notes: 

Each servicer participating in HAMP for non-GSE loans is

assigned an allocation cap that will be specified in yourServicer Participation Agreement. Your trial balance andother information that you enter in the non-Agency sectionof the HAMP registration form is one factor used byTreasury to determine your allocation.

You may request multiple HAMP Servicer Numbers if youneed to report loan data separately. You must submit anew HAMP registration form for each additional numberrequired. Check the Additional HAMP Servicer NumberRequest box.
