COMMITTEE REPORTS FOR ADOPTION

05.16.3697 RESOLVED on the motion of Cr Mannix and Barnes that the committee reports be accepted and recommendations therein be adopted. MINUTES OF THE MEETING OF THE BALRANALD BEAUTIFICATION COMMITTEE HELD AT THE COUNCIL CHAMBERS, ON 6TH APRIL 2016, COMMENCING AT 7:00PM PRESENT: Cr Steven O’Halloran, Karen Norfolk, Vicki Burke, Mary Grisdale and DID John Stevenson. APOLOGIES: Cr Elaine Campbell, Greg Camin, Jill Bath, Gaye Renfrey and Marg Vanzanten. Business: 1. The Committee discussed the need to give extra care to bottle trees and Main

St small trees. M Grisdale advised that the Kaleidoscopes in the Greenham Park entrance garden need to be replaced with red & yellow roses as per Main St roses. M Grisdale and G Camin have offered to plant the roses as a working bee. Appreciation from the Committee is extended. Accepted by consensus.

2. The Committee advised that there are weeds popping up in the Discovery

Centre gardens. DID to action.

3. The Committee discussed the need to water the median strips evenly and on a regular basis. Cr S O’Halloran suggested that the timers in the median strips be reprogrammed. Staff to also attend to the replacement of some Dietes replacements at median strip end gardens. DID to action.

4. The Committee enquired as to whether any grants are being put in towards the reserves in town. DID advised that a grant has been lodged for a new fence at the Caravan Park on the highway channel boundary. An additional reserves improvement grant has been lodged in Euston.

5. A general discussion on Blue Green Algae in Balranald Weir Pool took place. Indications are that the immediate town area is not effected.

6. The Committee requested that the Street Tree Plan be brought to the next meeting with a view to recommending a variation to preferred species. DID to provide details.

7. Cr O’Halloran advised that the ‘Mungo’ video in the interpretive pavilion at the Discovery Centre is not working. DID to liaise with Tourism Coordinator.

8. The Committee discussed the replacement of roses along the pathway at the Old Gaol. Will be undertaken by staff in conjunction with item 1.

9. June Armstrong has approached staff to poison some regrowth on the river front park at the rear of her Ballandella property.

10. Discussion took place on the need for advanced trees to provide shade in the rear of the lawn cemetery and extra seating. DID to action.

11. Vicki Burke noted her apology for the next May meeting. There being no further business the meeting closed at 8:00pm. Next Meeting: Wednesday 4th May 2016 at the Council Chambers at 7pm. Recommendation: that the report be accepted and noted.

MINUTES FROM THE BALRANALD SHIRE COUNCIL CULTURAL COMMITTEE MEETING HELD AT THE COUNCIL CHAMBERS OF BALRANALD ON MONDAY APRIL 18TH 2016 COMMENCING AT 5.00PM PRESENT: Doreen Greenham (Chair), Jan Lawler, Margaret Butler, Sue Balshaw, Connie Mallet, Ema Serevi, Elizabeth White, Cr Steve O’Halloran, Cr Elaine Campbell, Rev. Robyn Davis, Bella Mannix, and Cherie Murphy (minute taker). APOLOGIES: Linda Nelson The minutes of the Meeting held on Monday February 15th 2016 were read and accepted. Moved Sue Balshaw Seconded Jan Lawler BUSINESS ARISING: Variety Concert - Music night Cr Elaine advised that Chloe Calleja and Kiandra Dalton have said they will perform and was waiting on the Fijian choir to let her know. Ema advised that the Fijian choir are able to sing, but would like an official invitation. Elizabeth advised she will complete this. Margaret reported

It has been a busy time but delighted to say all those she has approached to perform at the concert have accepted and happy to oblige.

Helen Ellis has offered the use of her Yamaha upright piano, and the committee would like to pass on their thanks for the offer.

Thank Cherie and Council for preparing some flyers for shop fronts and businesses around town. They have been given to all shop fronts, motels, Caravan Park and library. They will also be at the hospital and doctors surgery.

Went and spoke with Matt Bodinnar and advised him of the variety concert, asking if they could leave the takings from the concert in his safe overnight. Matt said he would be happy to assist, and that Mary Grisdale (being a Bendigo Bank Officer) will do an initial count and record the takings. It will then go to Council for second check and then bank. Matt was thrilled the concert is going ahead and has generously donated his advertising space in The Gaurdian to spread the word further.

Admittance fees are $20 family, $10 adults and $5 for people under 18 years.

Gen McConnell has kindly donated some A4 paper to produce a program for the event and cost to purchase a program will be .50 cents

Everyone has been very helpful and responsive and not only will it raise funds for the Grand Piano, it will bring the community together – there is a lot of talent in our community

Cr O’Halloran made comment that Bec Drenovski is very talented on the piano and maybe she should be asked to perform if she is able to. The committee agreed and Margaret advised she will contact Bec. Connie Mallet said that Council could advertise the event on social media and this will reach many people. Margaret thanked Connie and said that the program would be finalised on Thursday this week. Robyn enquired if the Committee had completed the request to Council for donation to waive the hire fee of the Theatre Royal and if there is refreshments and in interval at the event. Margaret said that the letter to Council had been completed and read the reply correspondence from Council stating that it was resolved to waive the fees but stated that the Hall be cleaned after the event. Margaret also advised that the Balranald Netball Club will be supplying soft drinks and confectionery, although was unsure of intervals at this stage “if you have intervals you lose some people, but I will look into this”. Doreen Greenham thanked Margaret for her report and advice.

General Business Jan Lawler informed the committee of a Media Release received stating that South West Arts have received a grant of $50,000 (to be shared between 7 Shires) from ANZAC arts and culture. These funds are offered to “capture and develop stories of Australia’s participation in conflict, celebrating the resilience and acknowledge the sacrifices of our local men and women, while also remembering the contributions of those who remained behind”. The key initiatives of the project include collation of personal histories from each municipality to develop creative stories of the ANZAC legacy via different mediums such as radio, web, pod cast and audio books, photography, paintings, sculptures, graphic art, film. Balranald might be able to aim towards a project such as visual arts – a mini film or similar to support our youth with those questions like “why are there wars?”, which was asked to General Sir Peter Cosgrove recently. As quoted from the Media release “It is a great platform for people to express themselves and engage and educate audiences about important events in Australia’s history”. Jan has advised that South West Arts AGM will be held in May and Rev. Robyn is thinking of joining the committee. This would be a great additional member from Balranald, particularly with an Indigenous connection. The Gallery, with assistance from ray Mitchell has completed an E.O.I to Club Grants for funding to re-roof, insulate and air condition the shed and also to erect a toilet at the Gallery. Jan thanked Ray and the Council for their assistance with the E.O.I, and they have been told they should hear something by 27th April. If it is positive, they will then move onto the grant application stage. Jan also wished to thank Council for the computer and monitor they received after The Gallery’s equipment crashed. Jan asked if Council, together with the Cultural Committee could review Pillar 4 (Our Culture - A community that respects and celebrates its diverse cultures heritage and arts) of Councils Community Strategic Plan. The CWA has since closed – part of our culture has disappeared. We don’t want to lose more, like the Museum or the Theatre – we need to focus more on living in our community and look for options of getting funding to assist in keeping our culture and heritage alive. Elizabeth advised that the Community Strategic Plan will be reviewed every four years when a new Council is elected (to comply with the reporting requirements of the legislation and the Planning and Reporting Guidelines for Local Government in NSW) by the newly elected Council will confirm its commitment to the four year Delivery Plan Jan said that The Gallery held an adult mosaic workshop last Saturday, which was great. They ended up with two new volunteers. Jan also commented that there are

many locals who have never set foot in the door of the Gallery so they don’t really know what’s there or what it’s about – they have had parents drop their kids off and have been amazed at what’s on offer. Jan also said that if the Museum could be cranked up, that would be great too. It’s a shame that it’s not open and functional on a daily basis, with someone managing all of the historical merchandise. Connie Mallet advised that the Museum is open each day by her staff for people to browse and it is second on the list of attractions visited in Balranald. Robyn queried if there was video surveillance in the building for all of the precious items? Connie said not at this stage, but funding would need to be sourced to complete this. Jan agreed that there are many precious items that need to be looked after, that’s why there is a need for a manager and possibly volunteers to assist also. Jan said she does a workshop with kids every Thursday – if we can get the kids in the parents get interested also. Sue said it’s a great idea but most parents are busy these days with both in the workforce. Doreen Greenham thanked Jan for her report and advice. Connie Mallet presented the Committee with a report outlining the alignment of the Tourism strategy with Arts, Heritage and Culture. Each person received a copy of the report to refer to. She said she hoped people realised the importance of tourism to the committee. Connie briefly summarised the report, focusing on statistics of visitors; (the biggest % of visitors come from NSW) what their main interests / activities are and specific market audiences in conjunction with Councils Tourism Strategy Objectives / outcomes. Connie also spoke about working out a process of engaging with the community and visitors, incorporating the cultural committee and tourism to boost our community, such as hosting annual or regular events to ensure continuity of visitors to our Shire. Connie would like to work with the Cultural committee to develop and foster relationships to continue to grow our tourism area in conjunction with the role of the committee, building on our current attractions and incorporating new attractions via promotion and budget timelines. Jan said its hard as an individual to fund workshops and introduce new activities or more artistic activities in our community / schools etc. we as a community need to work out how to approach this holistically, with a feeling of well-being. We need to link the community experience with the tourism experience. Connie agreed and said that as an example, the variety concert involves the community, but we can take it an extra step with promotion, incorporate tourism and ensure the community are involved; basically attracting tourism plus involving the

community. There is lots of potential / attractions / space and we need to work as a group to come up with ideas. Sue Balshaw, Bella Mannix and Margaret Butler left the meeting at 5.53pm. Doreen Greenham thanked Connie for her report. Cr O’Halloran raised the following questions:

Helen Ellis’ piano - is there a formal agreement with Council for insurances – this needs to be in place.

Promotion of Yanga / Mungo - Balranald promotes these but there needs to be more / better promotion of these facilities

Are there brochures out at Mungo?

Mildura airport doesn’t have anything – we need to get our information into there as well.

Connie advised that she has been speaking with National Parks and have just recently commenced managing Mungo NP and Yanga NP under the same zone area (previous to this, they are managed under separate areas). We can cross-promote, which we are looking into at the present time. Jan Lawler queried if we promote through Mildura. Connie said that she and her staff regularly send brochures and material to neighbouring areas, including Mungo and the Mildura airport, and she has personally dropped off brochures when she’s out and about (like Mungo). Connie advised that she is currently looking further promotion through Mildura and other areas, and trying to “re-claim” Mungo back from Mildura now as it’s in our Shire. Part of her promotion is “Did you know?” where this information is listed etc. NEXT MEETING: The next Cultural Committee meeting will be held on Monday 20th June 2016 at 5pm. MINUTES OF THE BALRANALD SHIRE EUSTON BEAUTIFICATION & TOURISM MANAGEMENT COMMITTEE MEETING HELD AT EUSTON COURTHOUSE ON TUESDAY 3RD MAY 2016 COMMENCING AT 9:00AM PRESENT: Mayor Leigh Byron, Cr Ken Barnes (Chair), Mrs Bev Harbinson, Mrs Edna Price, Mr Barry Watts and DID John Stevenson. APOLOGIES: Mr Ian Bolt and Mrs Vicki Barnes. Business arising from the minutes: 1. The Committee discussed the desirable outcomes from the Better Boating

Funding $2,000 towards Lake Benanee boating facility improvements.

Discussion centred around the shallow gradient of the water and silting effect

making any deeper boat launch area difficult.

Committee suggested that investigations be made towards a regulator on the

inlet creek so that the Lake water level may benefit from any intermittent high

river flows. DID to form a scope of work towards the study.

2. The Committee noted the installation of new plaques for the ANZAC ceremony

at the Cenotaph Park.

3. The Committee confirmed a previous decision that Euston Cemetery ashes

internment is adjacent to the access pathway on the right hand side with

recognition plaques fixed to the pathway edge. Public to be made aware of the

agreed practice and comment posted on an advice sheet or map.

4. DID to liaise with painter to commence refurbish painting Courthouse interior.

5. DID to undertake repairs to Shailer Terrace westerly of Cowper Street.

6. DID to instigate ability to replace town entry sign vinyl images in forthcoming

budget program.

New Business: 1. The Committee noted the positive benefit from the installation of parking

islands in Nixon Street adjacent to Club carpark. Council to provide a

letter of appreciation to Euston Club.

2. DID to act on improvements to Cole St property (removal of excess material and

screening of earthmoving machinery).

3. B Harbinson tabled an opportunity for the seeking of grant funds under

Australian Government, Veterans Affairs for community based projects and

4. TOURISM ROLLING ACTION PLAN

Aside from the items above which are also in the Action Plan, the following

items were discussed:

Maintenance/Improvement of the Memorial Bird Trail & Potential New Walk/ Bird Trail: At the April Bird Walk Touring meeting both the Ben Scott Memorial Bird Trail

& the new proposed bird walk/bike trail were visited and reviewed and it was

agreed that before any decisions are made on this walk or the Memorial Bird

Trail, we would need to investigate the environmental water situation. Di

Williams was to set up an appointment with the Water manager.

On the 27th April Di Williams, Elizabeth White, The Tourism Coordinator,

Ken Spinks and Ian Field met up with James Maguire from Murrumbidgee

Water Management to discuss the issues and proposed resolutions.

At the May meeting Di Williams gave the committee a summary of the

discussions and the proposed solutions provided by James Maguire. It was

recommended that Di Williams provide the Tourism Coordinator and the

Director of Corporate & Community Development a written summary of this

as there are a number of tasks and research that needs to be conducted by

Council staff in reference to the land before any type of proposal can be

evaluated and recommended to the Committee and to Council.

It was also recommended that a small group of committee members be

appointed to work on this project and develop a project plan that will be

discussed at the Committee meetings for eventual submission to Council.

New Tourism Website The Tourism Coordinator reported that the new website was completed and

is currently being prepped for the live release. The Director of Corporate &

Community Development has seen a preview of the new website and gave a

very positive review of the new website and said that the committee and the

community will be very happy with the site.

The Tourism Coordinator said that this project was mainly worked on after

working hours and although it was developed by herself she could not have

done it without the support of her team at the Visitor Information Centre and

she thanked her partner for his patience and understanding and also thanked

German Ugarte for his photos used on the website and thanked her Director,

Elizabeth White for all her support during the development of the website.

The Tourism Coordinator said that once the website goes live there are a

number of promotions, advertising and other marketing activities that are

planned to take place between May and July.

The Coordinator also asked that the committee be active Ambassadors for

Tourism in the community and to verbally support the Discovery Centre and

Tourism activities. She said that Positivity is infectious and produces positive

outcomes.

The Committee formally thanked The Tourism Coordinator, Connie Mallet

for all her hard work with the new website and voiced that she and staff at the

Discovery Centre should be praised and thanked for the hard work and

results they are achieving with the Discovery Centre and tourism.

Tourism Videos The 4 Tourism videos are complete and will be released on the new website,

YouTube and on Social Media pages. They will also be played at the Visitor

Information Centre

A Google+ You Tube Account has been set up for “Discover Balranald &

Surrounds” designed for promoting Balranald & Surrounds via a series of

videos. The Tourism Coordinator said that aside from the 4 new videos a

series of in-house made videos will be made promoting specific attractions,

events and tourism activities

5. NEW BUSINESS ARISING

Road to Mungo from Balranald: As Wentworth Shire has received funding for upgrade of roads that will enhance their visitor market to Mungo National Parks and could potentially negatively impact our visitor economy, it was recommended that the Tourism coordinator and the Director of Corporate & Community Development, Elizabeth White look into whatever needs to be done and whoever needs to be addressed to positively counter this situation.

The Tourism coordinator mentioned that certain roads needed to be Gazetted and/or “Google” marked so that Google Maps can pick up the most direct and quickest route to Mungo from Balranald as currently it shows other longer routes that take visitors through the Wentworth Shire. The coordinator said that she will look into this matter and report back at next meeting.

Rotunda

Matt & Dee provided a number of quotes for the provision of a BBQ unit at the

Caravan Park (installed under the rotunda). As there is sufficient funds in the

budget the committee agreed that Matt & Dee review the BBQ measurements and

provide the GM with the preferred BBQ unit so that it can be ordered.

Smoke Alarms 11 units have had their smoke alarms replaced. There are 5 remaining and Matt &

Dee will work with Ray Mitchell to have the remaining cabins completed.

Split Systems The committee agreed that the Caravan Park Managers obtain quotes for split

systems for cabins 8 & 9 and provide to the GM for orders to be issued. The GM

advised that there is approximately $80,000 in the Caravan Reserve and at the end

of March the Caravan Park Operating Budget was approx. $50,000 in surplus

however there could be some large accounts to come in such as the water bill.

GENERAL BUSINESS

1. Boat Ramp The GM presented to the committee the layout plan for the pontoon and toilet location at the Caravan Park boat ramp. Matt raised the issue of needing to ensure that there is no hand rail or pylons in the way for when people walk along the floating platform with their boat pull rope. GM will discuss the matter with the DID to see if the design can be engineered to allow this to occur

2. Plank flooring

The committee agreed that the quote from Carpet Court (Mildura) be accepted for the Vinyl plank flooring for Cabins 8 & 9, as well as cabins 14-17 on the proviso that only 1x $265 travel charge be incurred and that the contractors be provided free accommodation at the park while they undertake the works.

3. BBQ Next meeting, all going well, a test of the new BBQ will take place. Also an inspection of the residence at the Caravan Park will take place to prioritise any upgrades required.

4. Fees & Charges 16/17 The Fees & Charges were reviewed for inclusion into the draft fees and charges to be presented at the May Council meeting.

The proposed changes to the current fees include: River View Cabins 14-17 increasing from $95 to $100, Standard Ensuite Cabins 6-11 increasing from $75 to $80, Cabins 1-5 increasing from $60-$65 with site fees remaining as is.

Next Meeting: The next Caravan Park Committee Meeting will be held June 10th 2016 at 2pm.

05.16.3700 RESOLVED on the motion of Cr Mannix and Barnes that the report be

accepted. Purpose of Report To provide Council with a progress report on Tourism activities. Report Attached to this report is the Tourism Monthly Reporting Dashboard for the month of April 2016. The following is a summary of the Statistics provided in this report; After the busy and record month of March and Easter, April was a productive month for focusing on the completion of the new tourism website and other tourism collateral. It was still a great month for visitors. Walk-In increased by 46% compared to March 2015 and an increase of 19% compared to last month. The income was on a par compared to March 2015 with only a difference of less than 1% decrease and down by 40% compared to the record figures of last month due to Easter sales and the Bes Murray book sales of last month. The largest percentage of visitors in April came from intrastate visitors at 48% and interstate at 41% in the following order VIC, QLD, SA, & WA & TAS. International visitors was at 3%, coming from the Germany, UK, France, USA and Italy. Coaches/Groups were at 12% of visitors. Note that we also recorded 55 visitors that the VIC team encouraged to stay an extra night. Most popular merchandise: Magnets, Robinvale Estates, Frog Figurines, Prickle Downs Honey & Relish, Bes Murray, Mungo & Bodinnar’s books. Although there was less activity on Social Media than the previous, nevertheless traffic was still very high relative to the number of posts. The Council Facebook page is now at 1,847 LIKES and the Balranald Discovery Centre Facebook page is now at 2,350 LIKES over the month of April. The Council page had a total reach of 38,269 from 4 promotional posts and the Discovery page recorded a reach of 27,233 from only 3 promotional posts. Note all promotional posts are targeted which make the results very effective.

1. That Councils DRAFT Operational Plan is placed on public exhibition for a period of 28 days commencing 20th May 2016 in accordance with Section 405 (1) - (6) of the NSW Local Government Act 1993.

2. The $3.2M Hostel Capital Project and associated loan repayments be removed from the Draft Operational Plan before being placed on public exhibition.

Purpose of Report To present Councils 2016/2017 Draft Operational Plan. Report The Operational Plan, including the draft budget and Revenue Policy is an annual plan that must be adopted by Council before the beginning of each financial year. The plan outlines the activities to be undertaken in that year as part of the Delivery Program (4 year plan). The Draft Operational Plan must be placed on public exhibition for a minimum of 28 days to invite public comment. Any submissions received must be considered by Council before the final program is adopted. Councillors will have further opportunity to comment on the Draft documents during the public exhibition period up to the 17th June, although, Councillors are encouraged to put forward their comments well prior to this deadline. A copy of the Draft Operational Plan is provided under separate cover.

05.16.3702 RESOLVED on the motion of Cr Jolliffe and Mannix that the

recommendation be accepted following provision of amendments to pages 2-8 of the Quarterly Budget Review Statement tabled by the General Manager. Purpose of Report To provide Council of the Quarterly budget review and financial position as at 31st March 2016. Report The Local Government (General) Regulation 2005 requires the Council to prepare and consider a budget review statement each quarter which shows:

- Estimates of Income and Expenditure - Appropriate revision of these estimates

The statement must also include a report indicating changes in estimates for income and expenditure. This is completed in consultation with the responsible Director or Manager of the relevant department. The statement must comply with the Local Government Code of Accounting Practice and be considered by the Council no later than 2 months past the conclusion of the quarter. The attached financial reports comply with the Councils statutory responsibilities and are presented using the organisational structure approved by the Council. The Operational Plan and Budget Review Statement have been prepared on an Accrual Basis as required.

Purpose of Report To provide Council with a progress report on works, since the April meeting. Report 1. Road Maintenance Following recent rains Council has engaged three contract graders to assist Councils three teams. These six graders have undertaken works in the following areas:

MR67 North

Mildura Ivanhoe Rd, westerly from MR67

Turlee Leaghur Rd, part south of Mungo Park

Marma Box Creek Rd, westerly from Turlee Leaghur to boundary

Euston Prungle & Prungle Marma Rds

Miscellaneous areas around Balranald, including part Malcolm St, part Baupie Lane, Low Level Weir Access Rd.

Following another rain event, at the time of writing, maintenance grading is planned to recommence in the Oxley area, Freshwater & Mossgiel areas, Mildura Ivanhoe Gol Gol, Mandleman and Carinya to Melton Grove areas. If moisture permits further maintenance grading will extend on an as needed basis.

2. Roads to Recovery Program Gravel haulage and formation works have commenced on a 1.0km section of Tapalin Mail Rd south westerly from the end of bitumen. This section to be eventually bitumen sealed.

1) 1. The subdivision complies strictly with the plan as submitted. 2) 2. Any new driveway access to the newly created lots, or alteration to existing

access, is to be to the satisfaction of Council or its delegate, and at the applicants full cost. This access must form part of the registered plan.

3) 3. Subject to the concurrence of Telstra and Essential Energy and the provision of power connections to each of the three new lots.

4) 4. Any water supplies to the subject lands are the full responsibility of the applicant.

05.16.3705 RESOLVED on the motion of Cr O’Halloran and Mannix that

the recommendation be accepted. Purpose of Report To seek Councils consent to a 3 lot subdivision and boundary realignment in a RU1 (Rural) area. Report Council has received an application for the subdivision of Lot 3 DP 807899 and its boundary realignment with Lot 3 DP 1114550 from Price Merrett Consulting on behalf of the owners Ms N. Woodhead and Mr J. Woodhead. In essence the application seeks to divide the rear parcel of 237.5ha to create two additional 40ha lots with direct frontage to Dry Lake as per the ten existing smaller lots, immediately northerly of the subject parcel. The accompanying diagram also illustrates that 40% of the existing aggregate parcel is within the Dry Lake as freehold title and so approximately 80% of the proposed two 40ha lots and 15% of the residue 136ha lot, are inundated by Dry Lake.

The proposal meets the minimum lot size requirement of Councils LEP (40Ha) and adjoining landowners have made no submissions against the subdivision under S.88 of the Environmental Planning and Assessment Regs. 2000. A gravel private road exists as access from the Sturt Highway at present and provision has been made to extend this road to provide access to these new lots. The status of this road is by way of a right of carriageway easement dedicated on the plan over other parts of the applicants property. Council has no interest in accepting responsibility for this access road.

Report Council was approached by Mr Drew Arentz seeking advice towards the ability to site a second four (4) bedroom demountable on site. He was advised that a fresh development application is required. Shortly after, staff were advised that the unit was being placed on site. Staff then advised him that he should not proceed until consent is granted, and any interim works are deemed illegal. Works continued to deposit the demountable onsite and as a result a notice was served to remove the unit from the site pending the approval or otherwise of the DA. The associated fine of $1,500 has also been issued. At the time of writing Mr Arentz has lodged a development application for this second accommodation unit and provided a detailed explanation of his actions. He has removed the front security fence and banner, relocated the storage container and secured the side gateway.

Attachment: Draft Donations & Financial Assistance Policy POLICY: DONATIONS, SUBSIDIES & FINANCIAL ASSISTANCE POLICY OBJECTIVE To provide clear procedural guidelines for determining Council’s annual donations assistance to individuals or organisations in the Balranald Shire Local Government Area. BACKGROUND Council receives an increasing number of requests from schools, organisations, events and individuals requesting financial assistance, subsidies and sponsorship for various activities. Council has a relatively small budget and its donations vote is limited, so it is desirable that Council has guidelines in place that allows for an equitable and consistent approach to the distribution of such funds. POLICY STATEMENT Council will consider requests for financial assistance to local schools, groups, organisations or individuals for educational, cultural, sporting and welfare where the request demonstrates a community need or benefit. A limit of one (1) donation application per annum will apply, up to a maximum of $1,000 In assessing a request, the following guidelines will apply:

Organisations must be incorporated and formally structured to service the residents in the Balranald Shire Council area and be based in the Balranald Shire or alternatively have a regional focus that will benefit the residents within the Shire.

Organisations must be non-profit groups involved in cultural, tourism, sporting, educational, health or community affairs.

Requests for donations to charities/organisations registered outside the Balranald Shire area will not be considered.

Council will consider one off contributions to other areas as a result of natural disaster.

Organisations are required to complete Council’s donations application form to have their request considered.

Council will advertise for applications for donations twice per annum in August and February, will applications closing on 31st July & 31st January.

05.16.3709 RESOLVED on the motion of Cr Mannix and Jolliffe that the

recommendation be accepted. Purpose of Report To advise Council of a summary of meetings held. Report The Mayor, Cr Campbell, Cr O’Halloran and the General Manager attended the Homes out West meeting at the Ex-Servicemen’s Club on Thursday 14 April. The purpose of the meeting was to meet the Homes out West management team and discuss housing issues in within Balranald Shire Council. The Mayor, Cr Barnes, Cr Campbell, Cr Cooke, Cr Jolliffe, Cr O’Halloran and the executive team attended a Budget workshop on Wednesday 20 April. This workshop was a follow on from the initial budget workshop held on 10 March. The draft budget for 2016/17 was worked through line by line with a list of items for the management team to further investigate. On Thursday 21 April Cr O’Halloran attended the Bush Fire Management Committee Meeting at the Balranald Head Quarters. The General Manager attended part of the Environmental Water Advisory Group two day meeting held at Balranald on Wednesday 27 April (site inspections were on the Tuesday). There have been a number major environmental watering’s since the December meeting with the largest ones being: Nimmie Ciara 86GL, North Redbank 60GL, North Yanga 11.7GL. There were a number of presenters with the most interesting being from DPI Fisheries. A fish known as the oriental weather loach is in our streams. An example was given where the fish was captured in 43deg weather near Balranald and transported in the back of a ute to Albury and was alive and well out of the water for that duration. Councillor Jolliffe along with Council’s Weeds Officer attended the Western Regional Weeds Meeting at Cobar on Thursday 28 April. The committee were

advised of the introduction of the Bio-Security Act soon to supersede the Noxious Weeds Act. The Mayor, Cr Mannix, Cr O’Halloran and the executive team attended a joint meeting with representatives from Wentworth Shire. The meeting was convened at the Euston Club on Friday 6 May. Agenda items discussed included: Local Government Reform, Fruit Fly Control, Resource Sharing, Mining Activities, Western Division Future, RAMROC Future & Subscriptions. A presentation was also provided by the MDBA executive officer on the future direction of the authority. The Mayor, Cr Barnes, Cr Campbell, Cr Jolliffe, Cr O’Halloran and the executive team attended the 3rd Budget workshop on Monday 9 May. The draft budget updates were reviewed along with the fees and charges. The Mayor attended the RAMROC Board Meeting in Jerilderie on Wednesday 11 May.
