The banking and financial services sector is at the forefront of digitalisation and innovative solutions and are revolutionising the way the sector operates to deliver quality services to its customers. Though fintech solutions open doors to opportunities, it also brings about increased governance, risks and internal controls challenges to the banks, the regulatory bodies and more importantly to the internal auditors who need to understand the disruptive changes in the banking and financial services businesses well in order to provide greater assurance to stakeholders in the digitalisation journey. Against this landscape, The Institute of Internal Auditors Singapore has chosen the theme “Pushing the Internal Audit Boundaries” for its inaugural Banking Sector Internal Audit Conference 2019 with Singapore Accountancy Commission as our supporting organisation. With the transformation that is taking place in a VUCA environment, the role of internal audit has never been of greater importance, and at the same time, has never faced greater challenges. Internal auditors need to be agile and respond in a fast-changing environment by not only ensuring proper governance and risk management but also adding value in an organisation’s success. Patrick Ang is the Chief Executive Officer of Rajah & Tann Asia, one of the largest law firm networks in Southeast Asia.

Patrick has over two and a half decades of experience advising global and regional clients on both contentious and non-contentious matters. One of Patrick’s key areas of expertise is in corporate restructuring and insolvency, acting for financial institutions and companies in many major and publicised cases; notable matters include acting in the highly publicised collapse of Lehman Brothers, the largest recorded bankruptcy in US history at the time of announcement and acting in the restructuring of the Nortel entities in Asia Pacific.

Under Patrick’s stewardship, Rajah & Tann Asia has seen a steady increase in headcount since its launch in 2014. Today, the network has over 650 lawyers from leading law firms in 10 countries.

Patrick is regarded as a market-leading lawyer worldwide, having been named in prominent legal directories like Chambers Global, Chambers Asia Pacific, IFLR1000 and The Legal 500 Asia Pacific. Chambers Asia Pacific (2019) describes him as a “wonderful lawyer who is responsive and solution-driven.”

Patrick is a Fellow at the prestigious American College of Bankruptcy. He is a member of the Ethics Committee at the Institute of Singapore Chartered Accountants and up until recently, a member of the Disciplinary Committee at CPA Australia (Singapore).

John Bendermacher started his auditing career in 1982 with the Dutch Tax Authorities. In 1997, he went on to join the Dutch Central Bank as a senior supervisor. For two years, John performed on-site inspections at ABN AMRO Netherlands and abroad. As of 1999, he took on the role of Chief Audit Executive at financial institutions such as NIBC Bank, Robeco Group and SNS REAAL, and in 2013 ABN AMRO. John has a degree as Public Auditor (1988) and Certified Internal Auditor (2001).

Before his current appointment as the Vice Chair Professional Practices at the IIA Global Executive Committee, he was President of The Institute of Internal Auditors Netherlands and member of the IIA Global Board of Directors.

He is a member of the Governance Advisory Committee at the NBA (Dutch CPA Association) and the NVB Committee on Auditing (Dutch Bankers Association), and holds the post of Chairman of the Program Board of the Executive Internal Auditing Program at the Amsterdam Business School (University of Amsterdam).

Willie Cheng is a former Managing Partner of Accenture, a global management consulting and technology services firm. Since his retirement in 2003, he has stayed involved with the business community and spends the larger part of his time working with non-profit organisations.

He currently sits on several commercial and non-profit boards. Among these, he is the Audit Committee Chairman of UOB Bank, Far East Hospitality Asset Management, NTUC Health, and Integrated Health Information Systems.

He has written extensively on corporate governance and the non-profit sector. His non-profit books include Doing Good Well, Doing Good Great, and The World That Changes The World.

He is an Honorary Fellow of the Singapore Computer Society, and a Fellow of the Singapore Institute of Chartered Accountants and the Singapore Institute of Directors.

BILL CHUAAudit Committee Member, Citi

Bill Chua was appointed in May 2017 as an Independent Director of Citibank Singapore Limited. He chairs the Board Risk Committee and is a member of the Audit Committee. He is also an independent Director of Sunseap Group Pte Ltd, Defence Science and Technology Agency, and Boardroom Executive Services Limited. He has had 18 years of experience in local and international boards, and in sectors such as financial services, investments, engineering and consultancy. Bill has a distinguished banking career that spans over 34 years. He was with the Ministry of Foreign Affairs before joining Citibank as a credit and marketing officer in 1980. In his 20 years at Citibank, he was in institutional, commercial and retail banking, handling different aspects of banking ranging from account relationship management, deal structuring, risk management, distribution, product management and strategy. He joined Overseas Union Bank (OUB) in 2000 as the head of operations. OUB subsequently merged with United Overseas Bank (UOB) in 2002, and Bill was appointed EVP and head of the combined operations of these two banks. He successfully integrated the back offices of the banks locally, the overseas subsidiaries and branches. He was also given additional management responsibilities by heading up the channels sector in 2006. He was appointed Chief Operating Officer for Global Markets and Investment Management of UOB Group in 2009, and Head of Global Financial Institutions in 2011. Bill retired from a full time banking career at the end of 2014. Bill was a Colombo Plan Scholar, graduating with an Engineering Hons First Class degree from the University of Newcastle. He has a BA in Economics, also from University of Newcastle. He was awarded the Public Service Medal (PBM) in 2004, and the Public Service Star (BBM) in 2012 by the Government of Singapore for his work in the community and service to the government.

Chua Kim Chiu is currently Professor (Practice) in Accounting at National University of Singapore (NUS) Business School where he teaches accounting and valuation at undergraduate, master’s and executive levels. Before moving to academia in 2016, he was a partner at PricewaterhouseCoopers (PwC) Singapore for 26 years, where he was a member of the Leadership Team, Head of Risk and Quality, Head of Banking and Capital Markets Group and Head of China Desk at various times. For four years until 2016, he was engaged as Senior Advisor at PwC Hong Kong.

He was the lead partner on the audits of SGX and some of the largest local and foreign banks in Singapore. He also led the financial due diligence engagements for the acquisitions of banks in Singapore, Hong Kong, Indonesia and Thailand. His accounting specialisation is in financial instruments.

He is an independent director of OCBC Bank since 2017, serving as Chairman of the Audit Committee and a member of the Risk Management Committee. He also serves as a member of the Audit and Risk Committee of National University Health System since 2017. Previously he was the Chairman of the Audit Committee of Jurong Health Services.

Professor Chua is a Fellow Chartered Accountant of the Institute of Singapore Chartered Accountants and he served as Chairman of the Banking and Finance Committee from 2009 to 2014 and Chairman of the Financial Reporting Committee from 2014 to 2018. He was also a member of the Accounting Standards Council from 2013 to 2015. He writes regularly to provide his comments on exposure drafts and discussion papers issued by International Accounting Standards Board.

Derrick Goh is the Managing Director and Head of Group Audit, DBS Bank. In this role, he is responsible for strengthening the bank’s controls, risks and governance.

Previously, Derrick led the Regional Treasures and Treasures Private Client Wealth management business. Before that he was the Head of POSB/retail Distribution. His other roles at DBS include Regional Chief Operating Officer, Institutional Banking Group and before that as its CFO and Head of Group Finance, Planning and Analytics. Derrick has over 26 years of experience in finance and banking. He spent 11 years at American Express based in Paris and London as CFO of Consumer Bank and Insurance business and thereafter as Head of Finance Planning and Strategy in New York before returning to Singapore as CFO of its Cards business for ASEAN and South Asia.

Derrick currently serves at the Board of Governors, HomeTeamNS and as a board member of the National Library where he also chairs the Board Audit and Risk Committee. He graduated with a Bachelor’s in Accountancy (Honours) from Nanyang Technological University and an MBA (Honors) from the Wharton School at the University of Pennsylvania.

Goh Chin Yee is the Head of Group Audit in OCBC, with the primary role of providing independent and objective assurance and consultation to help improve the quality and effectiveness of governance, risk management and internal controls in the Banking Group. She is currently embarking on various initiatives to refresh auditing techniques, embrace new technologies and upskill auditors to future ready OCBC internal audit function in this era of disruption and transformation.

Prior to this, Chin Yee has worked in diverse functions in OCBC, covering investment research, fund management, strategic management, finance, risk management and treasury business management. Her experience included the development of risk-adjusted performance methodologies and analyses to enhance decision-making for business performance and capital management, as well as implementation of various regulations such as internal ratings based capital requirements, internal capital adequacy assessment process (ICAAP), model validation, Basel III, Dodd-Frank Act and OTC derivatives market reforms.

She graduated with a Bachelor of Engineering (First Class Honours) degree from the National University of Singapore and holds the professional qualification of Chartered Financial Analyst.

Helen Li is President of the Asian Confederation of Institutes of Internal Auditors for 2018/19 term. She is currently Group Chief Auditor of The Bank of East Asia, Limited and President of The Institute of Internal Auditors Hong Kong. Helen has extensive consulting and commercial experience in public and private sector companies including large listed groups in Hong Kong SAR, China, US and UK. Helen had worked as a risk advisory partner in KPMG and senior audit executive in other listed group.

Helen is a regular speaker at professional conferences including internal audit conferences/forums in the Asian countries. Helen is a CIA, FCCA, FHKICPA, and has a Master degree of Science in Finance.

JIANN LOManaging Director, Chief AuditorSingapore and ASEAN Cluster, Citi

Jiann Lo has been the Chief Auditor for Citi in Singapore and ASEAN since May 2017. In this role, Jiann is responsible for leading 120+ audit professionals to execute audits in Singapore, Philippines, Indonesia, Malaysia, Thailand and Vietnam. As the Head of Audit for Singapore, Jiann is also the designated Chief Audit Executive for the locally incorporated Citibank Singapore Limited, a Singapore Domestically Systemically Important Bank with independent non-executive directors.

Jiann joined Citigroup in September 2014 as the Chief Auditor for Franchise Audit – Asia Pacific and Japan, based in Hong Kong. In that role, Jiann was responsible for delivering the Franchise Audit mandate across Asia Pacific and Japan as well as working with the wider global Franchise Audit team to assess the adequacy and effectiveness of the governance and risk management processes across each of the countries that Citi operates.

Before joining Citi, Jiann spent nine years working for RBS in London and Hong Kong in both business and audit roles. Most recently he was the Head of Business Management and Risk & Controls Unit for RBS Asia Pacific. In that role he was responsible for driving strategy formulation and execution; staff communications; people engagement; and financial management. Jiann was also charged with institutionalising the risk culture across APAC support teams and proactively lead operational and regulatory risk responses. Prior to that, Jiann was the Regional Head of Audit for RBS in Asia Pacific where he developed the internal audit strategy for RBS APAC and established the APAC Group Internal Audit team as a greenfield operation.

Jiann qualified as a Chartered Accountant with KPMG with whom he worked for eight years across Australia, Ireland and England leading financial statement audits and consulting projects for major global financial institutions. Jiann has a Bachelor of Commerce from the University of Adelaide and holds an MBA from Northwestern University Kellogg School of Management.

VINCENT LOYManaging Director, Accenture Singapore

Vincent Loy is a leading industry subject matter expert and thought leader in Financial Services, with more than 20 years’ experience in the UK, US and Singapore. He is currently with Accenture Singapore as a Financial Services Leader and has responsibility for key global regulators and global financial services companies based in New York, London, Zurich and Washington. He advises management of global organisations and governments on strategising and managing risks relating to innovation, disruption and digitalisation.

Vincent previously led APAC Financial Crime and Cyber practice in PwC and was also the Singapore Financial Service Risk Assurance and Data Analytics lead. Prior to that, Vincent, trained as an accountant, was made partner in PwC UK, where he spent more than 20 years, and led the PwC UK Financial Services Technology Risk practice.

In Singapore, Vincent advised boards of major international companies including major government linked organisations. Vincent also led major growth studies (including Cybersecurity) for the Singapore government. Currently, Vincent sits on the Monetary Authority of Singapore (MAS) International Advisory Board on Cybersecurity and on the NUS School of Computing Industry Advisory Board and was also a sub committee member for Committee on the Future Economy.

Sopnendu Mohanty is responsible for creating development strategies, public infrastructure and regulatory policies around technology innovation. Mohanty has spent over 20 years in various leadership roles globally in technology, finance and innovation. He has co-authored several patented works in area of retail distribution of the financial sector.

Mohanty extensively engages with ecosystems of various jurisdictions on innovation, policy making and tech enabled financial services. He is on the Institutional Investor’s list of influential FinTech global dealmakers. Mohanty has been recognised internationally as a FinTech thought leader and he was recently named the Market Reformer of the Year by IFL, Euromoney.

SOPNENDU MOHANTYChief FinTech Officer, Monetary Authority of Singapore

Naohiro Mouri is Executive Vice President and Chief Auditor of American International Group (AIG), a global property-casualty, life and retirement, and general insurance company based in New York.

In a career spanning more than 20 years, Mouri-san has held a number of chief auditor positions. Before joining AIG, he was a Statutory Executive Officer, Senior Vice President and Chief Auditor for MetLife Alico Insurance K.K. Japan. He also led the audit departments at J.P. Morgan Asia Pacific; Shinsei Bank; Morgan Stanley Japan; and Deutsche Bank Japan. He began his career at Arthur Andersen in Atlanta and Tokyo.

Committed to supporting internal audit professionals, Mouri-san also has held numerous board and volunteer leadership positions at The IIA, including International Secretary (2007-08), Vice Chairman – Professional Development (2008-09), Vice Chairman – Professional Guidance (2015-16), Vice Chairman – Professional Practices (2016-17), and Senior Vice Chairman of the Global Board (2017-18). He has been IIA-Japan director since 2003.

Mouri-san served from 2001-06 as the first elected president of the Asian Confederation of Institutes of Internal Auditors (ACIIA). ACIIA recognized him with its “Outstanding Contribution in the Field of Internal Auditing” honor in 2016.

Mouri-san advocates for the profession through IIA and other industry forums, and he has lectured at a number of universities in Japan, including the Meiji University Graduate Program for Professional Accountancy and Senshu University. Mouri-san co-authored “Korega Kinyukikan no Naibukansa da (This Is Internal Audit for Financial Institutions),” which is available in Japanese and Mandarin.

Mouri-san is a Certified Internal Auditor (CIA) and a Certified Public Accountant (CPA). He earned a bachelor’s degree in accounting from Georgia State University.

For his chairman’s theme, Mouri-san chose “Emphasize the Basics. Elevate the Standards” to underscore how important conformance to the Standards is in ensuring internal audit remains relevant. “It is my hope that my theme will be a constant reminder that we must use all the tools provided by the Standards to build a foundation upon which to stake our professional claim,” Mouri-san said. “If each of us strives to elevate the Standards in our daily practice, then together we can raise the profession to new heights.”

Daniel Ng is currently the Head of Group Internal Audit at UOB. He has more than two decades of financial risk management, regulatory compliance and governance experience, having worked in both banks and consulting firms. Daniel’s career spanned the first, second and third lines of defence in the financial services industry. He has worked extensively in the AP region and held senior leadership roles in UOB, EY and IBM.

Daniel graduated with a B.A. in Economics & Statistics from the National University of Singapore, and a Sloan MSc in Strategy & Leadership from the London Business School. He is a Chartered Financial Analyst charterholder and a Certified Financial Risk Manager.

Alywin Teh is a partner of PwC's Risk Assurance practice with over 24 years of professional and commercial experience in assurance and advisory services. In particular, Alywin has been advising his clients on a range of Governance, Enterprise Risk Management, Compliance and Internal Audit related assignments. He is also responsible for advising clients on integrated GRC or Three Lines of Defence projects.

With an extensive experience in both the professional services and having held commercial roles of Regional Head of Internal Audit and Regional Chief Risk Officer, Alywin is able to bring practical insights and fresh perspectives to his clients. In delivering assignments for his clients, he received many positive testimonials about his commitment to service excellence and delivering business value.

He qualified as a CIA and CFSA and received the William S. Smith Certificate of Honour in the May 2006 CIA certification examination. Alywin was conferred Fellowship by the CA ANZ Council for his outstanding contributions to the accountancy profession, business and community in the course of his career as a Chartered Accountant Australia and New Zealand.

As the Head of Global Audit Services, Analytics and Operations, Colin Wan has more than 16 years of experience in IT Audit and Data Analytics. In this role, he is responsible for the audit analytics strategy, innovation and global transformation with the aim of embedding audit analytics, automation and continuous auditing across the Bank. Colin also leads the Global Audit Operations function, including Data Management, Systems, Business Intelligence, Resource Planning and the Audit of the Bank’s Offshore Global Business Services.
