    BARTOLOME BARES 10-POINT ACTION PLAN

    *10 reasons not to fail our bosses*

    Newly-designated 17th Chief of the Philippine

    National Police, DeputyDirector General Nicanor A Bartolome wantsto take police service to ahigher level thru 10 doable objectives under areform-oriented managementagenda of the 140,000-strong national policeforce.

    Presiding over his first Command Conferencesince his formal assumption tothe top PNP post over the weekend,Bartolome sounded-off his 10-point actionplan to members of the PNP Command

    Group, Directorial Staff, RegionalDirectors and Directors of National SupportUnits.

    Outlined from his powerful AssumptionAddress Serbisyong May Pagkukusa,Bartolome listed 10 administrative andoperational priorities setting intomotion his desired brand of proper publicservice in the PNP. These are:

    1) Sustaining the IntegratedTransformation Program and Performance

    Governance System (ITP-PGS) set targetsthat measure reform programs througha roadmap and a score card.

    2) Periodic Performance Audit. Todetermine who are at par with the joband who fall short of the expected work resultsas determined thru aperformance governance scorecard in alllevels of command.

    3) Enhancement and Specialization ofSkills. Development ofcompetencies, enhancement of individualskills and specialization withpremium on investigation, resourcemanagement and disaster response skills.

    4) One Police Per Barangay Supervisor.Deployment of one policeman inevery barangay who will act as conduitbetween the community and his Unit

    for effective execution of barangay-basedpublic safety services.

    5) Promotion of Rights-Based Policing. Fulldevelopment of human rightsHelp Desks in all Police Stations and strict

    adherence to the basic tenetsof human rights with emphasis on the PoliceOperational Procedures to plugloopholes.

    6) Accounting of Wanted Persons andService of Warrants.

    7) Enhancement of Procurement, Financialand Logistics ManagementSystems. Strengthening of Operations, Planand Budget Committee (OPBC) andOperations Performance Index Framework

    (OPIF) to ensure utmost transparencyand accountability in all transactions.

    8) Continuous Build-up of PoliceEquippage. To maximize utilization ofresources with the initial goal of filling-up theminimum requirement of oneshort firearm per policeman.

    9) Strengthening the Reward andDisciplinary System. Discipline willremain a central focus of my leadership. Wewill be quick in giving rewards

    to deserving personnel and acknowledge theirgood deeds, but we will also beswift and decisive in punishing the misfits andthe undisciplined.

    10) Enhancement of Morale and WelfareProjects. With government takingcare of our personnel by way of equipage,training, shelter, salary increaseand other benefits, I expect our personnel toperform their best. By doingso, we shall win the community over to our

    side.

    Bartolome has assigned each of these 10action priorities to the concernedDirectorial Staff with newly-designated Chiefof Directorial Staff, PoliceDirector Arturo G Cacdac Jr, supervisingimplementation of these programs bythe concerned Directorial Staff Offices.
