1) MILCON construction project starts in 2010 with occupancy by 2012 and the privatization scenario assumes BAH payments start in 2012.2) Added operating costs for custodial services, refuse collection, and pest control for comparable facilities3) 322 of the bedrooms are to be filled with E1-E4s and the remainder are to be filled with 72 E5s as described in the 1391. There are separate analyses for all E1-E4s and only E5s.4) Although the Facility Modernization Model uses empirical costs for program-wide budgeting purposes, the primary facility cost from the 1391 was used in lieu of empirical costs for greater accuracy. 5) Assumes costs will inflate along with general inflation. Therefore costs were not escalated and the real discount rate identified by OMB was used.6) This 55-year lifecycle cost analysis does not use the O&M and Utility cost sources as specified in OSD Final Housing Privatization Life Cycle Cost Policy, dated Nov 4, 2005.
