Policy Revisions/Reminders

Please note the following new or revised championship policies for the 2020 tournament. Refer to the appropriate section in this manual for additional information on these policies.

Arena Entrance. Bands, cheer and dance teams must enter the arena through the north production lot no earlier than 90 minutes prior to game time.

Band Corral Access. For bands whose teams are participating in the first game of a session, the corrals may not be accessed until 60 minutes prior to tip-off. For bands whose teams are participating in the second game of a session, the corrals may be accessed at the conclusion of the preceding game once the other band has cleared out.

Band & Spirit Squad Warm-Up. Warm-ups are strictly prohibited in the Storage Area. In addition, please be aware that team shootarounds will be taking place on the court before the first game of each session Wednesday through Friday, so no instru-ments or music tracks may be played in the north production lot or other areas of the arena until 60 minutes prior to tip-off.

Coach Seating. Band, cheer and dance coaches are NOT permitted to sit in courtside seats. All courtside seats on the west side of the court near the band corrals are reserved for special guests of the WAC, including Wounded Warriors and their fami-lies and friends. Cheer and dance coaches may sit in the band corrals or in the seats opposite the basket.

Halftime. The WAC retains the right to schedule halftime entertainment for all games of the tournament. There will be no band/cheer/dance performances at halftime of the 6 p.m. men’s semifinal game on Friday or during the women’s and men’s championship games on Saturday.

Music. Institution-specific music files sent to the WAC may only be played during scheduled timeouts or halftime.

Outside Food. Outside food is not permitted inside the arena.

Spirit Squad Seating. Each spirit squad will be assigned to a position on the baseline opposite the media photographers. When seated on the baseline facing the court, spirit squads will be positioned to the left of the basket and photographers will be positioned to the right of the basket. The photographers have priority for baseline seating. All squad members must sit or kneel during game action, including free throws. Squad members may stand to cheer after a basket is made, but then must sit or kneel.

T-Shirt Toss. The WAC will provide t-shirts to the 12 cheer/dance members seated on each baseline and will request assis-tance in throwing them out to the crowd during a specified timeout. Cheer and dance members may stay on their half of the court after the t-shirt toss only if there are no other promotions or videos scheduled for the remainder of the timeout. If there are other promotions or videos scheduled after the t-shirt toss, all cheer and dance members should exit the court expedi-tiously.

Timeouts. Media timeout lengths may vary from game to game due to ESPN’s specifications.

Section 1–4 Medical 1.4.1 Physician. A tournament physician and ambulance will be on site for all games in case of emergencies. The contact for the tournament physician is Dr. Michael Miao (702-499-3008).

1.4.2 Hospital. The nearest hospital to the Orleans Hotel and Arena is the Spring Valley Hospital Medical Center located at 5400 S. Rainbow Blvd., Las Vegas, NV 89118. The hospital’s phone number is (702) 853-3000.

Section 1–5 Parking 1.5.1 Buses. The drop off point for band and spirit group buses is the loading dock area on the north end of the Orleans Arena. Buses then shall park along the back fence of the lot. Please see Appendix 3 on page 14 for a map.

1.5.2 Others. All other parking is on a first-come, first-served basis and is free in the lots adjacent to the Orleans Arena.

Section 1–6 Arena Entrance All band members (including those on the auxiliary band list), cheerleaders, dance team members and mascots will be admitted through the loading dock area at the north end of the Orleans Arena. Entrance will be authorized only to those individuals identi-fied on the respective authorized lists that are to be submitted to the WAC office. • Band Members List: A list of no more than 30 band members and one director.

• Auxiliary Band List: A list of no more than 28 additional band members that can participate but will be seated in the student section behind the main band and must purchase a student ticket ($10).

• Spirit List: A list of no more than 42 dance team members, cheerleaders, one mascot, one athletic trainer and two directors.

• Band/Cheer/Dance Liaison Form: Acknowledgment of WAC tournament policies by liaison.

Friday, March 13 Read to Succeed Event - 10:30 a.m.

Section 3 – Institutional Liaison

Each institution must designate a Band/Cheer/Dance Liaison to serve as the primary contact to the WAC. The liaison will monitor squad members on the baseline and in the band seating sections, assign a music representative, monitor the music selections, and ensure compliance with all band, cheer/dance and mascot policies. The band/cheer/dance liaison shall be the emergency contact person for any injuries, sickness or other emergency situations that involve band/cheer/dance.

Additionally, the Band/Cheer/Dance Liaison or designee (must be a full-time staff member, e.g. Band Director) must wear a headset for the purpose of communicating with the Game Producer at the scorers’ table during games. The Game Producer will alternate which band/cheer/dance has privileges to play during an unchoreographed timeout and will cue the Band/Cheer/Dance Liaison or designee when it is their band’s turn to play. During this time, an institution’s band may play ONLY when directed to, via headset, by the Game Producer.

The Band/Cheer/Dance Liaison Form, which includes the following information, must be forwarded to Hope Shuler by Feb. 28:

1. Confirmation that the liaison named above will accompany the cheer/dance squad to the tournament and will be present at all performances by their respective spirit squad.

2. Written confirmations that all cheer/dance music is void of profane language and that all songs by the band will not incite profane lyrics from the crowd.

3. Written confirmation noting whether electronic instruments, and any associated power needs, will be brought into the Arena.4. Written confirmation that the Band/Cheer Liaison, Cheer supervisor/coach, Dance supervisor/coach, and Band Director

understand and acknowledge the warning/penalty structure (as outlined below).

Warnings/Penalty Structure. Failure to adhere to WAC Band/Cheer/Dance policies shall result in the following penalties:

1st Violation: Warning given to Band/Cheer Liaison and Sport Administrator(s) notified2nd Violation: Removal of violator (e.g. mascot, band member, cheerleader) for remainder of game3rd Violation: Removal of Mascot, Band and Cheer/Dance squad for remainder of game4th Violation: Removal of Mascot, Band and Cheer/Dance for remainder of tournament

Section 4 – Band

Section 4–1 Members/Auxiliary Members Each institution is allowed 30 band members and one band director to be admitted into the Arena and to be seated in its respective band corral. The band list identifying the names of all members is due no later than Friday, Feb. 28. Each institution is allowed an additional 28 auxiliary members that can participate but will be seated in the student section behind the main band and must pur-chase a student ticket ($10) for each session in which they perform. The auxiliary band list identifying the names of those members is due no later than Friday, Feb. 28. Section 4–2 Entrance Bands must enter through the band/cheer/dance/mascot entrance (north production lot) no earlier than 90 minutes prior to game time. Only those listed on the official band pass list will be admitted into the arena. When not performing, band members will not be given access to the arena for other sessions.

4.2.1. Corral Access. For bands whose teams are participating in the first game of a session, the corrals may not be accessed until 60 minutes prior to tip-off. For bands whose teams are participating in the second game of a session, the corrals may be accessed at the conclusion of the preceding game once the other band has cleared out.

4.2.2. Warm-Up. Please be aware that team shootarounds may be taking place on the court before the first game of each ses-sion Wednesday through Friday, so no instruments or music tracks may be played in the north production lot or other areas of the arena until 60 minutes prior to tip-off.

Section 4–3 Fight Song Each band will have the opportunity to play its institution’s fight song during pre-game, halftime, and at the end of the game. If an institution will not have a band present at the tournament, it should send a :30 version of its fight song to the WAC.

4.3.1. Pre-Game. Upon direction from the in-game producer, the band whose team runs onto the court first may play its fight song first, followed by the band whose team runs onto the court second.

4.3.2. Halftime.

4.3.2.1. When Buzzer Sounds. Upon direction from the in-game producer, the leading team will play its fight song first, followed by the trailing team playing its fight song. If the teams are tied going into halftime, the higher seeded team will play its fight song first.

4.3.2.2 When Teams Return to Court. Upon direction from the in-game producer, the band whose team runs onto the court first may play its fight song first, followed by the band whose team runs onto the court second.

4.3.3. End of Game. Upon direction from the in-game producer, the winning team will play its fight song first, followed by the losing team playing its fight song.

Section 4–4 Halftime There is a standard 15-minute intermission between halves. Each institution may occupy the floor for a maximum of three (3) minutes. If an institution’s cheer/dance squad does not utilize all of its performance time, the band may fill in for the remaining time.

Section 4–5 National Anthem The singing of the national anthem will be coordinated through the WAC. Should a singer not be present, the band of the high-est-seeded team in the game shall have the first option of performing the anthem.

Section 4–6 Policies/Guidelines 1. All NCAA basketball tournament regulations regarding the times for a band to perform during a tournament game will be

applicable. Bands, or any component thereof (including drums), may not play while the game is in progress.

2. Bands shall follow all directions, including designated playing schedules, from tournament staff. Bands that do not comply with tournament staff shall be subject to removal from the Arena.

3. All individuals are required to remain seated in the band corral while the game is in progress.

4. Bands are not permitted to exit the corral area and perform in any other area at any time.

5. Bands shall not be provided drum platforms.

6. Electronic instruments are allowed into the arena, provided advance notification is given to the WAC. Bands will have ac-cess to power outlets within the arena.

7. Artificial noisemakers, air horns, laser pointers, etc., are not permissible.

8. Bands shall not converse with or approach game officials or squad members or mascots of the opposing team. Standard NCAA and WAC rules shall apply.

9. The WAC shall manage the timeout performance schedule for additional band/cheer performance opportunities.

10. Songs affiliated with any professional sports team or products are prohibited.

11. Laundry services will not be provided to band members, cheer/dance members, or mascots.

12. Bands may not perform in the box office area. For pre-game pep rallies, please utilize the north ends of the concourse (behind Sections 101-106 or 114-119).

Section 4–7 Seating Bands shall be seated in the designated corral on the baseline closest to press row. Each corral shall consist of 33 seats. The two additional seats beyond the 31 reserved for the band shall be occupied by the cheer and/or dance coach(es) The auxiliary band members will be seated behind the corral in the student section and must purchase a student ticket. Band members, band direc-tors, cheer and dance coaches are NOT permitted to sit in the courtside seats on the west side of the court.

Section 4–8 Storage The storage area for band/cheer/dance is the Gold C room located on the lower level of the Orleans Arena. Warm-ups in this room are NOT permitted. This room will be sectioned off into eight corrals and labeled accordingly. This area has extremely limited stor-age space, and shall be used to store band/cheer/dance items ONLY. Personal items of any kind (e.g. wallet, cell phone, backpack) may NOT be left in Gold C. Bands will be permitted to store large items in this room overnight as space permits. While Gold C shall be locked after the conclusion of the final game each evening, bands will store all items at their own risk. The WAC and the Orleans Arena are not responsible for any items stored in this area.

Section 4–9 Warm-Up Warm-up space will be provided near the band/cheer/dance entrance in the north production lot, as well as in the tunnel under Sections 112/113 (see Appendix 2), but NOT in the storage area.

Please be aware that team shootarounds will be taking place on the court before the first game of each session Wednesday through Friday, so no instruments or music tracks may be played in the north production lot or other areas of the arena until 60 minutes prior to tip-off.

Section 5 – Spirit

Section 5–1 Members

5.1.1 Spirit Team. Each institution is allowed 42 dance team members, cheer team members, one uniformed mascot, one trainer, two cheer supervisors/coaches (different than the Band/Cheer Liaison) to be admitted into the Arena through the band/cheer entrance (north production lot). The spirit coaches shall receive credentials. The Spirit List (see Section 2) identifying the names of all members is due no later than Friday, Feb. 28.

5.1.1.2 Mascots. Mascots shall adhere to the same policies identified for the cheer/dance squads, and additionally, must remain seated/kneeling at the far end of the baseline (away from the basket) during all live play, including free throws. At no time shall the mascot converse or interact with game officials, and at no time shall a team’s mascot interact with the opposing team’s mascot. Mascots may only enter the playing floor area during full timeouts and/or halftime performances.

5.1.3 Athletic Trainer. Each institution is allowed one athletic trainer to travel with its cheer and dance teams. This individual should be included on the Cheer Team List. He/She shall receive a credential and will be admitted into the Arena through the band/cheer entrance (north production lot).

Section 5–2 Entrance Spirit teams will enter through the band/cheer/dance/mascot entrance (north production lot) no earlier than 90 minutes prior to game time. Only those listed on the official spirit team pass list will be admitted into the Arena.

Section 5–3 Fight Song Each band will have the opportunity to play its institution’s fight song during pre-game, halftime, and at the end of the game. If an institution will not have a band present at the tournament, it should send a :30 version of its fight song to the WAC. Cheer/Dance teams may occupy their half of the court ONLY at the end of the game while their fight song is played.

Section 5–4 Halftime There is a standard 15-minute intermission between halves. Only the participating institutions’ cheer/dance teams may perform on the floor at halftime. Each institution may occupy the floor for a maximum of three (3) minutes. Cheer/dance teams may not occupy the court until both institutions’ fight songs have been played, or until directed by the in-game producer.

The WAC retains the right to schedule halftime entertainment for all games of the tournament. There will be no band/cheer/dance performances at halftime of the 6 p.m. men’s semifinal game on Friday or during the women’s and men’s championship games on Saturday. Section 5–5 National Anthem The singing of the national anthem will be coordinated through the WAC’s in-game producer.

Section 5–6 Policies/Guidelines 1. Cheer/dance squads must sit or kneel on the court apron during all live play - including free throws.

2. Squads will be allowed on the playing floor only when the game clock has stopped and are given permission by tournament staff.

3. Squads and mascots must not block the view of participants, patrons or media during competition and are restricted to their designated half of the baseline area, except when they are performing on the court during full timeouts or at halftime.

4. Squads and mascots will be restricted to the area between the baseline and free throw line extended during player introductions.

5. Artificial noisemakers, air horns, laser pointers, etc., are not permissible.

6. Songs affiliated with any professional sports team or products are prohibited.

7. Spirit squads may not place or throw institutional specific items (e.g., t-shirts, souvenir basketballs) into the general public seating area during pre-game, during the game or postgame. The WAC will provide t-shirts to the spirit squads to throw during the game.

8. Cheer/dance squad members and mascots shall be permitted to use signs and chants ONLY during their performances. Signs are prohibited while the opposing cheer/dance squads are performing. Cheer/dance squad members are also pro-hibited from guiding fan cheers/chants during the opposing squad’s performances.

9. Institutional flags may be displayed or waved on the court during pre-game activities and halftime only. Flags will not be permitted on the court during timeouts of any kind.

10. Spirit Squads and mascots shall not converse with or approach game officials or spirit squad members or mascots of the opposing team.

11. All spirit squads must conform to the guidelines set by the American Association of Cheerleading Coaches and Advisors (AACCA). Neither the Orleans Arena nor the WAC shall be responsible for supervising or monitoring routines performed by spirit squads at championship events. Except as noted herein, supervision of spirit squads, their activities, yells and stunts are solely the participating institution’s responsibility.

A maximum of 12 spirit squad members and one mascot from each participating team shall be allowed on the baseline or the floor during full (media) timeouts and 60-second timeouts. Spirit squad members and mascots are not allowed on the floor during 30-second timeouts. Spirit squad members who are not seated on the baseline during games may be seated in the floor chairs on the opposite side of the basketball hoop.

Section 5–8 Storage The storage area for band/cheer/dance is the Gold C room located on the lower level of the Orleans Arena. This room will be sectioned off into eight corrals and labeled accordingly. This area has extremely limited storage space, and shall be used to store band/cheer/dance items ONLY. Personal items of any kind (e.g. wallet, cell phone, backpack) may NOT be left in Gold C. Bands will be permitted to store large items in this room overnight as space permits. While Gold C shall be locked after the conclusion of the final game each evening, bands will store all items at their own risk. The WAC and the Orleans Arena are not responsible for any items stored in this area.

Section 5–9 Warm-Up Area Warm-up space will be provided near the band/cheer/dance entrance in the north production lot, as well as in the tunnel under Sections 112/113 (see Appendix 2), but NOT in the storage area. Due to the location of the television trucks in the north production lot, cheer/dance warm-up space may be limited in that area, however an area with mats will be reserved for teams. Teams are pro-hibited from performing pyramids and tosses in the warm-up area in the tunnel under Sections 112/113, but may perform AACCA approved partner stunts in the warm-up area in the north production lot.

Please be aware that team shootarounds will be taking place on the court before the first game of each session Wednesday through Friday, so no instruments or music tracks may be played in the north production lot or other areas of the arena until 60 minutes prior to tip-off.

Section 6 – Performance Schedule

Section 6–1 Team Introductions Cheer/dance squad members and mascots are allowed to stand during team introductions, but must remain between their desig-nated baseline and the free-throw line extended.

6.2.3 Men’s & Women’s Tournament -- Additional Timeouts. There may be additional non-media 60-second or 30-second called timeouts available for band/cheer/dance non-choreographed performances. Additional opportunities will be depen-dent on the sponsor promotions and other WAC presentations/public address announcements scheduled for each game.

6.2.3.1 Communication. Each institution’s Band/Cheer Liaison or designee must wear a headset for the purpose of com-municating with the in-game producer at the scorers’ table. The in-game producer will alternate which band has privileges to play during an unchoreographed timeout and will cue the Band/Cheer Liaison or designee when it is their band’s turn to play. During this time, an institution’s band may play ONLY when directed to by the in-game producer.

Section 6–3 Halftime There will be a 15-minute intermission between halves. Only the participating institutions’ cheer/dance team and mascot may perform on the floor at halftime. Each institution may occupy the floor for a maximum of three minutes. The 12 cheer/dance team members plus additional members seated in the band seating shall be allowed to perform at halftime. Cheer/dance teams may not occupy the court until both institutions’ fight songs have been played, or until directed by the in-game producer.

The WAC retains the right to schedule halftime entertainment for all games of the tournament. There will be no band/cheer/dance performances at halftime of the 6 p.m. men’s semifinal game on Friday or during the women’s and men’s championship games on Saturday.

Section 6–4 Schedule Handouts Each institution’s Band/Cheer Liaison or designee shall be provided with the game’s performance schedule by a member of the WAC staff prior to the start of each game. Performance schedules are subject to change, however, in most cases the home team (higher seed) will perform first.

Section 7 – Music

Section 7–1 Format & Management Cheer/dance squads must submit their music to the WAC by Wednesday, Feb. 26. The WAC will send the files to the Orleans Arena to be pre-loaded on their audio software.

• All music tracks must be submitted in mp3 format with a preferred bit rate of 256 to ensure the highest quality of sound and consistency over the Arena’s audio system.

NOTE: Songs downloaded from iTunes are in mp4 format, and are NOT compatible with the Arena’s audio equipment. Please make sure that all submitted tracks are in mp3 format.

• All music tracks should include your institution’s abbreviation in the file name (i.e., CSUB, CSU, GCU, KC, NMSU, SU, UTRGV, UVU).

• All music tracks that will be utilized for media timeout performances must be one minute in length or less.

Band/Cheer/Dance Liaisons will not need to physically manage the music during the performances. However, each Band/Cheer/Dance Liaison is responsible for reviewing all music selections and ensuring the selections are void of profanity and inappropriate language.

Section 7–2 Testing Each institution’s Band/Cheer/Dance Liaison, or designee, must meet the music coordinator in the audio booth 30 minutes before tipoff of each game to ensure the music files for that respective game are correct. All music files that will be utilized for media tim-eout performances must be one minute in length or less.

Section 7–3 Other Institutional music tracks may only be played during scheduled timeouts. For additional timeouts, you may have your band fill in, you may perform chants/cheers, or you may request for the DJ to play music.

Timeout lengths may vary during the tournament due to ESPN. If you have time remaining during the timeout after your 60-sec-ond music track, you may fill the remaining time on the court.

Section 8 – Merchandise

Section 8–1 On-Site Tournament merchandise will be provided by Event1, the official tournament merchandise provider of the WAC. Tournament mer-chandise will be available for purchase at the team shop located on the concourse behind Section 110. Institution athletic out-fitters are prohibited from selling merchandise at the arena or Orleans Hotel due to the WAC’s non-compete clause with Event1.

Section 8–2 Pre-Sale If you are interested in placing an order for official tournament merchandise prior to the tournament, please contact Hope Shuler ([email protected]) as soon as possible. There is no guarantee that pre-sale orders will be fulfilled prior to the tournament.
