October is a magical month. The perfect conjunction of summer and winter that is ripe with beauty and promise. At PTYC, October arrives with a host of important, fun and (we fear) scary times. The PTYC Garage Sale is on Saturday, October 13. This event is our major fundraising effort to help provide monies for our scholarship program. Opportunities to assist are many. We need help setting up, staffing during the sale and, of course, clean up
after. Donations of saleable items are important and highly encouraged. Anyone wishing to assist in this effort should contact Muriel Powers or Katie Habegger or sign up online at our website www.ptyc.net . Donations of items will be accepted beginning the evening of our October 9th General Meeting.

Our annual Crab Feast is on Saturday, October 20. This delectable event is always a very popular time that has “sold out” in the past. Again, helpers are needed, and online signups are encouraged. A couple of reminders for this event
is that if you wish to consume crab effectively crab crackers are desirable. Dave and Lisa McCammon will be able to tell you the best kind (wink wink). If you want to get serious about your crab intake, you will need to know that you are competing against an amazing champion crab eater. Stacy Olson will provide the finer points of crab consumption (wink wink).
The month of October will end with our Halloween Bash on Saturday, October 27. This year’s theme will be a mishmash of characters from the two movies “The Corpse Bride” and the “The Princess Bride”. If you haven’t watched these two movies I would suggest a viewing. Both are delightful. While costumes are encouraged (we will have prizes), they are not required. What is required is a limber torso for the DANCING we will be participating in.
As you can see, PTYC does not sleep when the boating season ends. Come on out and help us continue to make 2018 a memorable year.

Update on NDZ
While the Puget Sound-wide NDZ has technically gone into effect, for practical purposes it is not being enforced in part due to the US Coast Guard filing critical comments regarding the WA State Department of Ecology’s lack of authority to take charge of deep-waters enforcement (provided to an independent organization through a Freedom of Information Act request) and has openly questioned DOE’s authority. Moreover, there’s a pending appeal of NDZ-adoption procedures before the State’s Pollution Control Hearings Board. Stay tuned.
Update on the Governor’s Orca “Southern Resident Killer Whale” Task Force
The Task Force has had multiple meetings and one proposal that RBAW is actively opposing involves the idea of a permanent “No Go Zone” in the San Juan’s for vessels and whale-watching cruises. It strikes us as a static, technology-backwards “feel good” proposal that will achieve little. We are much more prone to support vessel notification systems, go-slow and no-wake zones, sound reductions and dynamic “400 foot bubbles” predicated on where pods of whales are actually traveling. One scientist at the Center for Whale Research commented that for all of the good a no-go zone would do, “You might as well establish a no-go zone in Iowa.”
Update on Usefulness of the Lake Union Landing Zone Lights and Buoys
RBAW has been working closely with Kenmore Air to monitor the effectiveness of their pilot program in Lake Union to warn vessels when a seaplane is coming in for a landing. Kenmore Air began Memorial Day weekend to use lights and buoys which can be activated by the pilot to warn all types of boaters when a seaplane was on approach to the zone.
Feedback from Kenmore Air indicates that once the interference with radio signals was worked out, the pilot-triggered lights worked well. The lighted buoy system definitely provided improved relief during moderate levels of lake activity. Boaters moved away from the area when the buoy lights flashed. Kenmore Air received very little negative response. However, during very high levels of activity during warm days when more paddle boarders, kayakers and drifters were on the lake, Kenmore Air had to divert 129 aircraft to their facility affecting over 1000 passengers and cancelled 34 afternoon scenic flights which typically fly at capacity with summer tourists.
As previously agreed, the buoys were removed after Labor Day on September 8. It remains to be seen after all data is studied, what, if any, changes will be made to the warning system. RBAW and Kenmore Air are committed to work together to find a solution that is fair and safe to both boaters and seaplanes.
RBAW Annual Meeting at Tacoma Yacht Club
The annual meeting will be held on Saturday, November 10 at the Tacoma Yacht Club. We encourage delegates of our member yacht clubs to attend as this is their once a year opportunity to vote on important issues and to elect RBAW officers for 2019. Invitations to Commodores will be sent in early October. This is a chance to get an overview of the issues we are dealing with and also a perspective from our lobbyist, Doug Levy, on the upcoming year in Olympia as it relates to foreseeable recreational boating issues. Other speakers will give more in depth views of current issues boaters are facing with regulatory agencies.

Annual PTYC Garage Sale Funds Maritime Scholarships
PTYC's Annual Garage Sale is fast approaching—-Saturday, October 13th!
PTYC sponsors a public Garage Sale at our clubhouse, where PTYC volunteers sell items that
have been collected and donated by our membership. Fall is the perfect time to re-gift or hand-
down new or slightly used boat and household items, books, clothing, electronics, tools and some
furnishings!
SALE PROCEEDS FUND MARITIME SCHOLARSHIPS TO LOCAL STUDENTS.
PTYC volunteers make this annual event successful, by working one or more the shifts over
several days—Wednesday through Saturday—October 10-13. Sign up NOW for shifts on our

When crossing paths with another vessel that could
result in a collision if neither boat changes course, the
boat on the right is the “stand on” vessel. This “stand
on” vessel must pass in front. The “give way” vessel
on the left must pass behind. When meeting head on
both vessels steer to the right to show their port side
to pass port to port.
REMEMER: All boats not under power, sailing,
paddling, etc. are the "stand on" vessel. All
commercial boats restricted by draft or fishing gear
are the "stand on" vessel to all boats including sailing
boats. Always give way when it helps keep you safe. And as always…..mind your wake!
