Notice of the meeting was filed with the Secretary of State’s Office and notice/agenda was posted on the Oklahoma Board of Nursing web site. 1.0 Preliminary Activities The third regular meeting of FY2006 was called to order by Cynthia Foust, RN, PhD, Board President, at 8:00 a.m., on Wednesday, November 16, 2005, in the Holiday Inn Conference Center, 2101 S. Meridian Avenue, Oklahoma City, Oklahoma. 1.2 Roll Call and Declaration of a Quorum The President declared a quorum present and the session qualified to conduct its business. 1.3 Administrative Announcements Darlene McCullock, CPM, Business Manager for the Oklahoma Board of Nursing, will be retiring in January after 35 years of state service and 19 years with the Board. The retirement reception will be held on January 10, 2006, from 3:30 p.m. to 5:00 p.m. Invitations will be sent out in December. 1.4 Public Open Forum - None spoke at this time. 1.5 Review and Board Decision on Adoption of Consent Agenda

Advanced Practice Nurses with Prescriptive Authority can now utilize the online renewal system and Advanced Unlicensed Assistive Personnel will be able to access services for their 2007 renewal period. Registered Nurses scheduled to renew in January 2006 were mailed renewal instructions in November 2005. A computer terminal has been set up at the Board office to accommodate those renewing on a walk in basis. L. Clarkson presented information on relapse predictors from statistical data obtained from the Texas Peer Assistance Program for Nurses completed by Phyllis Tipton, RN, MS. Ms. Clarkson advised Ms. Tipton expressed an interest in coming to Oklahoma to continue her research project utilizing statistical data from the Oklahoma Peer Assistance Program. State Auditors will be at the agency in December to begin the annual financial audit. The NCSBN Commitment to Regulatory Excellence stake holder surveys were mailed in November to five (5) different stake holder groups.
